The United Nations Association of Bulgaria in a partnership with the
Information Centre of the Council of Europe - Sofia with the support of the
East-East Programme of Open Society Institute and the Norwegian Government
is organising an interregional roundtable on the Crossborder Collaboration
between the Intergovernmental Organisations and Civil Society in Prevention
of Violent Conflicts.
It will take place in the city of Sofia from 23 to 26 July 2004. There will
be involved civil conflict-prevention activists from the regions of Balkans
The event will be held in the framework of The Role of Civil Society and
NGOs in the Prevention of Armed Conflict. This global partnership programme
is organised in response to a UN Secretary-General Kofi Annan’s
Recommendation from July 2001 to the NGOs working in the field of conflict
prevention to organise an international conference. The European Centre for
Conflict Prevention (ECCP), based in Utrecht, acts as a secretariat of the
two-year integrated programme of research, discussion and network building.
The overall objective of the GPP is to develop a common platform for
effective action in conflict prevention from the community to the global

lead on to a major international conference at UN Headquarters in 2005. As a
result of this, Regional and International Action Agendas will be produced
to advocate a paradigm shift from reaction to peaceful prevention of armed
The regional working group for Eastern Europe is based primarily on the
Western CIS sub network of the CIS NGO Working Group on Conflict Management
and Prevention. The first regional roundtable of the region of Eastern
Europe has been held on 18-21 December 2003 in Chisinau, organized by the
William R. Nelson Institute of International Affairs – Moldova (WRNIM).
There participated 20 civil organizations from Moldova, Romania, Russia,
Ukraine, Belarus and the Bulgarian ones United Nations Association of
Bulgaria and Students Diplomatic Club.

The abovementioned Chisinau meeting adopted an action plan for 2004. There
have been decided two interregional events that will meet together
representatives of the regions of Eastern Europe and Balkans to be carried
out during 2004 – in Bulgaria in July and in Romania in December.
The current event will gather conflict-prevention and peace-building
practitioners, mediators and academics working in the regions of Eastern
Europe and Balkans. The meeting will enable sharing of experience,
comparative analysis and identifying solutions of common problems.
The main goal of the roundtable is to improve the interaction between NGOs,
international organisations and local governments to make them more
effective in the field of conflict prevention and management.
