A laurel I know who specializes in German costume told me that smocking is
period, but only for Germany. It's post 1603 for other countries. :-(

Off line try THE BOOK OF SMOCKING by Diana Keay (Arco, NY, 1985)
Page 9 shows gragments of a Tudor cuff smocked, and page 6 shows a detal
from "The Rest on the Flight into Egypt" where the waist of The Virgin's
gown is smocked on the sides only, to make it more form fitting. Page 8
shows a self-portrait at age 22 of Durer wearing a smocked shirt.
