I don't know if you meant to include the e-mail exchanges below the workshop information, but the conversation in the e-mail exchanges below about beer-gardens is wonderful inspiration. This Sunday's Tour de Peaks in Snoqualmie will be absent a beer garden this year. I like how your group handled it with opportunities for other ways to raise funds. Thank you!!!!! I'll use that!

Using Low Cost Powerful Strategies for Community Level Prevention and Change By Dennis D. Embry, Ph.D

What if your actions solved many problems at once? Violence, crime, healthcare costs, substance use, school failure, teen sex; problems like these are interrelated, but aren’t always perceived that way. In this workshop, we discuss “syndemics,” a term that describes what people really see – multiple, related afflictions – and introduce “evidence based kernels,” which are low-cost, powerful, proven strategies that can effectively prevent or treat multiple problems in a community.


 

About the Speaker: Dennis D. Embry, Ph.D., is one of the few scientists and practitioners to be involved in national and state efforts that have produced population-level change. His work on prevention of health, safety, substance abuse, violence and mental illness among children has been featured in national media such as the Today Show, Good Morning America, Life Magazine, People Magazine, and the New York Times, the LA Times, the Associated Press and others. Hello Sarah,

I would like to introduce Wahkiakum Community Network in hopes that Wahkiakum Community Network and Wahkiakum County Fair Board can collaborate to possibly improve the future sustainability of the Wahkiakum County fair, and at the same time, encourage the Fair Board to reconsider implementing a beer garden at the Wahkiakum County fair. Wahkiakum Community Network has a vested interest in the health and welfare of the families in Wahkiakum County, and in particular, the interest in ensuring Wahkiakum County is a safe and healthy place for youth to grow into productive adults. Wahkiakum Community Network began in 1994, when Washington State implemented Community Public Health and Safety Networks to prevent important social problems such as youth substance abuse. These networks, including Wahkiakum Community Network are community-based, volunteer boards, developed to give local communities more autonomy, resources to help improve the lives of children & families in their communities, and provide recommendations for policy changes.  Since 1997, Wahkiakum Community Network has invested over $1.4 million directly into the community and leveraged well over $3 million to better the community at large.

 

To give you an idea of the great work we have done since we began, we have worked with Wahkiakum School District to secure a counselor for their students, Naselle-Grays River School District to implement mentoring programs, funded St. James Family Center to ensure adequate family support services are in place, financed a summer internship at Wahkiakum Community Foundation, supported St. James After School Care program, implemented youth and adult mobilization programs to increase volunteerism, supported local agencies like Wahkiakum WSU Extension Horizon’s Project and 4-H, sponsored training for local agencies and youth, and funded youth projects like teen summer employment opportunities, open gym, game nights, school assemblies, Teen Adventure Program and Youth Adventure Program among many others.

 

We have spent time over the past 10 years assessing the community to determine the most pressing issues our youth are dealing with, to ensure we can help reduce the risks that are present in their lives, and improve the factors that protect them to ensure they have a healthy place to live. We have hosted several town halls and summits to bring this data to the community to partner with parents, youth and local agencies to improve the lives of our youth.  Our current board of directors consists of representatives from Wahkiakum School District, Naselle-Grays River School District, Wahkiakum County Commissioners, Cathlamet Town Counsel, Wahkiakum Chamber of Commerce, Wahkiakum Interfaith Network, Wahkiakum Sheriff’s Office, Washington State DSHS, Employment Security, Wahkiakum Health Department, Wahkiakum Human Services, St. James Family Center, Charlotte House, Wahkiakum family parents, Wahkiakum youth and local school board volunteers, citizen’s at large, WSU Extension Office, and several others.  If you would like to learn more about who we are and what we are about, I encourage you to visit our website at www.wahkiakumcommunitynetwork.org.

 

I hope I have been able to reflect to you that Wahkiakum Community Network is deeply rooted in the community, comes to you with a solid history of community support, is a great example of a self-sustaining organization, and is focused on improving the lives of our youth and families in Wahkiakum County.  It has come to the Network’s attention that as a reply to the requirement for the fair to become self-sustaining, Wahkiakum County Fair board is considering implementing a beer garden. We would like to implore you to reconsider this type of fundraiser. The fair has reason to celebrate – it has been a family tradition for 100 years! It is deeply rooted in our heritage, and we hope it will continue, but we hope it continues as a healthy, family friendly venue and a beer garden just doesn’t fit a family venue from the Network’s perspective or the intent of the Washington State legislature for fairs. According to RCW 15.76.100 (Revised Code of Washington’s Declaration of public interest regarding fairs) it states:

Declaration of public interest -- Allocation of state funds authorized.

It is hereby declared that it is in the public interest to hold agricultural fairs, including the exhibition of livestock and agricultural produce of all kinds, as well as related arts and manufactures; including products of the farm home and educational contest, displays and demonstrations designed to train youth and to promote the welfare of farm people and rural living. Fairs qualifying hereunder shall be eligible for allocations from the state fair fund as provided in this chapter.

[1961 c 61 § 1.]

Hosting a beer garden during the fair seems contradictory to this goal. During local summits, public events, and ongoing involvement with the community, local youth have expressed a frustration to the Network multiple times over the past several years that they perceive adults need alcohol to have fun in our community; they have that perception for good reason. Most local public events have alcohol right in the middle of them. Go to the Covered Bridge Festival and you will find a beer garden, walk down Main Street during Bald Eagle Days and you have to walk around the beer garden right in the middle of Main Street. Go to the marina for the fireworks, and yet, another beer garden. If youth continue to receive multiple messages from the adults in our community that alcohol and fun are co-dependent of one another, it is a risk itself, strongly influencing our youth to choose alcohol as their solution to entertainment. Current local data reflects alcohol is the number one substance abuse choice for our youth, with kids beginning to drink in Wahkiakum County as early as 10 years old. It is Wahkiakum Community Network’s mission to ensure youth receive healthy, positive activities to choose from, positive role modeling from adults and the skills they need to become healthy, productive adults. And we believe the Wahkiakum County Fair can reflect that mission. It is one of the last local family activities that reflect family values without a need for the presence of alcohol.

 

However, we also respect the financial sustainability dilemma you are facing. We hope you will consider renouncing your interests in implementing a beer garden, and instead, partnering with Wahkiakum Community Network in selecting a healthier activity as a fundraising choice. We have done some initial exploring from several community members regarding some healthy fundraising alternatives for the fair; many community members have expressed an interest in having a mechanical bull. Undersheriff Jon Dearmore found the dunk tank particularly busy during Bald Eagle Days - perhaps the current Wahkiakum County Commissioner candidates would be available to participate there – that might draw some attention! In the future, the fair may benefit from selling button’s similar to Cowlitz County’s Go Fourth buttons sold several months before their 4th of July event.

 

Wahkiakum Community Network Executive Committee met today to discuss this issue and is committed to offering our financial support of $1000 to this year’s fair to go towards a fundraising effort rather than having a beer garden. Perhaps other local agencies are willing to match our offer to get the fair the funds needed to cover the start up costs to launch a successful, healthy fundraiser this year. We are willing to put the request out to the community. If you would like to discuss this option further, we encourage you to attend our next public board meeting August 4th at 7:00 PM at the River Street meeting room. Providing a beer garden at a community based event has been identified by prevention research professionals to one of several risk factors related to teen alcohol use and is contrary to the work in the youth development and prevention field.

 

If you would like more information about the research around community events and alcohol….I would encourage you to contact Lia Sealund with the Wahkiakum County Community Network and the Drug Free Communities program. I am sure that her coalition board would welcome the opportunity to share the prevention research and strategies around reducing teen alcohol use which is an area of concern for Wahkiakum County teens as identified in the Healthy Youth Survey given to Wahkiakum School District 6th, 8th and 10th graders since 2000.

Morning all,

 

I spoke to Oasis again last night and $5,000 is way to steep for them. They will already have to invest for the kegs and cannot raise enough capital to cover both a $5,000 fee to us and purchase the necessary supplies for the fair.

 

Personally I think $5,000 is very unrealistic as a fee, maybe if we were in Portland but for Skamokawa I doubt they will even generate that amount as a profit.

 

Oasis suggested a percentage of their takings which I think is a lot more realistic. What if we charged them a vendor fee of $200 for a 20x20 space behind the T-Building and agreed to a 20% percentage of their takings?

 

I need to go back to the Oasis by Friday as we are now less than a month from the fair.

 

We need money and I am working on gaining sponsors but this may be the best solution.

 

Please let me know your opinion ASAP.

PS: I did contact all of the other fair managers within WA in the pro-beer garden response is around 90%.  (I did not get a reply from Cowlitz).
