PROVINCIAL LAND SIMPLIFICATION

IFC has developed the Provincial
Land Simplification Project to improve inter-agency coordination and simplify
administrative processes and procedures that affect business access to
land. IFC will work with provincial governments and the private sector
in three provinces to analyze the current process and procedures, design
process re-engineering solutions and support the provinces with implementation.
In addition, IFC has been requested by the Office of the Government (OoG)
to review land-related procedures within the framework of Project 30. This
project is being implemented over an 18 month time-frame from June 1, 2009
to November 30, 2010.
IFC intends to hire a local consulting
firm to provide the following consultancy services:
· Undertake
in-depth research of land-related procedures for business access to land,
both inside and outside industrial zones and clusters in the three provinces
· Identify
areas for simplification and improved coordination among related agencies
· Devise
feasible solutions, including reviewing and adapting one-stop-shop models
and best practices in land administration
· Provide
direct assistance and capacity building to provincial agencies to implement
the solutions
· Support
the OoG Project 30 to review land-related procedures, taking into
account the work done in the provinces.
IFC now invites eligible consultants
to indicate their interest in providing the services. Interested consultants
must provide information (brochures, description of similar assignments,
experience in similar conditions, availability of appropriate skills among
staff, etc.) indicating their qualifications to perform the services. Consultants
may associate to enhance their qualifications.
