Sri Lankan government had "abandoned" the cause of Dinesh Rajaratnam, a Tamil truck driver taken hostage by Islamic militants in Iraq on Thursday. According to the website, Rajaratnam's relations have appealed to Tamils all over the world to fight for the release of the hostage. Rajaratnam was working for a Kuwaiti transport company and not the American armed forces, they said. This clarification was necessary because Sri Lankan Tamils are generally against the US war against terror as they think it is aimed at the LTTE also.
At the outset Mr.Akashi emphasized on the necessity to resume dialogue in the interest of sustaining the momentum of peace built over the last two and a half years. Continuing further Mr.Akashi said that his discussion with the President make him feel that she is genuine in her commitment to the peace process and therefore would encourage the LTTE too to enter into negotiations without further delay.

Mr. Vaiko said Kamaraj and Anna adopted the two-language formula - Tamil and English - with the sole aim of checking imposition of Hindi on Tamils. Kamaraj had categorically stated that closing the doors for English would only help in Hindi becoming a `language for communication' with the rest of India and the World. The Cuddalore police claim to have busted a fundamentalist outfit — Manitha Neethi Pasarai (MNP) located at Nellikuppam — which has been allegedly converting Dalits into Islam and imparting training to them in handling weapons and martial arts. The police have rounded up 15 persons, including three women — Pashira, Fatima Beevi and Chithira Rahina — and seized from them long sickles, foreign-made daggers, cellphones (one having Arabic names and numerals), audio and video cassettes, an amplifier, a binocular, a camera, digital diaries, incriminating documents and Rs. 85,000 (in the denomination of Rs. 500).

Yasushi Akashi arrived in Colombo late Wednesday for a weeklong visit to "discuss the current situation of the peace process," said Japanese Embassy spokesman Hideaki Matsuo. Akashi was also scheduled to meet leaders of the Tamil National Alliance, a proxy party of the Tigers and the leader of Sri Lanka's main Muslim party Thursday.
The straightforward answer is 'No.' Why? Scholars of ethnic political conflict from Gurr to Howard clearly maintain some basic understanding of the dynamics of these struggles to answer the question. Accordingly, no ethno-political military group or alliance would enjoy the loyalty and political support of members of the oppressed ethno-political groups unless the military group correctly identifies the political necessity of the struggle, a military strategy to win the struggle, and has a clear goal of self-independency against the oppressed state or domestic elite - in my words - the ruling class.
The fishermen, belonging to different fishermen associations, were protesting against certain comments made by the DMK leader about their opposition to the Sethusamudram project. The fishermen associations have expressed fears that the implementation of the project would adversely affect the livelihood of lakhs of fishermen in the coastal areas of the state. It would also destroy the national environment park in the Gulf of Mannar. The fishermen leaders, including All India Fishermen Federation general secretary M A Raja, said Karunanidhi had accused them of opposing the project at the instigation of the Sinhalas. The arrested fishermen were later released in the evening.
Meanwhile, over the past few weeks there has been extensive public discussion regarding the perceived implications of the project on Sri Lanka. Sri Lankans have been crying hoarse about the ecological impact of the project on Sri Lankan shoreline coral reefs and, of course, on the Colombo port’s business. The Colombo port currently handles 1.7 million twenty-foot equivalent units (TEUs) of which 40 per cent is Indian transhipment cargo. It fears Sethusamudram project can wean away a substantial chunk of it.
It will also mix the oceanic waters of different temperature. These developments will result in mass scale elimination of oceanic life other than possible pollution owing to the vessel movements.
"It will be near impossible for the dredgers to operate between October and December because of cyclone, strong winds and the tidal waves. We have to put up a perennial fight against nature. Time can only say who will be the victor,". It is suggested that a more long-term and holisitic study on all these issues should be conducted before embarking on this project of huge economic and ecological impact.
On completion of the Sethusamudram project, laying of a broad-gauge line up to Dhanuskodi would be considered. Tenders have been floated and the works on Madurai-Dindigul double line (BG) project would commence soon.

The Supreme Court today rejected a petition filed by Karnataka seeking the reconstitution of the Cauvery Water Disputes Tribunal on the ground that it will not get a fair deal from the Tribunal since there was a difference of opinion among the members and the Chairman.
The Union Ministry of Home Affairs has warned of a possible hijack attempt on flights from Chennai and Bangalore to Mumbai. The attempt, it has said, could be made by a little-known Veerappan-supporting Tamil extremist outfit, the Tamil Nadu Liberation Army (TNLA), as ‘retaliation’ for his killing.The Ministry has therefore issued an alert at all three airports — Mumbai, Chennai and Bangalore.“The alert, issued on October 21, speaks of a possible hijack or sabotage attempt by TNLA terrorists,” a top official of the Central Industrial Security Force, responsible for maintaining airport security, said.
A source said the operation was an ambush in which Veerappan and his gang were eliminated before they could retaliate. (The official version was that they started firing back.) This opens a whole new angle: the conduit drugging the four men to sleep; the STF interrogating Veerappan in a hideout; and removal of Veerappan’s moustache (to humiliate him) and, perhaps, to preserve as a trophy. What lends credence to the theory is the fact that the STF wanted Veerappan to suffer, not simply die. The engineer from the southern city of Coimbatore is now mastering his writing skills in five other language combinations including Urdu and Arabic. According to sources here, the STF did not give Veerappan any warning before gunning him down. "The moment Velladurai was brought to the STF in Sathyamangalam forests months ago, it became clear that the STF planned to finish off Veerappan once and for all," a source said referring to a well-known encounter specialist from Chennai Police. K. Vijaykumar, the STF chief who conducted the elimination operation, has told a website that he has "not disclosed all of the details of Operation Cocoon", only as much as he could.
"There is no truth in the reports that our sea wing commander Col. Soosai has split up from the movement. He is undergoing medical treatment and will return to Sri Lanka in the next few days,” Tamilselvan, political wing head of the Liberation Tigers of Tamil Eelam (LTTE) told the BBC from Zurich.
The Nagpur-based National Environmental Engineering Research Institute, entrusted to conduct the environmental impact assessment study for the project, has not taken into consideration the United Nations Convention of the Law of the Sea, 1982. Since the project is so close to the Sri Lankan territorial waters and more than 80 islets in the western coastal region of Sri Lanka are likely to be submerged due to dredging, the Government of India should have taken the Sri Lankan government into confidence before clearing the project. Both India and Sri Lanka are signatories to the UN law of sea convention.
“She denied any knowledge but one of the men hit her in the knee with a cane. She could not walk for a week after that but one night, a man came with some cash (Nimban does not remember how much). Years later, she told me it had come from Veerappan. The money fed us for three months,” said Nimban.

A leading environmentalist Jagath Gunawardene said that Sri Lankan authorities should immediately initiate a dialogue with their Indian counterparts on the issue before it was too late.

Three days after Veerappan was shot dead, it was revealed today that an STF sub-inspector posed as a Tamil militant, infiltrated into the camp and set the brigand’s ‘‘death trap’’. The East and West Indian Coastal Currents, which flow around Sri Lanka and which have speeds of up to 1 m/s, would be encouraged to rush through these breaches. Therefore, a breach in the natural barriers would tend to cause water to flow into the Gulf of Mannar from the Bay of Bengal. Matters would not be helped by the tidal levels in these water bodies being out-of-phase. It is true that the topography in which Veerappan lived is very harsh. Much as it is suspected of Osama bin Laden in western Pakistan and Afghanistan, Veerappan knew the area better than anyone else. He changed hideouts and slipped in and out of the dense jungles with an intricate network of informants keeping him up-to-date about every move by the STF to nab him. However, the story goes much deeper. Nobody doubts that Veerappan survived for so long because he enjoyed the tacit support of the villagers who protected him. By doling out monetary benefits as well as cultivating an image of being benign to the cause of the poor, Veerappan had evolved into a Robin Hood kind of figure who took on the rich and brought re-distributive justice.

The Tamil Nadu Government today warned action against the owners of shops and business establishments if they did not have their name boards in Tamil. An official press release said the Chief Minister, Jayalalithaa, had instructed the Labour Department officials to enforce strictly a Government order issued in 1983 and 1984 in this regard. If the companies had multi-lingual name boards, names in Tamil should be displayed in the first place, followed by English and then other languages, it said. The Labour Department officials would be held responsible if the order was not implemented, the release added.
"As the STF eliminated my husband, I should be allowed to live in peace," Muthulaxmi, wife of forest brigand Veerappan, said today. In an interview to a private TV Channel, she said in the last ten years she was "virtually under the control of the STF" and "deprived" of normal and peaceful living. The Secretariat for Coordinating the Peace Process (SCOPP) was informed by the Royal Norwegian Embassy in Colombo that a Senior Commander of the Liberation Tigers of Tamil Eelam (LTTE) – Thillayampalan Sivanesan alias Soosai – was in need of emergency medical treatment abroad because of his rapidly worsening condition caused by an old injury sustained in conflict.The assistance of the Government of Sri Lanka was sought to facilitate his departure from Sri Lanka on Tuesday 19th October accompanied by his medical team.In response to this, and on humanitarian grounds, the LTTE group was transported by the Government from Kilinochchi to Colombo. Thereafter, the group traveled abroad on Sri Lanka passports at their own expense.

The commander of the rebels' naval forces, S. Sivaneshan, has been suffering from severe pain recently from a spinal injury sustained in a battle with Indian government forces during their 1987-1990 mission to help the Sri Lankan government, rebel sources said on condition of anonymity. The rebel sources didn't give further details on the injury or his current condition. Sivaneshan, also known as Soosai, was airlifted from rebel territory by a government helicopter early Tuesday and brought to the capital, Colombo, before flying out to Singapore on a commercial flight, defense officials.
On 3 October 2002, the Madras High Court instructed the CBC "to launch prosecution against Prem Kumar, former DSP, Special Branch, Nagercoil…who [was] involved in the offences relating to the illegal custody of the injured persons and torture committed on them, especially on women." The Court gave the CBCID a maximum of three months to carry out their investigation, but it was not completed until August 2004. At that time, the progress of the case was further delayed by an audit submitted by Mr. Kumar, who argued that the investigation was illegitimate because it had been filed under the incorrect First Information Report. Most recently, the Madras High Court supported this petition and ordered a new investigation that, once again, allowed Mr. Kumar to forestall a judgment against him and thwart the execution of justice.

Similar concerns have been expressed by "Manitham-Humanism", a Tamil Nadu regional based human rights organization who have taken up the issue of SSCP to explore and ascertain the impact the project might have on humanity and on Sri Lanka, once the construction-the actual cutting of the canal starts in the Gulf of Mannar. Vaiko denied that fishermen would be affected by the project. He refuted charges against the project, stating that the technical report submitted on the feasibility of the project by the Tuticorin port authorities had information and proof that project would not affect fishermen. However, he said, he respect the apprehensions among the fishermen as the project is related to their only bread winning trade. ``It was the duty of the government to erase the myth among the ignorant fishermen that they would be affected if the Sethu Samudaram project was undertaken,'' he commented.
Karaikal fishermen resorted to an agitation in front of the Karaikal Administrator’s office on Saturday demanding that the Sethusamudram Project be given up. The agitation was organised jointly by the Meenavar Viduthalai Vengaigal Movement, Karaikal District Meenava Magalir Peravai and Karaikal District Fishermen Association. More than 1000 fishermen, including a large number of women, participated in the agitation.
There are positive signs that the government-LTTE peace talks would recommence early November. A high level Norwegian delegation is expected to arrive in Colombo within the next few days to make the necessary arrangements.

Introduction
India does not have a continuous navigable route around the peninsula running within her own territorial waters due to presence of a shallow reef called "Adam's Bridge" at Pamban where the navigable depth is only about 3m. Hence all the ships from west to east and from Tuticorin Port to the east have to go round Sri Lanka entailing an additional distance of more than 254-424 nautical miles and 21-36 hours of sailing time.
The proposal for providing a navigable route has been drawing the attention of the Government of India for a long time. The first proposal was mooted during 1890 and nine proposals were
formulated between 1890 and 1922 for dredging a canal across the narrow strip of land mostly through the Rameshwaram island to connect the Gulf of Mannar with Palk Bay. However, after 1922 the proposal was dormant for a long time till the country attained independence.
After independence, five proposals were drawn up for the development of Sethusamudram Ship Canal Project during different times. The recent one being by M/s. Pallavan Transport Consultancy Services Ltd., Chennai during 1996.
The Ministry of Shipping, Government of India has now identified the Tuticorin Port Trust as the nodal agency for the implementation of the Sethusamudram Ship Canal Project. The parties’ disagreement on conditions for official talks have given rise to competing requirements for the types of PICAR problem-solving meetings each would endorse. The government is ambivalent, at best, toward the possibility of future negotiations with the LTTE and is currently pursuing a military campaign to weaken the Tigers and a political campaign to marginalize them. The Trincomalee town and its outskirts looked desolate yesterday with shops, government and private establishments closed and roads deserted due to the hartal launched by the North and East Sinhala Organisation, demanding the immediate release of the two home guards abducted by the LTTE.
While they were arrested on charges of obstructing a computer literacy programme of the police held in a marriage hall, the activists said they had already booked the hall to conduct a meeting and a news conference to expose the ``misdeeds and human rights violations committed by Superintendent of Police K Prem Shankar'', but the police exerted pressure on the hall owner to cancel the booking under the pretext of conducting a computer literacy programme.

When the SIT was investigating the assassination, there were charges of suppression of evidence and allegations of selectivity in prosecuting the accused. For some inexplicable reason, experts say, the most crucial aspects of the conspiracy were deliberately left out. What is worse is that when these gaps in the Jain Commission of Inquiry were unambiguously pointed out (allegedly as part of a well-planned conspiracy), its findings were denigrated, the commission was scuttled and, finally, the report was brushed under the carpet.
Taking a serious view of the arrest of several human rights activists, including the National Human Rights Commission advisory committee member and the People's Watch Managing Director, Henri Tiphagne, on Monday at Cuddalore, the NHRC has called for a report from the Director-General of Police, Tamil Nadu, within two weeks.

Sethusamudhram project was most vital for the development of this part of the country and to oppose it would tantamount to foolhardiness, AIADMK Rajya Sabha MP K Malaichamy said here on Sunday. He said harbours should be constructed in Rameswaram and Dhanushkodi under the project. However, people were sceptical if the Central government would execute this scheme in all sincerity. He had written to the Prime Minister urging that the project should benefit the people of Ramanathapuram district.

Prof Sudharshan Seneviratne of the University of Peradeniya told Hindustan Times that history and archaeology in Sri Lanka had been badly politicised, and that politicisation of this sort had contributed to the Sinhala-Tamil conflict in the country. Both Sinhalas and Tamils have been responsible for this, he asserts. Both have distorted history to serve narrow and competitive political ends.

The Sinhala extremist SL Gunasekara has written a book highly critical of the ISGA and a majority of the English-speaking elites from the Sinhala nation were present at this event. After the function, I was talking about Sri Lankan issues to a few of these eminent people that I know. But the suffering of our people who have endured years of war, continues. There have been great promises of funds flowing into many projects, but nothing has materialized so far.
The dispersal of Tamils around the globe is not of recent origin and at the moment there are seventy million of them spread in over fifty countries of the world. The Tamil diaspora is a growing togetherness of more than seventy million people living in many lands and across distant seas, many thousands as refugees and asylum seekers. It is a togetherness rooted in an ancient heritage, a rich language and literature, and a vibrant culture. But it is a togetherness which is not simply a function of the past. It is a growing togetherness consolidated by struggle and suffering and given purpose and direction by the aspirations of a people for the future – a future where they and their children and their childrens’ children may live in equality and freedom in an emerging!

Tamilnadu with its 1076 km of coastline (15 per cent of the country's coastline). The State has a fishermen population of about 7.37 lakhs, of which 2.80 lakhs fishermen are actively engaged in fishing from 591 fishing villages. At present there are 12,000 mechanised fishing boats and 50,700 traditional crafts registered, of which 20,000 crafts have been motorized with outboard motors engaged in marine fishing. Fishing is the sole occupation of these fisher folks living along the east coast of Tamil Nadu. Their life-style, community and social life are cent!

Katchatheevu formed in a surge occured in 1480 AD alongwith other 10 islands and these were belong to the then King Sethupathy, who ruled Ramanathapuram. From Palk Strait,fishing around katchatheevu and adjoining islands has been a traditional practice for so many decades. When Mr. M. Karunanidhi's period,the then Chief Minister of Tamil Nadu, as a goodwill gesture Mrs. Indira Gandhi, the then Prime Minister of India has gifted this island through an agreement on 2nd October, 1974, to the then Ceylon [now, Sri Lanka] Prime Minister!

Bandra Nayaga. The agreement provided fishing rights to Tamil Nadu fishermen in waters around Katchatheevu. Around 1976, it has been decided by the either government that the territorial marking of Indian shore has been cut short to 18 kms from Rameswaram shore. [Katchatheevu located 20 kms from Rameswaram coast]. In practice fisher folks do not enjoy these rights, but are more often victims of violations by the Sri Lankan Navy. Some of the killings were in Sri Lankan waters when the fishermen strayed into it or deliberately went into it for fishing. Some were definitely in Indian waters, because they were close to Tamil Nadu coast or near Katchateevu Island where they have the right to fish per a India-Lanka agreement.
In this agreement it is stated that due to unavoidable circumstance, such as above narrated, the crossing of such boats and fishermen should not be punished. But Sri Lankan Navy has been either detaining or shooting at Indian India
fishermen.
RECOMMENDED ACTION :
- Without any prior condition, Sri Lankan government should release all the fishermen and return their 5 boats immediately on the basis of India-Sri Lanka agreement. - Also there is another agreement made by Sri Lanka with former Prime Minister of India, Mr. Vajpee. - Sri Lankan N G O's, Legal Consultants and Manitham International Members/Volunteers should immediately intervene in this matter to release the detained fishermen.

Nearly 1,000 fishing boats remained anchored along the shores and the agitators warned that the strike would intensify and soon spread to the coastal districts of Tamil Nadu. They sought the Centre's intervention to devise a permanent solution enabling fishermen of both countries (India and Sri Lanka) to fish beyond the International Boundary Line (IBL). Twenty fishermen, who were fishing near Katchatheevu on Tuesday, were arrested at mid-sea by the Sri Lankan Navy. Five mechanised boats were also seized.
More than one lakh Dalits from all over the state will convert to Buddhism at a special ceremony at Perambalur organised by Dr Ambedkar Youth Front (AAIM) on October 14. The AAIM general secretary also revealed that over 10 lakh Dalits would embrace Buddhism in a special ceremony to be held in Nagpur on October 22.

As we all know K.M Panikkar, the architect of India's naval doctrine, argued in his works more than fifty years ago that New Delhi should recognise thes ignificance of the Indian Ocean for the development of its commercial activities, trade and security ('TheStrategic Problems of the Indian Ocean' and 'India and Indian Ocean'- published in 1944-1945). Regretting the "unfortunate tendency to overlook the Sea in the discussion of India's defence problems",Panikkar remarked: "India never lost her independence till she lost the command of the sea in the first decade of the 16th Century". Advocating that the "Indian Ocean must remain!

The Sethusamudram Project would help India overcome many of these concerns and worries about holding the power balance over the strategic sea-lanes in its hands in this part of the world. The Sethusamudram sea bypass might divert one of the world's busiest sea-lanes into India's strategic stranglehold. This is the context in which we Colombo should examine the geo-political implications of Sethusamudram for SriLanka. And no one can ignore Jaffna's proximity to the project.
Baalu told this website’s newspaper that everything on the project was going as per schedule and he did not think there would be any problem in completing the project soon. The DPR would be sent to the public investments board and after getting its approval placed before the cabinet for its nod. Baalu also announced that the first meeting of the Sethu Samudhram Corporation Limited (SSCL), the special purpose vehicle to implement the project, would have its first meeting in Chennai on Saturday.
Sri Lanka's concerns are real, except on the security issue. In fact, Sethusamudram Canal can effectively check arms smuggling between India and Sri Lanka along the shallow waters of Rameshwaram. India needs to take note of other sensitivities of Sri Lanka and proceed with the project only on a consensual basis. Care should be taken to keep the entire alignment of the canal within the territorial waters of India. But, for this, a clear demarcation of the maritime boundary between the two countries is imperative. The fact that Indian fishermen might get affected must also not be ignored. They could be !

suitable employment opportunities arising out of the canal project. On the ecological aspect, a proper environmental impact assessment should be done before going ahead with the project. While it is not possible to entirely prevent environmental damage, it is possible to reduce its impact. Concerns of coastal erosion are not an issue given the existence of the Suez and Panama Canals. But, if the government is serious about the project it should implement it immediately.
Environmentalists rejected the recent statement by Jaffna University Geographer Dr. Soosai Anandan that the Sethusamudram Shipping Canal Project would be a boon, rather than a bane for the economy of Jaffna. Dr Anandan said that fears that the digging of the channel will lead to an increase in the water flow and eroding and submerging large parts of the western Jaffna coastline, were unfounded.Dr. Anandan alleged that the proposed channel was too far away from the Jaffna coastline for changes in the water flow to have a significant impact on the coast, adding that the water flow would only be affected within one kilometre from the channel. He added that increased shipping through the Palk Strait would be a boost to minor ports on the Tamil Nadu and Jaffna coasts and had added that the presently undeveloped ports at Kayts, Talaimannar, Kankesanthurai and Point Pedro would get a chance to be developed.
After talks with Sri Lankan Tamil fishermen of Mannar and Jaffna, Subramanian suggested that some of the Tamil Nadu fishermen could also be encouraged to take to deep sea fishing and exploit the vast Exclusive Economic Zone (EEZ). "If these two suggestions are implemented, the problem in Palk Bay and Palk Strait will be reduced by 50 to 70%," he said.

Sri Lankan Navy on Tuesday arrested 20 Indian fishermen and seized their trawlers for violating the country's territorial waters, police said.The fishermen, who were in five trawlers, were arrested for poaching and handed over to local police in Mannar in the north-west of the island, they said.The men are expected to be taken before a magistrate later on Tuesday.

Soosai Ananthan, a Thamil a professor at the University of Jaffna felt that the four-decade-old project would not help the denizens of northern Sri Lanka.Addressing a seminar at the University, he said that it should become a reality 'only after Thamils obtained their rights in Sri Lanka.'The Thamils are fighting a two-decade-old war against the majority Sinhalese for their rights and a separate homeland. Over 60,000 lives have been lost in this struggle so far.Ananthan added, 'if there was peace here, certainly the people of both the countries would enjoy the benefits because ships would able to sail !

As fighting in the northeastern part of Sri Lanka was incessant, ships from the island would not be able to sail to any Indian port through the straits.Other Environmentalist groups in Sri Lanka have already protested against implementing Sethusamudram project because they claimed it would cause environmental problems for marine lives as well as people on both the sides of the straits.Hindu organizations in India have expressed opposition to the project on the issue that 'it would destroy the remnants of the bridge created between the two countries during the period of Ramayana.'
According to the Bombay Natural History Society, even after the final phase of Sethusamudram Canal is completed within the next 10 years, only ships with maximum 25,000 DWT will be able to pass through it. "This means even our aircraft carrier INS Viraat and many other deep drafted vessels may not be able to negotiate the canal", Mr Unnithan said. The Society also disputes the time gain of 20 to 30 hours once the canal is commissioned pointing out that this gain will be offset by embarkation and disembarkation of pilots and officials, cumbersome inspection procedures and slow movement at almost half the speed through the 80 nautical mile canal.
17-year-old girl observed fast near the office of the Superintendent of Police (Armed Reserve) here today, demanding that action be taken against a constable who, she alleged, had cheated her after having 'sexual relationship' with her. The girl, holding two placards on which she had written 'Fight to marry the lover' and 'Fast unto death', said she was in love with the constable Manikandan.
"This is in no way a change of stance or inflexibility as alleged. It was agreed upon by the UNF government at the time of handing over the ISGA proposals, that the government was ready to restart talks on the basis of the ISGA. We have not changed our position since then and are only waiting for a positive response from the government. If the government is serious and sincere in its intentions, there are ample opportunities to utilize the support offered by the opposition, an opportunity that has come in place for the first time in history for a government of this country.
The NorthEast Human Rights body NESOHR had its deliberations alongside the Constitutional Affairs Committee in the context of the human rights entity’s scheduled meeting with the various human rights organizations including the UN Human Rights Commission that are to take place during the next two days.

Brief History

While in Canada, my mind went back to the some deserving and unfortunate people of Sri Lanka to whom I thought I should extend my services as a Medical Doctor in the name my above mentioned Son, Niroshan.
These people I am referring to are those unfortunate children in the Orphanages and Elders Homes in the war ravaged Northern and the Eastern Provinces of Sri Lanka.
There are over 50 such Orphanages and Elders homes, and having visited some of them I observed that health status of which are badly neglected. The main reasons for such sad situations are that either the distances to the closest Dispensaries and the lack of drugs and other medical facilities.

Most basic vaccines are provided by the Government of Sri Lanka and the immunization programs in all parts are carried out fairly satisfactorily. However, vaccines such as Hepatitis B, Rubella, Mumps and Chicken Pox are not made available through the Government in view of the cost and the children in these institutions are therefore deprived of such vaccines. Although essential drugs are expected to be distributed and made available at these institutions, they are not usually available for dispensing.
These are few other areas needing attention and included in the proposed project of mine.

But I don't know whether it is the Sinhales Government or individuals or Sinhalese businessmen who are behind the campaign,'' DMK president M Karunanidhi said.Karunanidhi said the a section of people instigated by the Sinhalese were carrying a campaign that coral reefs would be damaged and the livelihood of fishermen would be affected if the project was implemented. ``Whenever a good thing is done some people try to find fault with it. "We can very well subsist without the project", said Commander G.V.K. Unnithan, Executive Committee Member of the Society, alleging that the much-publicised 300 nautical miles distance reduction and massive employment generation envisaged under the project are highly exaggerated.
