US Citizens against Paternity Fraud (US-CAPF, founding chapter) is a grass roots activist organization that believes public education, legal DNA paternity testing and advocating for specific paternity fraud legislation as a substantive right to be freed from false paternity orders. This is an effective solution to resolve an international epidemic of child support fraud (30% of men DNA tested in US and Australia were NOT the fathers).

We stand firm on the belief that the biological mother and the biological father are the only parties responsible for financial support unless the child has been legally and formally adopted (does not apply to surrogates).

In all cases of legal adoption the alleged biological father must be notified, proven to be the biological father via DNA testing and provided with an option of becoming an involved parent that pays child support or signing an agreement to forfeit all claims to allow the legal adoption.

We believe in paying fair (cost based) child support on our own biological child, any child legally and formally adopted, and any child where a signed and notarized agreement exis(currently in effect) for surrogacy or in-vitro fertilization.

The law must require truthful complete paternity disclosure in all Divorce and Child Support cases to prevent Child Support Fraud .

A suggested form Paternity Notification Affidavit (PNA) can be found at PaternityFraud.com. Perhaps we can call it the Truth-In-Paternity-Affidavit [TIPA]?

Fraud is a crime and crime does not pay! No one should be allowed to profit from false paternity. There must be full restitution in all cases of felony child support fraud, no exceptions similar to the Bradley Amendment.
