Hi All,

I just wanted to send a message to inform everyone about a crime that
occurred while I was walking with a friend last night at 7:15pm on the
corner of 13th and V Streets. I live on 13th Street between U and V and was
walking with a friend to another friend's house on V Street, part of
Harrison Square.  We were walking up 13th street and were at the corner of V
Street when a man approached us and asked for a cigarette.  We both said No
and kept walking across the street.  He then moved closer to us and asked
for "Coins"…we both said no and then he pulled out a gun and told us to stop
or he would "pop us."  He told us to give him our money.  My friend emptied
his pockets onto the hood of a parked car.  I did not have anything to give
the man, since I was only walking a block, I had left my wallet, phone,
etc., at  home.  He grabbed about $70-80 of cash off the hood of the car and
then came closer to me to ask for more money.  I again told him that I had
nothing, other than a bag of groceries and my friend offered a credit card
and ATM card.  The man said no and pulled out the cash again to show me and
said that this was not enough and he wanted something else.  I again told
him that I had nothing and my friend offered the cards again.  The man then
said to "Take off your jacket…the leather one" that my friend was wearing.
He grabbed the jacket and said something to us about not calling anyone and
to turn around and began to run east on V Street.  We watched him run about
3 blocks and then head up North while we were on the phone with 911.

We immediately called 911 and the police came quickly, took a report and
drove us around the neighborhood to see if we could find the guy…we didn't.

The man was a medium-dark complexion black male, probably 28-35 yrs. Old.
5'10-6'0 tall and maybe 160-170 lbs.  He was wearing a hat and a mid-length
brown jacket, boots and dark pants.  He had some facial hair, maybe a
mustache.

Anyway, moral of this email is just to let everyone know that we need to be
really careful and aware of anyone around us.  With the Metro so close by, I
always see people walking down 13th Street and generally do not think twice.
   I am also still shocked that this could happen right there at the corner,
in front of Harrison Square, next to a traffic light and up the street from
my home.

Dear friends and neighbors--

As I'm sure all of us are, I am troubled by the crime and public disorder
which make our community less than an ideal place to live. I am glad to hear
that David and his friend are safe -- they acted smartly and rightly in a
difficult and dangerous situation.

For those of your concerned by these incidents and who want to get involved,
I'd like to invite you to attend the combined CSNA Public Safety and 3rd
District PSA 306 Community meeting which will be held on Wednesday, February
20th at 7:00 PM upstairs at the Saloon.  In addition, the CSNA Public Safety
Committee is looking for new committee members to help in community problem
solving -- if there's enough interest we will hold another 8 hour training
class.  Finally, many of you may remember that the CSNA started a Problem
Solving group back in December to address robberies and muggings in the
neighborhood -- that group was suspended due to lack of community
participation.  If anyone is interested in participating in a renewed effort
in this area, please let me know.

As always, please let us know about your public safety concerns and

This was just posted on the Columbia Heights Forum.  The first successful
use of the tenant receivership law.  I hope that it encourages  tenants in
similar situations to consider the same.  The law dictates a bit on the
priority of repairs and the court oversees.  I am also pleased that the
attorney who took this forward is a Antioch Law School classmate of mine,
keeping our public service training in the forefront.

Subject: receiver appointed for 3500 13th St. (13th & Monroe)

FYI -- The city recently responded to a Tenants Association petition and
appointed Fred A Smith Management company as the receiver for 3500 13th St.
(NW corner of 13th & Monroe). The receiver is like a foster landlord -- the
receiver collects tenants' rent and uses the money to make repairs to the
building and to pay bills for the building. The landlord, Thomas John PhD,
still owns the building, but no longer gets the rent money. The city has
brought criminal charges against Dr. John for neglect of the building, and
his trial is scheduled to start March 20th.

The receivership law was passed about the time the list of hot properties
was published, in March 2000. As far as we know, this is the first use of
the law.

Low Impact Development is one element of designing sustainable
communities, with a focus on minimizing hydrologic impacts like flooding,
erosion and poor water quality and promoting water conservation.  Our
guest panelists will discuss implementing LID on household, city-wide and
watershed levels.    

The poor health of the Anacostia and Potomac Rivers and Rock Creek is in
large part due to problems that could be alleviated through the use of
LID techniques.  For instance, combined sewer overflows dump millions of
gallons of polluted storm water along with raw sewage into our waters
every year.  Minimizing impervious surfaces, disconnecting household
gutters from the sewer system and strategically planting gardens to
filter storm water runoff are all LID techniques that would reduce the
amount of storm water dumping into our waters, leading to improved water
quality.

Come gets some tips about how you can retrofit your home using LID
techniques!  Learn about efforts already afoot to implement
LID on a watershed scale in Virginia, and some of the many exciting
community-based LID projects underway right here in DC.

Dear community members. I am a architecture student at Howard university and
am currently living in the Meridian Hill Hall Dormitory on 16th and Euclid.
Our most recent project/task assigned in school is to redesign Meridian Hill
Park. While this project may never happen in reality (at this moment this
is) I would really appreciate if anyone could tell me what it is that you
would like to see at Meridian/Malcolm X park? More recreational space? More
community unity projects? anything at all? Please let me know as soon as
possible as i will be spending the next 3 weeks working diligently to create
a park for the PEOPLE, thus needing your input the most.

Six Found Dead in the Cold
Toll Stuns D.C. Officials Who Had Expanded Outreach Efforts

The first report came at 6:54 a.m. yesterday: A homeless man, cold to the touch, had been found at a bus stop in Northwest Washington. Five more reports soon followed, as District officials grappled with what seems to be an unprecedented number of deaths in the city in a single day due to cold weather.

The dead included four homeless men. In addition, a man and a woman were found separately in their homes, according to Jonathan L. Arden, the District's chief medical examiner. Autopsies have not been completed, but "of the six cases, three of them strongly appear to be due to hypothermia," he said. The other three deaths, including the two people found in their homes, are being investigated to determine whether hypothermia was a factor.

The deaths, coming during a period in which temperatures swung in a few days from a summer-like 77 degrees to near-zero wind chills, stunned city officials. District agencies and advocates for the homeless had expanded outreach efforts after at least five adults died in the cold last winter, the first such fatalities in several years.

"We're scrambling like mad here," Arden said.

In October, Mayor Anthony A. Williams (D) signed an order directing agencies that serve the homeless to improve the coordination of their services. The order also called for stepped-up enforcement of city laws that permit the involuntary commitment of mentally ill or visibly intoxicated individuals who pose a threat to themselves by staying outside in freezing temperatures.

The city's hypothermia shelters for adults reached capacity Monday night for the first time this winter, prompting the city to turn to the privately run Community for Creative Non-Violence shelter and two churches to handle the overflow.

"If you look at what we did last year and what we have done this year, there has been a tremendous improvement," said Carolyn W. Colvin, director of the Department of Human Services. "I think it's unrealistic to expect that we are going to be able to identify every single individual who is at risk."

Colvin said the city cannot legally force people to seek shelter. "If they appear to be in their right mind, are not delusional, are not intoxicated, are not wet, we cannot bring them in," she said.

The Community Partnership for the Prevention of Homelessness, the nonprofit group that manages public funding of the city's largely privatized homeless services, was criticized last winter for not keeping close tabs on deaths from hypothermia. Sue A. Marshall, its executive director, said yesterday that she did not know about the six deaths. "No one here has heard from the medical examiner," she said.

Arden would not release the names of the dead but said the homeless men were found at a soup kitchen at 24th and G streets NW; a bus stop at 11th and U streets NW; an abandoned building on Seventh Street NW near MCI Center; and at Thompson's Boathouse near the Kennedy Center.

The man at the bus stop was 42, arrived at Howard University Hospital at 5:25 a.m. and was pronounced dead, according to fire and police officials.

The man found at his Northeast home was 67, according to the hospital.

Ruth Dickey, executive director of Miriam's Kitchen, the Foggy Bottom soup kitchen where one man was found, identified him as Arnold Scoggins. She said Scoggins appeared to be in his sixties and collapsed on the steps of the facility about 7:10 a.m. Scoggins was pronounced dead at George Washington University Hospital, she said.

"I've known him on the streets since 1994," Dickey said. "He's been a sweet, gentle, older man. He would always say to me, 'I'm going home soon. I'm going to get the lottery settlement. I'm getting off these streets in two or three weeks.' "

Gregory C. Hill, a formerly homeless man who is now an outreach worker for Rachael Women's Center in Northwest Washington, said he did not know about the man who died at the 11th and U streets bus stop. But he said a number of men who regularly gather in the U Street-Cardozo area may have been surprised by the change in weather.

"The wind caught a lot of people off guard," Hill said. "People have chosen to stay outside with hopes that they will make it through the night, believe it or not. A lot of people think they are warm enough."

Arden's office also is investigating whether the deaths in the private homes are linked to the cold. The woman was found at home with a lowered body temperature, he said, while the man was found unclothed near a window in his home. He would not say whether the homes were heated.

"It very much distresses me, because our whole program is set up to provide temporary, emergency, get-through-the-night services," said Charles J. Clinton, director of the D.C. Energy Office.

The office provides weatherization help and has an energy assistance hot line (202-673-6750).

Cmdr. Cheryl Peacock of the city's 3rd Police District said officers are told at roll call once a week to be on the lookout for homeless people in winter. They receive an additional reminder any night the temperature dips below 32, she said, and are supposed to call the city's hypothermia hot line (800-535-7252) if individuals refuse to go inside.

D.C. Council member Jim Graham (D-Ward 1) said yesterday that the Reeves Municipal Center, three blocks from the bus shelter where one man died, should be opened as an overflow shelter on freezing nights.

"This is too close to home, too close to what could have been a place for this guy to get to," Graham said. "I'm deeply disturbed."

*The Re-Tree D.C. Campaign recently had a very productive meeting with
Councilmember Schwartz's committee staff.  The coordination between DCEN,
Councilmember Mendelson, Casey Trees Endowment Fund, Sierra Club, Green
Space D.C., Chief Forester Mark Buscaino and all the tree activists in
the city is helping to make the Tree Bill something the whole city can be
proud of.  We will be holding a Re-Tree D.C. meeting sometime next week.

The Antarctica Project (TAP) is a small non-profit conservation
organization dedicated to protecting the environment, wildlife, and
biodiversity of the Antarctic region. TAP is located in Washington, D.C.
and coordinates the international environmental community's efforts to
achieve this goal as Secretariat of the international Antarctic and
Southern Ocean Coalition (ASOC), with over 200 member organizations in 40
countries. The Antarctica Project and ASOC work closely with all visitors
to the Antarctic including scientists, government officials, tourists,
and fishers to ensure that their activities are in compliance with strict
environmental standards in place for all human activity in the region. We
educate citizens, government representatives and conservation leaders in
national and international forums about protecting Antarctica's
biological diversity and pristine wilderness. ASOC's mhris Zimmerman
(Arlington County Bexperts attend all relevant international meetings as
official environmental observers. As the primary citizen voice within the
Antarctic Treaty System, ASOC ensures public accountability of

experienced individual to help coordinate  implementation of an
international campaign for Antarctica, as well as helping run the
Secretariat office. We are looking for someone with initiative, and
sufficient creativity and energy to do the maximum with limited
resources. The position will be based in our Washington, D.C. office.

The Campaign Associate is responsible for coordinating TAP's Special
Environmental Protocol Implementation Campaign. This includes assisting
ASOC campaigners around the world in implementing their workplans,
communication with domestic and international ASOC members and other
NGOs, regular communication with government officials, tour operators and
the press. The position requires some international travel.

In addition, this position currently includes about 33% administration
duties, which are crucial to the organization. These responsibilities
include financial management and reporting, maintenance of the master
database and website updates. You will be responsible for entering all
organizational financial details into Quicken, keeping up with accounts
receivable/payable, payroll, and preparing budget proposals and financial
reports for funders. You will work with the auditor in preparing annual
tax returns and audits. You will assist the Director in writing and
editing foundation reports, the annual report, letters for biannual
member drives, and produce the quarterly newsletter. From time to time
you will help supervise interns and volunteers.

The Campaign Associate will work closely with the Director and a core
group of ASOC campaigners, and report directly to the Director. The Board
also is actively engaged in helping and supervising staff. Since TAP is a
small organization all staff are required to provide assistance on
organization-wide projects outside their area of focus as needed.
Previous experience in the conservation community and strong writing and
computer skills are required. Candidates should be knowledgeable about
financial software such as Quicken, database management and how to
maintain websites. Fluency in Spanish is a plus.

Qualifications:

                *Minimum of bachelor's degree.
                *Experience on Antarctic issues is beneficial but not
required. Experience at a senior program level, on environmental,
conservation or related
public-interest issues required.
*Experience in directing international campaigns is preferred, however,
candidates who have played a leadership role in such program activity

*Strong research, writing and editing skills are essential and must be
demonstrated.
*Strong computer skills, including experience with word processing,

I think the water features and trees are wonderful.  Anything to enhance tree health and maintain water features are a plus.  Would object to ball fields or other development of the like. The park is unsafe, so for people to use it, security must be heightened.  Another feature that would improve the park is to tear down or reduce the height of the  south building that blocks the wonderful vista that once was!

Here is the info on the two homicides that have occurred within 3D since the
beginning of then year: #1: Willis Spain died from gunshots received to the
left side of his head. He was shot on 01/09/02. He was not pronounced dead
until 01/13/02. Mr. Spain was homeless. No arrests have been made in this
case. #2: Melvin Scott died from gunshot wound to the head on 01/06/02. To
date no arrest has been made, witnesses are uncooperative.

Hello Neighbors,

I recommend that everyone who is interested in U Street should pick up a copy of the February Edition of the Intowner.  You will find several articles about the area.  Paul Williams does a wonderful piece about  Old Children’s Hospital at 13th & V in the “Scenes from the Past” feature.  The recent robbery at 13th & V was featured in the crime report.  I want to encourage everyone to attend the joint CSNA and PSA 306 meeting February 20, at the Saloon, Upstairs 1207 U Street, NW at 7:00 PM.

There is also a very comprehensive feature in the Community Forum section by Michael Schade that chronicles the recent development in the Dupont, Logan, U Street and Adams Morgan neighborhoods.  This is one of the best features I’ve read in a long time.

As you read through the feature I wanted to add a few things that didn’t make the report about U Street.  The long abandoned building on the Northwest corner of 15th & U is under renovation.  Web Cakes will open shortly at 1506 U Street next to DC Vote.  Plans for the development above the Metro Stop at 13th & U will be presented to the community soon.  Problem clubs Songhai, next to Ben’s and DC Finest, 9th & U, have had their licenses suspended and may be permanently revoked.  New retail is moving into the 1200 block of U Street in the long vacant Thompson’s Dairy site in front of the New Lincoln Condominiums.  A brand new Subway Sub Shop has opened there with 2 more shops on the way. The Prince Hall Masonic Temple at 1000 U Street has undergone a major facelift with the help of a DHCD community block grant.  The gymnasium for the Garnet Patterson Middle School is slated to be rebuilt in late Spring after being condemned in the late 80’s during metro construction.  The gymnasium wall would be the perfect place to relocate the Duke Ellington Mural, which will need a new home when the construction starts above the Metro stop.

The Cardozo Shaw Neighborhood  Association  and Westminster Neighborhood Association have planted over 50 trees in the past two years with the help of the Urban Forest Council and Community Resources grants.  Logan Circle will be working with Community Resources this Spring and Summer to plant another 40 trees in the community.   The 9th Annual U Street Spring Clean-Up is scheduled for May 4, 2002 and we are expecting record participation and results.

All of this activity is underway as U Street, 14th Street, 9th Street and other areas are preparing applications for the ReStore DC, DC Main Street program that will focus private and public resources on the economic corridors with a focus on Historic Preservation and Small Business Development.  The community will be coming together in a series of meetings to put together the application all help is welcomed. I was contacted by the MPD environmental unit last week regarding the dumpster
used by the Bohemian Caverans, 11th and U, which is constantly blocking the
alleyway behind their building.  They also pile up their trash in the alleyway
when the dumpster can't handle it or it is the wrong kind of trash to be put
into the dumpster.  They use the alleyway as if they owned it and have no
consideration that it is public space and needs to be accessible for all the
residences=business owners on the block.  They have also been cited and have
refused to pay the fines.  The MPD environmental unit is now thinking of closing
them down for several days to try to send them a message on good civic manners,
not to speak of a little compliance.

I am out of the country now, but if you get any hint of action let me know.

Here is the info on the two homicides that have occurred within 3D since the
beginning of then year: #1: Willis Spain died from gunshots received to the
left side of his head. He was shot on 01/09/02. He was not pronounced dead
until 01/13/02. Mr. Spain was homeless. No arrests have been made in this
case. #2: Melvin Scott died from gunshot wound to the head on 01/06/02. To
date no arrest has been made, witnesses are uncooperative.

Dear Friends: I hope you saw today's Washington Post article on the new 164 compressed natural gas buses, which Metro/WMATA has bought largely for use in the District of Columbia. As a Metro/WMATA Board member, I was the original sponsor of this program some 18 months ago and worked hard to make it a reality. Of course, it was a team effort. I was especially pleased to work with the Sierra Club and Natural Resources Defense Council. Its a solid step forward for clean air, as well as providing relieve for those with respiratory ailments.<p>

I hope also its just a first step, as we continue to overhaul and replace the 1400 diesel buses in the system.<p>

Also as the Post reported, I was very pleased to see for my first time, seats that are "graffiti proof". I think that development bodes well for all sorts of public furniture.<p>
