And in the RSS 0.9 and 1.0 spec, it's called RDF Site Summary. It's been
called various things by a variety of people at different times so this
doesn't seem to be specifically a Microsoft thing. As far as I can see, the
article you cite isn't written by someone at Microsoft. :-S
