The Alameda County Housing and Community Development Department (HCD) has
an immediate opening for a qualified professional in its Housing
Development section to perform project management related work within
Alameda County. This position involves the many aspects of funding and
coordinating affordable housing development, and includes project review,
funding, underwriting and implementation of affordable housing development
HCD is a local and national leader in affordable housing development.
Using funding from a variety of federal, State and local sources, HCD
works with nonprofit and private developers to build and renovate
affordable single-family and multi-family units. Last year, HCD completed
development of more than 450 units of affordable rental housing throughout
the County, including family and senior housing and transitional and
permanent supportive housing for people who have been homeless. HCD works
collaboratively with other jurisdictions throughout Alameda County to
increase housing resources, provides housing rehabilitation services in 11
of the 14 cities of the County and the unincorporated areas, and
administers several innovative countywide programs through cooperative
agreements. The position is located in Hayward.
The ideal applicant for the Project Coordinator position should have the
knowledge and ability to perform a number of the tasks outlined below:
1. Prepare development budgets, cashflow and operating proformas, and
financial sources and uses statements.
2. Understand affordable housing financial resources and their restrictions:
i.e. tax credits, HOME, Redevelopment, etc.
3. Capable of determining reasonableness of cost estimates for acquisition of
property, rehabilitation of existing structures, and construction of new
4. Develop criteria for selection of developers or projects.
5. Analyze proposals for financial and development feasibility, and write
reports summarizing findings and making recommendations.
6. Capable of determining capacity of developer, property management and
other members of the proposed development team to carry out the project.
7. Understand the impact of housing and real estate markets, zoning and
building codes on proposed development and the entitlement process.
8. Monitor progress on projects and compliance with ongoing requirements on
projects after completion.
9. Make presentations to Boards, committees, and other bodies on specific
project and housing development issues.
The minimum qualifications for this position are:
The equivalent of three years full-time program development, planning or
administration experience in a housing, community development, planning or
A Bachelor's Degree in Urban Planning or a closely related field and one year of full-time program development, planning or administration
experience in a housing, community development, or related service
enriched housing program;
A Master's Degree in Urban Planning or a closely related field.
The position is full-time with a complete County benefits package
