Probably not ethnic Kazakh. It is a European name form... Anna "daughter of Pavel" [Pavlovna would be the patronymic used in a semi-formal situation, much the way Poles use "Pani" with the first name for people they have known for 20 years but are not close enough to use JUST the first name.
Anna Pavlovna was probably Russian. She could also have been of Polish descent living in Kazakhstan from the pre-war Polish community, but this would be statistically unlikely.
