Bose has been associated with what now we define as Dumakot Sangliya Project which is the pioneering Technological Nursery.He was a member of the team that drafted the recommendations of 1978 DST UDC seminar on Science and Mountain development organised by the Kumaon University .Chinese used this recommendation in their own version known as Spark Programme.The Narayana Kumar article says:
However, when he talks of poverty, Bose does not rattle off numbers. Instead, he turns empathetic, offering anecdotes from his long field trips into India ’s most remote corners.
“The primary health centre (PHC) in India is the greatest symbol of how little things have changed for the poor in India ,” he says. “Even today, after 60 years, the condition of PHCs is the same. No doctors, nurses, medical equipment and people walking for miles to get substandard treatment. It is the greatest failure of the Indian state.” Bluntness defines Bose. (“I am not impressed by China as there is no freedom in that country,” he says.)
It was in the early 1980s that Bose made headlines by calling a spade a spade. Indian academicians tend to be politically correct and avoid terms that could insult a community or large groups of people.But in a one-page synopsis submitted to the then prime minister, Rajiv Gandhi, Bose blamed the “Bimaru” states for India ’s burgeoning population. The now well-known acronym stands for Bihar , Madhya Pradesh, Rajasthan and Uttar Pradesh. New US military bases are being constructed. The US-NATO military alliance is also threatening China and Russia with nuclear weapons The economic crisis is intimately related to the war agenda. The State of Andhra Pradesh has been at the forefront of India ’s IT growth. In December 2004, Gartner in its report “IT Outsourcing to India – Analysis of Cities” has mentioned that Hyderabad would be the IT Hotspot by 2010 and has rated it high on account of Infrastructure and Human Resources. Andhra Pradesh provides the right climate for the growth of IT business and is now the most preferred destination in the country. Hyderabad is home for many major MNC IT giants and fortune 500 companies. Andhra Pradesh is also known for the pioneering science driven development initiative known as the Kari Nagger Project of the CSIR.
Tiwariji has suggested the inclusion of the Lens Nursery Project in the state plan. The Information Technology and Communications Ministry of Andhra Pradesh records
The Government of Andhra Pradesh aspires to transform the State into a knowledge society and make available the benefits of Information Technology to all citizens, especially those in rural areas and living in poverty. The state also wishes to become a leading destination for investments in Information & Communications Technology (ICT) and a major player in the information economy. The State will leverage ICT for achieving an INFO-AGE (Inclusive, Networked, Fast, Open, Accountable, Globally benchmarked and Efficient) government.
On the other hand the ICT activities of Uttarakhand are being handled by National Informatics Centre currently headed by Dr B K Gairola who comes from Uttarakhand and who has had the privilege of working under the Founder Dr. N. Étagère who received 'Padma Bhushan' in 2005 and his successor Vijayaditya.
Phatte ki Sarkar can only indicate what opportunities can be harness.It is for Nishank Government to utlise them for the development of the state.

The last eighteen essays on science driven development of Uttaranchal, we have studied theoretical aspects of the developmental process.We did touch some specific issues also at times but only as case examples for understanding the process.In this essay let us discussTNORD’s actualinteraction with Shri N D Tiwari, Chief Minister, Uttaranchal.Let us beginthe discussion with TNORD letter datedDelhi-December 16, 2002.The letter reads as follows:
“The current issue of Garhwal Post has some doubts on Uttaranchal’s top down IT initiatives.TNORD has maintained that the e-business of IT must be evenly matched with the i-business of bottom up initiative of science driven rural development. The term i-business has been defined in the TNORD vocabulary and not elsewhere. Even in this vocabulary it has come up only in some of the recent papers. There has been considerable media publicity about the e-initiative but understandingly there is silence over the corresponding i-intiative. Uttaranchal is far behind many states in relation to e-business but is far ahead of the rest of the world in matters of i-business. But the bureaucratic business is unaware of both these initiatives. On the hard ground the implementation
part of any programme is handled by the bureaucratic business and not by the political or scientific initiatives. There are hurdles.These are real things and they cannot be wished away by offering excuses.Dr I H Usmani, former Chairman of the Atomic Energy Commission of Pakistan pointed out in 1962 that he was taught the art of offering excuses during his ICS training. TNORD would have never come up for very good reasons. But it has overcome many hurdles and the experience can be utilized to train the bureaucrats in the art of initiative driven organization of development.The current initiative driven IT policy of the Uttaranchal government may be utilized for training in the i-business.
“I discussed the concern with Shri R P Dhasmana, Chairman of PUCL Uttaranchal, who has edited many if TNORD papers and who knows quite a bit with the understanding of TNORD. He said that he too is critical of this policy.
“TNORD has noted that the Uttaranchal Government has signed the following MoUs with Microsoft (1) to collaborate with the state Government on Project Aarohi which is aimed towards making 3,80,000 students across the higher secondary and intermediate schools and colleges computer literate over three years and building a network of 1,500 master Trainers who in turn will impart IT education to school students, (2) to collaborate with the state Government on the Project Haridwar which will focus on developing applications for pilgrims in the areas of crowd management, logistics management, security management, promotion of tourism, disaster management, scheduling of vehicles and route management, (3) Microsoft will set up two Centers of Excellence for e-governance based on Microsoft technologies and(4) Microsoft will set up its first Hindi IT lab in India leading to a Hindi Competency Center at Dehradun.
“TNORD has also noted that another MoU had been signed earlier on May 19, 2002, between the Government of Uttaranchal and Intel Asia Electronic, in which the government teachers will be trained in Information Technology.This programme will be conducted in two phases. In first phase Intel will train 400 teachers of 200 Inter Colleges. In second phase these master trainers will train minimum of 4,000 teachers. 50,000 children will seek training in computer and information technology, by the teachers, free of cost.
“TNORD’s letter dated September 15, 2002 has already discussed the July 26 MoU signed between Uttaranchal Government and Cisco Systems Incorporation, in order to setup Networking Academies in the State.Without using the vocabularies of e-business of IT and i-intiative of technological nurseries and industrial orchards (Chinese equivalent Spark Programme and Town and Village Enterprises) the letter said, “Against these ambitious global programmes, which require very high investments, stands equally ambitious programme of technological nurseries and industrial orchards spear headed by TNORD.”Parallel to the matched system of e-business and i-business, there has to be a matched system of MoU and IoU (Implementation of Understanding) and with this
argument the criticism of Garhwal Post and Dhasmanaji can be matched.

The MANDATE of NESRC is to be a centre combining serious intellectual pursuits with involvement with persons and groups active in social change in the region. In the context of ethnic and political conflict, it is to provide a platform for groups in conflict to meet and search for solutions and not itself find solutions for them. Given the size of the Northeast with its seven States, NESRC is to be a node for encouraging intellectual and activist pursuits in the whole region. Instead of centralizing work in Guwahati, it is to help smaller units to evolve in the rest of the region. ..Founded on 1st March, 2000.
Phatte ki Sarkar is bringing the NESRC at this stage because the Prime Minister is visiting Washington . The internet says:
The view in government is that issues like the US-China joint statement which made a reference to India-Pakistan ties are not expected to be a hurdle.
It is good that the US-China joint statement is not to come in the way of negotiations.But Phatte ki Sarkar finds it necessary to make use of the opportunity to ignite the minds of Active Leaders of Uttarakhand on the sleeping issues of this state.
Uttarakhand is not politically sensitive today and Phatte ki Sarkar is discussing NESRC to make use of its literature and website. Child Protection is the least prioritised part in the Budget for Children in Assam . The allocation (BE)
for this sector in 2007-08 has increased over that of 2006-07. But still it is very low in both the BFC and theState Budget. Though a number of Acts have been passed to prove the nation’s commitment towards the protection of children these commitments have not found expression in the State Budget of Assam. The expenditure is higher in both the years for which data is available but the corresponding budget and revised estimate is not so high. Some existing interventions like Children’s Homes have not found place in the budget
while some others like the one for eradication of child labour are without any allocation. Hence the need for proper monitoring of the implementation and fund flow of the programmes seems to be an urgent necessity.
In Uttarakhand Dr Nishank and the Government of Uttarakhand are to include the Lens Nursery Project in the state plan.Each of these technological nurseries is to take local development as a whole.It seems that Child Protection is already in the state plan of Assam but proper priority has not been given to it by the Active Political Leaders of Assam. Perhaps NESRC is already be working as a Phatte ki Sarkar for the whole region but in eForm only. This should provide the Group to learn limitations of the eBusiness.

This “GopioWFSW Effect” has to realize two goals. The first role is the inclusion of the lens nursery project in the state plan that rests with Dr Nishank and Uttarakhand Government.The second goal is establishing “Gopio Institute of iBusiness” for which Gopio has to mobilize resources.The success of Gopio is well recognized by the Government of India.For this success Phatte ki Sarkar recalls the

This macro understanding among the top leadership of Gopio today has to be converted as micro understanding within the communities of the people of Indian origin in different countries.The Phatte ki Sarkar has already been working as the virtual organization of the proposed Gopio Institute of iBusiness. Micro understanding has to be created at the micro levels and Uttarakhand has been chosen as the laboratory and Dhumakot Sangliya Experiment as the basic argument. The importance of

The process of development today has divided the world into two parts. One is the rich world. The other is poor world. Nov. 14: One billion hungry people, the largest such cluster in history, are
depending on another one billion to donate small amounts of cash to find food.
The World Food Programme, facing a funding shortfall with donor governments hit
by the financial crisis, has issued its first direct appeal to one billion
individuals to stump up what they can to help others beat hunger.
Josette Sheeran, head of the UN food aid body, said the aim of the Internet
appeal launched today was to get people in wealthy nations to give just 1 euro
($1.50 or Rs 69) a week, which would be enough to end hunger for another billion
people in the developing world.
An official at the WFP's Delhi office said anyone, including Indians, could
contribute. The website payment field does not have a rupee option but the
amount can be entered in dollars, the equivalent of which will be deducted in
the Indian currency from the credit card. A cross-border fee may apply,
depending on the policy of the credit card company or bank.
The WFP, the world's largest food aid organisation, runs projects in 10 states
in India and has spent around $1 billion in the country.
"We now have hunger galloping ahead over a billion people now for the first
time in history and because of the financial pressure on governments we think
it's really important now to call on the citizens of the world to help solve
this problem directly," Sheeran said.
It is the first time the WFP, which is mainly funded by national governments,
has launched such an appeal.
"We are cutting rations, but we would rather send a message to the citizens of
the world to help us fill this food cup," said Sheeran, holding a red food cup
taken from a WFP programme in Rwanda. "Because it's just not an acceptable
choice to not stand with those hungry right now."
If even a fraction of the number of people targeted donates, it will provide a
massive boost to the organisation's revenues, which are entirely funded by
donations unlike some other UN agencies that draw revenues from the world
body's budget.
Speaking ahead of a World Food Summit that starts on Monday in Rome, Sheeran
said the WFP was on track to raise only around half the $6.7 billion it had
targeted for this year, with most of it coming from national governments.
While this year's forecast $3.7 billion in donations would be the WFP's second
highest ever, it was still not enough to tackle the humanitarian crises around
the globe, she said.
Sheeran said the WFP faced "a year of tough choices" as drought in the Horn of
Africa, floods in the Philippines and conflict in northern Pakistan stretched
its ability to cope with emergencies.
This came against a backdrop of tens of millions more people being forced into
hunger by stubbornly high food prices in the developing world after the
2007-2008 food crisis.
"The problem at the moment is that the WFP probably has 10 or 12 acute
emergencies on its hands, each one complex, each one with its own compelling
situation and none that can really afford to be neglected," Sheeran said.
The WFP expects to feed around 100 million people this year in 72 different

"We are saying to people... if they contribute, it will go to the intended
purpose," said the former US trade official. "Of the 25 cents it costs to get a
cup of food to a child, 93 per cent is for food and logistics."

Full Moon looks like a BURNT Chapati, typical Indian Bread.It is written by
Bengali Evolutionary Poet Sukanta Bhattacharya in the Context of Bengal Famine
during World War Two just after the Recovery in America and Europe.Meanwhile,
Stimulus spending and other emergency measures have set the stage for global
economic recovery, but nations must push ahead with free trade and investment to
ensure growth, President Barack Obama and fellow Asia-Pacific leaders said
Sunday.
Sukanta Bhattacharya (August 15, 1926 May 13, 1947) was one of the most
honored poets of Bangla literature. He was called 'Young Nazrul' and 'Kishore
Bidrohi Kobi'.Sukanta was born at his uncle's house in Kolkata. His ancestral
home in the village Unshiya in Kotalipara, Gopalganj, Bengal (now part of
Bangladesh). His father, Nibaran Bhattacharya, was in the book selling business
in Kolkata.
He died of tuberculosis at Jadavpur (Kolkata) at a very young age of 21. He was
a communist and was a worker of the party.His work is deeply marked and
influenced by his communist experience. One of his shorter poems compares the
moon with a burnt roti, a prosaicness born of hunger:
"Poetry, we do not need you anymore. A world devastated by hunger is too
prosaic, The full moon now reminds us of toasted bread"
It is quite amusing that in modern context as Recovery from current recession in
America and Europe strike the headlines, Famine , Food insecurity, Man Made
Calamities, Global Warming, Climate Change and Pandemic Clouds loom large all
over the Third world Sky including India despite the claims of Shining,
Glittering, Resilience and growth rate, foreign capital Inflow and Investment
spree! The NASA related Scientists are Planning to colonise the Moon amidst the
reports of abundant Water Resources but the Earth is struck by Unprecedented
DROUGHT. We may not indulge in War with China in near Future but the Water war
is IMMINENT between India and China.We must realise the meaning of the Poem
written by Sukanta right in forties. Provided you may get it, just see the
reporting of the great famine by SOMNATH Hore or just go through the Short
stories written by Manik Bandopaddhyaya. Tragedy is that the SCENARIO has not
changed at all. We have been amid Food Riots in Bengal enveloped by Singur,
Nandigram, lalgarh and Gorkhaland Insurrections. Entire Indo Bangla Border is
Inflicted with Hunger, Job Loss, human Trafficking and Drug addiction.Death
Processions never stop in tea gardens.Indian Peasants commit suicide anywhere
anytime in any part of India. Victims of Development, the Aboriginal Indigenous
Communities of central India have been selected for Ethnic Cleansing. Glaciers
are melting and Hunger looms large in the Himalayas.
It is very hot in Kolkata.past November.The Metro has Turned a Boiling Biryani
pot with Humidity and suffocation. Sabita was indisposed late in the Night. her
stomach revolted and we had to get medical help. It has been quite Uneasy to
travel in Local trains and stranded anywhere. Warm cloths have no use in Kolkata
these days. last day , some parts of the Metro got some showers but it enhanced
Humidity unbearable.
I have been writing about the Grave Yards in Industrial belts all over. The
Rural India face the unprecedented EXODUS and the MIGRATION makes the Greatest
SLUM Dog world all over the Urban and suburban Geopolitics not only in India,
but even in Americas and Europe, south east Asia.
I am told that my mother Basanti Debi and my Grand Mother Shanti Debi had
visited West Bengal just after the Dhimri Block Peasant Uprising in 1958. I was
an Infant and my father had been in Jail in east Pakistan where he participated
in BHASHA Andolan. The ladies had to beg for sustenance in Kolkata while I was
in their lap as an INFANT. i do not remember but any Mother and child inflicted
with Poverty and Hunger reminds me that UNSEEN Scene afresh.We are Resettled
Bengali refugees. My father started his life in India before the Partition as a
Light man in a Picture Hall in Dutt Pukur. My Grand Ma Shanti Debi and my
Jethamoshai and Jethima landed in Sealdah station just after partition. Though
Chhotokaka was working as a police man in East Bengal and my Chhotokaka served
as a police man in Kolkata and faced the Direct action in 1946.According to my
Jethamosahai, CHHOTOKAKA fired on Miscreants indulged in Riots on kokata street
without waiting the Order of the Magistrate. Finally he left the Police service
and Joined Army which he deserted very soon. My Father joined the family in
Sealdah and then they got admission in Ranaghat Coopers camp. Later in Sixties,
seventies and Eighties, I have been regular Visitor in refugee camps and
witnessed the Self Destruction, Arson, Genocides all over India and saw the
Resultant hunger very close.
We also witnessed the Agrarian Crisis after the demise of Green revolution. I
myself burnt Acres of sugar cane field just because we could not get the Labour
Cost. Since we discontinues to harvest Paddy and wheat, we had to get Credit for
Food Security. I saw the Western Uttar Pradesh , perhaps most Rich in Agrarian
crisis and had been an Eye witness to Peasant uprising led by Mahendra Singh
Tikait during Eighties until it was overlapped by the Babri Mosque Dispute and
khalistan Insurgency as the Indian Peasants were DISILLUSIONED by Green
Revolution and they had to be SUBVERTED thus. The Subversion continues.
In tribal belt, Jharkhand, Orissa, Bihar, Maharashtra, Chhattishgarh, MP and
Andhra, it was always HUNGER looming large on landscape and Human scape. Though
Personally I have Never Been Well to do or that successful in my career, but we
Never faced FOOD Insecurity. But My family had Never Been so NUCLEUS and we had
to SHARE the Plight of Our people, their Persecution, exodus, hunger and
Unemployment!
Shukanta was born in Calcutta in 1926. By the time he grew up Second World War
was going on and the heat of the war was also felt in the British ruled Bengal.
It was a crucial time in the history of Bengal. The anti British movement was
going on and also the economy of Bengal was in a very bad condition which
resulted in a man made famine in 1943. Sukanto was born, observed and depicted
the problems of society and suffering of people of that time. Sukanta during his
school life became involved into leftist political movement. He was deeply
influenced by Marxist thoughts and ideals.
In his poems he described the contemporary social problems such as famine, war,
suffering of poor people especially farmers and day laborers. During the famine
of 1943 he became a relief worker for the peasants who came to calcutta. He also
worked with jute mill trade organizations. Sukanta died of tuberculosis when he
was only twenty one years old. Within such a short span of time he wrote many
poets and plays. Some of his works are Chhadpatra (1947), Purbabhas (1950),
Mithekada (1951), Abhiyan (1953), Ghum Nei (1954), Hartal (1962), Gitiguchchha
(1965).
"Chhadpatra," is a famous Sukanta Bhattacharya poem where the poet talks about
an infant who has just taken birth and declaring his arrival through crying. The
poet says that the baby has come to this world and now we have to make place for
this baby. The poet says that some times the baby is crying, sometimes laughing
and making noise but nobody understands it. The people are getting irritated but
the poet understands his language. It is the hope of a new world, a new place.
The people will die and this new born baby will take their place and in this way
the cycle of human life will move forward. Here the poet is actually referring
to the contemporary condition of his time war, piece, famine and instability in
life. The poet did not lose his faith on human being. He hopes that the next
generation will learn from the faults of their elders and try to make the world
a better place. The new born baby is that sign of hope.

2009 has been a devastating year for the world's hungry, marking a significant
worsening of an already disappointing trend in global food security since 1996.
The global economic slowdown, following on the heels of the food crisis in
200608, has deprived an additional 100 million people of access to adequate
food. There have been marked increases in hunger in all of the world's major
regions, and more than one billion people are now estimated to be
undernourished.

issues, discusses underlying causes of hunger and malnutrition and monitors
progress towards hunger reduction targets established at the 1996 World Food

Race is an insensitive issue in China. The sighting of someone who is not of the
majority Han race does not stop conversation here, but sparks comments of all
sorts of surprise, wonder, bewilderment and defensiveness. Being cautious
about what one says about colour or heritage in China is seen as silly and
blinded.
That is not to say that talking about race in China is a dialogue suffused with
respect. For example, during the late summer, Luo Jing, a resident of Shanghai
of mixed-race descent (her father an African-American, her mother is Chinese)
appeared on a television talent show that was seen across China. The farther Lou
advanced in the contest, the louder the voices and vitriol became, especially
against her mother for having slept with a black man and producing what many
Chinese saw as an impure prodigy.
Only a precious few saw Lou as a contestant, instead of some sort of a specimen
of an ill-fated union. Her singing voice and presence in front of the cameras
were fine (although she ended up eventually losing the contest). It was her
colour and ancestry that dominated the conversation online and in the streets
here.
And now, Barack Obama is walking into this conversation.
Obama arrives to see a society that is increasingly self-confident about its
identity and national power, and more open to debating issues. But while the
rest of the world agonises over race and identity, the vast majority of Chinese
know precisely who they are: they are Han, and the rest of the world is not.
That world may be the source of some envy where hardware is concerned, but it is
also populated with peoples who have a barbarian quality and an uncultured
approach to life, according to many here.
Globalisation has shaken this simplicity somewhat the idea of China being the
centre of the world, with the rest of the globe populated by "outsiders". Yet
globalisation has also tossed many Chinese back into a more strident tone of
traditionalism, one that accentuates differences between nations, peoples and
races instead of celebrating the sort of diversity that helped bring Obama to
high office in the United States.
Many Chinese do not know what to make of Obama. That he is immediately
identifiable here in China does not make his policies or views well known. Obama
is as perplexing to many residents as he is popular, as many see him as a famous
black person on par with Michael Jackson instead of, say, Thomas Jefferson.
Still, for more than a few Chinese, his triumph indicates a better system of
selecting officials, whereby someone who is inexperienced and yet unique can
rise to the top of government. For these folks, Obama is noteworthy for his
sizeable talent as well as his skin colour.
Obama is a political rock star, his image emblazoned on T-shirts and bags for
sale in the odd tourist shop and storefront. Those products made enough
bureaucrats nervous that products bearing his face were removed from many
stores, reflecting not race but the nervousness of certain cadres about his
popularity relative to some Chinese officials.
And it is the Chinese government that will endeavour to dictate the discourse
while Obama is here. At a press conference this past week, a foreign ministry
spokesperson implored Obama to understand the Chinese position on Tibet because,
in Beijing's view, the Communist party liberated Tibetans from serfdom. Obama
"is a black president and understands the slavery abolition movement," the
spokesperson intoned, and should therefore be sensible on such matters.
Chinese society appears to be convinced about the issue of race, and the
government seems to have made up its mind on how Obama should act. It will be up
to Obama to shake up that self-certainty and perhaps begin to change the
contours of the conversation about race here.

Barack Obama acknowledged today that time has run out to secure a binding
climate deal at Copenhagen and began moving towards a two-stage process that
would delay a legal pact until next year at the earliest.
During a hastily convened breakfast meeting in Singapore, the US president
supported a Danish plan to salvage something from the moribund negotiations by
aiming for a broad political agreement and postponing contentious decisions on
emissions targets, financing and technology transfer.
While this falls short of hopes that Copenhagen would lock in place a new action
plan for the world, it recognises the lack of progress in recent preparatory
talks and the hold-ups of climate legislation in the US Senate. "There was a
realistic assessment by the leaders that it was unrealistic to expect a full
internationally legally binding agreement to be negotiated between now and when
Copenhagen starts in 22 days," said Michael Froman, deputy national security
adviser for economic affairs.
The deferral plan was outlined to 19 leaders, including Obama and Chinese
president Hu Jintao, who were in Singapore for a summit of the Asia-Pacific
Economic Cooperation forum.
"Given the time factor and the situation of individual countries we must, in the
coming weeks, focus on what is possible and not let ourselves be distracted by
what is not possible," the Danish prime minister, Lars Lokke Rasmussen, told the
leaders after flying in overnight for the unscheduled discussion. "The
Copenhagen agreement should finally mandate continued legal negotiations and set
a deadline for their conclusion."
Obama was said to have spoken in support of the proposal, cautioning the group
not to let the "perfect be the enemy of the good", Froman said.
The proposal by Denmark, the host and chair of the climate talks, would set the
stage for a political accord at Copenhagen next month and the setting of a new
deadline for countries to agree on targets, levels of funding and verification
of commitments.
This would give breathing space for the US Senate to pass carbon-capping
legislation, allowing the Obama administration to bring a 2020 target and
financing pledges to the table at a UN climate meeting in Mexico or Germany in
mid-2010.
It was unclear if China, the world's biggest emitter, supported the delay, but
other leaders said there was little choice.
"Leaders were clear in their view that the current officials-led process is
running into all sorts of difficulties, and therefore it is time for leaders,
politically, to step in," the Australian prime minister, Kevin Rudd, told
reporters after the meeting with Rasmussen. "It's going to be tough as all hell,
but let me tell you I believe everyone is seeking, right now, to put their best
foot forward, and that was reflected in what transpired around a small table of
20 world leaders this morning."
The extension of the process is not unexpected, given the flurry of downbeat
statements by world leaders in recent weeks. It may avoid a total breakdown at
Copenhagen, but the delay has frustrated those who feel time is running out to
prevent calamitous levels of climate change.
"Heads of states must go beyond simply discussing the problems. They have to
start solving them," said Diane McFadzien of the Worldwide Fund for Nature. She
noted that the APEC leaders deleted emission reduction targets in their final
declaration.

TEHRAN (Reuters) - U.S. steps to renew sanctions and seize a New York skyscraper
linked to Iran show that President Barack Obama is no better than his
predecessor George W. Bush, Iranian parliament speaker Ali Larijani said on
Sunday.
Larijani's statement, which was followed by chants of "Death to America" among
MPs in the legislature, was the latest from Tehran voicing disappointment in the
new U.S. administration's policies toward the Islamic Republic.
It came as Obama, during a visit to Asia on Sunday, said time was running out
for diplomacy in a dispute over Iran's nuclear program, which Tehran says is for
peaceful purposes but which the West suspects has military aims.
Since taking office in January, Obama has sought to reach out diplomatically to
Iran, but the dispute over Tehran's atomic activities continues.
"After one year of giving speeches and baseless slogans, it is a disgrace to see
the behavior and the attitudes of this president are not better than his
predecessor's," Larijani told parliament, the official IRNA news agency said.
U.S. prosecutors filed a civil lawsuit on Thursday to seize control of a New
York City skyscraper they say is owned by companies illegally funneling money to
the Iranian government.
The suit seeks to revoke the Alavi Foundation and the Assa Corporation's
ownership of a 36-storey building at 650 Fifth Avenue in Manhattan. The original
lawsuit filed in December only sought Assa Corp's building share.
Prosecutors said both companies were sending money to Bank Melli, owned by the
Iranian government. The U.S. Treasury has designated the bank as a weapons
proliferator and banned U.S. citizens from dealing with it.
Also on Thursday, Obama renewed some long-standing U.S. financial sanctions
against Iran. Obama notified Congress that, as expected, he was extending a set
of existing U.S. measures against Tehran for another year, saying: "our
relations with Iran have not yet returned to normal."
The sanctions that Obama renewed, which involve certain frozen Iranian assets,
stem from a "national emergency" the U.S. government declared in November 1979
near the start of the Iran hostage crisis. Such sanctions have to be extended
annually by the U.S. president to remain in effect.
Larijani said: "Extension of restrictions and sanctions against the Iranian
nation for another year, and also blocking the accounts and assets of the Alavi
Foundation in America, show how deep are the changes in the United States."
He also accused Washington of "childish actions" after Iran's disputed June
election as well as "irrational proposals" on the nuclear issue. This showed
that the "claimed changes by Obama were nothing but deceiving signals," Larijani
said.

SINGAPORE (Reuters) - U.S. President Barack Obama said on Sunday the world
economy was on a path to recovery but warned that failure to re-balance the
global economic system would lead to further crises.
Obama was addressing Asia Pacific leaders in Singapore, where officials removed
any reference to market-oriented exchange rates in a communique after
disagreement between Washington and Beijing over the most sensitive topic
between the two giants.
The statement from the Asia Pacific Economic Cooperation (APEC) forum endorsed
stimulus measures to keep the global economy from sliding back into recession
and urged a successful conclusion to the Doha Round of trade talks in 2010.
An earlier draft pledged APEC's 21 members to maintain "market-oriented exchange
rates that reflect underlying economic fundamentals".
That statement had been agreed at a meeting of APEC finance ministers on
Thursday, including China, although it made no reference to the Chinese yuan
currency.
An APEC delegation official who declined to be identified said debate between
China and the United States over exchange rates had held up the statement at the
end of two days of talks.
That underscored strains likely to feature when Obama flies to China later on
Sunday after Washington for the first time slapped duties on Chinese-made tyres.
Beijing fears that could set a precedent for more duties on Chinese goods that

The focus was on eBusiness all the time. The concepts of a considering the world as a whole or humanity were gradually understood.The concept of globalization was understood only by the scholars who were left free to do iBusiness.Scholars were also human beings carrying the complexity of body and soul.
The kings had to give importance to priests and scholars and the individuals forming the group of priests had the opportunity of becoming corrupt. The complex world today has come into being through the process of industrialization as eBusiness and science as iBusiness.
The process of development today has divided the world into two parts.One is the rich world.The other is poor world.The rich world lives on industrialization and science and the poor world is different because it does not carry industrialization and science with them.This is today being understood through Dhumakot Sangliya Experiment as an individual and Uttarakhand as a system.
Dr Nishank has the responsibility of including the lens nursery project in the state plan as a specific task as suggested by the phatte ki Sarkar through its chains of mails.

I, for sure, find your dedicated emails on Uttarakhand very thought provoking and as guiding spirits to the people, who are genuinely interested in Uttarakhand and its development to the potential.
I wonder why people don’t like them. I miss them when I don’t find them any day. "Those who cannot pursue social cause, can always criticize others, who bear the torch". I too salute you, your continuous personal efforts and indomitable spirit to take up the common cause so regularly and with such intensity.

This mail was a reaction to my last mail and I sent a reply directly to him as I received it.But Pantji has been associated with the organization Uttarayani ever since it came to existence.This organization arranged a welcome for the first Uttarakhand Chief Minister in Delhi and acquainted him about itself.He was told about the mission and goals of the organization, i.e., about
Mission
To develop Uttarakhand state into the best rated state in the country offering its residents highest order of educational, health, security, nutritional, creative, religious and entrepreneurial opportunities together with highest order of environmental conditions.
Goal
To build an educated and highly creative egalitarian society that distinguishes itself through time tested value systems and rich traditions and contributes to the betterment of quality of life for all in the state and elsewhere.
Uttarayani was able to get full support from Rajendra Dhasmana, one of the most distinguished social worker, journalist and creative Uttarakhand intellectual , who edited earlier Souvenirs of Uttarayani.These souvenirs were presented to the authorities as items of agenda to be attended. In those days former Government of India Secretaries B N Dhoundiyal and N P Nawani were promoting creative activities of Uttarayani promoted through its Souvenirs.But after their respective retirements as Uttarayani Presidents a vacuum was created.It isduring those years that
Udaya Pant along a few others tried to save the organization.Udaya Pant edited a souvenir also.But he had to leave the country to work in similar capacities with UN missionsin East Timor and Afghanistan .
Tiwariji, did not need support of Uttarayani as he himself new a large number of senior persons in the central government.But Dr Nishank will need support from Uttarayani if he takes such challenges as including the Lens Nursery Project in the State Plan.
Dr Nishank has an opportunity to utilize the enthusiasm of Uttaryani in marking its 15th anniversary. A note on Uttarayani is added at the end of this mail.

A vibrant organization, Uttarayani is an Association of officers from Uttarakhad. People who have limited time beyond-office time and meager finances for big things. Yet, people with an urge to preserve their roots and an earnest desire to see their homeland prosper. People with a sense of pride that they hail from Uttarakhand and a feeling of oneness with emigrant Uttrakhandis who are unwittingly drawn into the cultural wasteland of big cities.
Formed in 1992 by the like minded Class-I officers of Central Govt., PSUs, Autonomous Bodies, Uttarayani is a non-political organization. The annual Souvenirs are highly qualitative and impressive. The achievements of Uttarayani are more done than said. Uttarayani has solid pillars in its foundation.
Uttarayani, as its mission statement says “A society dedicated to the development and betterment of our State – Uttarakhand”, has the potential of keeping its top position as a strong Society. The members are empowered to do what the Association aims at. Thousands of social organizations of 25 Lakh people in Delhi belonging to Uttarakhand envy 'Uttarayani' for it can make big impact at the functioning of the State, through dynamic members from the Corporate world and existing Class-I cadre, who are more than 6,000 in numbers in Delhi. Uttarayani interact with the other societies & Associations and play a role model for them. Uttarayani also plans to encourage its members to visit rural schools and spend some time there to show them the dreams to grow big as also adopt or get few villages/smaller projects adopted by the Govt./NGOs and individual
members.
There are challenges before the present governing body to motivate its members to contribute in terms of their involvement. Uttarayani is a voluntary organisation with collective responsibility of its volunteers to look at their stakes in the progress of the Association. Uttarayani as an organization would not be able to achieve its aims and objective on a sustainable manner until and unless its respectable members take more creative initiatives, wherever, they may be and whatever may be their current position. It needs to incubate admiring value system by action and have faith in the ‘CAN DO’ approach.
However, not withstanding the achievements so far and getting complacent with the same, the fact remains that there is lot to be done and achieved at the State and Organizational levels by the adolescent Uttarayani. While multi – faceted potential of Uttarayani has amply been exhibited in the fields of – organizational capabilities and fostering feelings of mutual co - operation and comradeship among Uttarakhandis; we need to focus on the following aspects: -
1.Identify, address and seriously indulge in the execution of the desired tasks at ground level in the State, thereby, constructively contributing in its development and betterment of its people
2.Interaction with the State and Central Government in a bid to pursue implementation of developmental schemes and make them reach the remotest corners of the State. Ministry of Surface Transport and Highways has already sanctioned several roads for the State. It would be desirable for Uttarayani to monitor progress of such like activities and schemes.
3.Promote language and rich culture of Uttaranchal, as also keep generation involved with the same
4.Strengthen the sentiments and feelings of brotherhood, co-operation and mutual help among Non - resident Uttaranchalis.
The task - list could be longer and unending as also dynamic. However, an impressive beginning has already been made and let all of us forge ahead with the implementation of the dynamic 'perspective plan'; chalked out. Perhaps the words of Robert Frost would be befitting under the prevalent circumstances - "... I have promises to keep and miles to go before I sleep." Uttarayani is definitely poised for the unparalleled growth and achievements under the successive Managements and fully committed Executive Committee.
We have no doubt that Uttarayani as an elite organization would play a vital role in the growth of our dreamland and betterment of its people. Our united and concerted efforts would soon realise each of Uttarakhandi's dream of better living and bright future, because we possess the required Will - power, dedication, capability, enthusiasm and strengthto achieve; as also advised by Swami Vivekananda - “Stand up, Be Bold,
Be strong. I know what you are - the creator of your destiny. All the strength and succor you want is within yourself”

It is perhaps the same spirit that the site Mera Pahad has created space for my articles.I am a scientist and I must experiment.This practice of sending daily to you came as a result of my earlier experiment that led to publication of a column in Pyara Uttarakhand carrying the title Phatte ki Sarkar. I write Gumod Parikrama daily in Hindi and send a bundle of these daily mails to Dev Singh Rawat, Editor of this weekly news paper every fortnight.He uses the material to produce the column and gives it suitable title.The practice is continuing ever since the formation of Uttarakhand nine years ago.

The philosophy is simple. Rural problems are to be tackled specifically by scientists. Technological nursery is the concept that can tackle the problem. It is suggested by me. Nehru accepted the suggestion by the World Federation of Scientific Workers of India to provide funds for R&D for this purpose. But USA had other designs. War scientists found USA better opportunities thanks to the implementation of the Vannevar Bush Report the endless frontiers. Colonial machinery did not allow things to get implemented. Nehru got frustrated. After his death Association of Scientific Workers was abandoned by scientists associated with it. These
were left oriented scientists because ASWI never took off in a real sense because of the career oriented approach. I have now successfully developed the case. I had to take isolated approach because scientists never had interest in the social function of science. I would have not succeeded if computer had not come to the scene. That would have not been sufficient if internet would have not come to the scene. At present I am trying to consolidate the movement through internet on the one hand and Dhumakot-Sangliya organisations in the field.
I suggested to you that you may meet General TPS Rawat to know the progress on the state support.
It was nice to find that Mr. GK Sharma found time to spend some hours with the children camp. His presence was appreciated while he and his colleague spared much time with the children. They both addressed the children as well.
We discussed a while about the Shangliya project and your unrelenting crusade to push it through. I would be glad to see the papers and explore the possibility with interested party. I know one group who just Might agree to collaborate but much would depend on if the state government is willing to go ahead a step or two.
Please guide me how can I see the project concept.

Dear Kandpalji, I am not doing social work in Uttarakhand. I am a scientist and working to establish a lens industry in Uttarakhand. I retired from National Physical Laboratory where I had been working for establishing Technological Nursery for Optics Research and Development in village Sangliya near Ram Nagar. I was the General Secretary of the Association of Scientific Workers which was formed at the Science Congress in1947 with
Jawaharlal Nehru as the founder President. The purpose was to use science as a tool for tackling the problem of mass poverty. Nehru provided one per cent budget for science outside the educational andacademic circles to foster industrial development of the country. The idea got corrupted as the scientistsran after status, power and money and played in the hands of bureaucratic politics of the colonial machinery inherited by the country. Senior scientistsplayed politics of power in academic circles and the
Association of Scientific Workers of India was left in my care. Ordinary scientific workers, however, chose to remain on the fence. I proposed the concept of technological nursery for rural development and I was asked to demonstrate. I took the advantage of the computer for my research in optics. In the meantimelate Maharaja Tehri organised a seminar on the development of the hilly part of the state of UttarPradesh which he called Uttarakhand. I gave the concept to a society of hill migrants in Delhi which had been formed to develop the neglected parts of
adjoining the areas of Garhwal, Kumaon and Nanital. The idea was accepted by the political circles but not by the Scientific authorities. I continued to work and the Dhumakot Sangliya project in Uttarakhand is in the picture. I am now trying to make use of the internet opportunity to focus on iScience which is different from the eScience of industrialized world. Minister Shri Pranab Mukherjee at the meeting of the Empowered Committee of
State Finance Minister here today:
"Dr. Asim Dasgupta, Chairman, Empowered Committee, Shri Sushil Modi, Deputy
Chief Minister of Bihar, State Finance
Ministers and friends!
It gives me great pleasure to be here on this occasion when
the Empowered Committee under the dynamic leadership of Dr. Asim Das gupta is
releasing its First Discussion Paper on the proposed Goods and Services Tax
(GST). At the outset, let me whole-heartedly congratulate all of you for giving
shape and form to an idea whose time, I believe, has truly come.
We have indeed traveled a long way from the time the
announcement was first made in 2006 by the then UPA Government to launch a
comprehensive GST in the country by the 1st of April, 2010. At that stage, many
of you were preoccupied with the challenge of switching over to the Value Added
Tax (VAT) while others were settling down with that tax. The introduction of
GST then would have looked like a distant event. But now all of you are richer
by the first-hand experience of the benefits that the shift to VAT has brought
both to your Governments and the business community leading to improvement in
the economies of your States. That may be the reason why I have felt a sense of
excitement and enthusiasm in the pace and spirit with which the Empowered
Committee has worked over the last couple of months to carve out the design and
structure of GST. I commend all of you and your teams for working tirelessly to
put together the First Discussion Paper which reflects your collective wisdom
on the subject.
At this stage, it is important to recall the benefits that
this long-awaited reform in our indirect taxation promises to all of us. Our
current structure of indirect taxes is driven by a multiplicity of taxes- some
levied by the Centre and others by the States. Each of these taxes applies to a
narrow base both in terms of the economic activity it covers e.g. manufacture, sale,
entry, entertainment etc. and the range of goods and services it applies to.
While the base for many of these taxes overlaps, each is an island in terms of
flow of input credit. The output tax is allowed to be adjusted against tax
already paid on inputs only in a few cases. Then, there is a variety of
exemptions meant to serve multiple socio-economic objectives. As a consequence,
high rates of tax are required to be imposed to generate a given amount of
revenue.
As tax collectors, we may draw comfort from the fact that
we manage to generate the targeted revenues. But there are questions that beg
an urgent response. First, are collections made in the most efficient manner
and do they match the potential? Second, what is the hidden burden of taxes in
the form of cascading and double taxation? Third, why is our tax structure so
complex and prone to disputes and litigation? These questions cannot be
side-stepped any longer as they have implications for the robustness and growth
of the very base that yields our tax revenues.
The merits of GST are well-known. It will re-distribute the
burden of taxation equitably between manufacturing and services bringing about
a qualitative change in the tax system. With the minimization of exemptions, it
will broaden the tax base and lower the tax rates. By switching to the
destination principle, the distortions will be reduced fostering a common
market across the country. The compliance cost will come down and our trade and
industry will become more competitive leading to an increase in exports and
lower prices for domestic consumers.
The proposed Goods and Services Tax (GST) can deliver on
all these promises only if it has the following essential features:
(i) It is comprehensive in scope and applies to as large a
range of goods and services as possible by minimizing the number of exemptions
to a small list of essential items which impact the common man. To the extent
possible, the exemption lists of the States and the Central Government are in
alignment;
(ii) The rates of tax of CGST and SGST taken together are
moderate;
(iii) The rates of tax of SGST and exemptions from SGST are
uniform throughout the country so that a given set of goods and services
invites the same tax treatment in every State;
(iv) The input credit chain is seamless covering the entire
value chain from manufacturing to retail without breaks regardless of whether
goods or services are supplied within a State or across State boundaries;
(v) As far as possible, every transaction in the tax net
bears both CGST and SGST;
(vi) The tax treatment of goods and services is similar;
(vii) The Central and State levies are fully neutralized in the case of exports
(out of India); and
(viii) The procedures are simple and harmonized between the Centre and the
States.
I am confident that the model proposed in the First
Discussion Paper prepared by the Empowered Committee has taken all these
concerns onboard. Detailed discussions with all stake-holders which will begin
with the release of the documents today will help us to refine thedesign and
concepts further.
I notice that significant progress has been made in
developing a consensus on various issues. Now we must ensure that settled
issues are not re-opened and we move forward at a fast pace. Once we decide on
the rate structure and agree on the list of exemptions there should be no
deviation in the pursuit of short-term interests. All of us will have to keep
the long-term interests of the economy in view by taking carefully thought-out
decisions in consultation with each other before making any deviations. This
spirit of co-operative federalism is the essence of GST and the only feature
that would ensure that a national market with free movement of goods and
services across State boundaries develops, in the true sense. There is a view
that insistence on strict adherence to mutually-agreed rates would impact the
fiscal autonomy of States. To begin with, the canvas of fiscal policy is much
wider than taxation and goals of public policy are as effectively met through
the expenditure side of the budget. Even within the realm of taxation, the
belief that the only degree of freedom available to us for enhancing revenues
is by changing the rates of tax is a somewhat limited view. There is enormous
scope for augmenting revenue collections by improving our tax collection
machinery and the delivery of taxpayer services. There is ample evidence to
show that lower taxes lead to better compliance and higher revenues. GST gives
us an opportunity to bring together the machinery of the Centre and the States
to jointly work for better enforcement.
To improve the quality of our taxpayer services, we have to
focus more closely on the benefits of working collaboratively with the taxpayer
community to improve our outreach and assist them in the due discharge of their
tax liability. This is an area where the policy options are many and the
freedom to make a difference immense.
Amongst the administrative actions that are critical for
the success of GST is the creation of a strong Information Technology
Infrastructure both for the Centre and the States. Many of the issues I have
mentioned earlier are easily amenable to IT-based solutions. Besides, such an
infrastructure is required for reducing the physical interface between the
taxpayer and the department so that compliance costs are curtailed. Some other
measures for improving internal efficiency within tax departments include quick
& timely exchange of data between the Centre and the States for
risk-profiling, audit etc.
With these words, I once again commend all of you for the
hard work you have put in and hope that the Discussion Paper generates a robust
and informed public debate across the length and breadth of the country so that
the ownership of GST is a given as and when it is introduced. On our part, I
assure you that the recommendations and suggestions made in the Discussion
Paper would receive our in-depth and meticulous attention so that we are able
to jointly finalize the structure and design of GST at the earliest."

“We all knew Obama used Web in an effective way to garner votes and gather support. Now Advani wants to replicate his success model in India . So his website is not getting any big traction.” This observation received the comment I am not sure if the BJP is spending wisely but they sure are spending a lot on the web, trying to catch the new generation of voters. So much so that the banner at bottom
of the forum threads at Redcafe (a Man Utd fan forum) is an ad for LK Advani's site.
Phatte ki Sarkar does not side one political party or the other.It notes that BJP won the Uttarakhand elections under Avani’soverall leadership.But the Congress won the elections at the centre. The blog India-Centricity says India is no America but the blog the Atheist’s Toolbox implies that Phatte ki Sarkar won the election in America .For understanding the point you will have to go through the above mails closely against the report

The Republicans, Lakoff says, understand how "brains and minds work". If voters are fthinkers and not thinkers, you need to appeal to their emotions. One way to do so is to hitch a ride on a narrative that is already neurally well honed. Some narratives - for example, "rags to riches" - are affective neural superhighways for Americans.
Apparently, Americans also get that warm fuzzy feeling when they hear a "redemption narrative". According to Lakoff, Bush and his handlers understood this. Bush, recall, "had been an alcoholic, had
a DUI violation, avoided service in Vietnam , had a shadow experience in his Air National Guard unit, failed repeatedly in business". Bush's team brilliantly deployed cog-sci know-how and glommed onto the appealing redemptive narrative possibilities in this prima facie sorry set of facts - or so Lakoff says. The fact that Rove and company did everything possible to suppress and/or spin these stories about alcoholism, cocaine use and business incompetence doesn't bother Lakoff in the slightest.
There are serious issues here, almost all of which Lakoff leaves under-discussed. Most important is the idea that we ought to wonder and worry about how we use language to frame policy. Should taxation be framed as theft of the fruits of my labour, or as membership dues to a club I want to be part of? Cognitive science has
discovered that different ways of framing such issues have a big effect on the way people think and vote.
The same goes for the ways we talk about war. Is the war in Iraq a war over oil or is it a costly piece of testeronic juvenilia, the hissy fit of an uncurious moral dullard and his evil sidekick over 9/11 and Daddy's unfinished business in the first Gulf War? Republicans are smart enough not to dwell on these credible ways of describing the war. They know they can galvanise people with the repetition of phrases like "the war on terror" and then get away with whatever they wish.
Was it really a prescient team of advisers with advanced cognitive scientific sophistication who fthought up that metaphor? Lakoff seems to think so. After all, Republicans are the ones who understand "how brains and minds work". They apparently know that
the constant repetition of phrases like "war on terror" strengthens neural connections. After hearing those words again and again, ordinary people literally get stuck thinking that way. It's noise to neurons.
For Lakoff, the root of all our problems is - as usual - our parents. He believes that we automatically use a "nation as a family" metaphor, which can be broken down into two competing models: the strict father family and the nurturing parents family. Conservatives, he says, idolise "daddy" and believe that "morality is obedience to an authority- assumed to be a legitimate authority who is inherently good, knows right from wrong, functions to protect us from evil in the world, and has both the right and duty to use force to command obedience and fight evil". One effect of this is that our leaders don't have to win public approval because the public, particularly conservatives, fthink of
the president as father with final say over all matters
Progressives, apparently, see the world through the nurturing parents model, with its "ethics of care", moved by "a single moral value: empathy, together with responsibility and strength to act on the empathy". This ought to make progressives Fthinkers with a capital F, so it is surprising that they allegedly use thinking rather than fthinking to win votes. Maybe they are not actually motivated by the single moral value of empathy. Old ideas of equal worth and dignity still do much of the work for an empathic politic, a politic that strives for the common good without all the touchy-feely stuff.

The Government of India, as a result of wider consultations held at past PBD events, have established Overseas Indian Facilitation Centre, conceptualized PIO University, formed Prime Minister's Global Advisory Council of People of Indian Origin, set up the India Development Foundation, enabled professionals holding Overseas Citizens of India cards to practice in India, launched the Global Indian Network of Knowledge (Global-INK) and the issued smart cards for Indian workers working abroad.
In India , however, poverty is the central problem. The above efforts of Gopio as well as the Government come under what we call in Phatte ki Sarkar as eBusiness.In eBusiness of human societywars solved most of the problems.But wars are no solution to the problem of poverty.The solution came inthe form of iBusiness at the end of the Second World War and the same is being developed by what we call Dhumakot Sangliya Experiment in the laboratory that

IN The Political Mind, George Lakoff, an eminent cognitive linguist at the University of California , Berkeley , sets out to provide a mind science primer for progressive US politicians. His hope is that, come November, they might defeat the conservatives who, if Lakoff is to be believed, already stealth fully deploy the latest wisdom from cognitive science.
According to Lakoff, the 18th-century Enlightenment painted a portrait of humans as thinkers: rational, logical and attentive to facts. Progressive politicians buy into this, and thus offer facts and logical arguments to sell their policies to the public.
But humans are not rational, at least not fully so. We are affective-epistemic kludges- Rube Goldberg devices that negotiate reality with all kinds of imperfect, unconscious and emotion-laden tricks for getting by and getting ahead. According to the cognitive science cognoscenti, we don't just reason, we reason with passion. We don't think, we combine thought with emotion - let's call it "fthinking". Repetitive, comforting, emotionally attractive and morally appealing narratives, metaphors, mottos and mantras are most likely to gain neural traction. Politicians who control brains win elections.
Republicans, Lakoff says, understand how "brains and minds work". If voters are fthinkers and not thinkers, you need to appeal to their emotions. One way to do so is to hitch a ride on a narrative that is already neutrally well honed. Some narratives - for example, "rags to riches" - are affective neural superhighways for Americans.
Apparently, Americans also get that warm fuzzy feeling when they hear a "redemption narrative". According to Lakoff, Bush and his handlers understood this. Bush, recall, "had been an alcoholic, had a DUI violation, avoided service in Vietnam , had a shadow experience in his Air National Guard unit, failed repeatedly in business". Bush's team brilliantly deployed cog-sci know-how and glommed onto the appealing redemptive narrative possibilities in this prima facie sorry set of facts - or so Lakoff says. The fact that Rove and company did everything possible to suppress and/or spin these stories about alcoholism, cocaine use and business incompetence doesn't bother Lakoff in the slightest.
Democrats, on the other hand, just don't get how people fthink. Really? What about "The Great Society", "The Peace Corps" and "Teach for America "- all progressive constructs that ably employ frames and metaphors?

Part of Lakoff's agenda is to help Democrats set up progressive think tanks - actually, fthink tanks - that use the latest scientific research to carry out "cognitive policies" and "framing campaigns". "Conservatives conduct such cognitive policy making every day of every year," he writes. "It is explicit, well organized, and well funded. Its aim is to change brains in a conservative direction. And it has been working." On the other hand, "progressives rarely conduct cognitive policy making". Lakoff's own fthink tank, the Rockridge Institute, has closed, according to the latest check of its website.
The moral of the story is that successful politicians know how to use words to get people to vote against their own interests and values. Apparently this fact has just been discovered - by Lakoff. When Plato wrote about sophists who strengthen arguments by appealing to emotion he must have been talking about parking disputes at the agora because the relevant discoveries about emotion's role in reasoning and rhetoric, and language's ability to shape thought, wouldn't be made for another 2400 years, at Berkeley.
There is a lesson here, but it is not about politics. It's about the intellectual integrity of scientists, specifically mind-scientists, who wish to apply what they know across borders. Cognitive scientific ways of speaking help us understand things more deeply only if they reveal something new, or give thicker and richer texture to an understanding we already have. Lakoff's premise- that the Enlightenment portrayed us as perfectly rational- is flawed. Modern-day society is increasingly described as an extensive web of networks, but as such, it is often perceived and experienced as elusive. In light of this paralysing description, this paper aims to highlight the potentially political dimension of network analysis, namely as defined in the social sciences, and of the notion of networks itself. It will be shown that a political project could, in this case, be built on the desire to know this reticular world better, but also to be able to act appropriately towards it. Three steps are proposed to specify how such a political project could be built. The first step aims at deploying knowledge of networks and emphasises the usefulness of a procedure to trace them. The second step shows the possibilities that this knowledge offers, particularly in allowing one to find one's bearings in a world which is frequently described as
veering towards an increasing complexity, and by helping to rebuild the selection criteria for connections in this world, thanks to an additional degree of reflexivity. The third step draws on these points to extend them and bring out potentialities with regards to the intervention capacities in network configurations.
You will note that the paper tries to show that a political project could be built on the desire to know this reticular world better, but also to be able to act appropriately towards it.This is what the Dhumakot Sangliya Experiment has been doing thus far.It has already covered the first step, that is, aims at deploying knowledge of networks and emphasing the usefulness of a procedure to trace them. Thanks to the Uttarakhand Groups on Internet, any body any where on this planet can find information on “Gopio WFSW Effect". J S Bist, who is taking keen interest in the development of Dhumakot area, after having been educated by the PG Group on internet through a series of awareness campaigns in selected intermediate college in Uttarakhand area, is focusing on similar awareness campaign, in Dhumakot area. He organized some events with Dr Juyal and other ex-students of the
Dhumakot Intermediate College. He recently visited selected schools and colleges in the area.He will be making a report on the outcome of the tour but he talked to me on telephone.He was able to meet one of you, that is, Shri Manohar Kant Dhyani.Dr Juyal was with him and the last mail I discussed the telephonic report.
The additionalinformationthat Bistji provided was about his focus on internet. He has joined an activity that is described as Netlog on internet. He has been regularly in touch with me through this internet activity and his views have already been discussed in earlier mail.
What is the importance of Internet? It is through the internet he made contacts with the PG Group and its awareness campaigns while he was in service.It is through internet that he came to I too came to know about Bistji and his colleagues. It is throughthe internet that he came to know about Shri B B Pokhriyal, the Treasurer of TNORD. Pokhriyalji was in thesecond batch of students of Dhumakot Intermediate College .Shri K G Kishnamurti, the President of TNORD finalized the procedure for the financial side of TNORD with Pokhriyalji's help.Krishnamurthi had
retired as the secretary of CSIR and Pokhriyalji as the Senior Accounts Officer that was functioningas a CSIR in the field of Economic Research.Even though TNORD was functioning from my house all these years it was recognized as a Scientific and IndustrialResearch Organisation. That left me free for the work I did for TNORD.
The discussion in this mail is the extension of the last mail carryingthe title: What Dr Nishank needs to know about“Gopio WFSW Effect” and next “Pravasi Bharatiya Diwas?” Perhaps Dr Nishank already understands something about this subject.He has provided ministerial status to Dhyaniji but not to Shri Puran Chandra Nailwalwho coordinated the work of Uttarakhand Governmentwith NRIs belonging to Uttarakhand in the Khanduri Government.Dhyaniji was in touch with Dr Juyal and the lens expert G K Sharma.Bistji and Dr Juyal are yet to understand the lens nursery project.They need not know the details.They are working as the local level activists and they have only to project those issues that concern the people at the local level at a particular point of time.For the lens nursery project, however Dr Nishank has only to ensure that his government includes the lens nursery project in the state plan.If he is successful, he canprovide guidelines for technological nurseries to other states and to the Planning

In recent mails there was a reference to Doon University that is in its infancy. Internet says that there are 1,150,000 for DoonUniversity.This university is being organized by the Nishank Government and the first reference is the one we could have got from the Government website.After we open itwe find all details are available. The Phatte ki Sarkar is stuck on the slogan of the Doon University .This slogan is"Only by being endowed with knowledge can one get out of darkness (ignorance) to achieve light (wisdom)".Today internet is removing ignorance.Just as it is removing the ignorance of Phatte ki Sarkar about the institution that carries the information about this university.Phatte ki Sarkar has recently discussed the subject knowledge management.This subject is in infancy as the Doon University is. This is why we did not go further into the details.These details belong to the
field of eBusiness. We can ignore the other reference on internet.But not this one.This site says that Professor Y S Rajan is on the Execute Committee of Doon University.This part of eUttarakhand government.Therefore recent mails also brought professor Rajan to the fore. He has been connected with Dr Kalam.Dr Kalam is associated with Gopio.The Gopio Institute of iBusiness is interested in Dr Kalam.Therefore Phatte ki Sarkar has to consider the current occupations of Dr Kalam.These are PURA and the India Vision 2020.Both of these are available on Internet. The discussions of Phatte ki Sarkar, however, are interested in implementation of what is defined as Gopio WFSW effect.
Now the work of the Phatte ki Sarkar is in two parts.One is the inclusion of Lens Nursery Project in the State Plan and the other is the setting of the Gopio Institute of iBusiness.Dr Juyal of the Dhumakot Sangliya Local Group informs me that one of you, that is, Shri Manohar Kant Dhyani has again been given the charge of the State Planning.Dr Juyal met him.He does not himself understand what iBusiness is. So he discussed with him only what he knows. Earlier Dr Juyal has taken a delegation
of twelve people of Dhumakot to meet Khanduri Ji who is the current Member of Legislative Assembly from the Dhumakot Constituency.The discussion was an eBusiness.Each of the delegates represented his own case.In the field activity there has to be a focus on each problem of the people. Dr Juyal got the opportunity to meet Dhyaniji and Khanduriji.They listened to him because there was the pressure of what we now call the Dhumakot Sangliya Experiment that has two directions. The eDirection focuses on the inclusion of the Lens Nursery Project in the State Plan
and the other is the establishment of the Gopio Institute of iBusiness.There was a pressure on Khanduriji and and Dhyaniji to do the business of including the lens nursery project in the State Plan.Dhyaniji had his problems that had to be attended by Khanduriji.And Khanduriji had this problem of including lens nursery programme in the State Plan.Phatte ki Sarkar knows what eWork was done by Khanduri Ji and Dhyani Ji did where the obstacles were.These obstacles are to be attended by the central government.There is an eRelation between the central Planning and the State Planning Commission.The ePart of this problem is to be attended by the System Dr Man Mohan Singh is leading and by the systemthat Dr Nishank is leading.Both of them are the CEOs of the respective systems.The Phatte ki Sarkar last year had made a case for Khandudriji and Dhyani Ji to meet Gopio leaders in Chennai. The same Phatte ki Sarkar has made a case for Dr Nishank and Dhyani Ji to participate in the Pravasi Bharatiya Diwas 2010 which is in New Delhi this time.
What do we conclude?We may conclude thatthere are inadequacies in the Planning of development in India as well as in the excution of what has been planned.We cannot expect much in New Delhi as well.But the existing relationship between Gopio and Government of India should be extened to focus on the development of rural India . We may conclude this mail by noting the comments of Dr Kaleem Khawaja, an American Scientist, who has been associated with Gopio,His mail says:
In my periodic visits to various major cities in India I have observed huge economic and social transformation in the last about 30 years. A lot of good economic progress although gnawing large scale poverty remains very troublesome. But if there is one development that bothers me more than poverty it is the lowering of ethical values among the educated and professional classes. Getting ahead, achieving progress in careers and ventures, having friends among the influential people is now commonplace among the well educated. That is not bad. But I have noticed that the same enterprising folks do not bat an eyelash in sacrificing ethical values in moving ahead. Thus “ getting away with it” is a sign of smartness and of being success-oriented. Those who prefer ethics over
getting ahead are viewed as either oddball or not having success orientation.
Govt officials, managers in companies, etal whom I interfaced with increasingly gave me the above impression. When I mentioned my discomfort I heard words like: “This is India , here wqe have to do what it takes to get things done” . Police officials are not the only ones who are indifferent to ethics. Giving/taking bribes is not the most prominent violation of ethics; there are so many violations.
Thus in my view in all major universities (including IITs, IIMs, IIScs etc) at graduate and post-graduate levels there should be a course on ethics. I am sure some remnant will remain in the minds of youth that will later help the society.
