Well Done! I agree, City Pavilions at Shanghai 2010 give further opportunity to develop specificially at a city-level the Expo's City-theme.

The Urban Best Practice area and other areas at the Shanghai Expo look specifically at urban responses to classical and emerging city problems and offer further opportunity for theme development for City-based organisations and Councils.

This also ties in with the new emerging technologies applicable at the creation of the City State of Uluru for the 2020 Joint Universal Exposition and Summer Games Olympiad at uluru - expo2020lympiad uluru. Third millennium 21st century earth technologies applied throughout the design, construction, and development/operation of the City which will feature 2,000 citizens from every nation on earth as a microcosm of earth society and best practice responses to every field of endeavour and pursuit as a city.

Since the theme of Shanghai 2010 is one of progressive cities I
suggest we form a pavilion (independant of Nations), related to this
theme.
I think a section by Montreal Vancouver New York Budapest St.
Petersburg and San Fransisco as you suggest might be partially on the
history and future of 'bridges' and 'the British' which link things
rather than as nations and languages do divide us. A BRITISH BRIDGE
might explain things like CAMBRIDGE and then we might even have a
BRIDGE card game tournament sponsored by MICROSOFT WINDOWS and Bill
GATES. Wouldn't that be a wonderful way to celebrate the future and
Seattle, the Lion and Golden Gate bridges and the Fantasy they have
imparted into our world - Lion's Gate Entertainment and Atlantis-
Alliance Films!
A whole theme section of the Expo should be organized around specific
urban participation since Expo 2010 is a clearly urban issue oriented
exposition. The International Organizations that deal with Cities and
Urban mayors should have some of the largest and most innovative
pavilions at the site.
