Jeri, You are a real hero to be teaching under such circumstances. The choice based Teaching for Artistic Behavior concept was actually conceived piecemeal in the early seventies purely to cope with insane schedules, few materials and kids who never finished all at the same time! So there is hope for you and your students in teaching for independent work.
You can use short times better, as supplies are already "out" in simple media centers. Kids come in and get a few instructions but then get right to work. After a few sessions they will mostly come in knowing what they want to do. If they finish, the move on to something else...if they work slowly, they continue independently till done.

Your situation is a punishing one...similar to my first year. While working to improve the situation as Judy suggests, you can also provide important teaching and learning for your students...and when that is happening it can help you to gain more respect as an important and essential part of your school.
