Well sort of. Jackson left the Valley in June of 1862, to help raise the potential seige of Richmond. In fact he had not been in Winchester since the end of May. At that point Lee had just come to command the ANV (May 31), had not met Jackson, and it is a stretch to put this construction on this particular print.

march thru Winchester. This is prior to Antietam but his successes there
