Frank Gorshin, according to his official site:

Well, you could try sending it to him through his agency:
Brian Tochi
c/o Abrams Rubaloff & Lawrence
8075 W. 3rd Street #303
Los Angeles, CA 90048
USA
Or if you'll give me a few days to get a reply from the guy, I'll
write to ask for a contact address through a company that has had
Brian in for a Collectibles Show guest appearance on several
occasions.

It was kinda sappy and cheesy, but I didn't pay to rent it, so there
was no loss on my part. It had an enjoyable moment or two for me, but
otherwise I only liked it for the voice talents.

It was Jeff Bennett doing his hilarious impression of Barney Fife,
Don Knott's character on "The Andy Griffith Show". That was one
impression I couldn't nail for the longest until I heard Jeff using
the voice for a character (a crayfish, or "crawdad" if you're a
Southerner) in an animated short on Cartoon Network's "What a Cartoon
Show". It's become one of my favorite impressions to do ever since.
(Thanks, Jeff!)
The character Jeff voices in the movie is never named - it reads
"Dogcatcher" in the credits. (Though the character refers to himself
once as "The Deputy Dogcatcher", which was probably a Jeff adlib.)
You can tell the animators modeled him after Don Knotts as well,
which makes me wish that they'd gotten Don to voice the character too
(even as much as I love Jeff's impression). Call me a purist, I don't
care. But observing how Disney has handled voice casting in the past,
they undoubtedly originally offered Don the part (he's done a good
bit of animation VO in the past) and he wanted more than scale for
the gig so went the cheap route and got Jeff to imitate him.

According to Mary Kay's official site (last I checked it anyway - it
appears to be down at the moment) she voiced "Si, Morgan, all cat
sounds". I seem to recall Mary Kay's husband saying that it was one
of the last things she recorded as well. If there was any dialog
recorded for the siamese cats, it didn't make the final cut -
probably because Mary Kay wasn't there to complete whatever dialog
that might have been needed. But I am confident that she does all the
cat sounds for the movie because they don't sound entirely like cats
recorded live, and they don't sound like Frank Welker either.
I'll poke around and see if I can find out if the cats were
originally intended to have speaking lines. Unless someone has the
movie on DVD and it's mentioned in the director's commentary?

I remember this ep, but it's been too long.
However, you being the guru of Disney villain audio clips, I'm sure
you have a sound clip I could hear? I've been listening to both Adler
and Angel enough over the years that I think I could probably tell
the difference. Or... you could drop Jack Angel an e-mail and see if
he remembers. There's one listed on his official site:

I vaguely remember this ep. But if you've got clips, I'll listen to
'em and tell you what I think. I've been following both Peter Cullen
and Corey Burton's work as far back as '84 on Transformers.

That frightens me even more than Jennifer Love Hewitt's saying of the
animated Hunchback sequel that "it's the most romantic story you'll
ever see".
Oy... if Walt were alive today, this news would kill him.
