XSL-FO does not have vertical justification on a page. All heights
must be explicitly set, including line heights and the height of
block containers. Line heights will grow as required to fit content,
but there is no standard setting where you ask the formatter to
arbitrarily vertically justify for fitting the top of the top line
relative to the bottom of the bottom line.
Vendors may offer extensions to do this, but you would have to ask them.
