3rd Year National Stocktaking Convention on the Status of Implementation of the RTE Act
3rd April, 2013
We are organizing our 3rd National Stocktaking Convention on 3rd April, 2013 to take the stock of the implementation of the RTE Act at the end of 31 March, 2013 deadline. Time-line has been fixed by Indian Parliament to put in place all provisions except teachers’ training, for which the timeframe is 2015- just two years away.
During the last two years the governments- both center and state- have made efforts to reach the RTE norms through steps like notification of RTE rules, improvement of school infrastructure, increased allocation of resources and formation of School Management Committees across the country. However, these efforts have often been sporadic, quality and rigor in implementation not upto the mark, reflected in the reality of even the rock bottom basic RTE norms still not being in place in all schools. In contrast, the last year has seen some efforts towards dilution of the Act’s letter and spirit. All this points towards a shortage of political will to fulfill the constitutional vision of equitable, quality education for all of India’s children. As the nation stands at the threshold of the deadline, it becomes even more critical for all like-minded activists, educationists and civil society organizations to build a powerful people’s movement dedicated to the implementation of Act and supporting the mission of making education a prime issue in this election year.
Keeping this in mind, we invite you to join us in the Convention on 3rd April, 2013 and participate in the national debate about the RTE and the status of education in the country, thus supporting the educational movement for realization of equitable and quality education to all children.
For strengthening the movement on the 2nd day (4th April) participants will join hands with thousands of teachers marching towards Parliament demanding educational rights and opposing privatization/ commercialization. We are expecting people to join us from 20 states in large numbers.
