(AP) Madonna arrived in Malawi on Wednesday on a humanitarian mission to help orphans and the underprivileged in the impoverished southern African nation.

The pop star and an entourage of 10 people landed on a private plane in the capital, Lilongwe, just after 9 a.m. The visit had not been announced.

Andrina Mchiela, secretary to the minister for gender and child welfare, said Madonna planned to adopt a Malawian child during her visit.

She is also meant to fund six projects to benefit underprivileged children, including setting up an orphanage.

Madonna earlier this year announced plans to raise at least $3 million for programs to support the nearly 1 million children in Malawi who have lost parents to AIDS. Malawi is among the poorest countries in the world, hit by years of drought as well as an AIDS epidemic.

Madonna joins a growing list of stars who have focused their attention on Africa, the world's poorest continent, including Bono, Angelina Jolie and George Clooney.

LILONGWE, 13 October (IRIN) - Pop star Madonna's act of plucking an orphaned child from Malawi to give it a better life has triggered concern and confusion, and has even conjured up images of slavery among people living in one of the world's poorest countries.

Ranked in 2003 as the United Kingdom's eighth highest earning woman - one place behind Queen Elizabeth II - with an annual income of about US$28 million and an estimated fortune of $462 million, Madonna, 48, was granted an interim adoption order for David Banda in the High Court in the capital, Lilongwe, on Thursday, before the 13-month-old boy was whisked away to his English home to meet his new siblings, Rocco, 5, and Lourdes, 9.  

A spokesperson for Madonna and her husband, British filmmaker Guy Ritchie, initially refused to confirm speculation that she was planning to adopt a child from a country where more than three-quarters of its 12 million people live on less than US$2 a day, but the boy's father, Yohanne, whose wife, Merita, died during childbirth, said he was relived because he was "very poor to keep him".

Reports that an advance party selected 12 children, who were then paraded before one was chosen for adoption, evoked unpalatable images of the past. "The line-up of children - it used to be called slavery," commented Rafiq Hajat, director of the Institute for Policy Interaction, a Malawian think-tank, even though the child would have "the trappings of wealth".

Earlier this week Madonna and president Bingu wa Mutharika met at State House. No details were provided about the meeting, but Malawi is believed to have waived its ban on foreign nationals adopting children for the singer.

Hendrina Mchiela, Principal Secretary in the Ministry of Gender, Child Welfare and Community Services, declined to comment to IRIN about the adoption.

Madonna is the latest in a long line of celebrities with a penchant for adopting children from the developing world. American actress Mia Farrow, who began adopting children from poorer nations in 1973 and is now mother to 14, is generally regarded as pioneering the trend. Her marriage to her third husband, American film director Woody Allen, disintegrated after Farrow discovered that Allen had begun a sexual relationship with her adopted daughter Soon-Yi, who later married him.

Hollywood star Angelina Jolie has adopted two children from the developing world so far: a daughter, Zahara, from Ethiopia and a son, Maddox, from Cambodia. She recently had her own child with her current partner, Brad Pitt.    

Madonna's trip to Malawi was billed as a private visit to participate in her 'Raising Malawi' project, which is constructing an orphanage that will provide food, education and shelter to about 3,000 children, and where the mystical Jewish faith of Kabbalah will be taught for spiritual instruction.

Maxton Tsoka, a research fellow at the Centre for Social Research at Chancellor College, near Blantyre, Malawi's commercial hub, sees the "foreign adoption" as contributing to the erosion of the extended family system.

"I do not think that our law provides for adoption. The government is quiet on the matter because it knows it is not in its interest. Even the orphanage centres that are sprouting are being allowed because the ... [number of orphans] has been worsened by the HIV/AIDS epidemic and government cannot do anything about it."

Malawi has about 1 million AIDS orphans and UNAIDS estimates that 14 percent of the sexually active adult population is infected with the virus.

Tsoka said the child "will have to grow in a different cultural and social environment", and it was unlikely that his biological father would have any parental claims on the boy.

Levision Ganiza, director of Youth Development Initiative, a local nongovernmental organisation, said the boy was "too young to be adopted, and I think something sinister is going on".

"Why should the authorities give away a boy of one year? If the boy was over five years, that would have been fine. As a country, I think we are being taken for a ride just because we are poor," said Ganiza. "Government signed a number of charters on child rights, and it should respect them."

LILONGWE, 17 October (IRIN) - Madonna's "bending of the rules" in her haste to adopt 13-month-old David Banda is sending a message to child traffickers that Malawi is open for business, a southern African child welfare organisation said.

Pop star Madonna, 48, who has an estimated fortune of US$462 million, was granted an interim adoption order last week in the High Court in the capital, Lilongwe, in contradiction of the country's laws, which state that "an adoption order shall not be made to any applicant who is not resident in Malawi". The baby was whisked to Madonna's English home on the second attempt, after the initial attempt to take him out of Malawi failed because he was not in possession of a passport.

Pam Wilson, an adoption supervisor at Johannesburg Child Welfare Society, a South African nongovernmental organisation catering for children in need, told IRIN there were international systems in place, which Madonna appeared exempt from, and that child traffickers now knew "there are loopholes, and that is the message".

According to Karen Blackman, of the counter-trafficking unit of the International Organisation for Migration (IOM), which monitors cross-border movements of people, "globally, adoption can provide a vehicle for traffickers if the laws are not followed correctly", but IOM had no evidence to suggest this was happening in Malawi.    

Wilson said baby David's adoption procedure appeared to have flouted international norms, and reports that Madonna, nicknamed the Material Girl, had chosen the child from a line-up were "terrible - it's like shopping", and "no one else has that privilege", or should have.  

Wilson, who oversees about 150 international adoptions annually in accordance with the Hague Convention, said a "well-known person", whom she declined to name, recently tried to adopt a child in South Africa, but had not adhered to the correct procedures and did not follow up after being informed of them. "I think that there is an element of rescuing a child [from the developing world]. It can be seen as trend with celebrities, who are adopting a lot."

The Hague Convention facilitates the inter-country adoptions of children under the age of 16. Signatories to the convention secure the prompt return of children wrongfully removed to, or retained in, a contracting state and ensure residence rights issued in one country are implemented and respected in another.

Malawi is not a signatory to the convention.

The United Nations Children's Fund (UNICEF) said in a statement that it did not have adequate information to comment on the legality of the adoption, but that "inter-country adoption can be a positive solution for some children who are in need of families, for whom other permanent placement options within their own country are not available. However, any inter-country adoption should be subject to the same safeguards and scrutiny as domestic adoption, as well as a few additional protections."

American actress Mia Farrow is recognised as starting the celebrity trend for foreign adoptions in 1973 and is now the mother of 14. Hollywood star Angelina Jolie is currently the most famous exponent, having adopted two children from the developing world: a daughter, Zahara, from Ethiopia, and a son, Maddox, from Cambodia. She recently had her own child with her partner, Brad Pitt.

Inter-country adoption between convention signatories is a well-established practice, and the flow of children is almost always from developing countries to developed countries, Wilson told IRIN. In industrialised countries fewer babies are available because social welfare systems provide for single parents, and populations are ageing.  

Madonna's adoption is meeting resistance from the Human Rights Consultative Committee (HRCC) in Malawi, an umbrella body of civic organisations. According to committee chairman Justin Dzonzi, "the law in Malawi does not allow cross-border adoption".

He said his organisation would pursue the matter in court, but other legal experts saw it as a case of shutting the stable door after the horse had bolted.  

"Practically, there is an implication, should the courts overturn the earlier decision to have Madonna adopt the child. In fact, she has the right to do so and in most cases the court will look at the interests of the child," said Necton Mhura, Dean of Law at Chancellor College, part of university of Malawi.

Madonna's swift adoption is leading to calls for an overhaul of the adoption laws in one of the world's poorest countries, where three-quarters of its 12 million people live on less than US$2 a day, and about one million children are orphaned, primarily as a result of the HIV/AIDS pandemic.

Samson Matewere, executive director of Eye of the Child, a child-rights activist group, said civil society organisations would lobby members of parliament "in the coming sitting of parliament to speed up the amendment to the adoption of children act".

"Madonna has only been granted a temporary order to adopt the boy for 18 months and government will have to monitor the child. But the question is: has the government got the resources to monitor the child in the UK or USA? The child can only be monitored properly by a government where the child is. And also, when you look at the adoption laws in Malawi they are not in agreement with international adoption laws. We need to review them so that we allow international adoption," he said.

According to the adoption act, any person considering adopting a child should be resident in the country for a minimum of 18 months. Madonna was in Malawi for about nine days.

A spokesperson for the opposition United Democratic Front party, Sam Mpasu, said the law should be reviewed to allow international adoption. "What is the fuss all about? This is a child whose father has agreed to have Madonna adopt him. People are jealous of the child."

Father of the child Yohane Banda, whose wife died during childbirth, was quoted in Britain's Mail on Sunday as saying, "The government people told me it would be a good thing for the country. He will come back educated and able to help us."

It's a all rather disturbing.  And it's not clear if the family of little David realizes what the adoption actually means --...i.e. he's not just being taken to England to be educated to return as an adult and live with his biological family again.

Wilson said baby David's adoption procedure appeared to have flouted international norms, and reports that Madonna, nicknamed the Material Girl, had chosen the child from a line-up were "terrible - it's like shopping", and "no one else has that privilege", or should have.  

Wilson, who oversees about 150 international adoptions annually in accordance with the Hague Convention, said a "well-known person", whom she declined to name, recently tried to adopt a child in South Africa, but had not adhered to the correct procedures and did not follow up after being informed of them. "I think that there is an element of rescuing a child [from the developing world]. It can be seen as trend with celebrities, who are adopting a lot."

The Hague Convention facilitates the inter-country adoptions of children under the age of 16. Signatories to the convention secure the prompt return of children wrongfully removed to, or retained in, a contracting state and ensure residence rights issued in one country are implemented and respected in another.

Malawi is not a signatory to the convention.

The United Nations Children's Fund (UNICEF) said in a statement that it did not have adequate information to comment on the legality of the adoption, but that "inter-country adoption can be a positive solution for some children who are in need of families, for whom other permanent placement options within their own country are not available. However, any inter-country adoption should be subject to the same safeguards and scrutiny as domestic adoption, as well as a few additional protections."

American actress Mia Farrow is recognised as starting the celebrity trend for foreign adoptions in 1973 and is now the mother of 14. Hollywood star Angelina Jolie is currently the most famous exponent, having adopted two children from the developing world: a daughter, Zahara, from Ethiopia, and a son, Maddox, from Cambodia. She recently had her own child with her partner, Brad Pitt.

Inter-country adoption between convention signatories is a well-established practice, and the flow of children is almost always from developing countries to developed countries, Wilson told IRIN. In industrialised countries fewer babies are available because social welfare systems provide for single parents, and populations are ageing.  

Madonna's adoption is meeting resistance from the Human Rights Consultative Committee (HRCC) in Malawi, an umbrella body of civic organisations. According to committee chairman Justin Dzonzi, "the law in Malawi does not allow cross-border adoption".

He said his organisation would pursue the matter in court, but other legal experts saw it as a case of shutting the stable door after the horse had bolted.  

"Practically, there is an implication, should the courts overturn the earlier decision to have Madonna adopt the child. In fact, she has the right to do so and in most cases the court will look at the interests of the child," said Necton Mhura, Dean of Law at Chancellor College, part of university of Malawi.

Madonna's swift adoption is leading to calls for an overhaul of the adoption laws in one of the world's poorest countries, where three-quarters of its 12 million people live on less than US$2 a day, and about one million children are orphaned, primarily as a result of the HIV/AIDS pandemic.

Samson Matewere, executive director of Eye of the Child, a child-rights activist group, said civil society organisations would lobby members of parliament "in the coming sitting of parliament to speed up the amendment to the adoption of children act".

"Madonna has only been granted a temporary order to adopt the boy for 18 months and government will have to monitor the child. But the question is: has the government got the resources to monitor the child in the UK or USA? The child can only be monitored properly by a government where the child is. And also, when you look at the adoption laws in Malawi they are not in agreement with international adoption laws. We need to review them so that we allow international adoption," he said.

According to the adoption act, any person considering adopting a child should be resident in the country for a minimum of 18 months. Madonna was in Malawi for about nine days.

A spokesperson for the opposition United Democratic Front party, Sam Mpasu, said the law should be reviewed to allow international adoption. "What is the fuss all about? This is a child whose father has agreed to have Madonna adopt him. People are jealous of the child."

Father of the child Yohane Banda, whose wife died during childbirth, was quoted in Britain's Mail on Sunday as saying, "The government people told me it would be a good thing for the country. He will come back educated and able to help us."

Good point.  I think it's great that Madonna's adopted a child and slipped through the bureaucratic red tape of the Malawian Gov't.  If we're to truly "save the children" of Africa, then you have to relax the legal system and allow foreigners the opportunity to adopt.  In order to prevent corruption / trafficking, I guess you'd have to have a joint venture program whereby the prospective parents would be screened in their native country before they could apply for adoption in another because as the article below states, Malawi just can't monitor adoptions once they child is in the US or UK.  The idea of 18 months of state observation in-country is just not feasible for Madonna or the general public.  I propose the establishment of an organization that can help alleviate the red tape by working with the US and Malawi governments in order to facilitate and monitor adoptions.  This sounds like the founding of a new non-profit...any takers?

LILONGWE, 17 October (IRIN) - Madonna's "bending of the rules" in her haste to adopt 13-month-old David Banda is sending a message to child traffickers that Malawi is open for business, a southern African child welfare organisation said.

Pop star Madonna, 48, who has an estimated fortune of US$462 million, was granted an interim adoption order last week in the High Court in the capital, Lilongwe, in contradiction of the country's laws, which state that "an adoption order shall not be made to any applicant who is not resident in Malawi". The baby was whisked to Madonna's English home on the second attempt, after the initial attempt to take him out of Malawi failed because he was not in possession of a passport.

Pam Wilson, an adoption supervisor at Johannesburg Child Welfare Society, a South African nongovernmental organisation catering for children in need, told IRIN there were international systems in place, which Madonna appeared exempt from, and that child traffickers now knew "there are loopholes, and that is the message".

Dear Friends and Colleagues,
 
Jacqui and I may not be able to send our usual holiday greetings this year, as we will be outside the U.S. and living in unusual circumstances.  I finished my 2-year fellowship at the State Department at the end of August, and in the first week of November I’ll be leaving for a year in Afghanistan.  There I will manage development projects such as building schools, roads, and communication systems, while working for the U.S. Agency for International Development.  I recently learned that I won’t know where in the country I’ll be working until after I go there.  However, I will be posting updates about my work and travel at my recently established blog: www.yearinafghanistan.blogspot.com.
 
Family members are not allowed to come with me to Afghanistan.  However, in a move that will place her much closer to me, Jacqui has left her position at the U.S. Civilian Research and Development Foundation in order to pursue her interest in art.  She has already begun a year of study at L'Ecole de Vitrail et de Création (Stained Glass Arts and Fine Arts College) in Monthey, Switzerland.  The school has a website at www.ecolevitrail.com.

Job Title: Africa Peace Fellow, Peacebuilding Unit (PBU)
Supervisor: National Coordinator, Africa Program, Peacebuilding Unit
Location: National Office, Philadelphia, PA
Summary of Responsibilities: This is a one year, non-renewable fellowship in the Africa Program of the Peacebuilding Unit. Under the general supervision of the PBU Africa Program Coordinator, the Fellow will assist in carrying out strategic public policy advocacy activities that spotlight Africa’s forgotten wars, for example: Uganda, Angola, or the Democratic Republic of the Congo. The Fellow will assist with information collection and distribution, research, briefings, and other special events. Additionally, the Fellow will produce briefing documents on specific conflicts. The Fellow will also assist with the annual Bill Sutherland Institute for Africa Advocates and produce content for the web. 
Responsibilities:
  1. Under the supervision of the PBU Africa Program National Coordinator, and in collaboration with the staff of the International Program Africa Region and the Quaker United Nations Office, implement the Program’s public policy activities.
  2. In collaboration with relevant AFSC departments, assist the Coordinator in developing briefing papers that provide options for U.S. policy toward Africa’s forgotten conflicts. 
  3. Attend meetings of the Congo Working Group, the Burundi Policy Forum and other networks as appropriate.
  4. Review and disseminate reports from International Program Africa Region staff as appropriate.
  5. Provide conceptual and logistical assistance to the Bill Sutherland Institute for Africa Advocates Organizing Team.
Qualifications:
  1. A Bachelor’s degree in African Studies, Peace Studies, or related fields.
  2. Prior experience working (as a volunteer, intern, or for pay) with a social change organization.
  3. Experience with or strong interest in Central Africa and Southern Africa. 
  4. Demonstrated ability to take initiative within established guidelines and to work independently.

  6. Demonstrated analytical skills and excellent research and writing skills.

1st Announcment.
On Friday the 13th of October, 2006, Mia Marion McNulty was born at 0130.  Born at 9lbs 14oz all eyes were on a diabetic baby, but all is good save for a broken left clavicle.  Margaret is doing very well and Saoirse is adjusting well to the new little one.
 
2nd Announcement
Back in 1995, Gava and the McNurty abode hosted the 1st Halloween gala in of a long chain of revelry.  A enjoyable party to be sure with all the usual Peace Corpse fun.  Ahhh sweet memory of Gleens and Blowns, and dancing, and costumes, and Malawians bringing a bottle of Fanta to a pot luck, and taking cross dressing Mr Racey into town for more Gleens and upsetting more than one HCN...sweet sweet memories and many good pictures.
The next year Mr Sober and I had a great party in Varanasi India, next to the Ganga river and a wood fires burring ghat.  Dead people everywhere, constant stream of mourners and dead and wood to burn them, the dead that is.  Carved a green pumpkin, drank a little, smoked a little, hung out with a Canadian Floozy and her Israeli para-military escort.
After that in Seattle and the great north west.  Parties every year since.  One even with John Gains.  Decent party, the big brother that I never wanted, haven't heard from him in nearly a decade.  Can you believe we have been away for a decade or nearly so.
So why do I drag you through all of this?!?  This is the first year in a long long time that I am not throwing a party.  Sigh.  Difficult to find a place on short notice after last years venues closed so close to the date.  I wanted to share this with those that were there at the beginning.  A very close friend and I are planning one for next year and looking for a place right now.  Put the weekend before Halloween on your collective calenders and we will see if we can get not only a place but also child care, so no "parent left behind."
Our times spent together are more than missed.

I will always have fond memories of the 10 hour bus ride with Rey to make it to that party with goats on our laps and chickens on our heads.  Defiantly I will reserve a date on my calendar for that weekend before Halloween.  No promises that I will be there yet but I will have it marked on my calendar.

Back in 1995, Gava and the McNurty abode hosted the 1st Halloween gala in of a long chain of revelry.  A enjoyable party to be sure with all the usual Peace Corpse fun.  Ahhh sweet memory of Gleens and Blowns, and dancing, and costumes, and Malawians bringing a bottle of Fanta to a pot luck, and taking cross dressing Mr Racey into town for more Gleens and upsetting more than one HCN...sweet sweet memories and many good pictures.

The next year Mr Sober and I had a great party in Varanasi India, next to the Ganga river and a wood fires burring ghat.  Dead people everywhere, constant stream of mourners and dead and wood to burn them, the dead that is.  Carved a green pumpkin, drank a little, smoked a little, hung out with a Canadian Floozy and her Israeli para-military escort.

After that in Seattle and the great north west.  Parties every year since.  One even with John Gains.  Decent party, the big brother that I never wanted, haven't heard from him in nearly a decade.  Can you believe we have been away for a decade or nearly so.

So why do I drag you through all of this?!?  This is the first year in a long long time that I am not throwing a party.  Sigh.  Difficult to find a place on short notice after last years venues closed so close to the date.  I wanted to share this with those that were there at the beginning.  A very close friend and I are planning one for next year and looking for a place right now.  Put the weekend before Halloween on your collective calenders and we will see if we can get not only a place but also child care, so no "parent left behind."

Our times spent together are more than missed.

I'll arrive in Kabul on Tuesday, so I'll look you up as soon as I can.  I just heard that a woman that I worked for a while at State has been sent to Kabul as the NAS: Elizabeth Richard. 

Since USAID has declined to decide where I will we stationed, I'm looking forward to putting a lot of input in that decision.  I hope I'll be able to talk with you about the possibilities they offer.

Paul is making my life out to be harder than it is.  We have lots of electricity at the camp, and most of the electric heaters work.  Where we don't have electricity is when we have meetings at government buildings.  Now those are some cold meetings.
 
And I like the food here.  But then again I really liked nsmia.

Place ingredients in order listed in 9 X13" pan. Bake @ 350 degrees for 30
minutes.

there....
