Yesterday, the White House released President Obama's health insurance reform
proposal. It bridges the gap between the House and Senate bills,
includes ideas from both parties
to crack down on waste, fraud, and abuse, and puts American families and small
business owners in control of their own health care.
And it creates a major new authority to help states crack down on insurers who
propose unreasonable and unfair rate hikes --
like the ones we saw just last week in California and Maine.
It's a proposal that combines feedback from the health debate with the
President's longstanding principles on reform -- and it's a
bill that any member of Congress can support. But we know Big Insurance won't
like it one bit.
Before too long, their attack ads will be back up on TV and their misinformation
campaign will be up and running. They'll have
one goal: convince members of Congress that its bad politics to support reform.
So it's more important than ever to show every member of Congress that if they
fight for reform now, we'll back them up this election season.
OFA supporters have already pledged to volunteer over 7 million "You fight,
we'll fight" hours. Join them by pledging today.
The President's bill is a combination of new provisions to crack down on
insurers and eliminate waste and abuse, and targeted changes
to the Senate bill to include ideas from the House and the President's own
priorities.
It makes insurance more affordable, sets up a new competitive health insurance
market, lays down commonsense rules to bring greater
accountability to health care, ends discrimination against Americans with
pre-existing conditions, and cuts the deficit. And it strengt
Part D "donut hole" coverage gap.
But health insurance companies don't care what's in the bill. They're fighting
to preserve the status quo that benefits them -- even
though it's disastrous for our nation.
This proposal means reform is moving again, but the clock is ticking. We can't
wait to show that insurers are wrong when they claim
members of Congress who vote for reform will suffer at the polls -- but we need
every committed supporter to pledge:

WASHINGTON — Eye-popping health insurance premium increases of up to 39
percent are not an exception but a worrisome sign of the times, the Obama
administration said in a report Thursday.
Proposed premium increases by Anthem Blue Cross for Californians purchasing
their own coverage set off a wave of criticism and forced the company last week
to announce a postponement. Now, the Health and Human Services Department says
similar pressure on premiums is being felt in at least six other states.
"This shocking increase isn't unique," said the report, being presented by
Secretary Kathleen Sebelius at a news conference Thursday. "Across the country,
families have seen their premiums skyrocket in recent years, and experts predict
these increases will continue."
With his drive for health care overhaul bogged down, President Barack Obama has
seized on the Anthem premium increases as Exhibit A to make his case for
sweeping change before a bipartisan White House summit next week. California
officials say 700,000 households face increases averaging 25 percent overall and
as high as 39 percent for some.
The HHS report found that those numbers are in line with increases sought by
insurers in other states – at a time of robust profit growth for the companies
and a lack of competition in most states.
For example, Anthem in Maine was denied an 18.5 percent increase last year and
is now requesting that state regulators approve a 23 percent rise. Maine is home
to Sens. Olympia Snowe and Susan Collins, Republican moderates whose support
Obama would like to have for his health care legislation.
Michigan's Blue Cross Blue Shield plan requested approval for premium increases
of 56 percent in 2009. And in the state of Washington, rates for some individual
health plans increased by up to 40 percent until regulators cracked down.
Other states cited in the report were Connecticut, Oregon and Rhode Island.
The premium increases affect the most vulnerable part of the health insurance
market, policies marketed individually to customers buying their own plans.
According to the Census Bureau, only about 9 percent of Americans purchase
coverage directly, while nearly 60 percent are covered under employer plans.
Family premiums for those with workplace coverage rose 5 percent last year, even
as inflation fell 1 percent, but nowhere near the rates seen in the individual
market.
The health care legislation pending in Congress aims mainly to address the
insurance problems of individuals and small businesses. While requiring most
Americans to carry coverage, it would provide subsidies to make premiums more
affordable. It would also create a new kind of insurance supermarket for
individuals and small businesses, offering a range of competitive plans
comparable to what federal employees have.
Insurers say the push for higher premiums reflects supply and demand. Medical
costs keep going up, even in a weak economy. Many healthy people are dropping
coverage or switching to bare-bones policies to keep their bills down. That
leaves a higher proportion of people with health problems in the risk pool,
forcing the steep rate increases.

More Big Government: McCain Bill S.3002 To Limit Access to Vitamins and
Nutritional Supplements
The bill that threatens our freedom to have continued access to supplements is
bill S.3002, the Dietary Supplement Safety Act of 2010 (DSSA). Senator John
McCain
is the primary sponsor. And it would give the FDA more powers to limit your
access to nutritional supplements.
Here's some of what the McCain bill would do:
Require everyone associated with supplements to register with the FDA and
provide validation for every ingredient they sell. This includes manufacturers,
distributors, labelers, licensors, stores, and even people selling products
through MLMs (multi-level marketing). Penalties for failing to keep these
documents
could put companies and stores out of business. Current regulations already
require that supplement companies provide proof of ingredients and quality.
Give the FDA the power to decide which supplements would remain on the market
and in what strengths.
Give the FDA the authority to ban all other supplements and turn them over to
drug companies so they can be developed into drugs and sold for much higher
prices.
Give the FDA the authority to immediately recall any supplement that has even
minor adverse effects, like an allergic reaction, while at the same time
permitting
the sale of aspirin and other "safe" drugs with known side effects. About 10,000
people in the U.S. alone die each year from bleeding caused by aspirin or
over-the-counter anti-inflammatory drugs. Yet, the FDA is not taking aspirin off
the market or turning it into a prescription drug.
There's much more.... The FDA already regulates many aspects of nutritional
supplement safety. We don't want them telling us which nutrients we can buy or
in what quantities. We want the ability to choose for ourselves like we have.
Its creators designed bill S.3002 to prevent athletes from using steroids and
other illegal substances. Let's see a bill that says that, plain and simple.
Not one that robs us of our freedoms.
Tell your senators not to co-sponsor or vote for this bill, and to do everything
possible to defeat it. Phone calls carry more weight than e-mails. Hand-written
letters are more powerful than phone calls. But do something. Anything. You can
find your senators' contact information at www.senate.gov. Click on the tab at
the
top that says "Senators."

New index highlights extraordinary corporate resources
Corporations do not establish their "worth" through political and expressive
speech, as the Supreme Court suggested recently in Citizens United v. Federal
Election Commission, but through a different kind of statement altogether -
the financial statement. What may not be quite so obvious is how extraordinary
are the resources that corporations can mobilize as against what is now spent
on elections.

Bayh explains his bye-bye
Sen. Evan Bayh (D-Ind.) expounded in Sunday's New York Times on why he is
quitting the Senate. In addition to citing excessive partisanship, he says the
burden of raising money takes a tremendous toll. The Supreme Court's Citizens
United decision will only make matters worse, he says. Bayh's solution: a
constitutional amendment, enhanced disclosure of who pays for ads and public

Something we can all agree on
In these days of highly partisan politics, it's refreshing to see people on the
right and left agree. A recent Washington Post-ABC News poll shows widespread
disapproval of the Supreme Court's decision to give corporations the right to
spend unlimited money to influence elections. Eighty percent said they oppose
the ruling, while 65 percent said they strongly oppose it. Responses were

The Tea Partiers aren't the only ones who are angry. I've been hearing from a
lot of progressives lately, and they aren't very happy either.
They're angry about the fact that health insurance reform is stalled while the
companies raise rates - some by as much as 39%. They're mad because they help
candidate
s get elected only to have progress thwarted by Blue Dog Democrats. Frankly,
they're disgusted that a majority vote in Washington still doesn't get much
done.
I understand the anger.
But instead of giving up, I use my anger to motivate me. I use it to think about
how to win. And here's what I've decided: if we want to get something done for
the
American people, we have to take over in the states.

Earlier this month, Joint Chiefs of Staff Chairman Admiral Michael Mullen and
Defense Secretary Robert Gates both unequivocally
expressed their support to repeal "Don't Ask, Don't Tell" (DADT).
Now momentum is growing to repeal this discriminatory policy, but we still need
allies in Congress. We must support candidates who will
vote for the repeal.
I'm asking you today to help two veterans who would vote to repeal DADT,
Congressman Eric Massa (NY-29) and Bryan Lentz (PA-07). Eric and
Bryan served under me in Bosnia, and we need their leadership in the U.S.
Congress.

Thank you for your support. I'd like to give you an update on the 2010 general
election.
Now there are many people out there who feel, "...well, Dennis, you don't have
to worry. You're in." Don't believe it! Because the fact of the matter is with
the
recent Supreme Court ruling, which lets corporations spend unlimited amounts
of money to influence federal elections; we all better be very concerned.
You know that I've been a leader in challenging the military-industrial
complex's desire to just keep us at war. It's not just that peace is an
imperative, but we need
to change the way that we relate to the rest of the world. And, in order to do
that, we need to challenge the hold, which people have on our economy. And I'm
talking
about arms manufacture, arms expenditures. How our entire domestic agenda is
being usurped by a war machine. And I've been a voice to challenge that.
I've also been a voice to challenge the bailouts to Wall Street, and the bonuses
as well. I've been there to raise questions about why, in the world, are we
subsidizing
nuclear and coal industries when that's not the path to sustainability; it's
not the path to a green economy.
In light of my often singular role in the Congress on these issues, I cannot
rest easy and just assume that since I'm in reasonably good shape that this
election is in-the-bag.
It's not! The only way that I can be assured that I'll continue to serve in the
United States Congress is if I have the kind of fund raising network, of which
you're a part,
and make sure that I have the resources to be able to conduct a vigorous
campaign. And to send a message to those who would look at Ohio's 10th District
as being a plumb ripe
to be picked from the Congressional tree; that that's not going to happen.
Because you and people like you all over America, care enough to contribute.
But I'm going to ask you to do something else in this election. And for those of
you who are able to, I'm want to tell you how important it is that you become
not just part
of our fund raising network through your contributions; but I'm going to ask as
many of you as possible to engage with us in our fund raising. Not just through
contributions,
which are extremely important, but to be a person who actually helps us raise
funds. Someone who will hold a fund raiser at your home. Someone who will bring
people together
in your community.
I want to enlist your help in expanding our fund raising network in enabling all
those who really care about an America that works for everyone. In enabling
people to know that
there's someone in Congress they can always count on. Someone who will be there
to challenge the insurance companies. Someone who will be there to challenge the
banks. Someone
who will be there to challenge all those interests that are trying to cheat
the American people. And I will be there with your help. Let's not take it for
granted.
So, in the weeks ahead, you will be getting information about how you might be
able to help. How you can organize a fund raising party in your home. We don't
need to
raise massive amounts of money from any one place; we need to raise a lot of
money from across the country through individual efforts such as you may be able
to participate in.
When you can have a fund raiser in your home, or at a community gathering.
Sometimes I may be able to call-in or do a video for the event and, in some
cases, even show up personally.
But, let me tell you, the guarantee that we have that this Congressional seat
will continue to belong to the people of Ohio's 10th District and, through their
good graces,
continue to be a place where people all over the United States can feel that
their point of view is being expressed. The only way that's going to happen is
through your
continued efforts.
So I ask you to make a contribution now. I ask you to help send a message to
Wall Street that this district is not going to be for sale. That no matter how
much
corporations want to plan to try to usurp a spokesperson for the people, that
you're going to be there to challenge that. That you'll be there with your
efforts,
with your money and with your organizational skills to help us to continue to
stand up for the American people.
Thank you so much for enabling me to be in the United States Congress. Thanks to
the people of the 10th District for giving me the chance to serve. But let's
prepare
now for the 2010 general election. Let's build a strong, unshakeable base of
financial support so that when any of these interest groups who now have
free-reign,
unfortunately because it was a Supreme Court ruling, any of those groups would
look at Ohio's 10 District and say, "Off limits! This one belongs to the
people."

Yesterday morning, President Obama unveiled his health reform proposal.
The President's health reform proposal builds upon existing legislation and
includes provisions to cut waste, fraud, and abuse while making health care more
affordable and available.
The proposal would set up a Health Insurance Rate Authority to regulate
unreasonable rate hikes -- like the ones we just saw in California and Maine. It
would
amount to the biggest middle class tax cut for health care in our nation's
history.
And it would help extend coverage to more than 31 million more Americans who are
without health insurance today. We are closer than ever to reforming our broken
health care system, and the President's proposal yesterday is the next big
step to arriving at that goal.

parties to crack down on waste, fraud, and abuse, and puts American families
and small business owners in control of their own health care.
And it creates a major new authority to help states crack down on insurers who
propose unreasonable and unfair rate hikes -- like the ones we saw just last
week in California and Maine.
It's a proposal that combines feedback from the health debate with the
President's longstanding principles on reform -- and it's a bill that any member
of Congress can support. But we know Big Insurance won't like it one bit.
Before too long, their attack ads will be back up on TV and their misinformation
campaign will be up and running. They'll have one goal: convince members
of Congress that its bad politics to support reform.
So it's more important than ever to show every member of Congress that if they
fight for reform now, we'll back them up this election season.

More Big Government: McCain Bill S.3002 To Limit Access to Vitamins and
Nutritional Supplements
The bill that threatens our freedom to have continued access to supplements is
bill S.3002, the Dietary Supplement Safety Act of 2010 (DSSA). Senator John
McCain
is the primary sponsor. And it would give the FDA more powers to limit your
access to nutritional supplements.
Here's some of what the McCain bill would do:
Require everyone associated with supplements to register with the FDA and
provide validation for every ingredient they sell. This includes manufacturers,
distributors, labelers, licensors, stores, and even people selling products
through MLMs (multi-level marketing). Penalties for failing to keep these
documents
could put companies and stores out of business. Current regulations already
require that supplement companies provide proof of ingredients and quality.
Give the FDA the power to decide which supplements would remain on the market
and in what strengths.
Give the FDA the authority to ban all other supplements and turn them over to
drug companies so they can be developed into drugs and sold for much higher
prices.
Give the FDA the authority to immediately recall any supplement that has even
minor adverse effects, like an allergic reaction, while at the same time
permitting the sale of aspirin and other "safe" drugs with known side effects.
About 10,000 people in the U.S. alone die each year from bleeding caused by
aspirin
or over-the-counter anti-inflammatory drugs. Yet, the FDA is not taking aspirin
off the market or turning it into a prescription drug.
There's much more.... The FDA already regulates many aspects of nutritional
supplement safety. We don't want them telling us which nutrients we can buy or
in what quantities. We want the ability to choose for ourselves like we have.
Its creators designed bill S.3002 to prevent athletes from using steroids and
other illegal substances. Let's see a bill that says that, plain and simple. Not
one
that robs us of our freedoms.
Tell your senators not to co-sponsor or vote for this bill, and to do everything
possible to defeat it. Phone calls carry more weight than e-mails. Hand-written
letters are more powerful than phone calls. But do something. Anything. You can
find your senators' contact information at www.senate.gov. Click on the tab at
the
top that says "Senators."

New index highlights extraordinary corporate resources
Corporations do not establish their "worth" through political and expressive
speech, as the Supreme Court suggested recently in Citizens United v. Federal
Election Commission, but through a different kind of statement altogether - the
financial statement. What may not be quite so obvious is how extraordinary
are the resources that corporations can mobilize as against what is now spent on
elections.
Consider:

Bayh explains his bye-bye
Sen. Evan Bayh (D-Ind.) expounded in Sunday's New York Times on why he is
quitting the Senate. In addition to citing excessive partisanship, he says the

decision will only make matters worse, he says. Bayh's solution: a
constitutional
amendment, enhanced disclosure of who pays for ads and public financing of

Something we can all agree on
In these days of highly partisan politics, it's refreshing to see people on the
right and left agree. A recent Washington Post-ABC News poll shows widespread
disapproval of the Supreme Court's decision to give corporations the right to
spend unlimited money to influence elections. Eighty percent said they oppose
the ruling, while 65 percent said they strongly oppose it. Responses were

lot of progressives lately, and they aren't very happy either.
They're angry about the fact that health insurance reform is stalled while the
companies raise rates - some by as much as 39%. They're mad because they
help candidates get elected only to have progress thwarted by Blue Dog
Democrats. Frankly, they're disgusted that a majority vote in Washington still
doesn't get much done.
I understand the anger.
But instead of giving up, I use my anger to motivate me. I use it to think about

Earlier this month, Joint Chiefs of Staff Chairman Admiral Michael Mullen and
Defense Secretary Robert Gates both unequivocally
expressed their support to repeal "Don't Ask, Don't Tell" (DADT).
Now momentum is growing to repeal this discriminatory policy, but we still need
allies in Congress. We must support candidates who will
vote for the repeal.
I'm asking you today to help two veterans who would vote to repeal DADT,
Congressman Eric Massa (NY-29) and Bryan Lentz (PA-07). Eric and
Bryan served under me in Bosnia, and we need their leadership in the U.S.
Congress.

Thank you for your support. I'd like to give you an update on the 2010 general
election.
Now there are many people out there who feel, "...well, Dennis, you don't have
to worry. You're in." Don't believe it! Because the fact of the matter is with
the
recent Supreme Court ruling, which lets corporations spend unlimited amounts
of money to influence federal elections; we all better be very concerned.
You know that I've been a leader in challenging the military-industrial
complex's desire to just keep us at war. It's not just that peace is an
imperative,
but we need to change the way that we relate to the rest of the world. And, in
order to do that, we need to challenge the hold, which people have on our
economy.
And I'm talking about arms manufacture, arms expenditures. How our entire
domestic agenda is being usurped by a war machine. And I've been a voice to
challenge that.
I've also been a voice to challenge the bailouts to Wall Street, and the bonuses
as well. I've been there to raise questions about why, in the world, are
we subsidizing nuclear and coal industries when that's not the path to
sustainability; it's not the path to a green economy.
In light of my often singular role in the Congress on these issues, I cannot
rest easy and just assume that since I'm in reasonably good shape that this
election is in-the-bag.
It's not! The only way that I can be assured that I'll continue to serve in the
United States Congress is if I have the kind of fund raising network, of
which you're a part, and make sure that I have the resources to be able to
conduct a vigorous campaign. And to send a message to those who would look at
Ohio's
10th District as being a plumb ripe to be picked from the Congressional tree;
that that's not going to happen. Because you and people like you all over
America,
care enough to contribute.
But I'm going to ask you to do something else in this election. And for those of
you who are able to, I'm want to tell you how important it is that
you become not just part of our fund raising network through your contributions;
but I'm going to ask as many of you as possible to engage with us in our
fund raising. Not just through contributions, which are extremely important,
but to be a person who actually helps us raise funds. Someone who will holdf
a fund raiser at your home. Someone who will bring people together in your
community.
I want to enlist your help in expanding our fund raising network in enabling all
those who really care about an America that works for everyone. In enabling
people to know that there's someone in Congress they can always count on.
Someone who will be there to challenge the insurance companies. Someone who will
be there to challenge the banks. Someone who will be there to challenge all
those interests that are trying to cheat the American people. And I will be
there with your help. Let's not take it for granted.
So, in the weeks ahead, you will be getting information about how you might be
able to help. How you can organize a fund raising party in your home. We don't
need to raise massive amounts of money from any one place; we need to raise a
lot of money from across the country through individual efforts such as you may
be able to participate in. When you can have a fund raiser in your home, or at a
community gathering. Sometimes I may be able to call-in or do a video for the
event and, in some cases, even show up personally.
But, let me tell you, the guarantee that we have that this Congressional seat
will continue to belong to the people of Ohio's 10th District and, through their
good graces, continue to be a place where people all over the United States can
feel that their point of view is being expressed. The only way that's going to
happen is through your continued efforts.
So I ask you to make a contribution now. I ask you to help send a message to
Wall Street that this district is not going to be for sale. That no matter how
much corporations want to plan to try to usurp a spokesperson for the people,
that you're going to be there to challenge that. That you'll be there with your
efforts, with your money and with your organizational skills to help us to
continue to stand up for the American people.
Thank you so much for enabling me to be in the United States Congress. Thanks to
the people of the 10th District for giving me the chance to serve. But let's
prepare now for the 2010 general election. Let's build a strong, unshakeable
base of financial support so that when any of these interest groups who now have

Yesterday morning, President Obama unveiled his health reform proposal.
The President's health reform proposal builds upon existing legislation and
includes provisions to cut waste, fraud, and abuse while making health
care more affordable and available.
The proposal would set up a Health Insurance Rate Authority to regulate
unreasonable rate hikes -- like the ones we just saw in California and Maine.
It would amount to the biggest middle class tax cut for health care in our
nation's history.
And it would help extend coverage to more than 31 million more Americans who are
without health insurance today. We are closer than ever to
reforming our broken health care system, and the President's proposal
yesterday is the next big step to arriving at that goal.

Yesterday, the White House released President Obama's health insurance reform
proposal. It bridges the gap between the House and Senate bills, includes ideas
from both
parties to crack down on waste, fraud, and abuse, and puts American families
and small business owners in control of their own health care.
And it creates a major new authority to help states crack down on insurers who
propose unreasonable and unfair rate hikes -- like the ones we saw just last
week in California and Maine.
It's a proposal that combines feedback from the health debate with the
President's longstanding principles on reform -- and it's a bill that any member
of Congress can support. But we know Big Insurance won't like it one bit.
Before too long, their attack ads will be back up on TV and their misinformation
campaign will be up and running. They'll have one goal: convince members
of Congress that its bad politics to support reform.
So it's more important than ever to show every member of Congress that if they
fight for reform now, we'll back them up this election season.
OFA supporters have already pledged to volunteer over 7 million "You fight,

The President's bill is a combination of new provisions to crack down on
insurers and eliminate waste and abuse, and targeted changes to the Senate

Health Insurance Costs: 'Shocking' Premium Increases Coming, Says Health And

WASHINGTON — Eye-popping health insurance premium increases of up to 39
percent are not an exception but a worrisome sign of the times, the Obama
administration
said in a report Thursday.
Proposed premium increases by Anthem Blue Cross for Californians purchasing
their own coverage set off a wave of criticism and forced the company last week
to announce a postponement.
Now, the Health and Human Services Department says similar pressure on premiums
is being felt in at least six other states.
"This shocking increase isn't unique," said the report, being presented by
Secretary Kathleen Sebelius at a news conference Thursday. "Across the country,
families have seen their premiums skyrocket in recent years, and experts predict
these increases will continue."
With his drive for health care overhaul bogged down, President Barack Obama has
seized on the Anthem premium increases as Exhibit A to make his case for
sweeping change before a bipartisan White House summit next week. California
officials say 700,000 households face increases averaging 25 percent overall
and as high as 39 percent for some.
The HHS report found that those numbers are in line with increases sought by
insurers in other states – at a time of robust profit growth for the companies
and a lack of competition in most states.
For example, Anthem in Maine was denied an 18.5 percent increase last year and
is now requesting that state regulators approve a 23 percent rise. Maine
is home to Sens. Olympia Snowe and Susan Collins, Republican moderates whose
support Obama would like to have for his health care legislation.
Michigan's Blue Cross Blue Shield plan requested approval for premium increases
of 56 percent in 2009. And in the state of Washington, rates for some
individual health plans increased by up to 40 percent until regulators cracked
down.
Other states cited in the report were Connecticut, Oregon and Rhode Island.
The premium increases affect the most vulnerable part of the health insurance
market, policies marketed individually to customers buying their own plans.
According to the Census Bureau, only about 9 percent of Americans purchase
coverage directly, while nearly 60 percent are covered under employer plans.
Family premiums for those with workplace coverage rose 5 percent last year,
even as inflation fell 1 percent, but nowhere near the rates seen in the
individual market.
The health care legislation pending in Congress aims mainly to address the
insurance problems of individuals and small businesses. While requiring most
Americans to carry coverage, it would provide subsidies to make premiums more
affordable. It would also create a new kind of insurance supermarket for
individuals and small businesses, offering a range of competitive plans
comparable to what federal employees have.
Insurers say the push for higher premiums reflects supply and demand. Medical
costs keep going up, even in a weak economy. Many healthy people are
dropping coverage or switching to bare-bones policies to keep their bills
down. That leaves a higher proportion of people with health problems in the
risk pool, forcing the steep rate increases.
