The software that Robin pointed you to is the DVDongle Software. It’s what you use when using the DVDongle to talk. There is no installation, just run it. When it opens, you should be able to select the COM port, which in your case, looks to be COM3.
We need a little more information as to what you are seeing to help much more.
I am lost beyond belief. I downloaded the file you specified and ran it. I can't figure out what it did and get no indication of the correct release. The only DV Device available is COM3. The only other USB device is the KVM switch.

Hi Paul. Is the green light pulsing on the DV Dongle? If not, the drivers have not been completely installed. If it is, check to make sure you have selected the correct device in the "DV Device" box. You may have another device that uses the same USB chipset.
