CLASSIFICATION: Assistant/Associate Program Coordinator
(Bridges and Highway Operations Section)
HOURLY RATE: Grade VII of the Salary Plan: $60,453 � $77,385 (Depending upon additional qualifications, salary may be up to $89,219).
DESCRIPTION: Under the general supervision of a Senior Program Coordinator, act as support staff for the management and operation of the Service Authority for Freeways and Expressways (SAFE) program, which includes the Call Box and Freeway Service Patrol (FSP) programs and the Pavement Management Program (PMP). This position may also include related duties in the Pavement Management Program (PMP). The SAFE program includes the operation of over 3,400 call boxes and 74 roving tow trucks on the Bay Area�s highways with a total budget in excess of $15 million annually. Responsibilities include support for the following: assist with the successful implementation of both FSP and Call Box programs; manage the Call Box Call Answering Center (CAC); assist with the development and use of management information systems for both projects, including invoice tracking, monitoring the performance of projects, and inventory management; and coordinate with partners that support both programs and other incident management activities, including Caltrans and the California Highway Patrol (CHP).
QUALIFICATIONS: Education: Completion of a bachelor's degree from an accredited college or university, as listed in the Higher Education Directory, in an appropriate discipline such as urban planning, transportation planning or engineering, public administration, or information systems. Graduate degree preferred. (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with the application.)
Experience: Minimum of one year of recent (must be within the last five years), progressive and verifiable professional experience in a field related to the position. (One year of graduate work in a discipline directly related to the position may be substituted for job experience.). Additional professional work experience is preferred.
Knowledge of: Principles and techniques of quantitative analysis: Computer applications related to complex databases and spreadsheets, GIS desirable; Principles of transportation operations, planning, funding, and programming; Procurement and contract management; and Techniques to facilitate inter-agency coordination.
Ability to: Analyze complex data to develop solutions; Document technical analysis for policy makers as well as lay audiences; Prioritize and undertake multiple tasks; Understand computer systems, including system networking; Develop work scopes, procure consultants and manage projects and contracts; Manage technical projects that achieve objectives; Communicate effectively, both orally and in writing and effectively work in a team environment; Develop and implement project budgets; Manage equipment and supply distribution, invoice management and related activities.
QUALIFICATIONS: Experience: Knowledge of and experience with one or more of the following:
� Intelligent transportation systems
� Call Center operations
� Database and spreadsheet software applications
� Computer systems and telecommunications networking
ASSIGNMENTS: Under the supervision and direction of a Senior Program Coordinator, the Assistant/Associate Program Coordinator will:
1. Develop, manage and maintain database applications for a variety of uses within the BHO Section, such as contract, invoice and inventory tracking and monitoring.
2. Manage the operation of the Call Box Answering center, including developing and managing contracts and reviewing contractor performance.
3. Work directly with MTC SAFE staff and partner agencies to develop management information and reporting systems for both SAFE and the PMP programs.
4. Work with CHP and Caltrans technical staff to develop required analysis of program operations toward identifying and solving key problems.
5. Monitor contractor invoices to assure accuracy and conformance to contracts.
6. Participate in the ongoing operation of the SAFE and PMP programs in terms of administering contracts, database management, troubleshooting, and generally assuring the delivery of a cost effective program for the public.
7. Develop meeting agendas, identify key problems requiring staff attention, and assist in staff efforts to resolve program issues.
8. Other duties could include transportation analysis and key assignments as needed in the Section.

EMPLOYEE SELECTION PROCESS
This Job Announcement sets a cut-off date and time for the receipt of applications. Applications will be reviewed as promptly as possible following the cut-off date. Those candidates whose applications show the best combination of training, experience, knowledge, and ability relevant to the position will be invited for an interview.
Interviews will be conducted by a panel whose members are acquainted with the requirements of the position. At the conclusion of the interviews, the panel will rate the candidates. The Executive Director may offer the position to the best-qualified candidate.
After the position has been offered and accepted, all other applicants will be notified promptly of the filling of the position. The panel will recommend which of the candidates interviewed but not selected will constitute an "eligibility" list, which will remain in effect for six months. In the event the same, or very similar position becomes available during that period, the list may be used for further selection.
In the event that a suitable candidate is not found, the position will be reopened for further recruitment.
The initial twelve months of service in this position constitute a probation period. The purposes of probation are to assist the employee in adapting to the new job, to evaluate the employee�s performance relative to continuation in the position, and to provide for corrective measures when performance is deficient.
MTC staff employees are paid on the basis of an adopted salary schedule. The cited grade for this position consists of a total of eleven steps with intervals of approximately 2�% available for merit progression.
THE FOLLOWING ARE AMONG THE BENEFITS OFFERED TO EMPLOYEES OF MTC
One day per month paid vacation leave; for each year of service, an additional day per year is granted to a maximum of 25 days per year.
One day per month paid sick leave, with no limit to the amount of sick leave that can be accumulated. (May cash out up to 240 hours of accumulated sick leave upon separation from the Agency.)
