Questions of the relationship between social capital and Information and Communication Technology are well explored in the United States, but are relatively under-explored in an EU context. A European Commission workshop was organised in Seville in November 2003 to bring together experts to discuss these questions, and how there may be distinctive EU answers to them. This group aims to continue this dialogue, and involve other interested parties.
