I'm not on the committee so this isn't an official answer, but I note that
this is true only on space-before= and space-after= ... and there is an

My guess is it is an arbitrary decision by the designers that space-
specifications differ from margin- specifications and are, perhaps, more
flow-oriented than page-oriented, so percentages wouldn't apply to a flow
the same as they would apply to a page. They just deemed that it does not
