let me add to the congatulations. we just starting (we is the community
groups, undp, eclac) on estimating the economic impact and willingness
to pay for watching turtle nesting in Trinidad. The survey instruments are
being finalized and the survey period will take from march/april until the
end of the turtle nesting season (august)
Our work programme for 1999 also includes a beginning of focussing on
marine tourism (excluding cruiseships)

Islands International magazine announces that this fall it will award 8th
Annual Ecotourism Award to a Caribbean project that best meets it twin
goals: the promotion of Caribbean tourism and the protection of an island's
environmental and/ or cultural assets.  The winner of the $1,000.00 award,
along with other winners, will be featured in the Sept. /Oct. issues and
honored at a ceremony during the Caribbean Tourism Conference. in the
Dominican Republic this Septermber.  All nominations must be received by

Thursday's (18 February) [US] Virgin Islands "Independent" newspaper has a
front page story by Robert Hoffman about the multiple Caribbean
incarnations  of  Malaysian multimillionaire Dato Tan Kay Hock, who it
seems has made similar extravagant  development proposals for:

1)  the so-called Asian Village (2,000 units) development in northeastern
Antigua,
2) a re-build of the decrepit and storm-wracked Yachthaven complex at the
head of Long Bay in Charlotte Amalie on the island of St. Thomas, USVI,
involving a breakwater, 200 boat slips, and ; and
3) a 1,000 room "getaway" hotel at Couva in Trinidad, which Prime Minister
Panday announced, without identifying Dato Tan or Johan Holdings, last
November. Hoffman claims to have affirmed that it is Dato Tan who is behind
the Couva proposal.

Hoffman claims that all three of these projects allege to be planning
massive investments and local benefits, and that all have been negotiated
in private with national leaders, and involve property controlled directly
or indirectly by the island governments. Hoffman quotes an unnamed former
associate of Dato Tan Kay Hock, as saying. "I and others feel that the
trick is to get the land, do a little development, and then sell it off as
a project in progress and pocket a neat profit. . . Dato Tan's great
strength is his legal expertise and ability to put together 'agreements'
that are very much in his favor. He works very closely with governments in
all of his deals, and in all cases, they seem to have an interest in the
property concerned."

In a recent extended cruise through the Bahamas, Kincey and I were
impressed with the very large number of FAILED development  schemes that
you encounter throughout the Bahamas, with a considerable direct physical
and environmental impact, and apparently a more subtle corrosive impact on
people's hopes, expectations, and self-image.
	 At the least, Island Resources thinks that there is a need to find ways to
quickly liquidate failed projects, so that the land and remaining assets
can be put back into economic use (and prevented from becoming a major
source of pollution) more quickly.

Congratulations and good luck on your mission to the UN Commission on
Sustainable Development discussions on Sustainable Tourism. Among other
things,
this is a nice recognition and validation of the work you have been doing with
the Caribbean Hotels Association CAST project for the past two years.

The most important step that we can take to encourage sustainable tourism
is to
agree to support a scientifically sound, technically competent and fair
process
of environmental certifications for tourist areas, especially critical areas
such as coasts,  including beaches, recreational ports and reefs. The Blue
Flag
beach certification program in Europe is a model. This could also be extended
to non-coastal areas, especially high visibility natural areas with high
density tourism from so-called eco-tourism or adventure tourism, such as
trekking areas, parks, scenic overlooks, national monuments, and so on (but I
know of no models for rating these non-coastal areas).

By certifying areas, based on standard scientific monitoring, such as water
quality, benthic health and other accepted environmental quality indicators,
the certification provides a rationale for individual operators to work
together
to improve "their" area, rather than competing among themselves to achieve
"gold star" ratings for their individual facilities, while failing to address
those larger problems which can ruin an entire district. I repeat the
essential
point that hotel rating schemes and certification programmes do NOT stimulate
joint action to solve problems, which is ESSENTIAL to address the complex,
multi-dimensional environmental impacts and mitigation measures which must be
taken  to achieve sustainability at any level close to "natural baselines."

You probably know that Island Resources Foundation has a paper on Coastal
Impacts of Tourism in the Wider Caribbean on our site at http://www.irf.org.
This paper has an excellent bibliography, and may be most useful in the
analytical framework which it presents for considering and categorizing the
KINDS of tourism activity, both in terms of lodgings, and the multitude of
ancillary tourism services.

Finally, World Bank efforts to the contrary notwithstanding, there is an
enormous lack of information about the real economic benefits and
environmental
impacts of alternative tourism and tourist facilities at the local and
national
level. What, for example, are the real local impacts per tourist dollar spent
of cruiseship tourism as contrasted with guest houses; or what is the
comparative economic benefits and environmental impacts of dive tourism as
contrasted with sailing tourism?

Please keep this list informed of the results of these sessions!

The Caribbean Hotel Association and American Express are sponsoring the
1999 Environmental Area Award in hopes to promote unity in environmental
efforts within an area such as a town, bay, park or other protected area.
We seek to award an area in the Caribbean which has demonstrated an
outstanding job of involving the community to improve the conservation and
environment in a tourist area.  We are looking for projects involving
conservation education programs, protection of forests, coastal areas ,
environmental education of the community and visitors, parks and rivers,
reduction of pollution, preservation and restoration of historic areas and
development of trails.

Local Caribbean Hotel Associations are eligible for the award.
Applications are available from Caribbean Local Hotel Associations and
through
CHA.  Deadline for applications is March 30th.  Winners will be announced
at CHIC 1999 in Nassau, Bahamas.

If you know of a project in your community that deserves recognition please
contact your Local Hotel Association.

Punta Cana Ecological Foundation is seeking a qualified person for the
position of Director.  The Foundation operates out of the Punta Cana Beach
Resort on the east coast of the Dominican Republic. Responsibilities
include the management of a nature reserve and fruit tree plantation,
development and delivery of environmental education courses for hotel staff
and surrounding schools, facilitation of women's cooperative, and the
creation of a biodiversity center in conjunction with Cornell University.
Further opportunities include the creation of a museum to showcase Taino
Indian remains unearthed at Punta Cana, cave exploration, and reef
rehabilitation.  Applicants should be bi-lingual (English and Spanish) and

The European IBTM is publishing a "Directory of Natural Meetings and
Incentives" which includes a listing of companies and organizations within
the incentive travel and meetings industry who are actively implementing
environmental programs.  Such companies include; hotels, destinations,
convention bureaux, car rental companies, cruise lines, congress centers,
airlines, DMC's and other business tourism suppliers.  In addition, the

My name is Zadie Neufville and I had the pleasure of setting up and
managing the list. Internat access is not very readily available to all our
members but we posted the list hoping to hear from people like yourselves.

At the moment I am looking for funding to provide modems a few access
centres in the regions so our reeporters can readily access the internet
for research etc. While that happens, CERN's internet presence will

The same Malaysian "developer" is alleged to be buying the old Yachthaven
Hotel at the head of Long Bay in St. Thomas Harbor, and has announced plans
to massively redevelop this key site in St. Thomas, USVI, including a
700-berth marina. I don't think the guy is real but he sure gets the go-go
development-at-any-cost politicos salivating.

Given the Asian economic troubles, it's hard to imagine that they still
have access to the scale of capital required to carry off such a massive
series of investments..

I'm so old I can remember a coconut grove where the Yachthaven parking lot
and Wendy's now is, and watching guys repair their wooden boats underneath
the palms....

The Asian Village Heritage Tourism Project.  Is this Sustainable Touris=
m??



  January 1997,  Antiguans and Barbudans realized the extent of the  large=
-scale "Heritage Tourism" project planned for the north eastern corner =
of Antigua (known as the North Sound).  Since then a cloud of controversy=
  has followed the project=92s development.  The Asian Village "Heritage =
Tourism" project is the brainchild of Tan Kay Hock, of the Malaysian firm=
, Johan Holdings Berhad. This massive project calls for the creation of =
artificial beaches, two 18-hole golf courses, a world class casino, condo=
minium development, an Asian style water village, spa, shopping centers =
and entertainment facilities. The project will encompass well over 1,000 =
acres of Antigua (which has a total area of 69,000 acres).

The proposed site comprises 500 acres of the mainland, a 400 acre offshor=
e island -Guiana Island, another  57 acre offshore island - Crump Island =
and approximately 8 other tiny offshore islets.  The marine and coastal =
area is heavily used by fishermen from the nearby coastal communities. =
  Extensive fringing mangroves (the forth largest mangrove system in the =
Lesser Antilles) and shallow seagrass beds, associated salinas and coral =
reefs (the largest reef system on the island) has created an extremely =
productive area for fisheries.  Terrestrially, the offshore islands are =
home to one of the world's rarest snakes the Antiguan Racer Snake (Alsoph=
is antiguae), they are important nesting sites for  the all of the endang=
ered Caribbean sea turtles, and a key habitat and nesting sight for the =
  endangered West Indian Whistling Duck (Dendrocygna arborea).  Guiana Isl=
and is also home to Antigua's only population of the Tropical Mockingbird=
  (Mimus gilvus).  As the area is generally uninhabited, it also supports =
the last remaining populations of nesting seabirds on Antigua.

Since the project's inception, environmentalists and resource users of =
the area have expressed strong reservations about the project and the neg=
ative impacts that could result on this very productive coastal marine =
environment. Despite the large land area encompassed by this project and =
the effects to livelihood of persons in the surrounding coastal communiti=
es, no plans have been lodged in the Development Control Authority or the=
  Fisheries Department and no public consultation has occurred, to date.

Many of the environmental fears were confirmed by an Environmental Impact=
  Assessment that was made public in June 1997. The EIA states that:

=93... we find the scale of the project incongruent with the nature of =
the site.  Our main concern is with proposals to construct 1000 resort =
rooms, water villas and commercial development on Guiana Island.

"... we doubt that a project of this scale can be accommodated in the env=
ironment without major long-term damage, despite good intentions.

"  We recommend, therefore, that the project component for Guiana Island =
be significantly reduced in scale and a more conservation oriented approa=
ch be used in planning and design in its overall reconceptualization."

To make its recommendations, the EIA carried out a series of in depth stu=
dies of the natural resources and developed resource maps of the area. =
  The assessment found, "an environment that is sensitive yet resilient, =
productive, and of great importance to maintaining the biological diversi=
ty of the country.  Mangroves of the area provide a major biomass and nut=
rient budget that along with extensive sea grass and scattered coral reef=
s are indispensable to commercial fisheries ..."

There has been constant and vociferous public protest to the Asian Villag=

Sorry for the many duplicates on this posting --- I don't have time to weed
out
the double postings...

SIDSNet (Small Island Developing States---40-some UN members with special
recognition in the 1992 Rio UN Conference Envrionment and Development) is a
Worldwide Web (WWW) tool which many of us hope will serve as one element of a
global network to promote and enhance communications among the worldwide
island
community on issues of significance for rational/ sustainable/ affordable
development of small oceanic islands. Alternatively, it is seen by some people
as a tool of technical cooperation among countries and interest groups of the
developing world.

SIDSNet is a project of the UNDP, and at this point it may become the keystone
in the UNDP's support for the 1994  Barbados Conference on SIDS. There is
now a
great rush to build a SIDSNET website (and ancillary text-based tools, such as
mailing lists). I have been asked to help, for web-sites relevant to the
Caribbean.

I am clueless as to what they REALLY want and how they intend to use it (I
have
a message about a "Muscat search engine," but cannot imagine why people are
looking for dates or raisins or whatever it is that Muscat produces), but
here's what I will try to work into their system:

         1)      The Name of a Web Site

         2)      The URL for that Web Site

         3)      A brief narrative description of the site, no more than a
four-
or five-line paragraph.

Now we all know that the definition of a "web site,'" is pretty imprecise ---
it can be anything from a single page of HTML copy to an entire "channel"
which
points to scores of selected sites.

I leave to your common sense and discretion what sites you want to nominate
for
this exercise. By way of illustration, I think I will probably submit a single
entry for the Island Resources web site, but it could easily be  three or four
sites, based on the major elements (i.e., NGO development, biodiversity
conservation, coastal zone management, and environmental information services)
of the Foundation's program. For a big site like MicroState Resources by Mitch
Leventhal, or Peter Meincke's Small Island Information Network, I can easily
imagine that there should be a couple of dozen different entries (well, maybe
less considering the specific focus on "Small Island Developing States" ---
that would omit, for example a number of sites in Hong Kong, Singapore,
Bermuda, Okinawa, or San Andres).

Here's a first draft entry for what I would submit for Island Resources
Foundation's site:

bibliography of references on coastal zone management topics in the Wider
Caribbean, and detailed excerpts from the IUCN Red Book and the Birdlife
International descriptions of Endangered Bird Areas for the Wider Caribbean.

PS -- UPDATE on HURRICANE GEORGES in the US VIRGIN ISLANDS
The US Virgin Islands came through Hurricane Georges VERY nicely. Great
illustration of the positive benefits (economic and otherwise) of preparation,
prevention or mitigation. Power and phones are largely back on,
island-wide, 30
hours after the storm. Of course, it's also the advantage of 80-mile-per hour
winds, as compared with 110! Only real problem is the lack of phone contact
with the outside world, directly attributable to the refusal of the local unit
of AT&T Long Lines to invest in simple and inexpensive back-up systems.
         Island Resources Foundation wrote the Territory's "Hazard Mitigation
Plan" in the immediate aftermath of the $1.3 BILLION losses after Hurricane
Marilyn in 1995, but the real credit for the vvast improvement in hurricane
response goes to local political leadership which decided it was no longer
going to put up with third-rate efforts when it comes to essential public
standards and efforts for fundamental issues such as building codes and
enforcement.

Mixed Signals on Tourism

The government this week sent contradictory signals on its environmental
policy regarding tourism development.
On the one hand, President Miguel Angel Rodríguez defended a controversial
development on Costa Rica's north Pacific coast by Spanish hotel chain
Barceló, allegedly built without construction permits and causing much
environmental destruction (TT, July 3).
"Who hasn't destroyed a little bit of nature to build the foundations of his
house?" asked the President on National Parks Day last Friday, in reference
to
the huge holiday-villa complex and golf course the company is building next
to
its existing 400-room hotel on Playa Tambor.
On the other hand, the Costa Rican Tourism Institute launched a certificate
along the lines of the hotel-star rating system, to grade the
"sustainability"
of tourist accommodations, giving a high premium to environmentally-friendly
developments.
Called the Sustainable Tourism Certificate (CST), it went into effect on Aug.
26 by Presidential decree.
Guillermo Barceló, head of the Spanish chain's construction project, Clud de
Golf Los Delfines, gratefully latched onto Rodríguez's words of support this
week, following recent pressure from the Comptroller General's Office to
close
down the development.
Last Sunday, he issued a communiqué headlined: "I always maintained my faith
in Costa Rica."
"I heard with great emotion the words of Mr. Rodríguez Echeverría, with which
he acknowledged that Barceló is a faithful follower of Costa Rican democracy,
respectful of its laws [and] harmonious with its ecology," said Barceló in
the
press release, adding: "His speech opens the way for other companies. . . to
come and invest in this nation, in perfect harmony with nature, which is
guarded by park rangers who, working with great passion, ensure the survival
of the flora and fauna of which the country's wonderful National Parks are
composed."
In July, the Los Delfines project was convicted by the Environmental Crimes
Court for wiping out two hectares of mangrove in a protected wetland area.
The
crime was originally reported by local National Parks authority chief Luis
Mena.
Mena also accused Los Delfines of encroaching on public beach land and
extracting building material illegally from a nearby quarry.
Barceló's earlier development, Hotel Playa Tambor, built in 1992, allegedly
committed similar violations.
Rodríguez made his declaration at a ceremony in Cabo Blanco Nature Reserve in
the Pacific Province of Puntarenas, after one of the guests of honor, U.S.
environmentalist Albert Ingalls, spoke out against Barceló.
"We need Barceló," responded the President, adding that the Spanish company
is
a major investor which helped open a link to the European market, bringing
many visitors, reported the daily La Nación.
Rodríguez also said that the company has another project in the pipeline that
will create 1,000 jobs.
It's the fear of losing the 400 to 500 jobs currently generated by Los
Delfines which has stopped the Municipality of Puntarenas from closing down
the project, as instructed by the Comptroller General.
On Tuesday, during the official presentation of the new Sustainable Tourism
Certificate, ICT Executive President, Aída Fishman, refused to comment on the
President's words.
She said the certificate - which will work on a "five-leaf" principle, like
the five-star rating system - puts Costa Rica ahead in the field of
environmental protection.
The ICT has had the idea patented, and hopes it will become a standard used
internationally. Fishman explained that the country will be presenting it to
the United Nations to see if it is interested in adopting the certificate.
The CST will evaluate hotels according to their relationship with the
surrounding environment and communities, as well as customers. The facilities
will be assessed on aspects such as energy efficiency, waste management and
aesthetic design.
The sustainability principle will be followed right down to whether a hotel
restaurant uses organically-grown ingredients in its recipes or not, said
Fishman.
When asked if Barceló Playa Tambor Hotel could qualify for the certificate,
program director Rodolfo Lizano said: "We cannot condemn for life someone who
may have broken the law in the past." He added, though, that hotels with
legal
suits pending against them would not be considered.
Although described by the ICT as first of its kind in the world, the CST
has a
precursor - the Sustainable Tourism Rating introduced in 1993 by the
pioneering guidebook The New Key to Costa Rica.
Co-author Beatrice Blake was assured by the ICT that it had not lifted the
idea from her. However, Blake told The Tico Times: "It would have been nice
if
they would have acknowledged us."
Blake explained that the CST is not an exact copy of the guidebook's system,
which uses a three-sun symbol as its top rating.
"They went into a lot of areas much more in-depth than we did," she said,
adding that the guidebook chose to switch to the CST system, believing the
ICT
could do a better job because of its much bigger budget.
However, Blake is concerned that the way questions are being posed in the CST
survey may be giving too high a rating to big hotels and not enough credit to
smaller eco-lodges. For example, it's rumored that the plush, 300-room
Marriott hotel in the outskirts of San José obtained a higher rating than
private nature reserve and eco-lodge Rara Avis - which obtained a top score
in
The New Key's rating.
Lizano, the man in charge of the CST program in the ICT, denied this, saying
that only preliminary assessments have been performed for the 101 hotels that
have applied so far for the certificate. He said the way each particular case
is assessed will be made public once the final results come out, to ensure
complete transparency.
The CST program, which will be managed by an independent commission, will
work
on a voluntary basis. Only those hotels wanting to obtain a CST will be
assessed.
The certificate was designed by the ICT, with the collaboration of Harvard-
affiliated business school INCAE.
