Tamil Nadu has become the first state to introduce extension of prisoners’ remand through video-conferencing, thus dispensing with the transportation of prisoners to courts. Chief minister Jayalalithaa inaugurated the Rs 8.61-crore state-wide facility in the secretariat on Thursday, under which all nine central prisons and nearly 270 courts would be interlinked. The facilities have been set up in 72 places, an official press release said. At the inauguration, Jayalalithaa witnessed the extension of remand of a prisoner in Vellore by a Chennai metropolitan magistrate. The police department used to spend nearly Rs 10.69 crore a year for transporting prisoners on remand from various prisons to courts. The new facility will also help prevent prisoners from escaping from police vehicles.

Police on Thursday dismissed allegations that a woman had auctioned her new-born daughter in Tamil Nadu’s Erode district. They claimed that the woman was mentally challenged and the child had been “taken” by a person who wanted to adopt her.An NGO had claimed on Wednesday that the woman auctioned her baby for Rs 4,000, hours after her birth. An inquiry conducted by the police’s special branch concluded that the charges were false. However, the report said a person called Prakash had paid Rs 2,000 to the woman on “humanitarian ground”.The NGO — Campaign Against Child Trafficking — had sent a fact-finding team to Kunnathur village and sought the intervention of the state government to ensure the child’s protection. The police report said that Prakash had told the inquiry officer that he was childless and had, therefore, taken “the helpless infant from its mentally retarded !

The child is under the care of Prakash, who is making efforts to legally adopt her, the report added.

Lieutenant General Shantha Kottegoda Thursday said he will work to resume dialogue with the rebel Liberation Tigers of Tamil Eelam (LTTE) in a bid to ensure tension at lower levels will not lead to a full-scale confrontation. "It is very important that the LTTE and we talk to each other," Kottegoda told reporters shortly after assuming duties from his predecessor who retired. "We have to start talking and that is the way to avoid minor incidents at a lower command level damaging the peace process."

Sri Lanka's faltering peace process suffered another setback on Monday when the Liberation Tigers of Tamil Eelam (LTTE) gave an ultimatum to the government to either stop supporting the rebel Tiger leader Vinayagamoorthy Muralitharan, a.k.a. Karuna, or risk war. The LTTE officially told Norwegian truce monitors that they would indefinitely boycott truce review meetings with the military until they stopped harbouring Karuna. "The future of the ceasefire agreement and the peace talks is not in our hands now," the LTTE's political wing leader S.P. Thamilselvan told reporters.
“The Tamil Tigers are stealing children from their homes to put them on the firing line,” said Tej Thapa, South Asia researcher for Human Rights Watch. “Despite all their promises, they are demonstrating absolute disregard for the most vulnerable part of the population it claims to represent.” According to the U.N. Children’s Fund (UNICEF) and local human rights groups, the Liberation Tigers of Tamil Eelam (LTTE) are forcibly abducting children from their homes and threatening parents who dare resist or complain about the abductions. Norwegian-led truce monitors have set off for emergency talks with the Tamil Tigers after their pull-out from meetings reviewing the implementation of a fragile ceasefire, officials said. The head of the Sri Lanka Monitoring Mission (SLMM), Trond Furuhovde, flew to the rebel-held town of Kilinochchi for discussions with the Liberation Tigers of Tamil Eelam (LTTE), government officials said on Monday.

Almost half the Tamil schools in Kedah do not have proper amenities and educational facilities, state MIC chairman and executive councillor Datuk V. Saravanan said. He said the plight was brought to the attention of the relevant authorities several times but to no avail. Regretting the deplorable condition in many Tamil schools in Kedah, he said the party's findings showed that 25 out of 58 Tamil schools in the state lacked proper facilities.
MDMK on Saturday said it was of the firm opinion that there was no need for a ban on the LTTE in India, but it would not demand lifting of the ban.
"A day will come when the ban will be lifted", MDMK Chief Vaiko said, adding he was not demanding lifting of the ban.
Vaiko told a press meet here that UPA's common minimum programme had welcomed the peace talks between the Sri Lankan government and LTTE and said it will support the talks.
India should play a 'positive role' in the peace talks because of geo-political reasons.
The annual meet of the Marumalarchi Dravida Munnetra Kazhagam (MDMK) general council will be held at Tirunelveli on July 11 and 12. The meeting will decide on the course of action for the party ``over the next six months'' but ``there is no question of reviewing the decision to stay out of the Union Government,'' said the general secretary, Vaiko.
He said the meet would be organised to coincide with the anniversary of his arrest under the Prevention of Terrorism Act. The meeting would be held in a grand manner, he said. A conference of district secretaries would be held on July 10.
The situation in Sri Lanka today is that the 2-year-old truce will continue to hold despite the incidents in the east, but the prospect of the resumption of peace talks will recede. Analysts rule out another war unless an unexpected explosive situation occurs. The sites are Chattrapati Shivaji Terminus, earlier called Victoria Terminus in Mumbai, and two Chola dynasty temples in Tamil Nadu. The proposals slated to be presented from India will also include that on Champaner-Pavagadh Archaeological Park in Madhya Pradesh.

The Tamil Nadu government today reinstated all 15,500 temporary employees whose services were terminated two days back. Chief Minister Jayalalithaa said the decision had been taken with a "sympathetic view" following the employees' representations. These employees were taken in service on a consolidated salary of Rs 4,000 per month, after permanent employees went on a strike in July last and were dismissed.

The police arrested 54 persons and registered cases against them under the Indian Penal Code and the Scheduled Castes and Scheduled Tribes (Prevention of) Atrocities Act. The administration also arranged for relief measures and the interim payment of compensation. The study teams have, however, complained that the police arrived on the scene only two and a half hours after the incident, though the nearest police station is within 7 km of the village and some Dalit youth had informed them of the incident while the mob had been on the rampage.

The Centre will “take a fresh look” at a range of issues related to coastal environment management and the 1991 coastal regulatory zone notification that several states have opposed, Union environment and forests minister A. Raja has said. The minister said it has been “brought to my notice” that the livelihood of the poor in coastal areas could be adversely affected because of the notification. Several states have complained that it stood in the way of tourism projects worth crores and fishermen’s groups cried hoarse against restrictions on netting their source of livelihood. The optimism that was there in the beginning is now fading away because of a lack of firm commitment in the handling of the peace process by Her Excellency the President or the present government. For an example I could cite that when the TNA met President last Thursday (June 10) she came out and said of her own volition that she was prepared to talk to the LTTE on the basis of the ISGA proposals. Although she had always indicated that while the talks on ISGA proposals are taken up, the core issues also have to be taken parallel to this, she said that day that since the Tigers have indicated that they can only talk based on the ISGA proposals, she had now decided to speak to them on the basis of the ISGA, not insisting on the core issues immediately.

Mr Dharam Singh informed the prime minister that some quantity of water has already been going to the Mettur dam since Thursday morning from the Kabini reservoir because of the heavy rains in the catchment area. “When the prime minister of the country makes a request, how can I say no?” the chief minister told reporters in Bangalore on Thursday. He also said that the prime minister’s direction would have to be followed. Chief Minister Dharam Singh, it is understood, told the prime minister that 12,000 to 15,000 cusecs of water had already been released due to heavy rains in the catchment area.

Location/Area of Operations : The Tigers control most of the northern and eastern coastal areas of Sri Lanka but have conducted operations throughout the island. External Aid : The LTTE’s overt organizations support Tamil separatism by lobbying foreign governments and the United Nations. The LTTE also uses its international contacts to procure weapons, communications, and any other equipment and supplies it needs. The LTTE exploits large Tamil communities in North America, Europe, and Asia to obtain funds and supplies for its fighters in Sri Lanka.
The documents also detail general and caste-group customs and laws of the Northwest regions along with Jaffna, Trincomalee and Mattakalappu where the matriarchal system of inheritance prevailed. The customs of the Mukkuvars, a community chiefly engaged as divers in pearl fisheries, (not included in the documents) have been provided with a Tamil translation of an English publication which is not extant. Two chapters deal with the laws of Muslims and the customs of the fishermen-communities settled mostly in the coastal areas.
Among the participants were country and field representatives from UNICEF, UNHCR, ILO, WHO, ICRC, FORUT, OXFAM, CARE, World vision etc. The participants contributed immensely in the discussions relating to practices and procedures in the areas of development, resettlement, rehabilitation and many of them suggested valuable ways and means of cutting down bureaucratic and administrative delays in effective humanitarian delivery. As expected by the Tamils, the Sri Lankan president is at her tricks again. That is - giving the impression that she is ready for peace talks in one hand and totally rejecting them on the other. So far, this tactic has worked very well with her Sinhalese political friends and foes. It confuses them and, while they are trying to get out of the confusion, the president moves on. Will it work with the LTTE? There is no sign yet that it does. Tamils have experience from the days of the president's father. Furthermore, she is not doing something that her predecessors haven’t done, as far as Tamils are concerned. The Sinhalese political elites will never want to accept a peaceful solution unless they are forced to by someone. There are several pressures at the movement from inside and outside of Sri Lanka to accept a peaceful solution.

The Tamil National Alliance (TNA), a proxy political movement of the rebel Liberation Tigers of Tamil Eelam (LTTE), had its first direct meeting with Kumaratunga since the April 2 parliamentary elections late Thursday. The TNA, which has 22 legislators in the 225-member assembly where Kumaratunga's Freedom Alliance is a minority government, insisted that a Tiger blueprint for self-rule be implemented to jumpstart stalled talks. Children tell stories of facing military attacks from the 1980's right until the ceasefire of 2002. The children narrate all forms of attacks on civilians that they have directly experienced. Death of parents as a result of bombing, death of parents due to shelling, loss caused by landmines, arrest by army and disappearance, shooting, attacks on boats are all in the stories of children. Death of a parent is only the beginning of the trauma faced by children. Many tell stories of how their parents have been injured in the attacks by the military and lost the ability to take care of the children. Delhi's diplomatic engagement with Colombo on the peace process can be expected to increase too. However, Delhi can be expected to use its multi-faceted leverage with Colombo to push the Lankan government to address Tamil aspirations. An official in the Ministry of External Affairs told Asia Times Online that there is "a difference between the Tamils and the LTTE" and India's Sri Lanka policy "will reflect that difference". Dr. Deraniyagala, Consultant to the Sri Lankan government on Archaeology, said that Sri Lanka was an extension of the Indian subcontinent for at least 8,00,000 years of the last one million years, when the sea level was lower than it is at present. Sri Lanka and India were part of one (land) mass, linked by a land bridge. It was estimated that the sea level could have dropped on at least 17 occasions in the last 7,00,000 years, resulting in the creation of a land connection. The last separation from India would have occurred about 7,000 years ago. It was, therefore, possible that humans were present in Sri Lanka at least as early as one million years ago, he said.
A three-member central team will assess water availability in Tamil Nadu and Karnataka in the wake of a row between the two Southern States on sharing of Cauvery waters. The team comprising senior officials from Central Water Commission and Ministries of Agriculture and Water Resources would visit the Cauvery basin area up to Mettur Dam in Tamil Nadu and reservoirs in Karnataka to get first hand information, official sources said here today.
Karnataka has said there was no question of immediate release of Cauvery water to Tamil Nadu and denied there was any request from Prime Minister Manmohan Singh to this effect. "There is no communication as of now on water release. However, a communication has been received to the effect that a delegation of Tamil Nadu led by Union Minister T R Baalu would visit here to hold talks," senior Minister P G R Sindhia told reporters on Tuesday.

The Prime Minister, Manmohan Singh, tonight held a meeting with the Minister of Water Resources, Priya Ranjan Dasmunshi, and senior officials of the Union Cabinet and the Law Ministry to discuss the Cauvery water dispute and the Sutlej-Yamuna link canal issue. The two subjects have assumed significance as an all-party delegation of Members of Parliament from Tamil Nadu is meeting the Prime Minister tomorrow morning to seek Cauvery water for the State as per an interim award of the Cauvery Water Disputes Tribunal.
In another development, Central Minister T.R. Balu has announced that the Sethusamuthiram project will start soon. One has to wait and see whether it will really start or not. Question : You are saying that you were observed 2 phase elections at Kashmir. In which way you have observed?
Agni Subramaniam : In J & K, there were 6 parliamentary constituencies. Elections were held in 4 phases. I observed First 2 phase elections. [I phase in Jammu & in Barammulla and II phase in Srinagar].
At Barammulla, I went to rural areas like Sopur and Rafiabad. These are very border areas of Pakistan. I met lot of people. As per my knowledge, I can tell that Kashmiris has not casted their vote willingly.!

I enquired,' you are below aged and how can you come for voting?’ He replied that his name is in the voter list and Security Persons knocked his doors in the early morning and compelled to cast his vote. Also the army persons said that after 2 days they will see whether the persons voted or not. This type of voice I heard in several parts of Barammulla district. This evidences shows that free and fair election has not been taken place in Kashmir election.

The DMK and its allies in Tamil Nadu meet in Chennai today over the Cauvery river water dispute. The DMK, a key constituent of the Congress-led government at the Centre, is expected to put pressure on the Union Government to help resolve the Cauvery water issue.

In Tuticorin district of Tamil Nadu, dalits living in the Melmaandhai village have decided to embrace Islam because of oppression by the upper caste people. The mass conversion comes soon after the state Chief Minister Jayalalithaa repealed the controversial anti conversion law.
The People's Union for Civil Liberties (PUCL) has urged the State Government to grant adequate relief to those affected in the May 16 clashes at Kalapatti, near here. A PUCL team, which visited the village, has also pleaded, in a report released here, that the Government come out with a White Paper on the situation in areas surrounding Kalapatti, including Somanur, Avanashi, Karacheri, Kulathur, Valayapalayam, Kalipalayam, Paramasivapalayam, Pallapalayam, Neelambur, Madhapur and Samalapuram as " subjugation of lower castes is still in vogue there."
At a meeting held today between GOSL and LTTE representatives LTTE agreed to immediately establish a direct liaison with Sri Lanka Police. The LTTE further agreed to provide information to assist with the identification and apprehension of criminal elements in Batticaloa area. The meeting took place in the Divisional Secretariat of Vavunathivu today, Wednesday 2nd June at 1100 hrs. Acting Head of Sri Lanka Monitoring Mission, Mr. Hagrup Haukland, chaired the meeting.
A meeting between Batticaloa-Amparai Special Commander Col. Ramesh and the Sri Lankan Army Chief of Staff and East Overall Operations Commander Major General Shantha Kottegoda took place in the noman's land at Vavunativu in the Batticaloa District.
It advocated intensive international cooperation to combat crime and terrorism. The country is vulnerable to the growing violence of a wide range of extremist groups even if it is not directly targeted, the report found. Apart from terror groups, police cited domestic security concerns surrounding Albanian, Macedonian, Turkish, Kurd, Sri Lankan Tamil and Middle Eastern militant groups, as well as active right wing and left-wing extremists. Switzerland’s reputation as a stable financial haven has added to its vulnerability to money laundering, although there is little evidence that terror groups, according to the report, are using Swiss banks.
The Centre will consider various options to fund and implement the Sethusamudram project, including through a special purpose vehicle (SPV) in which major ports on the eastern coast will have an equity stake. Private companies will be allowed 49 per cent stake in the SPV, which will take the build-own-transfer route to implement the project of deepening the sea channel between India and Sri Lanka.
The vacation Bench of the Madras High Court on Wednesday granted permission to MDMK general secretary Vaiko, facing charges under the POTA, to visit the US.The division Bench, comprising Justice P K Mishra and A Kulasekaran, granted the permission to Vaiko to visit the US on a petition filed by him on May 28.MDMK sources said Vaiko tentatively planned to leave for the US on Thursday and return on June 20.

The World Bank official met with Mr. S.P. Many Dalit houses were burnt and properties like televisions, grinding machines and cycles were damaged or set on fire.
Unidentified gunmen shot and killed an ethnic-Tamil journalist in eastern Sri Lanka on Monday, police said. G. Nadesan, correspondent for the Colombo-based Virakesari Tamil daily newspaper, was shot when he was going to a temple in the town of Batticaloa , said a police official, speaking on condition of anonymity.The motive behind the slaying was not immediately known and there was no claim of responsibility.
Formalities for sending back about 3,000 Sri Lankan Tamil refugees from Tamil Nadu are nearing completion. Documents, including travel papers, are being processed and the arrangements will be over in two or three days, Sumith Nakandala, Deputy High Commissioner for Sri Lanka in south India, said today. The refugees are staying in camps at Okkur in Sivaganga district and at Alaiyur.

Nearly 100 Dalits' houses were attacked by 200 upper caste members using swords and other sharp and deadly weapons. Many Dalit houses were burnt and properties like televisions, grinding machines and cycles were damaged or set on fire.
The perpetrators also killed the cattle of the Dalits and set fire to the cattle. They assaulted women by sexually abusing them trying to pull off their sarees. Nearly 100 Dalit houses were completely burnt to the ground due to these fires. Most of the people sustained serious injuries all over their bodies including their heads, necks, backs, cheeks etc due to the cuts caused by the sharp weapons. The upper caste people also pushed the Dalits to the ground and stamped them with their legs, abusing them using degrading caste names. The dominant caste mob had taken away money and jewels from the Dalit houses as well during the violence.

attack was carried out for nearly two hours, from 6.30 -8.30 p.m. The Dominant caste mob was so violent that the 8-month year baby boy of Gopal and Nithya, who was sleeping in a cradle, was hit against the wall in a most inhuman manner. Also a 75 year old Muthan s/o Mottaiyappan who was just then returning from work to the village was hit by sharp weapons immediately when he got off from the bus. This innocent old man did not know for what reason he was attacked so brutally. Another old woman named Valliammal (45 years) w/o Kittan was hit on her head and started bleeding badly when she went to rescue her son. Most of the Dalits tried to escape to save their lives. The new Congress-led government at the Centre, of which the DMK is a key constituent, has consented to accord the 'classical language' status to Tamil, party supremo M Karunanidhi announced today. This would be officially announced as part of the new Common Minimum Programme to be released this evening by Congress President Sonia Gandhi, he said, addressing a gathering here.
The USA and India have recently made statements on the Tamil issue which need some careful examination. The USA’s Ms. Rocca made a statement asking the LTTE to lay down their arms. There have been different reports on exactly what she has said. However, at the outset, she wanted the LTTE to stop the violence. If she meant the same, it is worthwhile for the USA to note that the LTTE stopped the violence in 2001 after signing the CFA. If Ms. Rocca wants the LTTE to disarm itself that is another matter. If the LTTE disarms, they become a bunch of people who can only scream when the Sri Lankan army beats the hell out of Tamils. We like to think that Rocca's statement is not intended for the LTTE but for the JVP and other hardliners in the south.
An international donors meeting on Sri Lanka next week is expected to push for a resumption of peace talks between Colombo and Tamil Tiger rebels, the US State Department said.

There was increasing concern at the erosion of human rights protections in the context of "anti-terrorism" measures against armed political groups, and continuing communal tensions. Systemic discrimination against vulnerable groups – including women, religious minorities, dalits a!

adivasis (tribal people) – was exacerbated by widespread use of security legislation, political interference with the criminal justice system and slow judicial proceedings in a continuing climate of impunity. Tensions remained high in the state of Gujarat in the aftermath of widespread communal violence in 2002. Witnesses to the violence and human rights defenders were threatened and concerns grew about the impartiality of institutions of the criminal justice system in the state, including the police, prosecution service and elements of the judiciary. A committee constituted by the Ministry of Home Affairs suggested recommendations for the reform of the criminal justice system which could potentially undermine human rights protections even further.
India: [January to April 2004]
In Jammu and Kashmir, two human rights defenders belonging to the "Coalition of Civil Society" (CCS), Asiya Jeelani and driver Ghulam Nabi Sheikh, were killed during election monitoring activities on 20 April. In January 2004, tens of thousands of activists from around the world gathered in Mumbai for the World Social Forum (WSF).
In a meeting that lasted for about 90 minutes, Mr. Erik Solheim, the Special envoy to Sri Lanka and Mr. Hans Brattskar, the Norwegian Ambassador to Sri Lanka conveyed to Mr. Tamilselvan the thinking of the President on recommencement of peace talks. Mr. Solheim said that the President is of the view that the discussions on ISGA proposals should take place parallel to the discussions on core issues.
Chief of banned outfit Tamil Nadu Liberation Army (TNLA), Suba Illavarasan was arrested today.Suspected to be a close associate of forest brigand Veerappan, Illavarasan, was arrested by the Special Task Force of Tamil Nadu from Erode area. Illavarasan, who had been evading arrest since long, was wanted in several cases including bomb blasts at Ariyalur, Perambalur and Villupuram TV station.
Patti Mandram (Tamil Debate Talk Show) will be staged on Friday in Hall One of the Bahrain International Exhibition Centre, from 6pm. Prof Pappiah, who is famous for his talk show on India's Sun TV, will lead discussions during the event, which is hosted by the Indian Club.
LTTE started the war of liberation in response to an unambiguous mandate given by the Tamil people to their representatives to win back their lost rights, and as a reaction to state terror. However, unlike most other guerilla groups or liberation fighters who fight and disappear, LTTE's leader is deeply concerned with all aspects of the lives of Tamils. He wants Tamils to have a full and fruitful life-style and enjoy a high quality of life. He has created several sections or departments to attend to various aspects of life, and each of the persons in change reports directly to him monthly. He has created moral action groups which go around checking for illegal drug taking, brewing illicit liquor, immoral behavior, pornographic films, and other deprecatory activities, purposely introduced by the army during its occupation in order to degrade the morals of Tamil society. Perpetrators are warned, and in some cases punished. The leader has made available a "Complaints box" in which anyone who wishes to complain to him can deposit their complaint. All such complaints are read and action taken. He has ordered that not a single child should beg on the streets. If a child is found doing so, the families are admonished and in some cases the children are brought to hones run by the LTTE, where they are well cared. He personally supervises the running of the Chencholai Children's Home for girls, (about 250 children), the Kantharuban Arivucholai for boys, (about 200 children) and the Navam Arivu Koodam for wounded soldiers, (about 300 cadres).

Village development scheme
Started in May of 2000 there are a total of 29 villages in the districts of the North covered by this scheme.
Actions
Clearing roads and lanes of bush or other growth using voluntary work of the villagers; repairing roads; instructing on giving up of bad habits such as drinking; giving coconut, Palmyra, jack and lime seedlings for planting; giving loans to buy fishing nets and implements; giving nutritious food to ill-nourished children; conducting eye examination and giving free eye glasses; sending cancer patients for treatment to Colombo; giving school implements to children not attending school and sending them to school; providing solar power to hold evening classes; and to children parks; introducing the saving habit by depositing small amounts in people's names in saving banks; arranging monthly mobile medical services; arranging health awareness seminars; encouraging home gardens; providing adult education; publishing news letters; back to school programs for school dropouts; building community halls and schools for evening classes; providing wells & toilets; giving cows and goats for rearing; allocating jungle land to the landless; giving instructions on good living; giving help to register unregistered births, marriages, and deaths; repairing village tanks; giving money to needy families; helping needy farmers with small grains, home garden & paddy seedlings; encouraging keeping the village clean by shramadana; giving revolving loans for self employment; giving documentation for ownership of land; supplying cadjan for roofing and establishing first aid posts.
Heath service
Dispensaries have been built in 10 locations with each having a vehicle for mobile service. Medical service and medicines are free. There are two small hospitals run by LTTE where a small charge is made. Classes are conducted in personal and environmental health. Chlorine is sprayed onto wells in the areas. Some patients are sent by ambulance to the District hospital where LTTE volunteers also work. Pregnant women and children are given nutritious food and medicine. Tamil expatriate doctors treated patients in these hospitals and dispensaries. Vaccines are given for polio and other infectious diseases, and tablets for hookworm. On days that polio vaccine is given a unilateral ceasefire is observed. Education on prevention of diseases is given. Prevention of cholera, dengue fever and malaria is propagated through lectures, musical performances and dramas. Cleanliness is insisted in common places like restaurants.
Educational service
Education council of Tamil Eelam was formed on Dec 1st 1991. Action is taken to improve the educational standard of students, particularly those whose studies were affected by the war; improve the quality of teachers; emphasize the attachment to our language, nationality and homeland; introduce a scheme of education to suit current and future conditions; give equal opportunities to each child; pay respects and follow our culture and customs; instill the concept of friendship and unity with other communities; provide employment oriented education by starting schools for vocational training, fine arts and higher level teachers' training institutes; print new text books and a monthly newspaper called "national uprising"
Teachers of certain subjects are given training. Students of Tamil civilization getting an "A" grade pass at the A level examination are given a prize of Rs 5,000. Prizes are given to teachers who sit for an examination on writing in Tamil. Teachers of fisheries as a subject are encouraged by printing textbooks and training, placing them in schools which teach that subject, and paying an extra allowance. Prizes are given to students who perform well at the "A" level exams. Three day residential training is given for Principals of grade one schools. Payment of salaries is made to voluntary teachers. Backward students are given special evening classes and lunch. Several thousand slow learners are given special tuition in certain subjects. Language is the hallmark of a nation. Due to foreign influences, the Tamil language has been corrupted. Action is being taken to revive its purity.
Students' organization
The objective is to bring together all students under an umbrella organization by catering to the growth of their education and other needs. It has taken root and grown in all districts and brought students together protecting their education, sports, race, language and culture against inroads by Sinhalese control.
An educational trust called Malaravan Trust was established by the LTTE to support 55 university students living below the poverty line, by depositing Rs. 2,000 per month in their bank accounts to enable them to continue their studies.
In order to solve the shortage of teachers in certain subjects in backward schools 16 teachers were appointed to teach Science, English, Mathematics, Tamil, Music and Life Science. With a view to advance the progress of the student community, Tamil student societies were formed in each school. Sub- comities of the societies were formed for (a) Education (b) Health & Medical (c) Sports (d) Publications (d) Political awareness (e) Advancement of society (f) Art and Culture (g) School activities. (h) Scouting.
Sports Department
This was formed to encourage students to participate in sports activities so that they may grow to be healthy and active citizens, proud of their heritage, and earn a name in the field of sport for themselves and their nation.
Sports events are held at Pradeshiya Saba, District and Provincial levels. Students are provided with lectures & training camps. They are then selected to participate at the national level. Those in-charge of sports contact the ministries of sports and youth affairs, clubs and other sport bodies, and encourage interaction with them.
Information Division
This division is involved in propagating the policies and activities of the LTTE through meetings, discussions groups, seminars, debates, videos, compact discs, musical performances, theatre, street corner plays, handbills, news papers, magazines, televisions, and radio.
Bookshops have been opened in all 8 Districts to sell books on modern thinking, social upliftment and the publications of the LTTE.
Forest Protection Division
Protection of the forests, which suffered destruction during the war, is given importance. Research is being conducted on this and environmental concerns. Since 1994 several hectares have been replanted with thousands of useful trees. Wood and firewood are sold from depots in each of the districts. It had also become necessary to protect certain wild animals and birds and impose restrictions on cutting down of trees. Sand removal from certain areas has been restricted. Trees are being planted on barren lands on an experimental basis and those that damage the environment are removed.
Division for helping families of Martyrs
This division looks at the economic situation of families of martyrs and current members of the fighting force and gives them necessary help. This is also extended to the border protection force. Help is given in the form of grants, loans and houses. Some are accommodated in special homes. Help is also given towards medical & educational expenses. Vocational training is given and employment found for members of the family.
Administration Division
This division oversees administration and finance and ensures proper accountability. It also oversees the activities of co-operative societies.
College of political science
All cadres are given a course at this college. Students are taught all aspects of the Tamil struggle, politics and the economy. They are also taught about liberation struggles and trends in politics world - wide. This enables them to correctly discuss and guide members of the public with whom they come into contact. The college publishes a monthly magazine called " The direction".
Martyrs history records division
This Division records the history of individual martyrs, their background, the battles fought and achievements. These are preserved and contribute to the growth of the struggle. A procedure outlined by the leader is followed from the time of attaining martyrdom to the time of burial with appropriate honors.
The cemetery is called "Thuyilum Illam" using the concept that they are sown and are resting. The cemeteries are well maintained under the care of cadres.
Information Division
1. Publications There are two daily, one weekly, and two monthly newspapers published by different sections of the LTTE. There are two magazines, a monthly one by the department of Arts and Culture and a quarterly one by the Women's Research Unit.
2. Videos are produced on battle front action, short and full length ones based on armys' atrocities, and news analysis by the Nitharsanam TV Unit.
3. A photograph unit records the events connected with the liberation straggle.
4. Voice of Tiger and Tamil Eelam Radio stations broadcast news item of interest to Tamils, opinions, and music. This division is also in-charge of arranging news conferences.
Arts and Cultures Department
Its activities are aimed at advancing the arts and culture of Tamils by encouraging artistes to have performance in the villages of each district. This department has been able to gather together artists and intellectuals who had been supporting our struggle, both openly and covertly. Vezhicham magazine, an arts & literature magazine of this department is published.
Legal system
The legal system has been changed from the earlier "Thesa Valaman" or customary law. The chief change is that under the new system men and women are treated as equal before the law, particularly in regard to property rights. Contrary to popular rumors, if some one resident overseas owns property in the Tamil homeland, he/she can claim it if they have proper deeds. If another person had put up a building on the property, that person can claim compensation for the money spent from the legal owner. If is illegal to discriminate on the basic of caste.
LTTE has a law college where prospective lawyers have to complete a three-year course. There are 6 District Courts, one Appeal Court where three judges sit, and a Superior Court in which five judges sit. Since the inception of the court system about 34,000 cases have been heard and only 700 appeals, have been filed against the verdicts, with about 50 appeals to the Superior Court.
Rumors are also afloat that expatriates visiting the Tamil homelands are told by either by the LTTE representatives in their countries of residence or by the LTTE on arrival that they should give the LTTE amounts of between Rs.40, 000 to 50,000. The leader himself says that this is not true and he would like to be told of such instances of any. He says that they welcome voluntary contributions to meet part of their expenses, but do not compel anyone.
Police system
There is a police academy and 17 police stations. The number of police personal is about 1,600. There are four correction schools for convicts.
Medical college
There is a medical college where the duration of the course is five years. Students sit for the same examination as students from the medical faculty of the University of Jaffna.
Mayoori Illum
15 girls wounded in the war and paralyzed below the waist are cared for in this home. Each of them has a wheel chair and a computer. They have been trained on the computer in graphics and editing. They produce compact discs of liberation songs with background scenes to match the words of the songs. They also type books on the computer. Another about 75 such wounded cadres has been given training in various fields of activity and is found employment or are self-employed.
Replacement of borrowed funds
LTTE has been repaying money borrowed from the public using a lottery system. All the borrowings will be repaid.
Disaster relief
When a disaster such as the floods in the South took place LTTE made meaningful contributions to the relief of victims.

"We will be happy to carry out reconstruction in 'uncleared areas' if we are welcome there," Sen said while presenting a gift of musical instruments to a folk art centre based in the northern peninsula of Jaffna, the former Tiger stronghold. Territory controlled by the Liberation Tigers of Tamil Eelam (LTTE) is officially described by Sri Lankan authorities as "uncleared areas" and any work there must have the approval of the rebels. India's laws prevent officials having any dealings with the Tigers and Sen said he did not expect direct government engagement with the rebels. "There is no question of the Indian government's engagement with the LTTE," he said Tuesday, adding however that Indian public and private sector companies could go into the "uncleared areas" if they were welcome. India has also already announced it is willing to provide grants and credits and is prepared to offer a reconstruction package to Sri Lanka. Sen's remarks came a day after the Tigers asked India to reconsider its extension of a ban on the rebels.

Q: So going by the statements made by the LTTE the impression one would get is that the LTTE wants to start the talks as early as possible. It is ready to start talks straight away but the delay is on the side of the government for it to make its response to start the process?
A: Yes. Certainly the delay is now on the part of the government. But once the decision is made on the government level and conveyed to us by the facilitators we will immediately proceed with taking the next steps of moving forward, the fixing of location, time, venue and all that. And then as you rightly mentioned, we are prepared to recommence negotiations at any time the government notifies us.
Q: Now how does the law operate with regard to criminal offences? How does the police prosecute in the courts people who are arrested for criminal offences?
A: When the public comes and complains the police will investigate. Any person has to be produced before a magistrate within 48 hours. In Sri Lanka I think within 24 hours they have to produce the suspect. But here of course 48 hours because in the past we didn't have any transport facilities. For example, if you arrest a person in Mannar area we have to bring him to Pothukuduriupa courts in Mullaitivu. It takes three days since there is no transport because an economic embargo was imposed at that time.

Less than a week after her party, the AIADMK, was swept away by a wave of anti-government sentiment in the general elections, Chief Minister J Jayalalithaa on Tuesday announced a series of rollback of her earlier decisions, including the repeal of the controversial anti-conversion law, re-introduction of free power supply to farmers and huts, and dropping of disciplinary proceedings and punishments against government employees.
The wide-ranging announcements came in a press release in which Jayalalithaa said, ‘‘My government has always been a people’s government responding to their needs and aspirations.’’ She also cited as reasons, among others, representations from various quarters, her own magnanimity, and the need to foster good relations and dispel misapprehensions, for the reversal of her government’s earlier controversial decisions.
DMK President M Karunanidhi has termed Jayalalithaa’s withdrawal spree as the 41st win for the DMK-led alliance. Talking to reporters in New Delhi, Karunanidhi pointed out that Jayalalithaa did not make any new announcement.
He said scrapping all the welfare measures introduced by the DMK-government and restoring them after an election debacle is a move, a day too late. Karunanidhi said, the measures are mere gimmicks aimed at winning the next election. He added that people will not be deceived by Jayalalithaa’s stunts.
In the last 3 years, Jayalalithaa threw out all the welfare measures brought in by the DMK regime. But now, after an election debacle, their reaction is like the Tamil saying: choosing to worship the sun after going blind.....”
The Madras High Court today directed the POTA special court at Poonamallee to return a diplomatic passport to the Marumalarchi Dravida Munnetra Kazhagam chief and former Member of Parliament, Vaiko.
A Division Bench permitted Mr. Vaiko to surrender the passport to the authority concerned, which shall keep it intact and produce it in the special court, if required.
Sitting in the vacation court, the Bench, comprising Justice N.V. Balasubramaniam and Justice N. Kannadasan, said it was open to Mr. Vaiko to apply for a fresh passport. The passport authority would consider the plea in accordance with the law.
Mr. Ian Martin former, head of Amnesty International and currently human rights advisor to the Sri Lankan peace process, visited Kilinochchi and met with Mr. S.P. Tamilselvan, Head of the LTTE Political Wing today 17th May 2004 in the LTTE Peace Secretariat.
In the second leg of his visit to Sri Lanka this time, Mr. Yasushi Akashi, the special Japanese envoy visited Kilinochchi today 18th May 2004 and had a meeting with Mr. S. P. Tamilselvan, Head of the LTTE Political Wing at the LTTE Peace Secretariat.
The special envoy expressed his appreciation of the steadfast manner and the commitment with which the LTTE leadership is involved in the peace process. He stressed the necessity to recommence negotiations early so that international assistance could be channeled into the NorthEast for reconstruction, rehabilitation and resettlement. He reminded that the Hakone declaration that international assistance is contingent on the progress of the peace process. He also said that the government and the LTTE should demonstrate the genuineness of their interest in the peace process.

The DMK-led Democratic Progressive Alliance has sought the resignation of the AIADMK government in Tamil Nadu, saying it was responsible for the mass deletions in the voters’ lists. The DPA met at the DMK head quarters Anna Arivalayam in Chennai today. The meeting, chaired by DMK President M Karunanidhi, was attended by DPA leaders including S R Balasuramonian, S Ramadoss, Vaiko, N Varadarajan, R Nallakannu and K M Khader Mohideen. The hour-long meeting resolved to thank all those who worked for the massive win of the DPA.

The Indian state's proclivity to harass and terrorize has been institutionalized by the draconian Prevention of Terrorism Act (POTA). In Tamil Nadu, the act has been used to stifle criticism of the state government. Under POTA you cannot get bail unless you can prove that you are innocent - of a crime that you have not been formally charged with. It would be naive to imagine that POTA is being "misused". It is being used for precisely the reasons it was enacted. This year in the UN, 181 countries voted for increased protection of human rights. Even the US voted in favor. India abstained.

President Chandrika Kumaratunga appointed Jayantha Dhanapala as Secretary-General of the Secretariat for Coordinating the Peace Process, viz the Peace Secretariat. Sri Lankan Prime Minister Mahinda Rajapakse, has told the BBC that peace talks with Tamil Tigers rebels will resume before the end of July. Mr Rajapakse told the BBC Sinhala service that the opposition United National Party has already said that it will support the negotiations.

"It's difficult for Norway to keep Sri Lanka in the international agenda unless the parties make progress," the source said. "The huge support last year was due to the feeling peace was possible in Sri Lanka."

We have not detected any such thing. We have received messages from the LTTE, which do not talk of preconditions at all. Now the theory is that the LTTE is saying that this is a take-it-or-leave it situation, "either you accept the ISGA [Interim Self-Governing Authority] in toto before the talks start or we won't come to talks at all". I don't think this is factually correct at all. A certain degree of caution has to be exercised in determining from where these messages are coming.

The Sri Lanka Tamil Media Alliance strongly condemns the Police raid on journalist Sivaram Dharmeratnam's home in Colombo. A large number of Policemen armed with assault rifles raided Mr. Sivaram's home around 8.30 on May 3 Monday night. Mr. Sivaram was away in Batticaloa on Monday to attend a get-together organised by the East Journalists' Association to mark World Press Freedom Day. Mr. Sivaram's wife and three children were in the house at the time. The officer who led the Police team informed her they had information that dangerous weapons were concealed in Mr. Sivaram's house and hence wanted to search for them. Policemen searched the house and its compound for almost an hour but found nothing.

Tamil as a Classical Language is well established and corroborated by several authorities, some of whom are mentioned in this article. However, according to Perungkavikko Dr. Va. Mu. Sethuraman, a leader in the movement to get the Indian Central Government to declare Tamil as a Classical Language, the government grant will help take Tamil to the next level for humanity?s well-being. With units in 14 countries overseas it receives funding from both the local as well as expatriate Tamil communities, local and International NGOs, UN Agencies, the World Bank, the Asian Development Fund as well as the Sri Lankan government. TRO has also established a Socio Economic Development Bank with 5 branches for rural development.

The President and Mr. Helgesen had initial consultations on all aspects of the peace process. The Norwegian delegation will continue the consultations with the LTTE Monday 3 May to explore possibilities of recommencing direct peace negotiations between the Government of Sri Lanka and the LTTE. “It might take some time before the parties are in a position to return to the negotiation table and in the meantime it is important for both sides to respect and abide by the cease-fire agreement and to work closely with the SLMM”, said Deputy Minister Helgesen.
What are its objectives? To look after the downtrodden among the backward castes. In actuality, it is the political party of the Vanniyars, who are concentrated in the northern parts of the state. As the Vanniyars grew in clout under the PMK's banner, clashes with Dalits became a regular feature. The two communities form a significant bloc -- as per the 2001 census, while the Vanniyars comprise 12.4 percent of the state's population, Dalits account for 22 percent.
People stood patiently before the mobile electronic voting machine (EVM) that was fixed on a van to cast their franchise. Instead of symbols of political parties this EVM had 10 demands against each button.
The voters could prefer any one of the demand and vote for it. The one that would be polled the maximum number of votes, would be placed on top of the priority list of demands. The list of demands included compulsory education up to the age of 18, elimination of all forms of child labour including from Salem silver anklet industry, employment opportunities for their parents to ensure living wages, ensuring nutritious food for all children with extra care on girls and allocation of adequate funds for child development.

Tamil Nadu chief electoral officer (CEO) Mrutyunjay Sarangi today warned of "very stern action" against those attempting to disrupt the election process on May 10.
Sarangi, after reviewing security arrangements for the Lok Sabha polls with top civil and police officials, said in a statement here tonight that sensitive constituencies would be identified on the basis of past history, political problems and the contesting candidates.
Three Tamils were killed and four were wounded when Police opened fire on crowds in Kandapola, 16 kilomtres from Nuwara Eliya, Sri Lanka's main hill country town and holiday resort, on Wednesday night. Curfew has been declared in the area following clashes between Tamils and Sinhalese which flared up late Wednesday afternoon over a vehicle accident in Kandapola. A senior Tamil MP of the Ceylon Workers' Congress slammed the Police for precipitating the communal violence. "The Police acted in a very partial manner", he said. Fourteen Tamil shops in Kandapola were smashed up and ransacked.
Sri Lanka's new government held its first talks with neighbouring India ahead of plans to revive stalled peace talks with Tamil Tiger rebels.
Lakshman Kadirgamar, the foreign minister in President Chandrika Kumaratunga's government, met Indian leaders on a brief visit to New Delhi before Norwegian peace brokers begin a trip to Sri Lanka at the weekend.
Expressing hope for an early resumption of the peace process in Sri Lanka, India today said that an enduring solution to the vexed issue afflicting the island nation could be found only through the internal political processes. "The Government expressed the hope for an early resumption of the peace process and for a negotiated settlement acceptable to all sections of Sri Lankan society within the framework of a united Sri Lanka," an External Affairs Ministry spokesman told reporters here. His statement came after the visiting Sri Lankan Foreign Minister, Lakshman Kadirgamar, held detailed discussions with the External Affairs Minister, Yashwant Sinha, and the National Security Adviser, Brajesh Mishra.
The LTTE on Tuesday established full control over the region earlier held by a renegade group. The group crippled their artillery guns and mortar launchers before ending their factional war with the main guerrilla outfit. The renegade commander V. Muralitharan, better known as Karuna, ordered the destruction of the heavy guns. The main Tiger outfit freed 269 fighters who surrendered to them. Out of the combatants freed, 152 were child soldiers.

As a result, the HLP will now be able to aid the two Marxist terrorist groups that were the subject of the lawsuit. One of the groups, the Sri Lankan Liberation Tigers of Tamil Eelam (LTTE), is responsible for over 200 suicide bombings, including attacks on mass transit and other civilian targets and the assassinations in the early 1990s of the prime ministers of India and Sri Lanka.
The Tigers released 35 child soldiers last month in the northeastern port district of Trincomalee. The former combatants, all boys between the ages of 12 and 18, were handed into UNICEF custody. However, when the 35 children were freed, the LTTE said: "Since the LTTE and the (Colombo) government signed the Action Plan for Children Affected by War on 16 June, 2003, the LTTE has continued to recruit more children ... than they released."
Colonel Karuna, the commander of a breakaway faction of Sri Lanka's rebel Liberation Tigers of Tamil Eelam, fled from his jungle base after the main rebel group attacked his camps in the east of the country.
Chief Minister Jayalalithaa today requested Prime Minister Atal Behari Vajpayee to take steps to set free 67 Tamil youths who have been left in "virtual captivity by unscrupulous job brokers" in Malaysia. In a letter to Vajpayee, she said these youths were promised employment in a factory named Flestronics of Andaraya Malaysia with salaries ranging from Rs 10,000 to Rs 15,000 and induced to pay sums ranging from Rs 75,000 to Rs 1 lakh to the brokers, who promised them to get the jobs.
"According to information we have received, Karuna seems to have given up," Eric Solheim, a key broker for the Norwegian-backed peace process, told The Associated Press. "We are still uncertain about Karuna's destiny."
The government formed after the election would look at various ways to promote the Tamil language and culture in South Africa, President Thabo Mbeki said. He said to loud applause that the country should consider allowing the teaching of the Tamil language in schools. "It would make no sense that ... we loose such a valuable language," Mbeki said. He was addressing the Tamil Federation's New Year celebrations attended by thousands of Indians at Chatsworth, south of Durban. Mbeki also said regular consultations between the government and Tamil organisations needed to be improved so that the State could respond to the concerns of the Tamil people more effectively.
LTTE claimed control Sunday of an area where a renegade faction was based and declared a two-day truce to allow civilians to celebrate the Buddhist and Hindu New Year.
The Liberation Tigers took control of the areas held by the Karuna Group in the Amparai District on Saturday night. Troops led by the LTTE's Amparai district military commander, 'Janarthan', moved into the main base areas in Kanjikudichcha Aaru region, about 96 kilometres south of Batticaloa, from Saturday evening, sources said. Meanwhile, advance commando teams of the LTTE moved into the southwestern sector of the Batticaloa district and began consolidating strategic positions there since Saturday morning.
The real challenge for the Dravidian parties, however, relates to larger issues such as federalism, social justice, empowerment of women and Dalits and the language and cultural interests of Tamils, which the Dravidian Movement has been espousing for long. The association of the principal Dravidian parties with coalition politics at the Centre for over two decades has not helped them make any significant headway in respect of these issues. Despite repeated appeals to the Centre to make Tamil an official language at the national level, no initiative has been taken, observes a PMK handout. The MDMK has regretted that Hindi is still being "imposed, though indirectly" through directives. Even the demand of the Dravidian parties that Tamil be declared a classical language, which had the backing of almost all the national parties including the Bharatiya Janata Party, was not carried through. government had no reservation in conceding that status to Sanskrit and celebrating the year 2000 as the Year of Sanskrit.
"More than 300 young fighters of the Karuna group who were defending the southern side of the river and the interior surrendered without fight," it!

There was no immediate word from Karuna on the fighting or the casualties in the pre-dawn fighting. Earlier in the day Karuna's spokesman, identified as Varadan, said the LTTE's main leadership had initiated the battle and was facing resistance.
Fighters from the main Tamil Tiger rebel group based in the north clashed with members of a breakaway eastern faction at the Verugal River, where the two sides have squared off since they split early last month, the sources said. Mortars and gunfire were heard across the river Friday, rebels and military officials said. The military sources, speaking on condition of anonymity, characterized the fighting as heavy.
The peace process was the initiative of former prime minister Ranil Wickremesinghe. He and the president differed sharply over how to resolve the ethnic conflict. Wickremesinghe seemed determined to resolve the conflict by making peace with or appeasing, as some would say, the LTTE, whatever the cost. Kumaratunga, on the other hand, argued that the costs were too high. Wickremesinghe's approach, she maintained, would lead to the division of the island. She opposed his move to hand over the entire northeastern province in Sri Lanka - what the LTTE claims as the Tamil homeland - to the Tigers under a proposed interim administration for the Tamil-majority region.
The Central POTA Review Committee on Thursday held that there was no prima facie case for the Tamil Nadu Government to invoke POTA against MDMK leader Vaiko and eight others. The Committe headed by Justice A B Saharya directed the State Government "to take suitable steps forthwith including giving instruction to the public prosecutor to seek appropriate orders from the concerned court in the case in accordance with law." The Committee held that Vaiko's speech in support of LTTE at a meeting near Madurai did not fall within the ambit of Section 21(3) of POTA, 2002. The Committee was constituted under Section 60 of POTA in April last year to ensure that the anti-terrorism law was not misused and examine if prima facie case existed to proceed against a person booked under the Act. The committee recommended that the canal project be linked to the Tuticorin Harbour Project and that both projects be undertaken simultaneously. The cost of the joint project was estimated at Rs 9.98 crore. The Sethusamudram Project Committee report was, however, put in cold storage.!

There is hardly a day when we do not hear about police excesses, police failures, or police misbehaviour in this country. Collectively as an organisation and individually as members of the organisation, the police come in for severe criticism in the media, in the orders and judgements of courts, in the accounts and reports of non-government organisations and various organised sections of society. There are some States in this country where the police are seen more as violators of law than as servants of law(1). There are some States where they enjoy unbelievable impunity for all misdeeds. On the whole, the police in India present a picture of being a law unto themselves and not as part and parcel of a Criminal Justice System committed to Rule of Law. Of course, it is not fair to brand all with the some branding iron, and there are notable exceptions. But the rotten eggs spoil the entire
basket.
Now the initiative has some $1 billion earmarked every year, with Meyyappan and his team of 60 scientists working on making nanotechnology available for future space exploration. One nano is 10,000 times finer than the thickness of a human hair. A technology using such ultra fine material is thus an invaluable resource for innumerable applications.
"The TNA urges that steps be taken forthwith to commence negotiations with the LTTE... for the setting up of an Interim Self-Governing Authority, on the basis of the proposals submitted by the LTTE," the TNA said in a statement.
The LTTE itself has projected the verdict as a victory to the Tigers. An official communique released by the LTTE and quoted by the pro-LTTE Tamilnet website states that the verdict in the election shows that the concepts of Tamil homeland, Tamil nationalism and the right for Tamil self-rule should be the basis for resolving the ethnic conflict.
Recalling various incidents, including the midnight arrest of the Dravida Munnetra Kazhagam (DMK) leader, M. Karunanidhi, and the "unfair" means to arrest top journalists of The Hindu , which "violated" the core values of democracy, he said the large crowds pouring in for Democratic Progressive Alliance (DPA) meetings across the State only reflected the growing discontent of the people over the ruling party.

Karuna made a big show of Sathiyamoorthy’s funeral. His body was taken to many places and people were forced to pay respects to him. He was declared a Mamanithan (Great Human Being) and his and his brother-in-law’s bodies were buried at Annai Poopathy Memorial Ground. Their bodies were dug up on Saturday night, taken to a desolate place and burnt with tyres.
Statement at an annual rally of Tamils in Switzerland came just hours after the group warned of a return to war unless they were granted self-rule. Speaking on the sidelines of the meeting of the Liberation Tigers of Tamil Eelam (LTTE), Elayathamy Howsalyan said Tuesday the future of the peace process was unclear following presidential elections last week that produced a hung parliament. "There is no stable government to solve this problem ... it is very difficult to say now how the peace process will be," Howsalyan told AFP outside the United Nations European headquarters.
Just before leaving for the swearing-in ceremony, Mr Rajapakse vowed to pursue peace talks with Tamil rebels, fighting government forces in the north of the country. "They should start as soon as possible. We need peace," he told reporters at his house in Colombo. He also urged India to play a bigger role in the island's peace efforts, saying Delhi should be "involved as soon as possible".
At the Pongu Thamil event held Monday in front of the United Nations' Offices in Geneva, Switzerland, the participants from the Tamil Diaspora pointed out the Tamil aspirations endorsed by the Tamil people in the General Elections on April 2 by an overwhelming majority, and called on the U.N. and the international community to recognize the aspirations in finding a lastintg solution to the Tamil question in Sri Lanka.
Looking back 27 years the Tamil nation cannot help but revisit the year 1977 and the general election, which brought forth the Trail mandate for secession of the Tamil homeland in the North-East from the body politic of Sri Lanka. The circumstances then, though look similar to that of today, were quite different.
Discriminatory legislations, state aided colonization changing Tamil demography and subtly converting Tamils as minorities in their own habitat the Tamil homeland, state organized communal pogroms which forced the Tamils to think seriously of a safe homeland and military suppression of non violent protests against these may be considered as a few of the many reasons that compelled the Tamil people to mandate their then legislators to go ahead and work for separation rather than cohabiting as second class citizens under a so-called 'unitary' governance. The Tamil people, when they mandated f!

separation in 1977, had with them only the manifestations of disappointments, deceit and frustration consequent to many an agreements and pacts entered into solemnly and sincerely with the Colombo regimes having been thrown out of the window just for the fancy of a few Sinhala hardliners. This, no doubt was the catalyst at that time when there wasn't a semblance of self rule or a territory with built -in administrative mechanisms as one can see in the Tamil homeland today with a designation as "LTTE controlled areas" . If even in the absence of such structures and a dedicated fighting force to defend themselves against military oppression, the Tamil people ventured into the unchartered political landscape of 'separation', it was only because the indignity was so unbearable.
The rebels said they hoped a political solution would be found. If not, "the Tamil people will fight to establish the Tamil sovereignty in their homeland,'' a pro-rebel TamilNet Web site said. The rebels' proxy party, Tamil National Alliance, emerged as the third largest party in Friday's vote with 22 seats in the 225-member Parliament.

Meanwhile, a mercy petition was filed on their behalf with the State Governor of Karnataka on 6 March: only the President of India and State Governors have the power to commute death sentences.
We believe that the verdict can be changed to save their lives in the people?s court by mobilizing mass support and awareness against death penalty.
We have already started a mass signature campaign to press Indian government to sign the moratorium on all execution with UN Human Rights Commission.

The Marumalarchi Dravida Munnetra Kazhagam (MDMK) will take immediate steps to solve the pending fishermen issue in the coastal areas. As the retrieval of Katchatheevu is the only way to ensure the welfare of fishermen, the MDMK will mount pressure on the Centre from outside to get back the island from Sri Lanka if the Democratic Progressive Alliance (DPA) is voted to power, the general secretary, Vaiko, told presspersons here on Tuesday.
The following is a chronology of the war that has killed 64,000 people since it erupted after an anti-Tamil riot in 1983:
1983-84 - India trains and funds Tamil groups, including the Liberation Tigers of Tamil Eelam (LTTE), fighting for a separate Tamil state in the island's north and east.
July 1985 - The government, with Indian help, meets Tamil rebel leaders in Bhutanese capital Thimpu, but talks fail.
July 1987 - India and Sri Lanka sign pact creating regional councils to give Tamils in the northeast limited autonomy.

The Liberation Tigers Tuesday said they strongly condemn the killing of Mr. Rajan Sathiyamoorthy, Tamil National Alliance candidate for Batticaloa. “The people of Batticaloa should not to be perturbed by such incidents of violence in the district that create fear. We call on them to vote for the TNA and show the world the national strength of the Tamil people”, the LTTE said in statement issued in Tamil from their political headquarters in Kilinochchi Tuesday. Mr. Sathiyamoorthy was shot dead by unidentified gunmen at his residence Tuesday morning.
The Reaction in the Sinhala south to Karuna's exit from the Liberation Tigers of Tamil Eelam (LTTE) is varied. The rabidly anti-Tamil Sinhala nationalists lunged to pit Karuna - their Great Batticaloa Hope - against the LTTE Leader Veluppillai Prabhakaran.

The Supreme Court Tuesday held that the Commander of the Sri Lanka Army and the Commissioner of Elections had violated the fundamental rights of the voters in the LTTE held areas of the North-East province by preventing them from casting their votes at the last general elections held in December 2001, legal sources said.
