There is a number of datasets for the Deadlands
sources in the alpha folder. I don't know the system
myself but I didn't see anything in there that looked
like what you are talking about. This is probably
because it could be a bit of a pain to code it.
If you wanted to code it yourself I would have 3
hidden feats, 1 for each of the options you outlined
above. Then for each hinderance add something like
Your feats might look like:
BONUS:FEAT|POOL|1 or ADD:FEAT()
+2 Class Skills
PCGen Docs 2nd, Data Chimp, Code Gibbon, Doc Tamarin
