The down and dirty, but very effective way to make those wings is coat hangers and old pantyhose. You can modify that to make the collar, just shape the coat hangers (or other wire) into the outline you want, and stretch old pantyhose over it, wrapping, tucking, and stitching them down around the neckline area.
That will give you a sheer base to which you can then glue, or carefully stitch other pieces of sheer fabric. Or you can paint the sheer, instead. Just thin down your average cheep fabric paint with some water, and watercolor them!
The pantyhose make sure that the fabric is stretched tightly over the frame, which is why sewing normal fabric to a frame doesn't always turn out as well.
