JOB SUMMARY: Under general supervision;
plans, organizes, and manages the activities and staff engaged in one or
more Service Development functions, such as short-term planning and priorities,
long-term planning, operations planning, or capital implementation.
REPRESENTATIVE FUNCTIONS include:
• Directs a functional unit within
the Service Development department; develops the unit's work plan; and
manages short and long range service planning, grants projects, and/or
traffic and scheduling functions.
• Supervises assigned professional,
technical, and clerical personnel, including department staff and outside
consultants; assigns work; and organizes and directs the timely completion
of complex written and oral reports for dissemination to management, the
Board of Directors, external agencies, and the general public.
• Acts as District spokesperson and
liaison with external agencies, community groups, and the general public.
• Manages complex statistical and data
analysis projects; and administers the establishment and ongoing updating
of records systems and databases for research, service planning, and/or
• Directs and participates in the analysis
and preparation of recommendations on immediate and long-term transit service
trends and needs, transit regulatory policies and requirements, resource
needs, environmental review, Title VI compliance, and financial requirements.
• Coordinates activities with other
District divisions and departments regarding the impact of service, scheduling,
or long range plans on the District's business and financial plans.
• Prepares the budget for the assigned
unit, participates in the preparation of the department budget, administers
approved budgets, and monitors expenditures.
• Evaluates the work of assigned staff,
maintains responsibility for unit productivity, provides for training and
professional development of assigned staff, and may participate in the
selection of staff for the Service development department and the assigned

of new, and/or modified service schedules, and the production of public
timetables and driver schedules; as well as the collection and analysis
of a variety of performance data, including on-time performance and passenger
• Analyzes route performance data related
to the number of drivers and equipment needed for optimum use of District
resources; and sets parameters for run cuts to reduce time and achieve
greater efficiency, and to meet budget constraints.
• Interprets applicable provisions
of the Collective Bargaining Agreement regarding service and related scheduling
items, to ensure compliance with contract obligations.
• Conducts special studies and surveys
designed to achieve more efficient and economic passenger service through

KNOWLEDGE & ABILITIES REQUIRED
Knowledge Of: Principles and practices
of multi-modal transportation planning and transit operations; policy development
and implementation, including a working knowledge of applicable federal
and state laws and regulations governing transit operations; methods and
techniques of data collection and statistical analysis; effective research,
analysis, report writing, and presentation techniques; and effective methods
of management and leadership, including motivation and team building.
Ability To: Act as project manager of
both ad hoc and ongoing service development functions from proposal and
planning stages to implementation and maintenance; analyze complex problems,
identify alternative solutions, and propose and implement recommendations
in support of goals; analyze and interpret statistical data; interpret
and apply District and Board policies and procedures, as well as relevant
state and federal regulations and laws affecting transportation service
development and planning programs; represent the District at meetings with
external agencies, community groups, and the general public; prepare and
administer budgets; direct and participate in the writing, preparation,
and presentation of technical reports; organize, supervise, motivate, train,
and evaluate the work of assigned District personnel and external consultants;
work with various cultural and ethnic groups in a tactful and effective
manner; use commonly used software for statistics, word processing, spreadsheets,
and presentation at an intermediate level of proficiency; communicate effectively
both orally and in writing; and establish and maintain effective working
relationships with those contacted in the course of work using principles
of good customer service.
EXPERIENCE: Equivalent to at least six
(6) years of recent, increasingly responsible professional level experience
in service development, and transportation planning and management; including
a minimum of three (3) years in a supervisory role, or in a project-lead
capacity that involved supervising subordinate employees and consultants.
EDUCATION: Equivalent to a Bachelor's
degree from an accredited college or university with major course work
in city and regional planning, business or public administration, urban
studies, economics, finance, political science, geography, or a related
field. Additional years of qualifying experience may be considered in lieu
of the required education on a year-for-year basis.

keyboards, and other peripheral equipment.

to travel to other locations within the AC Transit District.
