Good Ward One Residents, Friends & Library Advocates:

The Dynamos are giving thanks to all who have participated in the design
process for the Mount Pleasant Library transformation plan.

This design process is still far from over... with time remaining to
re-work plans in collaboration with DC's Historic Preservation Review
Board and the Commission on Fine Arts, also to get any appropriate
permits, and finally getting Council approval of the contracts.

Within this time period, we are seeing Ward One residents who have been
left out of the conversation -- seniors, residents with disabilities,
and renters living behind the library -- openly question and protest the
proposed design plans for a couple of key reasons.

These particular Ward One residents will have to deal with the proposed
plans on a daily basis or whenever they use the library... and have
expressed concerns about the proposed accessibility ramp and how the
expansion unnecessarily further stifles emergency access to the
apartments behind the library.

* WILL DCPL LISTEN?
The track record says no... but the people are saying they have to!

It's our only Ward One Library, OURS -- not Chief Librarian Ginnie
Cooper's library.  Let's remember how DCPL promised a renovation of our
historic library years ago, but never did it, and then somehow switched
the project from a renovation-only plan to a renovation-and-expansion
plan without any reason or notice, without any needs planning and
analysis, without any spending plans to keep the newly renovated
building staffed.

Is this a logical way to proceed with the people's money?

ANC-1C has asked Chief Librarian Ginnie Cooper to address the growing
concerns of Ward One seniors and residents with disabilities regarding
access for the Mount Pleasant Library project. The ANC was prompted by a
lengthening list of letters registering concern from groups such as
ADAPT and the Equal Rights Center.

Bryan Weaver, Chair ANC-1C, in a letter of November 12, stated that the
ANC expected DCPL to host public meetings -- with the help of the ANC—to
address the issues.

One issue is the location of an accessibility ramp, currently planned
for what is now the rear of the building. Advocates say the ramp will be
difficult to see, is too far from the entrance, and is too long and
high. Moreover, removing the indignity of entering through a secondary
entrance is a tenet of accessibility best practices. DCPL plans to
remove one secondary entrance below the front staircase and replace it
with another secondary entrance much farther away. Advocates seek an
alternative solution.

The second issue is access to buildings behind the library by emergency
responders, which will be reduced by DCPL’s planned addition to the
historic library building. Neighbors living around the library recall
the destructive fire at the Deauville and Meridian Baptist Church last
March. They are fearful of further reducing emergency access and lament
that the library renovation is not being used by the city as an
opportunity to improve access instead of diminishing it.

Commissioner Chris Otten (1C-02), a community organizer with the
District Dynamos, has asked Councilmember Jim Graham to help expedite a
response to the ANC letter since the clock is ticking on the project
timeline. Graham is helping to set up a meeting with the Dynamos & DCPL
to help find solutions.

You know the saying, "You get what you pay for."  When you hire a roofing contractor, you want to know that the job is done correctly.  Many people hire the "cheap" roofer only to find that they have to do the job over again!  That's expensive!

Dear Residents,

 

Department of Public Works (DPW) offices will be closed Thursday, November 26, in observance of Thanksgiving Day and most DPW services, except leaf collection, will be suspended. All DPW services, including parking enforcement, will resume on Friday, November 27.

 

Residential Trash and Recycling Collections: There will be no trash and recycling collections Thanksgiving Day. Trash and recycling collections citywide will “slide” to the next day. For example, Thursday’s trash and recycling collections will be made on Friday and Friday’s collections will be made on Saturday. Trash and recycling containers should be put out for collection no earlier than 6:30 pm the night before collection and removed from public space by 8 pm on the collection day.

 

Parking Enforcement:  DPW will suspend enforcement of parking meters, residential parking, and rush hour lane restrictions.  It also will suspend towing of abandoned vehicles. These services will resume Friday, November 27.  Safety violations, such as parking at hydrants, in crosswalks or bus stops, will be enforced Thanksgiving Day.

 

Bulk Trash/Household Hazardous Waste/E-Cycling/Shredding:  The Ft. Totten Transfer Station, at 4900 John F. McCormack Road, NE, will be closed Thanksgiving Day and will reopen Friday, November 27.   Ft. Totten is open weekdays 1 pm to 5 pm for residents to bring bulk trash.  It is open Saturdays from 8 am to 3 pm for residents to bring household hazardous waste, such as pesticides and oil based paint; e-cycling (televisions, computers and cell phones); and up to five boxes of personal documents and credit cards for free shredding.

 

Other Sanitation Services:  Street and alley cleaning, sanitation enforcement and nuisance abatement also will be suspended on Thursday and will resume on Friday.

 

To view DPW’s trash and recycling holiday schedule for the remainder of the year, visit www.dpw.dc.gov and select Holiday Schedule under the “Information” header. Residents also can use the Web site to print or view the 2009-2010 leaf collection schedule. To find out when leaves will be collected in your area, select Leaf Collection Season under the “Services” header.  Then select the Leaf Collection Status link in the paragraph titled “Fall Leaf Collection/Holiday Tree Collection” and enter your address.

Boutique condominiums tucked within the neighborhood' s side streets prove traditional isn't the only sell. Large expanses of glass, European fixtures and finishes, and outdoor living spaces are the norm in these buildings of 19 to 26 units.

"Smaller buildings allow for better finishes and hands-on attention to detail as opposed to 40- to 100-unit buildings," says developer Paul Robertson, who has built several boutique condos in Shaw.

The variety of unit layouts and a wide range of prices have helped boost sales of these condos despite the economic downturn.

 
The Lacey

From its taut glass skin to its exposed steel staircases, this 26-unit condo project at 11th Street and Florida Avenue NW is uncompromisingly contemporary in its architecture. "We were not looking to just create a building," says architect Ali Honarkar of Georgetown's Division One. "We designed it as a functional art."

Tour the seven units still on the market, and you'll find plenty of high-end, European-style touches -- from Italian kitchen cabinets to Swiss sinks -- but few walk-in closets and no bathtubs.

Completed in March, the Lacey is the third residential project in the immediate neighborhood designed by Honarkar, who lives in one his townhouses on nearby 10th Street. It was developed by Imar Hutchins, the owner of the Florida Avenue Grill abutting the property.

The project reflects Honarkar's previous experience while advancing a more sophisticated architecture. From the front, the steel-framed glass panels and balconies resemble an abstract painting, especially when lit from inside.

What appears to be concrete on the lower and side walls turns out to be boards of Viroc, a Portuguese product composed of wood particles and cement. Other sections of the exterior are covered in a Dutch-made sheathing of resin and wood fibers called Trespa. "We wanted to go beyond the typical masonry used on most D.C. buildings," Honarkar says.

This spirit of experimentation extends to the condo layouts. Four duplexes are entered directly from the street like townhouses. Staircases lead past front yards to private entrances opening to the living level. Bedrooms occupy English basements reached by internal stairs.
 
Inside the building's main block, the apartments are organized around a top-lighted, 12-foot-wide atrium rather than a dark, narrow hallway. Interiors are designed to maximize light and spaciousness with sliding glass partitions positioned between living spaces and bedrooms.
 

The Moderno
1935-1939 12th St. NW
While other condos have languished on the market during the recession, the 19-unit Moderno has almost sold out since its completion in February. Only one of the penthouses has yet to be purchased.
 
Developers Paul Roberston, Robb LaKritz and Josh Adler attribute their success to the building's contemporary design and location near the U Street-Cardozo Metro station.

"There is so much on the market that is cookie-cutter, " LaKritz says. "We wanted to create something that was unique and more European in feeling."

Georgetown's Core Architecture and Design created a building with two parts: a five-story block with ground-floor retail space on the north side closer to U Street and a four-level, townhouse-style wing to the south. Floor-to-ceiling glass and metal bays extend across the masonry facades to inject a modernist spirit and provide light and views from inside the units.
 
LaKritz, who traveled to Italy, Spain and Brazil for inspiration, says the black window trim and tan masonry are meant to evoke "notions of grand European capitals." He notes the masonry units, while American-made, were based on facades in Rome and Florence.

In the lower wing, triplexes and duplexes are reached through private entrances at both the front and back of the building. Penthouses in the taller section include terraces with barbecues and hot tubs.
 
Inside the condos, European touches include German Liebherr refrigerators and Spanish Porcelanosa cabinets. The developers hope to turn the still-empty retail space on the ground floor into a restaurant or cafe where tenants can find sustenance outside their designer kitchens.

Transplant Joff Masukawa, who owns a condo in The Moderno, says, "The open plan with soaring ceilings and volumes of light helps me imagine that I might still be in California, but with all the amenities that Washington offers just steps away."

The Visio and Murano
2109-2111 10th St. NW
Architect Suman Sorg, who recently moved her office to the U Street corridor, designed these sister condos for Robertson Development to complement the 1896 church directly next door.

"The architecture is Washington but with a new twist," says Sorg, who owns the church and plans to renovate it.

The brick bays of the paired residential buildings are streamlined with cut-out corners but reflect the same materials and proportions as the historic church tower and neighboring row houses. Large sections of aluminum-framed glass lighten the facade next to the church while giving the building an industrial feel.

In 2007, the design won an award from the American Institute of Architects for its "sensitivity to the historic neighborhood [with a] very modern feel."
 
Developer Paul Robertson completed the five-story Visio next to the church in 2005. When the adjacent lot became available, he constructed the four-story Murano, which opened in 2009.
 
"We had an easier time with the Murano because it has higher number of smaller units," Robertson says.

While the seven-unit Visio has four duplexes, the 12-unit Murano has only two on its top floor while the lower floors house one-level apartments.

Completed in March, the Lacey is the third residential project in the immediate neighborhood designed by Honarkar, who lives in one his townhouses on nearby 10th Street. It was developed by Imar Hutchins, the owner of the Florida Avenue Grill abutting the property.

The project reflects Honarkar's previous experience while advancing a more sophisticated architecture. From the front, the steel-framed glass panels and balconies resemble an abstract painting, especially when lit from inside.

What appears to be concrete on the lower and side walls turns out to be boards of Viroc, a Portuguese product composed of wood particles and cement. Other sections of the exterior are covered in a Dutch-made sheathing of resin and wood fibers called Trespa. "We wanted to go beyond the typical masonry used on most D.C. buildings," Honarkar says.

This spirit of experimentation extends to the condo layouts. Four duplexes are entered directly from the street like townhouses. Staircases lead past front yards to private entrances opening to the living level. Bedrooms occupy English basements reached by internal stairs.
 
Inside the building's main block, the apartments are organized around a top-lighted, 12-foot-wide atrium rather than a dark, narrow hallway. Interiors are designed to maximize light and spaciousness with sliding glass partitions positioned between living spaces and bedrooms.
 

The Moderno
1935-1939 12th St. NW
While other condos have languished on the market during the recession, the 19-unit Moderno has almost sold out since its completion in February. Only one of the penthouses has yet to be purchased.
 
Developers Paul Roberston, Robb LaKritz and Josh Adler attribute their success to the building's contemporary design and location near the U Street-Cardozo Metro station.

"There is so much on the market that is cookie-cutter, " LaKritz says. "We wanted to create something that was unique and more European in feeling."

Georgetown's Core Architecture and Design created a building with two parts: a five-story block with ground-floor retail space on the north side closer to U Street and a four-level, townhouse-style wing to the south. Floor-to-ceiling glass and metal bays extend across the masonry facades to inject a modernist spirit and provide light and views from inside the units.
 
LaKritz, who traveled to Italy, Spain and Brazil for inspiration, says the black window trim and tan masonry are meant to evoke "notions of grand European capitals." He notes the masonry units, while American-made, were based on facades in Rome and Florence.

In the lower wing, triplexes and duplexes are reached through private entrances at both the front and back of the building. Penthouses in the taller section include terraces with barbecues and hot tubs.
 
Inside the condos, European touches include German Liebherr refrigerators and Spanish Porcelanosa cabinets. The developers hope to turn the still-empty retail space on the ground floor into a restaurant or cafe where tenants can find sustenance outside their designer kitchens.

Transplant Joff Masukawa, who owns a condo in The Moderno, says, "The open plan with soaring ceilings and volumes of light helps me imagine that I might still be in California, but with all the amenities that Washington offers just steps away."

The Visio and Murano

Architect Suman Sorg, who recently moved her office to the U Street corridor, designed these sister condos for Robertson Development to complement the 1896 church directly next door.

"The architecture is Washington but with a new twist," says Sorg, who owns the church and plans to renovate it.

The brick bays of the paired residential buildings are streamlined with cut-out corners but reflect the same materials and proportions as the historic church tower and neighboring row houses. Large sections of aluminum-framed glass lighten the facade next to the church while giving the building an industrial feel.

In 2007, the design won an award from the American Institute of Architects for its "sensitivity to the historic neighborhood [with a] very modern feel."
 
Developer Paul Robertson completed the five-story Visio next to the church in 2005. When the adjacent lot became available, he constructed the four-story Murano, which opened in 2009.
 
"We had an easier time with the Murano because it has higher number of smaller units," Robertson says.

While the seven-unit Visio has four duplexes, the 12-unit Murano has only two on its top floor while the lower floors house one-level apartments.

To clarify my role in increasing fines for motorists who fail to yield to pedestrians --

 

The “Pedestrian Safety Reinforcement Amendment Act” originally proposed $500 fines for failing to yield to pedestrians.  That seemed like a high fine, and when you have a  higher fine it very often discourages enforcement, as MPD and others are reluctant to issue such a fine in many cases.

 

My position has been that more enforcement is what we need most.  There is no point in large fines if there is little or no enforcement. 

 

Thus, we now have a $250 fine for failing to yield to pedestrians.  Combined with my efforts to increase enforcement I think this will help our efforts.

 

Further, as a result of my work, the law now includes increased points on your driving record for failure to yield to a pedestrian – possibly a more important deterrent.

 

I also included a clarification to include failure to yield to pedestrians on a sidewalk (for example, when crossing the sidewalk on a curb cut).

 

I continue to believe that more enforcement and more traffic calming should be our priority for safer roads.

Weekend track maintenance on the Orange, Red, Blue and Yellow lines 11 Metrobus routes detoured for weekend activities

Track maintenance on the Orange, Red, Blue and Yellow lines this weekend (Nov. 20-22) will cause inbound and outbound trains to take turns sharing one track. Customers should add 20 to 30 minutes to their trips. Additionally, 11 Metrobus lines will be detoured as a result of weekend events in the Washington area. Customers using these Metrobus lines should add additional time for their travel.

Orange Line Track Maintenance

Metrorail customers traveling between the East Falls Church and Ballston-MU Metrorail stations should add at least 20 minutes of travel time to their trips because Metro will replace crossties, the track support structures. Trains will share one track between these locations throughout the weekend from 8 p.m., Friday, Nov. 20, to closing (midnight), on Sunday, Nov. 22.

Red Line Track Maintenance

Metrorail customers traveling between the Medical Center and Grosvenor-Strathmore Metrorail stations should add at least 20 minutes to their travel time because Metro will replace rail fasteners that stabilize tracks, and make tunnel repairs. Trains will share one track between these locations the entire weekend from 9:30 p.m. Friday, Nov. 20, to closing (midnight) on Sunday, Nov. 22.

Blue and Yellow Line Track Maintenance

Metrorail customers traveling between the Van Dorn Street and King Street Metrorail stations should add at least 30 minutes of travel time for their trips because Metro will be trimming leaves and weeds along the rail tracks. Trains will share one track between these locations from 7 a.m. to 6 p.m., Saturday, Nov. 21, and Sunday, Nov. 22. 

All Yellow and Blue Line trains will operate to the Huntington Metrorail stations during these times. Metro will operate a special Blue Line shuttle train between the Franconia-Springfield and King Street Metrorail stations. At King Street, customers will be able to catch a Blue or Yellow Line train to the Largo Town Center or Fort Totten Metrorail stations.

Metrorail customers who park at Franconia-Springfield and Van Dorn Street Metrorail stations and wish to avoid the delays should consider parking at the Huntington Metrorail station.

Rerouting of Metrobus Routes F4 and Z8

From 6:30 a.m. to 2 p.m., on Saturday, Nov, 21, Metrobus routes F4 and Z8 will be rerouted due to the Silver Spring Thanksgiving parade that will close Fenton St., between Wayne Ave., and Colesville Rd.

This Saturday, Nov. 21, the Metrorail system will open one hour early, at 6 a.m., to accommodate the crowds expected to attend the 22nd Annual Help the Homeless Walkathon, which begins at 9 a.m.

The walk will take place between 7th and 14th Street, N.W., on the National Mall and around the Tidal Basin.
Participants and spectators are encouraged to take Metrorail and exit at the L=Enfant Plaza Metrorail station on the Blue, Orange, Yellow and Green lines, the Archives-Navy Memorial Metrorail station on the Green and Yellow lines, the Smithsonian Metrorail station on the Blue and Orange lines, or the Gallery Place-Chinatown Metrorail station on the Red, Yellow and Green lines. I would also like to say that I too appreciate the contraflow bike lane on 15th
street.  I have been apprehensive about riding to work down 14th street because
of the many, many vehicles (delivery trucks and otherwise) that use the bike
lane as short-term parking.  If you look at http://dc.mybikelane.com/map, you
will see that 14th street is one of streets with the most bike lane violations
in the city.  If I don't leave my apartment by 7:30am, I might as well consider
the bike lane "turned off" for rush hour.  I have been using the southbound 15th
street lane and find it a relatively quiet ride.  Although a protected lane
makes it more difficult to pass other cyclists and makes leaf/ acorn cleaning
more challenging, I am glad I have a choice and would rather deal with these
minor inconveniences than the major inconveniences of the disregarded bike lane
of 14th street.  Thanks to everyone who worked to get this lane, and I hope to
see more bike lanes around the city, of any sort as long as they are accessible.

I'd like to thank you for re-electing me to a 3rd consecutive term as President of the South Columbia Heights Neighborhood Association. I'd like to congratulate our newly elected Co-Vice President's, Matt Indre and Kathryn Nelson-Indre. In addition, I'd like to thank MPD for giving their monthly report and for being very responsive to our concerns.

At the next meeting MPD will address the two recent shootings in our neighborhood as well as their efforts to combat crime in our neighborhood.

Just want to say that I really enjoy the southbound bike lane.  It was a great idea because with the barrier created by the parked cars, it is much safer to bike down 15th Street in comparison to 14th street where I constantly felt like I was going to be hit by a bus.  Thanks to all who came up with the idea and got it implemented.  I hope that more cyclists start using the new bike lane b/c if the city sees that it is being used, the concept may get implemented elsewhere.  I also think that the northbound lane on 15th street should be the same as the southbound lane.  I'd prefer not to ride in traffic with the cars who do not respect the fact that cyclists are permitted to use the entire lane.

I agree with you that all of these matters are serious ongoing safety concerns.

 

Regarding double parking, I authored a law that passed this summer to improve enforcement against double parking and to improve the management of loading zones.  District Department of Transportation (DDOT) is currently developing new fines and regulations to comply with this law.  In addition, the Council recently passed a law setting a specific fine for parking in a bicycle lane.  I have recently asked for MPD's assistant Chief Burke and DDOT Director, Gabe Klein, to report on enforcement of this law.

 

Regarding actions to improve pedestrian safety, please review my strong record.  To cite a few very recent accomplishments:

  • I authored $1.5 million per year for the pedestrian and bicycle safety enhancement fund to accelerate implementation of the District bicycle and pedestrian plans.
  • I advanced a bill which was passed by the Council to increase the fine for motorists who violate the pedestrian right-of-way.
  • I authored funding to train DDOT traffic control officers to issue moving and parking violations so that we could have increased enforcement of traffic safety laws.
  • I authored funding to accelerate safety improvements to the most hazardous road segments around the District.
  • I advanced legislation to create and fund a Pedestrian Advisory Council, appointed by Councilmembers, to advise the Mayor and the District Council on priority pedestrian improvements.

Councilman...if you would like to deal with traffic issues so that you have something to talk about for re-election how about dealing with double-parkers who block the already existing bike lanes (making it a serious safety risk), idiots from Maryland who do not get the whole "pedestrian in the crosswalk" law making U Street a re-enactment of FROGGER and people who feel it is completely ok to "block the box"...dealing with those issues will actually save lives and time (and not be an effort to placate a few whiners who do not read their emails and community notices).  More bike lanes!  More efforts to make neighborhoods pedestrian friendly = better Ward!

Parking is very scarce in Ward 1 neighborhoods.  Residents should not be asked to live with such surprises.
