``Sinhalese have instigated some people against the project. But I don't know whether it is the Sinhales Government or individuals or Sinhalese businessmen who are behind the campaign,'' DMK president M Karunanidhi said.Karunanidhi said the a section of people instigated by the Sinhalese were carrying a campaign that coral reefs would be damaged and the livelihood of fishermen would be affected if the project was implemented. ``Whenever a good thing is done some people try to find fault with it. It is for the Tamils to ensure that the Sinhalese do not succeed in their dastardly designs to sabotage the project,'' Karunanidhi said. Implementation of the project will be the happiest day of my life,'' he said.
Environmentalists Monday questioned the failure of the Indian Government to consult the Sri Lankan Government on the proposed ship canal while claiming that the National Environmental Engineering Research Institute (NEERI) of Nagpur has not considered the UN Law of the Sea Convention of 1982 when preparing its report. Meanwhile TNA Jaffna representative, M. Senadhiraja said already a committee of specialists has been constituted to investigate the adverse effects of the Sethusamudram Ship Canal Project (SSCP) on the Jaffna peninsula and the Gulf of Mannar.
The Tamil literature of the Sangam era has been a mirror of the growth and development of the Tamils' civilisation for a period of seven centuries, the CPI State Secretary, R. Nallakannu, said.

"We can very well subsist without the project", said Commander G.V.K. Unnithan, Executive Committee Member of the Society, alleging that the much-publicised 300 nautical miles distance reduction and massive employment generation envisaged under the project are highly exaggerated. On the environmental side, BNHS pointed out that the project would cause massive migration of fish, mammals and other fauna into deeper gulf regions, reduction in the fishing area and heavy pollution due to the ballast of water of passing vessels.
He also said that India’s interest in Trincomalee arose from the IOC’s acquisition on lease of the petrol storage tanks there. Quite a strong message. A question often posed is, will there be another flare-up in Sri Lanka, if the deadlock continues? Most probably, there will be. The timing of such a flare-up will be decided by the LTTE and not by the government. A more important question is: If there is such a flare-up, how high would be the morale of the SL Army and how firm its determination to deny to the LTTE the fruits of a military victory?
It is high time for all segments of society to make up their minds and take a good decision. Interim Proposal is nothing new. Its structure is different. Opposition Parties protested against it but it is a well-known fact that in the very same year, when we came forward to resolve the issue through the Provincial Council System, the present President Chandrika Kumaratunga came to terms and it ended up in failure.
A sub-editor sustained injuries when a gang attacked the premises of the Tamil weekly 'Unarvu' yesterday. Six persons had been taken into custody in connection with the incident and the sub-editor was hospitalised, police said.

The government has “declared” Tamil a “classical language” despite the objections of experts it consulted and after a committee it had appointed refused to recommend it. It is not the government’s business to tinker with such cultural issues as language and literature, the president and secretary of the Sahitya Akademi, the academy of letters, who were members of a “committee on languages” specifically wrote to the government.
LTTE delegation will stay in Geneva for a week from October 1st. The delegation is expected to meet officials of the Swiss Foreign Ministry and UNHCR. Later they are expected to meet the United Nations Human Rights Commission and ICRC officials.
Sethusamudram project in Tamil Nadu, a high-level committee comprising officials of the Centre, the Tamil Nadu Government and the Dredging Corporation of India was now looking into environmental issues. The Rs. 2,000-crore project, approved by the Planning Commission and the Union Cabinet, would again go back to the latter for discussions next week.
"Our ministry is studying the objections filed by fishermen and environmentalists to not only allay their apprehensions but also make provision for meeting their requirements," Baalu said on the sidelines of a review meeting of infrastructure projects in Karnataka.

Tracing the geological history of the Palk Bay and GoM, he says that the two basins are part of the Cauvery Basin, formed during the separation of India and Antarctica in the Gondwana period. They were united till the emplacement of the magmatic plume from mantle and formed as a ridge. The development of this ridge below the sea has enhanced the coral growth in the form of a coral atoll around the intrusive body and acted as a ``sand trapper'' forming the Rameswaram island.
Buoyed up by its success in forcing the Tamil film industry to stop the practice of naming Tamil movies in English, the Tamil Protection Movement is now turning its attention on other avenues of promoting the language. In fact, the Movement has lined up a series of programmes starting from November 2 to the end of December. As a prelude to these programmes, ``a warning conference'' has been planned on October 23 in the city. Also Pongu Tamil Trust, run by him, an organisation for the promotion of Tamil culture, will organise a Tamil music festival in various districts of Tamil Nadu for the second year in succession.

Elangovan: In a huge project such as Sethu, there is bound to be disturbance. We should strive to minimize the effects of such disturbance on any particular section. This is the reality of development the world over. Major dams have been constructed displacing large populations the world over. The affected people have been rehabilitated everywhere. We have to see the greater good. If the benefits accruing from a project tilt the balance against the affected population, there is no reason why the project should be abandoned. This is the philosophy being followed the world over. Why should India be different? Surely, our national interests warrant that we !

However, her administration has failed to open talks with the Tigers. Negotiations have been suspended since April 2003 when the Tigers pulled out. Diplomatic efforts since then to revive the process remain inconclusive. Kumaratunga told the UN General Assembly last week the Tigers were refusing to resume negotiations aimed at ending three decades of ethnic bloodshed that has claimed over 60,000 lives.

In this background, the statement made by the President in the course of her address to the United Nations, that "the LTTE is refusing to return to then negotiating table" is singularly unfortunate, as it does not reflect the true factual position. The lack of clarity, the contradictions within her own Government, and her inability apart from making pronouncements to take definite action to commence talks are the main stumbling block to the recommencement of the peace process. It is pertinent to point out, that in the context of the LTTE's request for dates to be fixed to commence talks, when it submitted its ISGA proposals on 31 October 2003, the LTTE would have been at "the negotiating table" in November 2003 itself but for the actions taken by the President on 4 November 2003.

Not many know that a foreigner, nearly 293 years ago, was instrumental in introducing Tamil at the Martin Lutheran University in Halle, Germany. On July 9, 1706, a 24-year-old man, Bartholomaeus Ziegenbalg, the first-ever Protestant Missionary on Indian shores, arrived at the Tranquebar coast and went ahead in his efforts to make the small coastal town and its language get noticed. Ziegenbalg was born in 1862, at Saxony in Germany. Though his primary aim was to propagate Christianity in India, his way of moving along with the society earned him the respect of people of all religions.

The Gulf of Mannar – one of India’s three marine biosphere reserves – harbours 91 species of corals besides having many other marine species including mollusks and sponges. “It also has dolphins, birds and dugongs all of whom would be in danger if regular ship movement commences in this route,” pointed out Swayam Prabha Das, coordinator for the ocean and coast programme at the World Wide Fund for Nature (WWF).
The social cost of the project was too high in terms of the suffering that human and other living beings would have to undergo in case work on the canal was started. Again, approving the project before getting the views of the public was inappropriate. "Before we have public hearings, we hear that the project has been approved. It is painful that this happens in a democratic country."

A Leadership that spearheaded a freedom struggle based on the Tamil people's mandate of 1977 opting for separation after exhausting all parliamentary means for justice, has now entered into negotiations on an understanding to explore viable alternatives. This is flexibility and going the extra-mile. The Tamil people yearn for a lasting peace and wish to join hands with the UN and the peace loving humanity to continue work for peace and create a world wherein every human being can live with peace and dignity sans oppression and denial of basic human rights.
Northeast Tamil Language Day competition at provincial level was held Sunday morning and the winners were awarded with certificates in the evening at the Provincial Tamil Language Day Festival the same day evening at Trincomalee St.Mary's College Theresian auditorium.
“Prabhakaran went through the charade of accepting the accord without any intention of abiding by it and was of the view that the accord benefited the Sinhalese more than the Tamils and was bent upon subverting it right from day one,” Alexander writes in his recently released book, “Through The Corridors of Power, An Inside Story.”
"Our next move will be to get Tamil declared as one of the official languages of the country. This is a long pending demand. I hope we will achieve this also," Karunanidhi said at a function.
THAT A MEGA scheme such as the Sethusamudram Ship Canal Project (SSCP), which is bound to change the face of regional shipping and affect the lives of thousands of fishermen, should not be put through without an informed and many-sided debate is a rule of developmental prudence. For whatever reason, politicians and the Government seem to be in a great rush to execute a project that was conceived not less than 144 years ago. There may be unanimity among political parties in Tamil Nadu on the need for the SSCP; and a sense of righteous indignation that it has taken so long for the Centre to clear it. But that does not justify the way in which the public hearings are being handled in the coastal districts, and opposition to the project is being dealt with. There may be a host of advantages flowing from the SSCP for the State, yet the centrality of the social and environmental
concerns is undeniable. Fortunately, a technically competent Environment Impact Assessment done by the National Environmental Engineering Research Institute (NEERI) is at hand. By its very nature, the mega project involves massive dredging, an estimated 84.5 million cubic metres of sand and spoil that will need safe disposal. The Sethusamudram Canal will stretch to a length of about 260 km — from Tuticorin port to Adam's Bridge in the Gulf of Mannar (GoM) and extending northwards to the Bay of Bengal. The Gulf of Mannar has been designated a National Marine Park in order to conserve and protect the wealth of the seas. The M.S. Swaminathan Research Foundation (MSSRF), an institution of world renown, is engaged in a unique promotion of alternative options for livelihood security in the region, including community-owned small industrial units and a community-managed artificial reef programme. Time and again, the Environment and Shipping Ministries have offered the assurance th!

proposed alignment of the SSCP will steer clear of the biosphere reserve and there will be no threat to the coral reefs and marine wealth of the Gulf of Mannar region. But nobody, it seems, knows how and where the dredged material will be disposed of. This issue must be addressed transparently. An equally vital question is the livelihood of some 20 million fisherfolk in the coastal districts. The fishing communities are already under tremendous pressure arising from disputes over fishing rights and specific problems involving Sri Lanka, not to mention overexploitation and bad fishing practices that have led to "the near extinction of several marine species unique to the GoM" (to quote from an annual report of the MSSRF). When it comes to handling mega projects, notably big dams such as the Sardar Sarovar, the Indian experience has exposed the gulf between promise and practice. The relevant State Governments have failed miserably to deliver on the commitments they made for r!

the large numbers of people displaced by the project. In the case of the SSCP, the series of public hearings in the coastal districts has thrown up a hot potato: fisherfolk have challenged the contention that their livelihood will not be affected. Predictably, conspiracy theories have surfaced alleging that `outsiders' are out to sabotage the SSCP. The challenge before the State Government and its agencies is to face the livelihood concerns of the fisherfolk sympathetically. Engineers from NEERI and fisheries experts must be allowed to engage seriously with these issues. Nor should questions relating to the economic benefits of the SSCP be dodged. Another important task is for the Government of India to brief the Government of Sri Lanka in a friendly way on the SSCP to rule out any kind of bilateral problem. New Delhi must also keep in perspective the 1982 United Nations Convention on the Law of the Sea, which both Sri Lanka and India ratified and acceded to in the
mid-1990s.
From day one of handing over the ISGA proposals, the LTTE has been consistently expressing its readiness to recommence negotiations on the basis of the ISGA proposals. These proposals, it is important to bear in mind, are intended solely to address urgent humanitarian needs in the war devastated region, build confidence and bring about normalcy, an essential foundation to take on board the political negotiations for final resolution. President Chandrika Kumarathunga and her government have by their inaction exposed the hesitation they have in entering into negotiations.
Now, with Sri Lanka, India will have to be careful. It had sent IPKF there. Wrongly. It did not succeed. It had to be withdrawn. We have to live together. We are providing humanitarian assistance to rebuild Jaffna but we cannot intervene (in Sri Lanka). Don’t say we (India) are a big brother. That is not a correct approach. We need understanding and cooperation on both sides for better (bilateral) relations.
The LTTE organisation has reached a level of power, if one likes to call it moral high ground, yes we have reached that level, where military wise, political wise, public opinion wise we are very strong. We have been able to achieve very many targets set by the Tamil people in evicting an occupational army from the Tamil homeland. Under those circumstances there is no need for the Liberation Tigers to eliminate anybody for that matter.
Following are excerpts from Professor Hart's statement on the status of Tamil as a classical language written on 11 April 2000:
"Tamil is one of the great classical literatures and traditions of the world.
"First, Tamil is of considerable antiquity. It predates the literatures of other modern Indian languages by more than thousand years. Its oldest work, the Tolkappiyam, contains parts that, judging from the earliest Tamil inscriptions, dates back to about 200 BC. The greatest works of ancient Tamil, the Sangam anthologies and the Pattuppattu, date to the first two centuries of the current era. They are the first great secular body of poetry written in India, predating Kalidasa's works by two hundred
years.
"Second, Tamil constitutes the only literary tradition indigenous to India that is not derived from Sanskrit. Indeed, its literature arose before the influence of Sanskrit in the South became strong and so is qualitatively different from anything we have in Sanskrit or other Indian languages. It has its own poetic theory, its own grammatical tradition, its own esthetics, and, above all, a large body of literature that is quite unique. It shows a sort of Indian sensibility that is quite different from anything in Sanskrit or other Indian languages, and it contains its own extremely rich and vast intellectual tradition.
"Third, the quality of classical Tamil literature is such that it is fit to stand beside the great literatures of Sanskrit, Greek, Latin, Chinese, Persian and Arabic. The subtlety and profundity of its works, their varied scope (Tamil is the only premodern Indian literature to treat the subaltern extensively), and their universality qualif!

to stand as one of the great classical traditions and literatures of the world. Everyone knows the Tirukkural, one of the world's greatest works on ethics; but this is merely one of a myriad of major and extremely varied works that comprise the Tamil classical tradition. There is not a facet of human existence that is not explored and illuminated by this great literature.
"Finally, Tamil is one of the primary independent sources of modern Indian culture and tradition. I have written extensively on the influence of a Southern tradition on the Sanskrit poetic tradition. But equally important, the great sacred works of Tamil Hinduism, beginning with the Sangam Anthologies, have undergirded the development of modern Hinduism. Their ideas were taken into the Bhagavata Purana and other texts (in Telugu and Kannada as well as Sanskrit), whence they spread all across India. Tamil has its own works that are considered to be as sacred as the Vedas and that are recited alongsid!

mantras in the great Vaisnava temples of South India (such as Tirupati). And just as Sanskrit is the source of the modern Indo-Aryan languages, classical Tamil is the source language of modern Tamil and Malayalam. As Sanskrit is the most conservative and least changed of the Indo-Aryan languages, Tamil is the most conservative of the Dravidian languages, the touchstone that linguists must consult to understand the nature and development of Dravidian.
"In trying to discern why Tamil has not been recognized as a classical language, I can see only a political reason: there is a fear that if Tamil is selected as a classical language, other Indian languages may claim similar status. This is an unnecessary worry. I am well aware of the richness of the modern Indian languages -- I know that they are among the most fecund and productive languages on earth, each having begotten a modern (and often medieval) literature that can stand with any of the major literatures of the wo!

none of them is a classical language. Like English and the other modern languages of Europe (with the exception of Greek), they rose on preexisting traditions rather late and developed in the second millennium. The fact that Greek is universally recognized as a classical language in Europe does not lead the French or the English to claim classical status for their languages.
"To qualify as a classical tradition, a language must fit several criteria: it should be ancient, it should be an independent tradition that arose mostly on its own not as an offshoot of another tradition, and it must have a large and extremely rich body of ancient literature. Unlike the other modern languages of India, Tamil meets each of these requirements. It is extremely old (as old as Latin and older than Arabic); it arose as an entirely independent tradition, with almost no influence from Sanskrit or other languages; and its ancient literature is indescribably vast and rich.

to me that I should have to write an essay such as this claiming that Tamil is a classical literature -- it is akin to claiming that India is a great country or Hinduism is one of the world's great religions. The status of Tamil as one of the great classical languages of the world is something that is patently obvious to anyone who knows the subject. To deny that Tamil is a classical language is to deny a vital and central part of the greatness and richness of Indian culture."
S.S. Vasan of Trinity College, Oxford said in his article that appeared in "The Hindu" on 7 June that "Tamil has at long last gained recognition in India is wonderful, but not enough. The next step is to get other nations to recognise the classical status of Tamil and also have it recognised by world bodies like the UNESCO... Recognition by UNESCO would bring in the much-needed international funds to support the ongoing work to preserve the cultural and linguistic heritage of Tamil."
Describing the assumption that Kerala was a water surplus state as wrong, he said Tamil Nadu Chief Minister J Jayalalitha's ''clandestine attempts to divert water from Kerala rivers to Tamil Nadu would be opposed.'' The ''misinterpretation'' done by Tamil Nadu of the water pacts entered with Kerala would be resisted effectively, he said. Kerala was monitoring the ongoing construction work relating to the Pampa-Achankovil-Vaippar project and was planing to post permanent observers at Kerala's border with Tamil Nadu, he added.
The Chief Minister, Jayalalithaa, today urged the Prime Minister, Manmohan Singh, to get Katchatheevu from Sri Lanka on a `lease in perpetuity' solely for fishing, drying of nets and pilgrimage by Indian fishermen. In a memorandum submitted to him in New Delhi, she said Sri Lanka's sovereignty over Katchatheevu could be upheld and at the same time, the lease would enable fishermen from Tamil Nadu to carry on their vocation "as they have been doing for centuries." This was the best possible, permanent solution to the problem posed by the Sri Lankan Navy to Indian fishermen in the Palk Bay.
In this discussion Rev. Fr. Karunatanam pointed out the human rights violations committed by the Sri Lankan state and the forces from south Sri Lanka against the NorthEast Tamils in the island in the past. He regretfully reminded them of the fact that none, of the organisations or activists in the south ever raised their voices against even the very serious and excessive violations but remained silent hitherto. Furthermore the voices of the Buddhist monks have been ever since 1956 observed as being vehemently against the rights of Tamils and peace with them. The voices of the Buddhists following that of their clergy as a whole led to a deep seated impression in the minds of the NorthEast Tamils that the Buddhists monks never want to recognize the legitimate rights of the Tamils and be at peace with them. It is now the opportune time for the Buddhist clergy to put their ef!
forts to
do the ground work to remove this impression from the minds of the Tamils and lead their fold to fall in line with the rationale in the south that could uphold the rights of the Tamils and do well towards peace making. Beside the strong impression created by the Buddhist clergy against themselves in the Tamil mind there are again voices of the Buddhist monks that cause fears among Tamils that the Buddhist clergy are a further hindrance to peace process, through their unwillingness to understand the reasonable claims and the proposals of northeast Tamils, and their activities against Tamil aspirations.
Speaking to reporters, Mr. Raghupathy charged that some NGO's from outside were instigating fishermen against the implementation of the project. He said when we were ready to clarify their doubts with a proper presentation, they tried to stall the proceedings. The apprehensions of fishermen were genuine, but the consequences of the project were insignificant. The ecology and livelihood of fishermen would be protected, Mr. Raghupathy said.

A public hearing meeting held at the Collectorate here today on the Sethusamudram Ship Canal Project witnessed unruly scenes as some representatives of fishermen and environmental groups repeatedly raised doubts, which were vehemently countered by supporters of the project. As the meeting, sponsored by the Tamil Nadu Pollution Control Board, began this morning, the former DMK MLA and party's Tuticorin district secretary, N. Periyasamy, demanded that the people from other districts should not participate in the meeting, as the public hearing had already been conducted in all coastal districts, which created chaos.
"The LTTE having engaged in an armed struggle has now entered into political negotiations, clearly exhibiting their flexibility. The government must make use of this position and recommence political negotiations without further delay, said Dr, Jehan Pererea, Media Director of the National Peace Council (NPC) in a press briefing in Navalar Hall in Jaffna.

A public hearing on the multicrore Sethusamudram Ship Canal Project here today was marked by heated exchanges between representatives of political parties and fishermen. A section of the fishermen staged a walkout. Cadres of the Dravida Munnetra Kazhagam, the Marumalarchi Dravida Munnetra Kazhagam, the Congress and the Communist Party of India opposed the presence of "outsiders" at the meeting presided over by the District Collector, Jatindranath Swain.

While Bahujan Samaj Party leader Mayawati celebrated the iconoclast with statues and Periyar Melas in UP in the mid-’90s, back in his own state, Periyar seems to have little or no following. Norwegian special peace envoy Mr. Eric Solheim arrived in Colombo Monday evening on a five-day visit to hold talks with the leaders of Government of Sri Lanka and Liberation Tigers of Tamil Eelam (LTTE) with the aim to a make a headway in the resumption of stalled peace talks, political sources said.
The immediate crisis in Sri Lanka facing the Indian State as well as the core States - US, Norway, the European Union (EU) and Japan - of the international community is not the success of the Tamil national movement, led by the Liberation Tigers of Tamil Eelam (LTTE). Sri Lanka’s Environment Minister, AHM Fowzie, told Hindustan Times on Saturday, that he would ask the Central Environment Authority (CEA) to make a study of the project (known as the Sethusamudram Ship Canal Project), and then take whatever action that might be called for.

While all parties were claiming credit for the project, the Puthiya Tamizhagam president, K. Krishnaswamy, expressed apprehension over its adverse impact. He said fishermen in Rameswaram and Tuticorin feared that the project would adversely affect the marine wealth and their income. Owing to heavy dredging there was a possibility of coral reefs on and around 23 small islands between Tuticorin and Rameswaram getting damaged, and an ecological imbalance might be created. He wanted the Government to conduct an impartial enquiry into the post-effects of the project.
Members of the CPI-ML, also known as People’s War Group, had committed various acts of violence and a large number of criminal cases had been registered against them for various offences in Uthangarai in Krishnagiri district, an official press release said.
US State Department Coordinator for Counter-terrorism J. Cofer Black, who is on a visit to Sri Lanka, said here Wednesday that the US government strongly supports the current peace process in Sri Lanka and the persisting efforts of the Norwegian government in facilitating this process. The Tamil Nadu government would supply free of cost Tamil textbooks worth Rs 7.42 lakh for students up to 10th Standard studying in corporation and private schools in Mumbai. About 46,320 students studying Tamil from first standard would benefit from this facility, an official press release said here.A decision to this effect was taken by the government following a request from students to Chief Minister Jayalalithaa, the release added.

In the 1930's though there were political differences between the Sinhalese and Tamil leaders, but there was no state terrorism on Tamils. There were no atrocities by the armed forces, no riots, no looting or arsons, no rape, no shelling or bombing of Tamil areas, Tamils were not displaced from their habitats, the temples and the churches were not destroyed, so of course there was no need for Tamil youths to carry arms. Yet at that time a sensible Sinhalese leader was talking about a non-unitary solution.
Mr. Tamilselvan on a request from the UN official, presented an over-view of the current political situation and said that UN, among all other international actors, has a major role to set in place the right approach in handling humanitarian delivery to a nation of people who have been victims of a cruel war and denied the basic peace dividend, normalcy, even after two and a half years of a Cease Fire Agreement which among other things promised normalcy to them. Mr. Tamilselvan continued to reiterate that the international community has a moral responsibility to respect the democratic mandate given by the Tamil people and initiate pro-active measures to bring home to the government the necessity to recommence negotiations on the basis of the ISGA proposal!

responding to the request of the UN official, Mr. Tamilselvan said that the recommencement of talks is entirely in the hands of the government.
C M said when the national agenda of governance was decided in 1998 and when the BJP formed a coalition Government at the Centre, she was the one who got the Sethusamudram project included in the agenda after arguing the matter for more than one-and-a-half hours. "PMK and MDMK gained entry into Parliament only because of me," she said. She was the only leader from Tamil Nadu to attend the meeting to finalise the agenda, she claimed. Vaiko was not even invited to attend the meeting, she said.
A meeting convened at the Collectorate here today to elicit the views of the public and fishermen on the implementation of the Rs. 2000-crore Sethusamudram project ended abruptly. The Collector, M. Veera Shanmugha Moni, postponed the meeting around 1 p.m. after hearing the views for about two hours.
The `Tamil Padukappu Iyakkam' (Tamil Protection Movement), floated by the Dalit Panthers of India general secretary, Thol. Tirumavalavan, and Tamil scholars a few days ago, has formed an 11-member committee to chalk out agitation strategies for protecting the language at all levels. Talking to newspersons here today, Mr. Tirumavalavan said that in the first phase the movement would request filmmakers, directors and actors to give Tamil names to movies. If they failed, protest meetings and demonstrations would be organised in different parts of the State. He said movies were responsible for cultural degradation. The movement's aim was to fight for the introduction of Tamil as the medium of instruction from lower kindergarten to colleges, in court and government proceedings. He said the Pattali Makkal Katchi leader, S. Ramadoss and the Tamil Nationalist Movement leader, P.
Nedumaran, had joined the movement and were members of the struggle committee. Dr. S. Ramadoss and the All-India Moovendar Munnetra Kazhagam president, N. Sethuraman, who were present, said the movement was a non-political organisation which would readily join hands with those who worked for the cause of the language.
The demonstration, demanding an end to the Sri Lankan Navy's attacks and threats on the fishermen, was held on 07-09-2004 by the Consortium of Fishermen unions of the Mullaitivu District. The following statement was handed over to the H. E. President, Government Agent Mullaitivu, Sri Lanka Monitoring Mission, and Member of Parliament of Vanni District, at the end of the meeting by the Consortium.
I was whisked away to Kilinochchi the same day I arrived in Colombo – which was a 12hr journey by road. North of the town of Vavuniya the scenery changes from busy towns full of armed army checkpoints to a slower pace of life, poor roads and two major checkpoints; the Sri Lankan Army checkpoint, followed by the ICRC no man's land, then the LTTE checkpoint. Reality now really does hit you. War-affected school buildings, most people walking or on bicycles, poor, pot-holed roads [although the A9 is now better than the roads in the South - editor], an even slower pace of life and watches are 1hr behind in the Tamil Administrative areas (Colombo put clocks forward by 1hr as they did not wish to follow Indian time!).
The Tamil National Alliance fears that the Peace Process faces a severe crisis at the present juncture. The stability of the Cease Fire too is under threat. It is imperative that the present trend be terminated. In order to take corrective action, an examination of recent developments is relevant. The Tamil people continue to strongly support the peaceful resolution of the Tamil question. The recent developments, which have impacted adversely on the Peace Process and the Cease Fire, have both political and military dimensions. It is now clear, that the events that followed the release of the L.T.T.E. proposals for an Interim Self Governing Authority on 31 October 2003 culminating in the dissolution of Parliament, were clearly motivated by the acrimonious and deeply entrenched rivalry for political power, between the two main parties, the Sri Lanka Freedom !
Party and
the United National Party. The excessive power given to the Executive President under a Constitution enacted solely by the United National Party in the teeth of opposition by every other political party enabled an S.L.F.P. Executive President to dismiss the U.N.P.government, despite it enjoying a majority in Parliament. The alliance between the S.L.F.P. and the J.V.P- the formation of the U.P.F.A -added fuel to the fire. The J.V.P. has publicly stated that it opposes the steps contemplated both by the President and the Peace Secretariat in regard to the Peace process and campaigns country wide in support of its position.
Mrs Kumaratunga says Norwegian peace envoys have been positive about their latest efforts to start negotiations, suspended since the Liberation Tigers of Tamil Eelam walked out in April last year. She says the Tigers are concerned about an international backlash if they spark a resumption of war.
Presiding over the special convention on “Tamil, A Classical Language,” held at Chennai on August 12, veteran freedom fighter and the senior party leader N Sankariah recalled the centuries old voices raised by great Tamil scholars, the consistent initiative and efforts taken by progressive and democratic sections over a long period, and especially the role played by the Tamil Nadu Progressive Writers Association in this regard. He urged the party cadres to dwell deep into the rich ancient Tamil literature, study them in the Marxian perspective and contribute with this knowledge to an advancement of the movement towards building a classless and exploitation-free society.
"The situation in Batti-Amparai is gradually returning to normal and the people are able to carry on with their day-today activities. Our members are also engage in their political work. However, we have constraints in our political activities in the military occupied areas. Our senior leaders Senathi, Bawa and Yoga were killed in the military occupied areas while they were engaged in political work. Since these killings are taking place in the areas controlled by military we tend to lose confidence in the SLA. They have to, necessarily, assume responsibility for the security in those areas. We have, in this respect, conveyed our concerns through the SLMM.
Both leaders discussed current political situation in the context of the delay in resuming the peace talks. Mr. Tamilselvan explained at length the frustration of the people in NorthEast in the absence of an appropriate administrative set up to address urgent humanitarian needs. It is the plight of the internally displaced people and the poor peasantry that have lost all what they had due to war, Mr. Tamilselvan stressed, that necessitates a mechanism like ISGA. He continued to say that it is unfortunate that some extremist elements in the south are making use of as a convenient weapon to achieve their parochial political goal.
The LTTE website quotes various civilian-based organizations in the Jaffna peninsular to show how unpopular the American visits are with the Tamil people. It says that the Tamil National Vigilance Organization sees the visit of the US official as "an act of encouraging and strengthening the morale of SL [Sri Lankan] forces to go back to war". The International Tamil Students Organization views the visit as "a supportive step to the SLA [Sri Lankan Army] to prepare again for war".

The Government today approved a scheme to complete the Rs 2,000 crore 'Sethusamudram Ship Canal' project to create a navigable channel from Gulf of Mannar to Bay of Bengal through Palk Strait. The Cabinet Committee on Economic Affairs, which met here today, approved the ambitious project that would be jointly taken up by Shipping Corporation of India and Tuticorin Port Trust with an investment of Rs 50 crore each along with DCI, Chennai Port Trust, Ennore Port Ltd, Visakhapatnam Port Trust and Paradip Port Trust contributing Rs 30 crore each.
L&T Ramboll Consulting Engineers will prepare a detailed project report (DPR) on the Sethusamudram Ship Canal project. The company recently started work and is expected to give the DPR by November end, said Mr N.K. Raghupathy, Chairman, Tuticorin Port Trust, which is the nodal agency appointed by the Centre for the project. "We have given a commitment to the Ministry to give the DPR before November 30, and we are on target," he told Business Line. L&T-Ramboll is an independent engineering consultancy firm, formed by Larsen & Toubro Ltd., Ramboll (Denmark) and IFU (the Danish Industrialisation Fund for Developing Countries).
R. Cheran of the Dept. of Sociology and Refugee Studies of York University, Toronto has written a paper entitled "Diaspora Circulation and Transnationalism as Agents for Change in the Post Conflict Zones of Sri Lanka" which does exactly what sociology is supposed to: observe a social phenomenon, link it with the wider theoretical and practical world, describe what is new and different about it and look at some of its implications. Since this social 'phenomenon' has been experienced by many of you who read the Sangam website because you have been involved in either traveling to the 'post conflict zones' or working for their development, would you like to give feedback on Cheran's interpretations?
In looking at peace and development we need to recognize that peace is not the absence of war. In a wider perspective of peace we have to look at several dimensions of violence. The Ceasefire Agreement ensures an absence of direct violence between the two parties but it is does not address other fundamental issues governing peace as a whole. The Ceasefire Agreement only prevents direct violence between the two parties. A more comprehensive approach to peace should include the following. The key elements of such dimensions are the following.

The Chennai that we know was born in 1639 as a strip of beach three miles long and one mile wide — acquired from the governors of Poonamallee by two East India Company employees, Francis Day and Andrew Cogan. FOR the past several weeks, the Madras High Court premises have virtually been a battlefield, where opposing groups of lawyers assault each other, boo judges, storm court halls and obstruct proceedings. Boycott of courts, dharnas, hunger-strikes, rallies, processions, black-flag demonstrations, burning of effigies and lawyers "hanging" themselves on the campus have become the order of the day. Adding to the tension is a split in the Madras High Court Advocates' Association (MHAA).

Arrest and detention of LTTE cadres inside the government-controlled areas has been an irritant for some time. Police arrest the cadres and produce them before the courts. They are usually remanded. The LTTE recently arrersted two home guards who were found inside their territory and produced before their courts. They were remanded. The government raised that matter with the SLMM. Now the defence ministry and the Tigers have agreed that a suitable mechanism for the release of detainees must be worked out.

The Tamil Co-ordinating Committee and International Centre for Performing Arts Sunday jointly hosted a memorial tribute to Mr. Seeniappah Padmanathan, who passed away on 27th June in South Africa. Mr. S. Padmanathan was the Director of the Tamil Co-ordinating Committee, a promoter of Carnatic Music and a Social & Welfare Worker, according to sources in South Africa.Speakers from different organisations Mr. S. Vasu Bawa, one of the top three leaders of the Liberation Tigers of Tamil Eelam's political wing in the rebel stronghold of Batticaloa, around 320 km (200 miles) northeast of Colombo, was ambushed on Friday and shot dead along with another aide, an army spokesman said."After they were checked at an army checkpoint and were proceeding towards a village called Mankerni, some gunmen opened fire and exploded a Claymore mine," said an army spokesman in Batticaloa. "They died on the spot."

Inquiries with higher officials here revealed that the Tamil Nadu Elementary Education Director had renewed the licence for running the school, only on July 11.In his order (No 24503/F1/2004) the Chennai-based Director of Elementary Education, R Kannan, issued the certificate for renewal of licence for the Saraswathi Nursery and Primary School, which was one of the three schools that functioned from the same building where the fire broke out. But the irony was that even before the certificate reached the Education Department office here, a devastating fire destroyed the school, killing 94 children, aged eight and 12.
At the same time, the JVP, which is part of the ruling United Peoples Freedom Alliance (UPFA), is bitterly opposed to any peace talks. The JVP leaders, backed by sections of the media, have denounced negotiations with the LTTE, because of the organisation’s demand for an Interim Self-Governing Authority (ISGA) in the North and East, and have threatened Kumaratunga with a split if she proceeds.

- Tamil politician killed in Colombo [PTI]
Suspected LTTE rebels shot dead a pro-government Tamil politician in Colombo early this morning, police said.
The religious dignitaries expressed their whole-hearted support for the peace process and were anxious to find out from the Political Head the reasons for the delay in the recommencement of peace talks. Mr. Tamilselvan, in briefing the Bishops on the current situation said that the Tamil people and the LTTE are eagerly waiting for the response from the government for the recommencement of political negotiations. However, Mr. Tamilselvan said, the basis of negotiations as expressed clearly by the LTTE, should be the ISGA proposals.
Head of the Political Wing briefed the envoy on the current state of mind of the Tamil people, having been frustrated and disappointed to the extreme over the non-delivery of the vital peace dividend, normalcy and restoration of livelihood. Tamil people, Mr. Tamilselvan said expect their just aspirations be met and the public mandate they gave in the last general election be respected. In this context, Mr. Tamilselvan said, that institutionalising the ISGA must be viewed on a humanitarian perspective rather than making it a political bargain to satisfy extremist elements in the southern polity.
Tamil Nadu government on Friday launched a scheme for conducting a census of children with congenital defects in the state, so that the government could provide them necessary medical treatment at a later stage. Stated to be the first in the country, the scheme was formally launched by Chief Minister Jayalalithaa at the secretariat here. Nearly 3000 doctors, 15,000 health workers would be involved in carrying out the census operations, to be completed in 15 days, an official press release said.
The Shipping Ministry will not push for the Tuticorin-Colombo ferry service until the Tamil Nadu Government recommends it. Instead, the Ministry would facilitate development of infrastructure at the Kochi port for the launch of the service, T. R. Baalu, Union Minister of Shipping, Road Transport and Highways, said today.
The last execution in all of India was in 1995, when an auto-rickshaw driver convicted in the serial murders of prostitutes was hanged in southern Tamil Nadu state.
On Wednesday, however, rebel leaders met with security officials in eastern Akkaraipattu, at a meeting facilitated by the cease-fire monitoring mission. The security meetings are separate to peace negotiations with the government, from which the rebels withdrew more than a year ago. "The parties reviewed and discussed general matters," the monitors said in a statement yesterday. Both parties agreed to "honor and cooperate in order to avoid any violation of the cease-fire agreement," it said.
A similar story is being written in other parts of the subcontinent. The southern states of Tamil Nadu and Karnataka are locked in a bitter dispute over the waters of the Cauvery. Maharashtra, Andhra Pradesh, Karnataka and Orissa are still squabbling over the Krishna and Godavari rivers. Also, agreements on river waters signed between India and Bangladesh, and India and Nepal, have failed to still passions in these countries. Disputes over water are becoming more protracted as the lack of water is felt more acutely.

Sporadic episodes of suicides of adolescent learners do add spice to sensational newspapers. But like an ice berg, the enormity of inhuman treatment inflicted upon young helpless kids remains hidden. Transfer Certificate is the cheapest trump card used to keep the victims stay mute. It has been brought to our notice through oral messages, through phone calls and letters that in spite of the "BAN" against Corporal Punishments it is being generously unleashed upon students by 'strict' educators.
The Tamil Nadu government on Tuesday decided to withdraw Pota cases against MDMK General Secretary Vaiko and eight others and a petition to this effect was filed at the Pota court at Poonthamalee, court sources said. The decision comes after the May 7, 2004, instruction of the state government to the public prosecutor to consider withdrawal of the cases.
"It is President Chandrika Bandaranaike Kumaratunga who accommodated the JVP which was at one time an armed insurrection group and an identified Tamil hatred mongering entity, as partners in the government and now it appears that the same JVP may bypass the President herself", said Mr. S.P.Tamilselvan, Head of the LTTE Political Wing in an exclusive interview to "Uthayan" the Jaffna based Tamil Daily yesterday 9th August 2004.

"The Liberation Tigers were the first to use rocket-propelled grenade (RPG) launchers in the island," Tamilnet quoted Prabhakaran as saying. "Our RPG units were very successful in fighting enemy armour." Prabhakaran was seen wearing military fatigues and a customary cyanide capsule around his neck to commit suicide in case he falls into the hands of government forces.
Violence against women was as much a matter of equality as it was an offence against human dignity and a violation of human rights. Soon, the rumours started gaining some currency putting the police machinery and school authorities on tenterhooks. Newspaper offices and police stations were flooded with calls enquiring whether there were bomb threats to more schools. Following this, the police teams moved to another school at Ganapathy.
Around 50 women have gathered for the fifth meeting of the Tamil Nadu Muslim Women's Jamaat Committee (MWJC). The first women's jamaat in the world may well lead to the first women's mosque in history. The meeting begins with Rajab Nisha reciting prayers in Arabic to echoes of 'amin'. Slowly the register shifts to intelligible Tamil as Nisha prays: "May Rahman strengthen the women's jamaat! May Rahman weaken the male jamaats that ruin women's lives!" More amins.
