TAMIL NADU : 01-12-2004

- For them a Brahmin is above the law - Kavi Tejpal Singh Tulsi, the senior Supreme Court advocate [Rediff]

When the president of America was accused of improper sexual conduct, he was cross-examined in front of the whole world. Are you going to impede the process of the discovery of truth in accordance with the law? Do the revered institutions of the world have a right to remain embroiled in crime and not be dealt with in accordance with the law? Does any law, whether moral or legal or divine, give any right to any Shankaracharya to commit murder and then insist you will not investigate him? If he has deviated from the (holy) path, he has forfeited his right (to be the Shankaracharya). At least till the inquiry is going on, he should have himself abdicated his position to save the Mutt from further controversy. There is no justification for him! to continue and take this dandam (the holy staff that the Shankaracharya carries at all times. It is a symbol of all the power, moral and spiritual, that the Shankaracharya wields) along with him to jail. Why did he do that?

- 40,214 AIDS cases in Tamil Nadu [IE]

The known cases include 40,214 cases in Tamil Nadu, 18,494 in Maharashtra and 9,549 in Andhra Pradesh, Health and Family Welfare Minister Anbumani Ramadoss said during Question Hour.

- King Veerappan's mines - Treasure Hunt [TW]

Veerappan died a rich man. The brigand’s fortune—which swelled after he switched from smuggling and poaching to kidnapping—is estimated at several crores of rupees. In life, Veerappan could never flaunt his wealth. It was, perhaps, only when he paid a poor villager for a favour that he had the opportunity to show off. Or when he secretly helped relatives get their children married. Or when he sent money to a family that had lost its breadwinner in a police encounter. The crores were worth little in a Robinson Crusoe-like situation where Veerappan and his man Friday, Sethukuli Govindan, were outlaws.

- Hanged Before Hearing - Shankaracharya illustrates double standards [OLI]

Kanchi Sangarachari arrest under murder caseWhile reporting any police action, Outlook and the 'secular media' are generally wary of the establishment version. Remember the outcry over the Ansal Plaza shootout in Delhi when the police had killed a couple of terrorists? Or how Ishrat Jahan was portrayed as an innocent college girl after she was killed with her armed Islamist comrades outside Ahmedabad by the Gujarat police? In each case, the 'secularists' disbelieved the authorities, picked holes in the official version and declared the terrorists innocent.

TAMIL RESPONSE : 01-12-2004

- Letter to 'The Hindu' : LTTE's brinkmanship - By Thangavelu, Canada [TIS Exclusive]

Your ranting and raving (LTTE’s brinkmanship – Hindu editorial –November 30, 2004) against the LTTE is nothing new. It is the usual stuff which has become very stale.

In more than one way you are like the ostrich which thinks the whole world is dark because it has buried its head inside the sand. Your claim that LTTE has been weakened because of the defection of Karuna is just fanciful. This man you thought will trounce the LTTE bolted from the battle field as soon as operations against him commenced and ever since he is in hiding!

You have blamed the LTTE for the stalling of the peace talks, where as it is President Chandrika and her ally the JVP that have to be blamed for the non-resumption of peace talks.

You seem to suffer from selective amnesia when you sweep under the carpet Chandrika’s opposition to the ISGA proposals and her taking over 3 important portfolios, including defe! nce, which paralysed

Mr.Wickremesinghe’s government. The UNF government did say that although ISDA contains proposals that go beyond Oslo declaration that it is prepared to commence talks.

It is the ISGA proposals that precipitated the dissolution proposals on the excuse it threatened the territorial integrity and sovereignty of the island.

The ISGA does not envisage a separate state. The proposals envisage a measure of autonomy to the Northeast. The LTTE has said if there are any objectionable elements in the ISGA it could be discussed at the table.

You failed, or you feign ignorance, that the real reason for the non-resumption of talks is JVP’s opposition to the ISGA. The JVP has publicly declared that it will leave the government if President Chandrika decides to hold talks with the LTTE on the basis of ISGA proposals.

You seem to be more Sinhala than the UNP stalwart and former Minister Rajitha Senarathne. Here is what he told the BBC Si! nhala service-

“UNP stalwart Rajitha Senarathne said the president's constant change of decisions in regard to LTTE's proposal is beneficial to Tamil Tigers' supremo Velupiilai Prabhakaran to justify the resumption of war.

The former minister told BBC Sandeshaya on Sunday that the United Peoples' Freedom Alliance (UPFA) along with coalition partner Janatha Vimukthi Peramuna (JVP), is creating an ideal atmosphere to LTTE to start the civil war again.

"President's lack of consistency, and the recent violent incidents in places like Mannar, Vavuniya and Trincomalee are good excuses to Prabhakaran to start the war and justify it in front of international community” he said.

In terms of right to self-determination, he said, the UNP has in principal agreed to devolve the power to the North East under a federal structure.

"President also says she agrees to a federal solution. What we don't understand is why she can't start talks based upon LTTE proposa! ls, which calls for even a less-powerful devolution," Senarathne said.
He has urged the government to commence talks with the LTTE immediately."

You also seem to be more Sinhala than Minister DEW Gunasekara of the UPFA! Here is what he told the BBC Sinhala Service:

‘LTTE leader Veluppillai Prabhakaran has sent a positive message regarding the peace talks in his Heroes' day speech, a senior member of the ruling coalition said.
Responding for the first time on Saturday's annual speech by the LTTE leader, a senior minister of the United Peoples' Freedom Alliance (UPFA) government said that it regards the speech as a constructive message towards resumption of negotiations.

"It is not a war cry as many would interpret," Minister for Constitutional Reforms DEW Gunasekara told BBC Sandeshaya. (emphasis mine). On the warning that the Tigers would have "no alternative other than to advance the freedom struggle" if the government ignores the urgent appeal to recomme! nce talks based on the Interim Self Governing Authority (ISGA) Minister Gunasekara said "an organisation which has agreed to negotiate after fighting for nearly two decades obviously has to warn of war if negotiations fail."

He was of the view that the LTTE has shown flexibility. The government would also be ready to respond accordingly, he said.

Not stating a position on the core demands of Tamils' homeland and the self-determination, as requested by the LTTE leader on Saturday minister Gunasekara said all major political parties in the South have accepted federal solution to the national question.

"This is a historic occasion. Never in the last fifty years since the independence has there been a consensus among the government and the opposition on this."

No one in his right mind will failed to see the bias and prejudice in your one-sided editorial arising out of your pathological hatred of Thamil nationalism.

Although you wrote an editorial justi! fying the arrest of Jayendrar based on police evidence, it did not prevent you from rushing to receive the Junior Vijayendra Saraswathi r who was coming from Mehboobnagar and tale him to Kanchi Mutt in your our own car!. This despite your membership in the Communist Party (ML) of India! Perhaps you are Dr.Jekyll during the day and Dr.Hide during the night!

- Self-immolation bid at Sethu project hearing [TH]

Protests and a self-immolation attempt by a fisherman disrupted proceedings at a public hearing on the Sethusamudram Ship Canal Project organised by the Tamil Nadu Pollution Control Board here today. Even before the meeting began, fishermen started protesting outside the venue demanding safeguards to protect their livelihood, before implementation of the project. All of a sudden, a fisherman in the crowd poured kerosene on himself and attempted to immolate himself. A police force led by DSP, P. Moorthy, pounced on him and foiled the bid.

- Tamils in Independent Ceylon - By S. Makenthiran [Sangam]

Living in retirement, I thought that it would be a good idea to record my impression of our people’s history during my lifetime. Though I am an accountant by profession, history has been my passion. I believe Tamils, particularly the younger generation, will be interested in their roots and our kith and kin, whom we have left behind in mother Eelam. This book is a revised version of the series of articles I wrote for Ceylon Times. I am narrating the history of Tamils in independent Ceylon (now Sri Lanka), including the Upcountry Tamils who arrived in the 19th century, and are ethnically the same. I am also including the Tamil-speaking Muslims, as they speak the same language and are therefore, strongly bound to the Tamils, but are culturally different and follow a different religion. As far as the! Tamil Christians (Catholics and Protestants) are concerned, they are no different from Hindu Tamils, except that they follow the Christian religion.

- The need of the day [LTTE]

What then is the real cause of the delay? The LTTE, for its part, having accomplished a historical document, the first one from the Tamils in an attempt to primarily alleviate their hardships caused by two decades of war, bring about normalcy, build confidence and then to engage in serious political negotiations that would lead to the final resolution and ultimately lasting peace. This is in fact the essence of the Cease Fire Agreement (CFA) from which stemmed the peace process.

TAMIL SETHUSAMUDRAM PROJECT : 30-11-2004

- Reasons For The Construction Of The Canal And Economic/Environmental Impact On Sri Lanka - By: Donald Jayantha Gnanakone - USA [TIS Exclusive]

85 per cent of the transshipment cargo handled in the Port of Colombo is Indian container business. With the construction of the canal and development of the several ports in both the East and West coasts of India as container ports, the port of Colombo will most likely loose a major part of that business, which would have a drastic affect on the economics of the port of Colombo. Instead of being a hub port, Colombo would become a feeder port for both export and import containers, with the development of the Ports of Vallarpadam in Kerala, and Tuticorin and Chennai in Tamil Nadu. Port of Singapore Authority (PSA) has been contracted, quietly managing the container operations in Tuticorin. We confidentially learn that PSA are getting ready for some major expansion in the next 4-5 years no sooner the canal project begins. The port of Chennai, Vizagapattnam and Calcutta are making serious efforts in moderni! zing, in order to have direct or feeder services to the Far East or feeder services to Singapore for their container cargo. India would bypass Colombo to transship the containers, and there is no other container port conveniently located in the eastern seaboard of India or the Bay of Bengal, other than Trincomalee, which is in the same condition of development since independence.

- Sethusamudram: to strike a balance [TH]

The area is strategic in terms of geography, history, mythology, politics, commerce, navigation, meteorology, biology and culture. Typical reversal of the Northeast monsoon (October-December) and the Southwest monsoon (June-September) with strong gales, at times reaching up to 100 km per hour, accompanied by storms and cyclones affect the area. Fishing operations shift from the Palk Bay to the Gulf of Mannar and vice versa depending on the calmness of the sea, thus ensuring year round occupation to coastal communities. A series of sensitive islands with coral reefs in the Gulf of Mannar, the diverse marine habitats and complex physical, chemical, biological characteristics of the water make the area a classical and rich biosphere.

- Jeyendra Saraswathi: Brahmin Reformer or Murderer? [Sangam]

JEYENDRA – THE REBEL

Jeyendra was born in 1931 to a middle class Brahmin family in a village called Irulneeki (remover of darkness) in Thanjavur district in Tamil Nadu. His father taught him the Vedas and Hindu scriptures at an early age. As per the ancient traditions of the mutt, his predecessor chose Jeyendra at an early age to succeed him. Jeyendra then underwent some of the most rigorous monastic training at the Kanchi mutt for the next several decades.

Adi Shankara, the founder of the Kanchi sect, lived around the 8th century AD. It is interesting to know that Adi Sankarar never established the mutt in Kanchipuram. He established four mutts in India - Sringeri in the Western Ghats in Karnataka is the only mutt that he established in South India . Nobody clearly knows how the Kanchi mutt became established. Kanchipuram (also called Kanchi) lies about 145! Kms from Chennai. Kanchi is famous for its colorful and expensive Kanchipuram sarees. Kanchi was once the capital city of the Pallava kings. Kanchi mutt is considered the bastion of orthodox Brahminism. The rules and regulations at this orthodox mutt are so strict that, until some years ago, non-Brahmins were not even allowed to have their meals with Brahmins. It has branches all over the world.

Jayendra has been a rebel from an early age. He did not like the absolute dominance and sway of the orthodox Brahmins over the Kanchi mutt. However, he was simply powerless and helpless as long as he remained the second in command. About two decades ago, becoming frustrated with the mutt, he ran away and sought recluse in a small monastery near Mysore in Karnataka. For more than two weeks no one could find him. The Brahmins were embarrassed, and when they found him, they pleaded with him to come back to Kanchi. - Plantation Tamils – The Oppressed People of Sri Lanka - By S. Makenthiran [Sangam]

Most of all, Thondaman was greatly helped by the fear the Sinhalese government had of the armed resistance in NorthEast. As the estate Tamils were isolated in the central highlands, the Sinhalese would have suppressed them without that armed resistance. With the LTTE hammering the SL armed forces in the NorthEast, the government did not want a revolt in the Highlands. Thondaman used his influence with his people to prevent the Upcountry Tamil youth from joining the armed rebellion. Such a revolt would have had far reaching consequences. Nevertheless, the estate youth settled in the NorthEast could not be prevented from throwing in their lot with their bothers and sisters of the NorthEast. Many fought and died, shoulder to shoulder with the brave youth of the NorthEast against the Sinhalese forces! . The truth is that, despite all the strategies of Thondaman and the strength of the Upcountry Tamils, they would have been kept down by the Sinhalese, if the NorthEast Tamils had not posed a serious armed threat.

- If India comes forward to rebuild the Palaly Airport it will lose the goodwill of the Tamils - Jaffna Organization for the Welfare of the Displaced [LTTE]

Tamil people have considered India as their close friend for centuries. Yet, there are persistent reports that India has come forward to give financial and other resources for the reconstruction of the Palaly airport. The report issued by the consortium warns that the Indian government will lose the goodwill of the Tamil people if it assists in the reconstruction of the Palaly airport, which the Sri Lankan government will continue to use for military purposes.

- Who against peace? [Eezhanatham]

The LTTE on the other hand has firmly told the government and the international community that they are prepared for peace talks ever since they signed the MOU. In addition they have held six rounds of talks with the Sri Lankan government. Looking at it in another way, the LTTE continues to abide by the ceasefire agreement in spite of the ceasefire violations by the Sri Lankan forces. They have done so in a surprising manner in the face of many activities against the LTTE intended to bring an end to the peace process.

The crowd was heard shouting threats of murder. Given the murderous slogans written on the posters that went up in and around Bindunuwewa that morning – such as “Feed Tiger flesh to our dog” – it is clear that some in the crowd had come to kill, not just demonstrate. The crowd outside initiated the violence by throwing stones at the inmates. The inmates reacted to the provocations by exploding a gas cylinder within the camp. While this initially succeeded in frightening the crowd, its ultimate effect seems to have been to further inflame things, as the crowd soon thereafter stormed the camp as the police looked on. Witnesses state that large crowds were standing outside the camp’s main gate prior to the attack with armed police standing amidst them, doing nothing to disperse them, or keep them at bay.

But now Jayendra Saraswati being named as the first accused in a murder case has dismayed many of his followers. Says S. We should not close our eyes. The math should also not throw its weight around by meeting vvips."

- Press Statement:On BJP's protest on Shankaracharya arrest [CPI-M]

The BJP leadership has once again come out in its true colours. Its call for a countrywide agitation against the arrest of the Kanchi Shankaracharya on the grounds that it has hurt the sentiments of Hindus is nothing but an expression of its disregard for the primacy of the secular principle and the judicial process. This stance is in keeping with the BJP’s contempt for the law of the land and placing religious faith above the secular principle which was witnessed during the campaign to demolish the Babri Masjid. The BJP leadership knows very well that the decision to remand the Shankaracharya to judicial custody and subsequently police custody was taken by the courts. The BJP seeks to challenge this judicial process and attributes falsely the decision to the state and Central governments. The BJP cannot claim to represent “the Hindu samaj”. A big majority of Hindus uphold the principle that nobody is abov! e the law when it comes to criminal charges which are outside the purview of the religious domain. The BJP’s protest action will be seen for what it is – a cheap attempt to whip up religious sentiments for political gains. It will meet the same fate as its recent attempts to project a communal platform.

- Jayalalithaa adopting `double standards' in arrests [TH]

On the arrest of the Sankaracharya of the Kanchi Kamakoti Peetam, Sri Jayendra Saraswathi, Mr. Thirumavalavan said the arrest showed the "brazen approach" of the State Government in enforcing the law. The three-year rule by the All-India Anna Dravida Munnetra Kazhagam (AIADMK) regime had witnessed the arrests of the Dravida Munnetra Kazhagam president, M. Karunanidhi, the Marumalarchi Dravida Munnetra Kazhagam general secretary, Vaiko and himself, the latest being the Acharya.

- General Pirabhakaran’s Critics: An Alphabetical Assembly - By Sachi Sri Kantha [Sangam]

Taking a cue from the Indian master of letters, it struck me why not toast to General Pirabhakaran’s 50th birthday by openly identifying Pirabhakaran’s critics who have been engaged in Pirabhakaran-bashing since 1983. The reasons for their Pirabhakaran bashing are manifold; these include crypto-racism, dyspepsia, financial bonanza, hogging the limelight, inferiority complex, jealousy, paranoia and political survival. Narayan used the ‘enemy’ word. Maybe it is apt. To avoid unwanted implications, I prefer the word ‘critic’ to ‘enemy.’ Pirabhakaran’s critics include (1) individuals, (2) individuals masquerading under the cover of ‘organizations,’ (3) institutions and (4) the information industry. Of the second category, the University Teachers for Human Rights-Jaffna (UTHR-J) and the World Alliance for Peac! e in Sri Lanka (WAPS) are spurious in existence, serving as a convenient mask for a handful of individuals. In such cases, I identify them as individuals and not as an ‘organization.’ As far as individuals are concerned, for reasons of propriety, I have opted to list only those who are living now.

- Tigers say they "checkmated" Chandrika Kumaratunga [PTI]

Sri Lanka's Tamil Tiger rebels today accused President Chandrika Kumaratunga of mileading the international community with "deceit" and said they had "checkmated" her over the peace process. The Liberation Tigers of Tamil Eelam (LTTE) said they requested the government to "stop cheating the international community and the country and put an end to their deceitful acts by publicly stating their policy." Through its website, LTTE said they sent this message to Kumaratunga through Norwegian peace envoys seeking a clear statement from the coalition government's stand on the peace process."There is no response from the President to this request and there will be none," the LTTE said. "The LTTE through their latest request has checkmated her." LTTE accused president of projecting the image of a peace maker to the international community while appeasing her main Marxist coalition partner, JVP or People's Liberat! ion Front.JVP is opposed to any concessions to the LTTE and is also against devolution of power to the minority community.LTTE's remarks came a day after Kumaratunga asked rebels to make up their mind about resuming peace talks before the end of this month and stop making excuses for delaying the start of negotiations."This coalition, that is showing different faces to suit the people, time and place, has no intention of being involved in the peace process honestly," rebels said.

Ms. Suranjan Kodithuwakku, Chief Organizer of Green Movement of Sri Lanka (GMSL) an Environmental consortium, since 1940  with 133 non-governmental organizations, community based organizations and other groups in Sri Lanka now strongly object Sethusamudram Ship Canal Project [SSCP].

In its letter submitted to Prime Minister of India, it states, "both countries should sit together to arrive at options to minimize the environmental and social impact of the project on both countries."

Below is the full letter :

The Indian authorities have decided to construct "Sethusamudram" a shipping canal in close proximity to Talaimannar and Palk Strait. This area is rich of Bio-Diversity and it is environmentally important to both countries. Since this project can adversely affects both countries: environmentally and socially, the Green Movement of Sri Lanka (GMSL) strongly opposes this project.

This project is to start in the latter part of 2004 and we feel that the Environmental Impact Assessment (EIA) report on this project prepared by the Indian Institute NEERI is inadequate.

Neither we, nor the citizens of Sri Lanka have any intention to obstruct the projects that are economically important to India. Also we think that this issue will not jeopardize the good relationship between India and Sri Lanka. Our main intention here is to highlight the environmental and social i! mpact of the project on both countries.

This project may have adverse effect on geographical and ecological settings of Sri Lanka. Since India has declared this as a project in their national development programme, we, the GMSL suggest that both countries should sit together to arrive at options to minimize the environmental and social impact of the project on both countries. We could definitely support a process, which could reach consensus of both countries to protect the environment, bio-diversity and social well being of both Sri Lankan and Indian fisher folk.

Kanchi Sankaracharya, Under Arrest by Tamil Nadu Govt.- VHP's Tamil Nadu bandh a total flop [TIS Exclusive]

Life is Normal throughout Tamil Nadu state on Saturday as well to-day, Sunday. The State remained unaffected on a bandh called by the VHP to protest against the arrest of Kanchi Sankaracharya. Shops remained open and transport corporations and private bus operators operated regular services throughout the state, police said adding no untoward incidents had been reported so far. Train services were also not affected, they said. VHP had announced a Tamil Nadu bandh in protest against what it called the 'politically motivated' arrest of the seer.

- Press Statement : On Arrest of Kanchi Shankaracharya [CPI-M]

The Polit Bureau of the Communist Party of India (Marxist) has issued the following statement:

The arrest of the Kanchi Shankaracharya, Sri Jayendra Saraswathi has taken place in the background of an investigation by the police in a murder case. The prosecution has stated that sufficient evidence exists to proceed against Sri Jayendra Saraswati. Nobody is above law and the judicial process should proceed unhindered.

The efforts of the VHP and some other forces to give a communal angle to this affair is condemnable. While the case should be pursued with sensitivity keeping in mind the religious status of the individual concerned, it must be emphasized that this is not a religious matter. The Tamilnadu state government should not give into any pressures and allow the law to take its course.

Barnes & Co., New York, pp. 355) in 1851. At page 350, in the course of his encompassing remarks on coral reefs, Cheever asked the question, ‘[W]hy may we not employ the agency of the corallithophytes to lay the foundations, for instance, of a lighthouse, or to form a break-water where one is needed?’ Wolf Hilbertzhas answered Cheever’s query by developing a technology to enhance the lithophytes depositions. Hilbertz has been awarded a USA Patent, #4246075, on 20 January 1981, for ‘Mineral Accreti! on of Large Surface Structures, Building Components and Elements’. The cost per kilogram of artificial coral forced to grow by Hilbertz’ artificial electrical stimulation added to any Palk Bay island might be 2004 USA $ 1, or a bit more costly than an equal amount of cement used to manufacture concrete. However, if the electrical power is local, very low-cost and provided freely by wind and ocean currents, then it may be possible to address SSCP foundational malfunctions with Hilbertz’ methodology.

- Root canal for Palk Bay [Hard News]

The mini-Panama Canal, which will cut ship time by 36 hours, was finally given Cabinet approval last month — and it could redefine the relationship between India and Sri Lanka. There has been no informed debate on the implications of the canal in terms of continuing and future LTTE activities and India's consequent relations with Sri Lanka. There was only loose talk that such a wide canal, which would allow the use of bigger ships between India and Sri Lanka, would actually help the LTTE. Little did those politicians who were indulging in such talk realise that the Indian Navy, the service arm most vitally affected by the project, had actually welcomed it. The Navy had also told the government that the canal would, in fact, help its operations against the LTTE. But since the military cannot talk openly, hyperbolic fears of a hyperactive LTTE long held the stage. As for the LTTE's links in Tamil Nadu, the! Navy is not bothered much: the Navy has been conducting its business with small ships, big boats will be no improvement. Obviously, the LTTE will have no use for deploying heavy artillery in Tamil Nadu. Sri Lanka is not the Indian Navy's head-ache. As far as it is concerned, the LTTE is a political matter between the two governments.

TAMIL OBITUARY : 08-11-2004

Thiru Ramalingam Shanmugalingam Passed Away [TIS GROUP]

Vanakkam,

To those of you who do not know who this man is, he is a Tamil Scholar who has done a lot for Tamil and the Tamil cause. To those of you who might have met him at the Cross Cultural Center, he is the one you have met. To those who were interested in learning Tamil, he was the one who was willing to teach you. To those who were interested in going to Sri Lanka with VISIONS and to learn Tamil, he was the one who wanted to teach you Tamil to prepare yourself. I was with my family today visiting the Shans. We had lunch together and everything was fine until Mr. Shan then started to have chest pains. He asked me for his medicine and I gave it to him. When it didn't work, he told me that he needs to go to the hospital. We then called 911. His wife Mrs. Susheela cried out and told me that he was having a heart attack. I tried the best I could to revive him and to give him CPR. The paramedics then arrived and gave him CPR a! nd used the fribulator on him. He was then taken to the ER. We all went to the Scripps Medical Emergency Room in La Jolla. Around 5:30 pm today, he passed away. I will never forget this man for the rest of my life. He was not only my guru, but like a second father to me. When his daughter arrived at the ER from L.A. she had told me that just today she and her husband were planning to have a ceremony for her father's book which he had just released in India earlier last month. He has treated everybody with dignity and respect. Even when he could not afford to host people, he made sure that they were treated like kings and queens. He was also the first person to teach me how to write in Tamil. Before he had the attack which was roughly around 3:30 pm he was showing my brothers some of his poems. I remember the last one he showed was about his wife and his father. His death will never be forgotten, and his works shall live on for ever. He will live always in our hearts.

Traffic on the main artery of Mannar Island was blocked from early morning Sunday as hundreds of Tamil and Muslim fishermen piled their boats across the road to protest against large scale poaching by Indians in the waters off Pesalai and against the Sri Lanka Navy (SLN) for taking no action to stop it. Hundreds of Indian fishing boats entered and fished in the sea off the Pesalai coast of the Mannar Island on Saturday night. TAMIL BOOKS : 07-11-2004

- Twenty Books on Eelam Tamils; for reference and research - By Sachi Sri Kantha [Sangam]

Ten of the twenty books selected were authored by non-Sri Lankans. This is partly by chance and partly by choice. This is because, Eelam Tamils have been poor record keepers and have to depend on foreigners to keep a reasonable record of their culture. Among these ten books, two are autobiographies; Leonard Woolf’s Growing (1961) and Adele Balasingham’s The Will to Freedom (2001). Dixit’s Assignment Colombo (1998) is a memoir. Of the ten books authored by Sri Lankans in my selection, I have included five written by two eminent Tamil academics; Professor Jeyaratnam Wilson and Professor Stanley Tambiah. This is also telling in that only these two academics – both of whom were teachers in the University of Ceylon and who later emigrated to the universities in Canada and USA – have published works which are worthy of their reputation as scholars. Definitely, few a other old books exist, as well, which record! the Tamil culture in Sri Lanka and are worthy to read. But, the problem is one cannot find them easily available for sale; or even if available, the prices are rather high. These include, Ebenezer Cutler’s Life and Letters of Samuel Fisk Green of Green Hill (1891), Mudaliyar C.Rasanayagam’s Ancient Jaffna (1926), Tarzie Vittachi’s Emergency ’58 (1959), S. Ponniah’s Satyagraha (1963) and M.D.Raghavan’s Tamil Culture in Ceylon (1971). Thus, my list is limited to titles published since 1960 which may be available for purchase. One can search the http://used.addall.com  for book availability.

"TO WHOMSOEVER IT MAY CONCERN"

"WE the undersigned well wishers of Dinesh Dharmendra Rajaratnam and his family earnestly appeal for his release with immediate effect said to have been taken hostage by the Iraq Islamic Army.

Mr. Rajaratnam is a Kuwaiti-based transport company driver and he was abducted along with a second drive, Abul Kashem Faruk from Feni, a Bangladeshi national on 28 October 2004, near a U.S. military base in Iraq.

Mr. Rajaratnam aged 37 is a Sri Lankan Tamil, is a father of three children 10, 12 and 14, had gone to Kuwait last year in the hope of earning enough to provide a better education for his children.

"He only went for a job. Nothing else. He poses no threat to anyone," his wife Doreen Rita Rajaratnam who lives in her small wooden home just outside the capital, Colombo. "I am begging them to release him. His children and I need him. We can't live without him."

"The children are getting bigger and he wanted to be able to give them a good education," Doreen said.

Rajaratnam's father, 64 year aged old man Karuppiah Rajaratnam, appealed in trembling voice and in tears: "I appeal to the people who have taken my son, to please free him back to us and not to harm him."

"He is my only son. All our hopes and expectations are pinned on him," the old man said in.

According to his family Mr. Rajaratnam was not happy with his work as a truck driver in Kuwait and wanted to come back to Sri Lanka. The family said they had paid Rs.68,000 to secure the driver's job in Kuwait.

His wife told that "He wanted us to send a fax message to his employer saying that there was a very pressing need for him to return home immediately." His brother-in-law Pullaiya Suresh told that "he was not paid the salary that was promised therefore he wanted to return back to Sri Lanka."

WE the undersigned well wishers of Mr. Rajaratnam and his family appeal the hostage takers to release Rajaratnam, the innocent Sri Lankan Tamil truck driver and also Abul Kashem Faruk from Feni, Bangladesh without any harm immediately. "

As many such ideas are floated form time to time, questions concerning ‘the geology of the Palk Strait, disposal of huge quantities of excavated material, stability of a high cut of several meters in such environments’, etc. are still to be discussed and debated by geo-engineering experts of this region and others.

TAMIL EELAM : 01-11-2004

- Sri Lanka has abandoned Tamil hostage in Iraq [HT] - Read in Tamil

Sri Lankan government had "abandoned" the cause of Dinesh Rajaratnam, a Tamil truck driver taken hostage by Islamic militants in Iraq on Thursday. According to the website, Rajaratnam's relations have appealed to Tamils all over the world to fight for the release of the hostage. Rajaratnam was working for a Kuwaiti transport company and not the American armed forces, they said. This clarification was necessary because Sri Lankan Tamils are generally against the US war against terror as they think it is aimed at the LTTE also.

- That is the reason why Bharathiyar sang: Thamilan Endru sollada; Thalai Nemirnthu nillada. This is not to be interpreted as an inflated nationalistic pride. On the contrary, it is to be viewed from an angle of redeeming Tamil consciousness from inferiority complex. It is looked in terms of human rights: one’s intrinsic value and inherent right to determine his/her spiritual, socio-political, cultural destiny. In the light of current liberative praxis, the tyranny of a centuries old cyclic conspiracy is totally incompatible.

- "is a shortcut to disaster". The vast stretch of mangrove forest on the seashores of Muthuppepethai, Thiruvarur district, may not withstand the mechanical dredging needed for uninterrupted navigation. It’s noteworthy that toll charges in the Kiel Canal which links the Baltic to the North Sea in Germany is too high for most vessels that still prefer the economies of circumnavigation. - K.R. - The article itself was another classic effort to thwart a development project. But the environmentalists, by the very nature of their tribe, are overreacting. The benefits being enormous, the project pending for more than 100 years must go on. -

It is sad - indeed extremely so - that while we have allowed the Sethusamudram issue to grow into a controversy, this organization, South Asia Co-operative Environment Programme" (SACEP), never initiated anything on it, even before it became an issue here, has still not done so, and has left the entire regional public ignorant as to whether it will. SACEP should really, and still can, set its useful mechanisms in motion, in the most suitable ways - as we know in international endeavours - and even now undertake its own in-depth study and report, for itself as an organisation, and for India and Sri Lanka as service, as envisaged precisely in such situations for its participating countries.

- Move to give up English will make way for Hindi: Vaiko [TH]

Mr. Vaiko said Kamaraj and Anna adopted the two-language formula - Tamil and English - with the sole aim of checking imposition of Hindi on Tamils. Kamaraj had categorically stated that closing the doors for English would only help in Hindi becoming a `language for communication' with the rest of India and the World. When the Dravidian parties opposed `imposition of Hindi,' everyone feared that it would hamper the prospects of Tamils getting postings in Central Government offices.

The film, which preaches atheism in the unreserved terms of Periyar E.V. Ramasamy Naicker, founder of the Dravidian movement, has suffered 25 cuts at the hands of Tamil Nadu's censor officials, say its director Velu Prabhakaran and dialogue-writer Jeyadevi.Prabhakaran says he accepted the cuts because he did not want the film's release to be delayed indefinitely. He, however, minces no words about the "unfairness" of the censorship. In an interview with a Tamil film magazine, he cites the example of the censors' disapproval of the lines spoken by a character: "Only in this country which worships Saraswati are there so many illiterates. Only in this country which worships Lakshmi are there so many poor people and beggars."

- Sri Lankan government hopes for breakthrough in peace talks next month [AFP]

"We hope ... he will be able to announce some breakthrough," said Cabinet spokesman Mangala Samaraweera. "The government is committed to resume talks" with the guerrillas, Samaraweera said. "Now the decision lies with the (Tamil Tigers)." The Tigers say they are willing to discuss a government peace proposal as long as peace talks are based on the rebels' blueprint for self-rule, which demands broad administrative and legal control over Sri Lanka's Tamil-dominated north and east.

- Japanese envoy meets Sri Lankan Prime Minister to push for peace talks [AP]

Yasushi Akashi arrived in Colombo late Wednesday for a weeklong visit to "discuss the current situation of the peace process," said Japanese Embassy spokesman Hideaki Matsuo. Akashi was also scheduled to meet leaders of the Tamil National Alliance, a proxy party of the Tigers and the leader of Sri Lanka's main Muslim party Thursday.

- Will the New Karuna-led Alliance Pose a Serious Threat to the LTTE? [Sangam]

The straightforward answer is 'No.' Why? Scholars of ethnic political conflict from Gurr to Howard clearly maintain some basic understanding of the dynamics of these struggles to answer the question. Accordingly, no ethno-political military group or alliance would enjoy the loyalty and political support of members of the oppressed ethno-political groups unless the military group correctly identifies the political necessity of the struggle, a military strategy to win the struggle, and has a clear goal of self-independency against the oppressed state or domestic elite - in my words - the ruling class.

- Fishermen protest against M Karunanidhi’s remarks [NIP]

The fishermen, belonging to different fishermen associations, were protesting against certain comments made by the DMK leader about their opposition to the Sethusamudram project. The fishermen associations have expressed fears that the implementation of the project would adversely affect the livelihood of lakhs of fishermen in the coastal areas of the state. It would also destroy the national environment park in the Gulf of Mannar. The fishermen leaders, including All India Fishermen Federation general secretary M A Raja, said Karunanidhi had accused them of opposing the project at the instigation of the Sinhalas. The arrested fishermen were later released in the evening.

- Suez of the east [BW]

Meanwhile, over the past few weeks there has been extensive public discussion regarding the perceived implications of the project on Sri Lanka. Sri Lankans have been crying hoarse about the ecological impact of the project on Sri Lankan shoreline coral reefs and, of course, on the Colombo port’s business. The Colombo port currently handles 1.7 million twenty-foot equivalent units (TEUs) of which 40 per cent is Indian transhipment cargo. It fears Sethusamudram project can wean away a substantial chunk of it.

- Bandit Veerappan's wife may join politics [TOI]

Muthulakshmi w/o Bandit VeerappanTaking tips from Radhika Selvi, the widow of a man killed by police, who got the DMK ticket and is now an MP, Muthulakshmi is also hoping that a Dravidian party will offer her an entry into the political world. The 35-year-old widow has complained to rights groups about the manner in which Veerappan was killed - the man blamed for 120 murders who had eluded capture for two decades and was shot down last Monday after a meticulous operation by the STF. She has also complained to rights groups about harassment and livelihood denial.

- Tamil hijack alert at Mumbai airport [MD]

The Union Ministry of Home Affairs has warned of a possible hijack attempt on flights from Chennai and Bangalore to Mumbai. The attempt, it has said, could be made by a little-known Veerappan-supporting Tamil extremist outfit, the Tamil Nadu Liberation Army (TNLA), as ‘retaliation’ for his killing. The Ministry has therefore issued an alert at all three airports — Mumbai, Chennai and Bangalore.“The alert, issued on October 21, speaks of a possible hijack or sabotage attempt by TNLA terrorists,” a top official of the Central Industrial Security Force, responsible for maintaining airport security, said.

- VEERAPPAN : Run To Ground [Out Look]

- Tamil Nadu STF kills the poacher and three others in an ‘encounter’, but what is the truth? [TW]

A source said the operation was an ambush in which Veerappan and his gang were eliminated before they could retaliate. (The official version was that they started firing back.) This opens a whole new angle: the conduit drugging the four men to sleep; the STF interrogating Veerappan in a hideout; and removal of Veerappan’s moustache (to humiliate him) and, perhaps, to preserve as a trophy. What lends credence to the theory is the fact that the STF wanted Veerappan to suffer, not simply die. In the past, officers have said off the record that Veerappan should be humiliated and made to suffer in the most brutal way. They had too many scores to settl! e with him. Given the STF psychology, it was always clear that the world would never see Veerappan alive (whether he surrendered or was captured). Veerappan, who was said to be almost blind in his left eye (due to cataract), wanted surgery. This required him to move out of Gopinatham and surrounding areas. With most of his conduits becoming informers, he was forced to move into an area where there was less police movement.
