I believe what she is saying is the people walking through the park or the
neighborhood in general with their dogs and don't have them on leashes need to
be putting them on a leash.
Or the people that let their dogs run around their front yard loose when they
are out there gardening or something else where they are unable to keep their
eyes on the pet.
As someone that has 4 dogs (3 of which are older) I have to agree as I can't
count the number of times I've had a dog come tearing across the street from
someone's yard because the owner wasn't watching it. At which point I never know
if I'm going to suddenly have to break up a 4 on 1 dog fight with my bear hands
or not.
