Under direction, this position serves as Planner & Policy Manager of
Criminal Justice in the
Department of Children, Youth and Their Families (DCYF) performing duties
requiring a high
degree of independent judgment on program and administrative matters,
policy, and community
and multi-agency partnerships related to violence prevention. Incumbents
will serve in an intra-
CCSF-departmental and community liaison capacity to promulgate DCYF�s
policies, and gather information, opinions and concerns that may affect
service delivery or policy development. Incumbent will provide
management leadership to ensure the acquisition and stability of federal and
state grants, and
foment additional grant opportunities that further advance DCYF�s violence
Position will manage and analyze information utilized in the development of
procedures for budgets, grants, contracts, fiscal forecasting, program
evaluation, and other pertinent areas and functions requiring direction from
Examples of Important and Essential Duties:
1. Oversee and/or manage a large portfolio of federal and state, law
criminal/juvenile justice grants. In addition to routine application,
acquisition and reporting
protocols, grants management activities require oversight of multi-agency
extensive grant-related performance measures and outcomes tracking.
2. Review grant opportunities for local viability and alignment with
justice/violence prevention priorities, convene stakeholders as appropriate
to vet fundable ideas,
write and submit proposals.
3. Identify, evaluate, and analyze issues and problems relating to criminal
prevention programs and procedures, present informed recommendations, and
4. Manage preparation and publication of reports and documents related to
justice/violence prevention; maintain records and/or information systems
with maximum clarity
5. Oversee activities of the Juvenile Justice Coordinating Council and
ensure timely completion
of annual juvenile justice/violence prevention planning process
6. Work with DCYF line staff and executive leadership, Mayor�s
Office/Interagency Council and
other CCSF criminal justice leaders and community based organizations to
the prevention, intervention and rehabilitative impact of violence
prevention and criminal justice
systems and programs.
7. Ensure that the DCYF executive and staff are kept apprised of important
issues and problems
that impact the City relating to criminal justice and community development.
8. Perform related duties and assume responsibilities as assigned.
May provide supervision to subordinate staff and/or assume responsibility
for managing projects
Experience and Training Guidelines:
1. Possession of a graduate degree (master�s degree or higher) from an
or university, and five (5) years verifiable full-time-equivalent experience
professional-level analytical work as described in Note A; OR
2. Possession of a graduate degree (master�s degree or higher) from an
or university with major college coursework as described in Note B, and four
verifiable full-time-equivalent experience performing professional-level
analytical work as
described in Note A; OR
3. Possession of a baccalaureate degree from an accredited college or
university, and six
(6) years verifiable full-time-equivalent experience performing
analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or
major college coursework as described in Note B, and five (5) years
experience performing professional-level analytical work as described in

Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or
more of the following
functional areas: complex budget analysis, development and administration;
financial/fiscal analysis and reporting; development of complex contracting
administration of competitive bid processes and complex contractual
and evaluation of complex management/administrative policy; complex grant
monitoring; complex program evaluation and planning; complex legislative
economic analysis; or other functional areas related to the duties of
positions in Class 1824,
where the primary focus of the job is complex professional-level analysis
recommendation, development and implementation of major programs and
department/organization. Analytical experience equivalent to the duties of
Class 1823 is
B. Coursework applicable to a baccalaureate or higher degree in specialized
areas such as public or business administration, management, business law,
public policy, urban studies, economics, statistical analysis, finance,
accounting or other fields of
study closely related to the essential functions of positions in Class 1824.
Knowledge, Skills and Abilities:
Knowledge: Federal, State and local laws and regulations related to criminal
violence prevention in addition to knowledge of executive management,
negotiating and communications. Seasoned understanding of public sector and
partnerships, juvenile/criminal justice system and innovative and promising
and juvenile/criminal justice programs and practices.
Skills and Abilities: Exercise keen attention to details and juggle multiple
priorities, strong analytic abilities and highly proficient technical
writing abilities, able to provide
strong programmatic leadership, skilled meeting facilitator, effectively
communicate and provide
recommendations and options to DCYF executive leadership, staff,
committees, other agencies and the public. Apply the principles of public
financial and personnel management and effectively interpret all applicable
and codes. Exercise independent analysis, adaptability and judgment on
with difficult, complicated options. Maintain harmonious relationship with
officials, unions, employees and the public.
