In 1995, the Massachusetts Registry of Motor Vehicles (RMV) implemented a policy requiring Social Security Numbers (SSNs) as a condition of receiving a driver’s license. As a result, immigrants who do not qualify for a SSN because of their immigration status cannot obtain licenses. The purpose of the RMV is to ensure the safety of the roads, not to verify the immigration status of drivers. Community groups concerned about this issue have come together as the Safe Driving Coalition and have met with the RMV to advocate for alternative identifiers to the SSN. Also, there are two bills which allow immigrants to provide other documentation if they do not have an SSN. We need the help of organizations and individuals concerned with this issue.
