[RCSE] level IV tasks complete

I'm happy to announce that Ed Franz completed his last task on his way
to completing level IV.

Ed flew a one hour thermal task today with a hand launch at the VOA
Park in Cincinnati. Perfect conditions and light winds had Ed's HLG
out of sight on a couple of occasions. Ed blew off some altitude to
get back to visual range and found himself in huge sink and at 50 feet
with about 15 minutes to go. A fine save in a light thermal got him
back to spec height and the task complete.

Steve Seibenaler flew sniffing flights, Walt VanGorder, Ed Miester and
myself offered help as we could.

Congratulations to Ed! Now the fun begins with the stiff blue voucher!
