It isn't lawful, but it is fair to allow one vote for those living
and working here. I was interested more in fairness than lawfulness
because we all know laws aren't always fair. Voting twice is, by
any stretch of the imagination, unfair. How can we denounce the
unfairness of anything while engaging in unfair practices ourselves?
