And yes of course I realise that TfL/Southwark Council put £170,000 into
the endlessly delayed 250 space bike garage at On Your Bike (opening
April? Who knows) but that's simply not the same as good free street
parking for casual use. (And that money at a time when there's no money
at all for racks at Southwark schools, colleges, offices...I'd argue
that that £170,000 is subsidising developers who haven't provided in
building bike parking when most have saved fortunes by not having to
provide underground carparks any more...win win...and weren't asked to
provide decent bike parking by poor planning conditions from ..Southwark
Council).
Movement though from the managers of Southwark's new head office at
Tooley Street for some 1,800 staff. Bike parking for a laughable 1 in 25
staff (ie 72 spaces....lease signed in Bike Week 2007) is now - say
their consultants - 1 in 11. That's over double the number first thought
of...160. I've asked that they think again and provide 360 spaces from
the start with expansion space considered. Reply awaited.
There's a lot of work to do on Southwark's Sustainable Transport Policy
now out to consultation. Bike parking planning conditions need hugely
updating. See my email way below.
Alexi Marmot are advising Southwark....just checked. 2 of their 11 staff
regularly ride to work.

I'm still waiting to hear please just when and were street racks go in.
See page 9 of Time Out for 30 January. North Southwark heads up their
Parking spots of shame list.
That's terrible. Southwark Cyclists have been asking TfL and Southwark
Council for improved parking round here for 2 years and still all we get
is empty promises or no replies.

Thanks so much for your mail of 10 January and the 19 November paper
about cycling facilities at 160 Tooley Street. Lovely to be asked for
views.
I've a number of suggestions and the numbers below are the paragraph
numbers from the report
1.Cycling to work in London etc
Latest figures from Transport for London show a 60% increase in London
cycling from mid-2000 to mid-2007. The upward trend continues and will
accelerate with the almost daily reports on the need for active
lifestyles etc.
2. Southwark Council staff and bicycle use
The one stand per 250sm is hopelessly out of date. New Southwark office
developments - Bankside 123 for example - are seeing 1in 5 or 6 members
of staff ask for cycle parking space. IPC Magazines has had to buy in
extra off site space to cater for bike parking demand. The Bank of
Scotland - moving in very soon - is looking for more offsite space too,
there is no space on site. They have better bike parking in the City of
London where they move from. Crazy. Recent local Southwark planning
permissions in the development
pipeline - the Shard for example at London Bridge station - will have
cycle parking for about 400 staff and need, if finished now, parking for
say 2,000 staff at 1in 5. Even more when complete. There's huge demand
that won't be satisfied in these new blocks. Policies have lagged way
behind reality on the street.
Allies and Morrison - Bankside 123 architects and sited right opposite -
are expanding their own offices are providing for 1 in 4 staff bike
parking.
There is no evidence at all to show that nearness to tube stations etc
cuts the numbers cycling. Most staff who cycle find that mode so
convenient, economical, healthy that they'd continue even if working
right over a tube station.
Showers, changing rooms and lockers are desirables, but not essentials.
But showers etc benefit non-cyclists too. Secure bike parking is the
essential.
3. Current guidelines on bicycle parking provision and shower provision
Noted. As stated above, even the 1 to 10 staff cycle parking provision
recommended by the LCC is very out of date.
4. AMA recommendations for cycling facilities provision
If no more than 1,450 (80%) are in the building at any one time then I
would expect demand for cycle parking in mid-2009 to be from 1 in 3 to
4 staff. There will be considerable demand for visitor parking too. Say
about 360 spaces required on opening then and rising to perhaps 450 in a
year or two.
160 at opening spaces will not be adequate. The number of
lockers/showers should rise accordingly.
