Subject: We should all have a free multi-lingual web-based email service!

PLEASE RESPOND TO: azukerman@...

   In spite of the fast growing number of the multi-language users
   (other than English) joining the internet every single day,
   they (we) experience difficulties communicating by email using
   their native languages for global and local communication.

   I am talking about a email system that will let you send and
   receive emails using any possible language from-and-to any
   computer in the world without the need to download fonts or
   any other pre-conditions.

   Let us take, for instance, an American/Korean that wishes to
   communicate by email from the US with his family or business
   partners living in Korea or other countries for this matter.
   He is unable to do so using a free e-mail service that is based
   on an Internet platform (such as Hotmail or similar).
   The only way for him to do so is to download various softwares
   that cost money, complicated to set up and operate, require
   "cut and paste" operations and/or have to be sent as an
   attachment which really makes life complicated.

   I wish to improve the above unfair and inconvenient situation!!!
   The first step, which is the most important one, is to accumulate
   as many support emails from potential multi-lingual users like
   you and me. It will be very helpful and a real time saver, if you
   could recruit as many people you know (family, friends, co-workers,
   pen pals and so on) that are potential supporters of such a
   petition and ask them to send support emails to me as soon as
   possible. Please ask them to continue and keep the chain of support
   emails alive and kicking with their friends and so on and so forth.

   Please mention in the support email the following information:

   -Which languages will you use to write and receive emails when the
   service will be available
   -How do you overcome the problem in the present, if at all
   -How many people (estimate) that are on the net will you communicate
   with when the service will be available.
   -Suggestions and ideas will be an asset

   I will do everything in my power to get such a service available
   as fast as can be for the benefit of all of us, the multi-lingual
   first-class internet "citizens".

Hey, someone had sent out a piece about a new way to send money home from
overseas.  I deleted it from my account, but today had another teacher
asking about that very thing.  Go figure.  If someone would send that to
me, I'd be much appreciative.

On my side, things here go well.  We haven't had any real fallout from the
aftershocks or the main earthquake, other than to try and raise money and
goods for the families.  School progresses well and the kids are actually
behaving well so far.  Of course, the new admin has given them everything
their hearts desire and then some, so why shouldn't they be happy.  I'm
just waiting for the shit to hit the fan and see how this new admin handles
it.  I take an evil delight in the thought, actually.
The weather is warm but comfy, and I'm off to the far Near East this
weekend.  I'll think of you all (or at least as many as I know) as I'm
sitting on the top of Nemrut watching the sun rise.  Peace.

Folks,

Should've learned my lesson by now regarding petitions, but I sent this
one on anyway, and like the Disney/Microsoft scam or the Save Sesame
Street, this one is also misguided. Turns out the Taliban petition will
not reach the right folks because the person who started it at Brandeis
had no authorization from the university and is forever banned from
their e-mail system for starting this monster petition to which
thousands have responded. Please delete it if you haven't already, BUT
the cause is still worthy. You can seek other contacts and information
as suggested in the original e-mail to voice your concerns. Go to

Son of Prominent Malawi Politician Arrested in SA

Blantyre (Malawi) (African Eye News Service, October 7, 1999) - The son of
Malawi's parliamentary speaker has been arrested and jailed for two years on
fraud charges in South Africa, the Malawi Daily News reported on Thursday.

The newspaper said Speaker Sam Mpasu's 26-year-old son, Joseph, was also
being sought by the Malawian authorities in connection with a cash heist in
which
a police officer was killed.

Mpasu confirmed that his son was in a South African jail and said: "Joseph is
over 25 and he knows what he is doing," adding that he has not been in touch
with his fugitive son "for a long time"

State advocate Auriliano Zulu said he was not sure whether Mpasu, convicted
and sentenced on Tuesday, would be allowed to serve his sentence in Malawi.
He said the International Police Organisation (Interpol) was discussing the
issue
with Malawian and South African police authorities.

The newspaper reported that Joseph Mpasu was arrested in South Africa after
he was caught trying to launder fake US dollars. He was also charged with gun-
running and theft of a motor vehicle.

Joseph allegedly escaped from police custody in Malawi after being arrested
along with Malawi's most wanted criminal, Clive Macholowe.

Hey Steve.  Unfortunately, I didnīt get a chance to say bye when I left
Vegas.  I had to leave really early in the morning, that is why.  It just
popped in my head the other day that I should get in touch with you and say
that.  Actually, it was because I was looking through that Peace Corps list
from COS (Veryle sent it to me even though I wasnīt there) and I read what

Development-Malawi: Maintaining Self-Sufficiency in Food

LILONGWE, (Oct. 8) IPS - In a bid to maintain self-sufficiency in food, the
Malawi government will provide small-holder farmers with free farm inputs
through a new initiative which had been tried last season.

"The idea is to maintain self-sufficiency in food," says Alex Namaona,
coordinator of the 'Malawi Starter Pack Scheme', a pilot scheme which
produced 2.5 metric tonnes of maize this year.

Maize is Malawi's staple whose average annual yields in recent years was barely
one million metric tonnes, forcing the tiny southern African country to depend
on
imports to feed its 10 million people.

Apart from favorable weather conditions, the Ministry of Agriculture attributes
this year's good harvest to the scheme being implemented with the support of the
World Bank and British Department for International Development.

The scheme aims to increase food production among Malawi's poor farmers
most of whom cultivate on less than a hectare of land and experience food
shortages even in good seasons.

Through the scheme, more than 2.8 million small-holder farmers received 20
kilograms of free input packs "consisting 10 kilograms of fertilizer and 10
kilograms of maize, sorghum and legume seed" enough to cover 0.1 hectare.

The scheme was initially expected to boost maize production from one million
metric tonnes to 1.88 million metric tonnes - a figure surpassed by the final
achievement.

According to Namona, the Ministry of Agriculture will this year distribute a
total
of 45,000 metric tonnes of fertilizer and about 12,000 metric tonnes of maize,
groundnut, bean and rice hybrid seed worth almost $29 million to the
small-holder farmers from November.

"We have to build on last year's success. That was a successful pilot exercise,"
says Namaona. "We are now one of the few countries in the whole SADC
(Southern Africa Development Community) region that have surplus food this
year".

A recent Famine Early Warning System (FEWS) bulletin of the United States
Agency for International Development (USAID) says Malawi and South Africa
are the only countries in the region that have produced more cereals than their
national requirements.

SADC groups Angola, Botswana, the Democratic Republic of Congo (DRC),
Lesotho, Mauritius, Malawi, Mozambique, Namibia, South Africa, Seychelles,
Swaziland, Tanzania, Zambia and Zimbabwe.

Apart from the scheme, the government and the UN Development Program
(UNDP) are also promoting policies and technologies that aim to change the
lives of the poor.

There is also an Agricultural Productivity Investment Program (APIP) through
which small-holder farmers are being offered subsidized fertilizer and hybrid
maize seed on credit.

The program, which the government is implementing in collaboration with the
European Union (EU), aims to "mitigate the social impact of liberalization by
offering small-holder farmers below-cost fertilizer and hybrid seed"

The state-owned Agricultural Development and Marketing Corporation
(Admarc) is engaged in a fertilizer-for-maize battering scheme which constitutes
10 to 17 percent subsidy for farmers depending on the type of fertilizer

Admarc's deputy general manager, Edward Sawerengera, disclosed at a recent
news conference that the corporation has reserved 15,000 metric tonnes of
fertilizer for the exercise.

"All these programs are aimed at increasing productivity particularly among
small-holder farmers. They are very important to our economy," says Namaona.
"But emphasis is on the Starter Pack Scheme because apart from improving
food production, it increases soil fertility by making hybrid seed of leguminous
crops groundnuts and beans available to the small-holders."

Loss of soil fertility, increasing population and the fall of the Malawi Kwacha
were some of the reasons cited for the decline in agricultural production.

According to the Malawi National Economic Council, the small- holder
agriculture which was on the decline for the past decade employs more than 60
percent of Malawi's population and contributes 35 percent to national output.

Namaona has described claims by some critics that the scheme will create a
dependency syndrome as "unfortunate".

"This is one program that has directly benefited local people. It is a
short-term
initiative that will eventually be discontinued once we are sure that everyone
is
food secure and can fend for himself or herself," says Namaona.

Malawi tried several programs before but none produced results comparable to
those associated with the Starter Pack Scheme.

"This scheme has done us pride. We are now better off after a decade of food
insecurity, and Zambia has even taken after us," says Namaona.

According to the Malawi National Statistics Office, apart from ensuring food
security, the scheme has contributed to a 11.4 percent growth of the agriculture
industry during the 1998-1999 season after a 10-percent slump in 1997-1998
season.

In his budget statement early this year, Finance Minister Cassim Chilumpha said
the agriculture sector will grow by 7.6 percent, with small-holder production
going up by 13.4 percent.

"Specifically, maize production will increase by 38.4 percent," said Chilumpha.

The Ministry of Agriculture says the scheme has also introduced the use of
fertilizer and hybrid seed to 32 percent of the 2.86 million small-holders
farmers
who never had access to modern farming methods technologies before.

Malawi: Lake Malawi May Have Oil Prospects Blantyre, Oct.
8 AIA/Gin Exploration beneath the Waters of Lake

BLANTYRE, Oct. 8 AIA/GIN - Exploration beneath the waters of Lake
Malawi indicate that the sedimentary rocks may contain the necessary
hydrocarbons for oil exploitation.

Charles Kaphwiyo, director of the Malawi Geological Survey, is cautious. He
says that, although existence of the rock formations is definite, real proof can
only be ascertained by drilling three kilometres into the geological stratum to
collect samples for laboratory study. The drilling would be offshore.

At least three explorations have been carried out on Lake Malawi so far, which
show the presence of hydrocarbons, the chemical combination of hydrogen and
carbon, necessary if petroleum exists.

The first geological exploration was done in 1981 by a team of scientific and
geological experts from Duke University in North Carolina, which covered the
entire lake, which has been nicknamed "Calendar Lake" since its surface area is
about 365 miles long by 52 miles wide. The Duke study revealed thick
sequences of the sedimentary rock on the lake-bed.

"That discovery raised the status of the lake as a target for hydrocarbon
exploration," Kaphwiyo said.

The exploration arm of Royal Dutch Shell, was the first international oil
company
to be granted an license to explore and it conducted an air-borne magnetic
survey in 1982, further confirming the hydrocarbons existed in deep waters in
the northern part of the lake.

However, Kaphwiyo said the latest study by an exploration consortium
discovered hydrocarbon potential also existed in the shallow water in the
central
parts of the lake. The latest study, sponsored by international oil companies
including Shell, Mobil and Placid, was funded by the World Bank.

Possible oil extraction in Lake Malawi has met with mixed reactions, with some
Malawians hoping for an economic boom while others fear it could be a disaster.

Ben Yasin, an official from environmental affairs department of the Ministry of
Natural Resources, says an environmental assessment impact must be carried
out before further exploration. " No company can embark on drilling before such
an assessment is done," he said.

Aloysious Kamperewera, a university science student says the fish in Lake
Malaiw are vital to the majority of Malawians as well as neighbours in
Zimbabwe and Zambia.

He also doubts if the profits from oil extraction, if it was found, would
trickle
down to the masses who have always looked forward to Lake Malawi for fish
as the main affordable source of protein for most people in urban and rural
areas, even though fish stocks are dwindling. Anything that disturbs the fish
resource will also adversely affect the country's already poor nutrition
standards.

Madalitso Nyemba, a fisherman in Salima district, says government must protect
the lake from being tampered with by money-hungry oil companies.

"This lake is our source of income. If the government allows oil drilling
companies to embark on these projects, it will only benefit rich oil companies
from overseas."

Richard Keara, a local businessman, says, Malawi should seize the opportunity
to attract foreign and local companies to invest in the oil drilling industry.

"Whether one likes it or not, every oil-producing country, has an economical
advantage over countries which do not produce oil," he says.

He says that if the exploration results come up positive, this would
considerably
help Malawi's agriculture-based economy which has been badly damaged by
falling tobacco prices, its chief cash crop, tobacco.

Lake Malawi Fish Dying En Masse

Blantyre, Malawi (PANA) (Panafrican News Agency, October 11, 1999) -
Malawi's fish industry is facing an additional setback to over-fishing, as
hundreds
of fish are dying each day in Lake Malawi.

Alexander Bulilani, project manager for the SADC-GF, a regional project aimed
at preserving fish in southern Africa, said investigations are underway to find
the
real cause of the massive deaths.

He said preliminary reports show the fish may be dying from unprecedented
strong winds blowing on the lake.

"Following the strong winds on the lake there has been an up-welling (a mixture
of water from shallow and deep areas where there is a lot of sulphur) thereby
depriving the fish of vital oxygen in the process," he said in an interview.

Bulilani said the massive fish deaths were first noticed in the central lake
districts
of Nkhota Kota and Salima. But the problem has since spread to the northern
lake district of Karonga, which borders Tanzania, and the southern resort
district
of Mangochi.

He, however, dismissed speculations that this might have something to do with
pollution. "It's a natural phenomenon, not poisoning by pollution," he said.

According to documents from the fish project, at least 500 kg of dead fish was
collected in one day alone between Livingstonia Beach and Chipoka in Salima.

They say the most affected species were kampango, the second delicacy from
Chambo of the tilapia family, Malawi's world renowned choice fish.

The documents warn people living around the lake not to eat the dead fish since
it was not yet clear what is killing them.

The alarming report comes fast on the heels of another one showing a sharp
decline of fish species in Lake Malawi, which was host to over 500 species of
fish.

The report blamed uncontrolled fishing and fishing using small nets that could
even haul spawns.

Police Hold Man for Selling Own Daughter

Blantyre, Malawi (PANA) (Panafrican News Agency, October 11, 1999) -
Malawian police in the southern district of Machinga, about 120 km east of
Blantyre, are holding a 39-year-old man for trying to sell his own two-year-old
daughter for 90,000 kwacha (about 2,000 US dollars).

Police spokesman Oliver Soko said Lapukeni Kaluwanje took his daughter,
Miriam, to Nsanama Trading Centre, a few kilometres from Ntaja, a town
where President Bakili Muluzi comes from.

"The man was openly peddling his daughter to whoever looked like had money
for the girl," he added.

Soko said a businessman, James Muliwa, bought the girl but handed her over to
police.

"He told us he bought the girl in order to rescue her from people who would buy
her in order to abuse her," he said.

Soko said the "unusual salesman" was later arrested at his village and is being
interrogated on his motive behind his bizarre business and possible connection
to
a paedophile ring.

Human rights activists say the incident could be a tip of iceberg. Emmie
Chanika,
who heads the Civil Liberties Committee, said government should go beneath
the saga. "We have lots of sick people in our midst," she said.

Chanika added that before being charged Kaluwenje should be taken for mental
examination.

This latest incident comes fast on the heels of a woman in Blantyre who was
busted two months ago for keeping young girls in virtual slavery. The woman,
currently under police probe, allegedly used to abduct young girls aged between
five and nine and give them various chores, including selling snacks at bus
stand.

The children are so brainwashed that they could not even recognise their
relations even if they spotted one.

The lid of the slave house was blown when an aunt of one of the girls reported
to
police when her niece ran away from her when she spotted her selling nuts at a
railway station, wearing rags.

Police traced her to the house where they discovered several other girls.

Meanwhile, Tanzanian and Malawian authorities are probing a cartel of
witchdoctors from the two neighbours who are allegedly abducting women
whom they kill and take they private parts for use in making wealth charms.

Hey Steve.  Unfortunately, I didnīt get a chance to say bye when I left
Vegas.  I had to leave really early in the morning, that is why.  It just
popped in my head the other day that I should get in touch with you and say
that.  Actually, it was because I was looking through that Peace Corps list
from COS (Veryle sent it to me even though I wasnīt there) and I read what
you had written about my doing drama and about your not forgetting Harare).
Iīm glad that we got the chance to talk a little bit in Vegas, even if it
was only a little.  I hope all is well.  Take care.  Jennifer

while parking in cracktown (washington and western, for those familiar with
la), my friend's truck was broken into.  among the casualties (including
change from the ashtray and a really nice skil saw), were my ntombi and
kanda bongo man tapes.  can anyone help me?  my matola is not the same.

kinder, gentler physicist, kevin doyle?
