Because they think people would consider upgrading their package to get BBCA and TBN is just for quantity bragging purposes.
I made a suggestion here a few months ago that they have more than one "equivalent" package. One with sports emphasis and the other with intellecutal emphasis. I have about 8 sports channels and they are worthless to me. The one time I wanted to watch a sporting event, Tour de France, it was a channel not available in my package. :-)
