POSITION: ASSISTANT TRANSIT ANALYST
SALARY: $45,000 - $52,000
FUNCTION: Under the general direction of the Manager of Planning & Programming, the Assistant Transit Analyst will provide professional services to the Planning & Programming Department. The Assistant Transit Analyst will work closely with the Fiscal and partner agency staff to assist the Manager of Planning & Programming in grants reporting, financial modeling, and special statistical reports.
This class is the entry level in the Transit Analyst Series. Working under the direction of the Manager of Planning & Programming, this position is responsible for the providing professional support as well as working independently on focused projects.
Duties listed below are typical, but not exhaustive. Duties vary widely to respond to San Joaquin Regional Rail Commission (SJRRC) goals and objective. •Assists in gathering data for various grant programs and reporting requirements. •Produce qualitative, quantitative, statistical and systems analysis of a range of transportation data. •Observe, describe, and analyze passenger and agency behaviors and develop policy and procedure recommendations. •Prepare written reports detailing data or information discussing the applicability to SJRRC projects and programs. •Analyze existing and proposed plans, programs and projects for their ability to meet ACE objectives, including their effects on social, economic factors within the service area. •Provide assistance to other staff members on specific aspects of projects. •Administers various SJRRC programs or projects and personally performs specialized and technical planning, programming and administrative tasks. •Works with local & regional partners, as well as federal, state, regional and local agencies, to help coordinate the development and delivery of transit-related projects. •Represents the SJRRC to its partner agencies and other organizations, groups, or individuals on various matters and issues as assigned; serves as a liaison to various boards, councils, commissions, and/or committees as assigned. •Performs other duties as assigned. MINIMUM QUALIFICATIONS:
Any combination of experience and education that would provide the required knowledge and abilities will qualify a candidate. A typical combination is:
•Possession of a Bachelor’s degree in Public Administration, Business, Finance, or closely related field with one year of experience in transit or transportation field.
License or Certificate:
•Must possess and maintain valid California class C driver’s license
Knowledge of: •Federal, State, and local transit/transportation funding programs. •Basic principles and practices of transit/transportation planning, analysis and development. •Principles and practices of grant project management and contract administration, as well as state and federal grant programs. •Data analysis and/or research methodology to develop policy, programs, plans and/or recommendations. •Internal controls appropriate for a public agency setting. •Documentation management. •Microsoft Office Suite applications. •GIS/SQL a plus.
Ability to: •Understand complex government policies and regulations. •Utilize procedures for an unplanned event or emergency. •Use appropriate communication protocols. •Communicate in a clear, concise, persuasive, and tactful manner to a wide variety of audiences both orally and in writing. •Prioritize and coordinate multiple assignments and/or tasks that are time sensitive and sometimes urgent. •Understand and follow rules, policies and procedures. •Demonstrate the ability to function calmly and exercise sound judgments during rapidly changing situations. •Work in a fast paced work environment. •Work independently or in a team situation.
