Hi guys, well as advertised, A Chiurgeon Coligium as it were.
I would like to see as many Constaples as possable.  I have room for 6
people in my van.  If you are in the greater Sacramento Area or any where
near there I am willing to pick some people up.  Let me know.

On another list that I'm on, somebody mentioned that starting after
March Crown, anyone bringing a minor not their own to an event, must
have a signed and notarized minor's medical form.  Is this true, and if
so, why isn't it being publicly announced.  Not that I want to wade
through all the complaints this will generate, but if this is a fact,
come down from on high, people need to know;  I don't want to have to
turn a kid away at the gate because they don't have a waiver, then get
yelled at because the adult didn't know the new policy.

Will the poor mans version of a notery work for the minor medical waivers
(i.e. two friends witness the signing of the documnet?)  I for one know it
is getting difficult to find a notery.  we had a hard time finding one
when we went on vacation last year and needed a med waiver for my the kids
when my dad was watching them and it came up on another list.

Greetings to the Populace of the West Kingdom,

             I am writing to you today about a very serious topic.  His Majesty
came to me with a story of a young person in another kingdom that had to have a
finger amputated. Now the truly sad part of this is that the child was at an SCA
event with someone other than the parents and the members that brought said
child did not obtain a medical authorization to have the child treated.  The
finger could have been saved had the adults in this situation had this form. So
as a Concerned Member of this Great Kingdom and by his Majesty's request We the
Constables of the West are going to have to start enforcing the SCA Rules and
check that all Children on site at an Official SCA event must not only have a
minor waiver form, but a Medical authorization Form that is NOTERIZED.  I am so
sorry for any trouble that this is going to cause but it is for the safety and
well being of any children that are guest of Friends at an Event. We will be
checking starting at March Crown 2006. I ask that you pass this e-mail to all
Yahoo groups that you belong to and print it and take it to your Baronial and
Shire meetings.  Tell everyone that you know that has been bringing young
children not their own.  People that show up at event that do not have this form
will be turned away at the gate until they have one for each minor child that
they bring as a guest.  Please make every effort to get this information out to
everyone.  I know that there are many people who travel long distances to get to
events and we would hate to have to send them home, BUT WE WILL! WE do not want
to, but it is what must be done to insure the safety of these children that we
all love so much.  A medical authorization form can be obtained from the SCA.org
site and I am including a Link here that will take you directly to the form.  I
thank you in advance for taking this issue to all you know and truly

I have been reading the current brouhaha with much trepidation, and I don't
like the direction it is taking the constabulary as a whole.  We are, more
and more, being asked to do the jobs of mundane security officers, (not
the police, but hired security) and that is not what I joined the
constabulary to do.  If I wanted to wear a badge and throw my weight
around, I would go to the local college and take security officer
training, or I would join the police force.  I became a constable to make
sure that people would be safe while having fun, not to enforce ever more
rules and regulations.  I am not very happy with this mentality, and
therefore am tendering a public resignation from the ranks of rostered
constables.  I will no longer work for a group (the SCA) that I see as
becoming ever more dictatorial and autocratic with each passing year.  I
may still occcasionally work at gate, but that is dependant on whether or
not I actually stay in the SCA.  After my terrible experiences at
Estrella, and then this mess,  my belief in honor and chivalry is near
dead. This is not a knee-jerk reaction to just this incidence; this has
been building in me for the last 5 or more years. Yes, there are some
wonderful people out there, but they are being overshadowed by all the
bad.
So, I quit.

1. Who made this new rule? If it is new Kingdom Law, it is not official
until announced and then printed in the Page. And Sven, no disrepect
intended, but you're not the Kingdom Constable.

2. This is now AS40, and this happened so far once in my 30 years or so of
being in the SCA, and in another Kingdom yet. Is it really time to panic?
Could this not wait until we have had a Kingdom Officers Meeting and input
from all the Officers and Populace?

3.  Minor Medical waivers are not within the Authority of the Constables.
This form comes under the Authority of the Seneschale or the Chirugenate.
The form has sometimes been provided by the Constabulary as a courtesty,
sure.

4.  If you see the bolded section below, it states that ALL minors must have
this Authorization, even those with attendant parents? "We the Constables of
the West are going to have to start enforcing the SCA Rules and check that
all Children on site at an Official SCA event must not only have a minor
waiver form, but a Medical authorization Form that is NOTERIZED." (italics
mine)

Please note that The post say's that we are strickly speaking of children not
our own.

I am aware that I am not the West Kingdom Constable but, I have spoken with her
and I have been intouch with the powers that be.

I also know that we must put the policy in the page before it can be enforced
but the idea here was to get to the masses to try and get the wheels rolling. 
It was said that we would be looking for them at March crown not enforcing.

I was told about the little girl from someone that I feel is a reliable source.
Please do not attack me. I only want to do the right thing. and as far as I know

I would be very interested to know the following:

1) In which kingdom did this occur?

2) When did this occur?

I'd not call anyone a liar, but I've witnessed a lot of...
"embellishment and exaggeration" over the years, and I've never heard
of this amputation case.

I'm on an awful lot of lists across the Known World, as well as the
Rialto (rec.org.sca), and such an incident should have at least been
mentioned somewhere other than here, too.

appreciate this was a difficult thing to have to pass on. But here's how I
would have worded this:

"There was an incident recently where a Minor was injured and that Minor did
not have a Minor's Medical Waiver. We need to start educating the Populace
about the fact that those minors who are not with their parents should have
one of these Medical Waivers. Thus, at this upcoming Crown, the Gate will be
asking folks with Children if they have one. If they do not, one will be
provided, and the importance of having a valid Waiver will be stressed. The
Crown is considering requiring that these Waivers for admittance to an Event
(for Minors not with their parents), and also requiring the Waiver to be
Notarized.  Public input is sought on this. Any such change to Kingdom Law
will be posted in the Page first, of course.Note that it isn't a bad idea
for children that are with their parents to still carry this document on the
child."

After seeing the furor on this list, I checked the West list to see
what was going on there. The most important post there, from my
perspective, is included below. You forgot to copy us, Sven! As I read
this, I'm interpreting it as, "Ok, we hear that you've got an issue
with this ruling, we're looking at it again and will get back to you
as soon as possible, but it's on hold for the moment."

Yes you are correct. I do apoligize for not cross posting the information.  I
was quite overwhelmed to hear all the concerns that were voiced.  I must
appoligize now and here to Bethia our West Kingdom constable for the fire storm
that I started and inevitably burn to the steps of her home.  She and I had
spoken and she agreed to let me go forth with this issue, but she also thought
that the decision was in a whole what would be the determination.  I should have
given her all the information and then let her determine the best coarse, but I
thought I had it right. I spoke to the kingdom officers and we thought with the
information we had the the decision was sound.  I also realize (wolfy) that the
wording was not well thought out.  and seemed to be stamped in cement. I hope
you all know that I meant for only the best and would not gone public with this
had I even thought for a minute  that I did not have everything that I needed. 
Please keep this posting on this list as I still am not sure what the outcome of
this may be. But if there is some reason that my fellow Constables feel that I
should resign my position due to incompetentsy then I will do so. Again I am
sorry.

No, no, no!!! Nobody's saying anything against *you*. Don't resign, and
*please* don't take anything that's been said here or anywhere else about
this personally. Yes, we're all arguing about this ruling, but we realise
that you're the messenger and we do our damnedest not to shoot the
messenger. The firestorm would have popped up no matter who brought this
news to us.

Wulfstan's post (sorry to single you out, Wulfy, but you do wonderfully as
an example here <grin>) might have sounded like it was meant personally,
but his follow-up (I thought) straightened that out. And we all know how
Wulfy's "tone" can come across in email. <chuckle>

Hell, I don't think you even have anything to apologize for. I was just
giving you crap when I said that "you forgot us" bit. *I* should apologize
for forgetting that "tone" in email is so flippin' subjective! I tend to
write as I would speak and sometimes don't think about the fact that the
laughing tone I'm "hearing" in my head can easily be "heard" as accusing
or attacking when someone else reads the words.

So I am opening gate a Crown and the long term out look for weather
says rain on Fri.  So i guess I am going to need the constable pop
up/10x10 for gate. Is there anyone who know where it is that can get
to it and get to crown by gate opening? I really don't want to be any
wetter than I already know that I'm going to be.
