Hi, Susan and other interested people:
 
I've really appreciated the Ingenuity-related information that folks have shared on this list, and I have question a time-sensitive question on that topic.
 
After an applicant, say Riley Doherty, has provided Ms. Haberak with the self-filled out sections and given the teacher rec forms and principal rec forms to the appropriate people (a few weeks ago), what happens next? (and prior to Dec. 17th, right?)
 
A.  Ms.Haberak assembles the full application and gives back the to the student for sending/giving to the Ingenuity office at Poly?
B.  Ms Haberak assembles the the full application and sends that directly to the Ingenuity office at Poly
C.  Neither A nor B
 
My daughter thinks that she's "completely done" but I'd love to get that confirmed so I don't find out on 12/18 or later that I missed a step.

Hi Susan,  I'm assuming that our kids have pupil ID numbers even though we are new to Baltimore?  Dianne Schwartz, mother of Kiri and Ellie Maza; also assuming that my turning in our New York State tests for the application will be fine?  Is there someone who administers the Ingenuity program who I can double-triple check that with.  I'd hate for her app to get lost in the system due to a glitch with the 4th grade state test being from a different state.  Thanks so much.

I know this is very early, but I have furniture that I'd like to donate to May
Mart. They aren't highly valuable pieces (two coffee tables, a TV stand, a

Dear Mom or Dad,

Looking for a fun winter activity for your second or third grade daughter?  Indoor soccer is a great recreational activity for the cold weather months.  Spots are still available at the indoor soccer league hosted at the Baltimore Friends School.  Games are Sunday afternoons for 1 hour (no mid-week practices) and begin this Sunday and run through the end of February.  The $135 cost covers t-shirt, referees and use of the gym for one hour (about $13 a game).  For additional information and to register, see the attached flyer.  This is our second year participating and we're hooked!  It’s a good way to continue to build on the skills they developed from the Mt. Washington league this past fall.  Feel free to forward on to others you think may be interested.

We are doing something similar at our synagogue and found this tool: www.slyreply.com that allows you to upload the wish list and then have your parents/kids sign up for items and everyone can see what everyone else is doing.  It's sort of like a bridal registry.

It's a free service and seems easy to use.  

Perhaps our crafty Pablo has something else he can put up on the website?

I'm sending out information for those of you who weren't at the Educaton Advocacy Team meeting a couple of weeks ago -- there is a training parents and community citywide tomorrow night at City Springs Elementary School.  At the training, people will learn about the state budget timeline and process, details about education funding for City Schools and potential cuts and concrete things you can do to organize others to protect City Schools funding from state budget cuts this legislative session.

One of our counselor's, Nancy Hart, contacted me about sponsoring 5 of our families this holiday season.  I have attached a list of items and if you are able to help, please write the family # and the initial for the child intended on the gift.  These need to be delivered by December 17th.

Nation’s 2009 Report Card on Big City Districts Shows City Schools’ 

Low-Income, African American Students Ahead of Majority of Peers 

First-ever comparison of Baltimore and big-city peers reflects momentum,  

need for improvement 

 

(Baltimore, MD) — The U.S. Department of Education’s National Center for Education Statistics released the 

mathematics portion of its biennial report on select big-city school districts today, and in its first year of 

participation Baltimore City Public Schools (City Schools) emerges as a competitive district with a clear picture 

of how it ranks among its peers—and how much it must improve to rank among the nation’s top large, urban 

school districts. 

 

According to the Nation’s Report Card Mathematics 2009 Trial Urban District Assessment (TUDA), City 

Schools has the highest concentration of low-income, African American students among the 18 participating 

districts this year, and their average scale scores exceeded, met or were within just a couple points of the national 

and “large city” averages for low-income African American students. City Schools’ low-income, African 

American students outperformed their peers in all but one (Miami-Dade) of the six other new TUDA districts this 

year (Detroit, Fresno, Jefferson County/Louisville, Milwaukee and Philadelphia). They also outperformed several 

veteran TUDA districts with similarly high concentrations of low-income and/or African American students 

(Atlanta, Chicago, Cleveland, Los Angeles and Washington, D.C.). 

 

“These data validate the progress that Baltimore is making on state tests,” said Mike Casserly, Executive Director 

of the Council of Great City Schools, a founding partner of TUDA. “They establish a baseline for further reforms 

and demonstrate that the city has already outstripped many others with similar demographic characteristics.” 

 

The 2009 TUDA report—which represents the first time City Schools has been compared to other big-city school 

districts and the country as a whole—comes on the heels of solid gains for the school system on the Maryland 

School Assessment (MSA), especially among low-income and African American students. The national report 

shows that City Schools' predominantly low-income, African American students are competitive with their peers 

nationally, and that City Schools’ students overall rank solidly in the middle of the pack in the 4th grade and ahead 

of all but one of their close demographic peers in the 8th grade. The TUDA report also underscores the ground that 

City Schools must cover to be among the nation’s top-performing districts overall.   


“Until now we have only been able to compare City Schools to other Maryland school systems, all of which are 

suburban or rural and demographically unlike us. We have not had the chance to look at how we are doing within 

the context of other urban districts with challenges similar to ours,” said Neil E. Duke, Chair, Baltimore City 

Board of School Commissioners. “With TUDA, we are able to see how we compare to other large urban school 

districts like us, which is extremely helpful, especially now in this time of transformation for our school system.” 

 

“We joined TUDA because it is the gold standard for educational assessment in this country. It tells us how we 

are doing compared to our true peers, which is extremely valuable in gauging our efforts,” said City Schools CEO 

AndrĂ©s A. Alonso. “But most importantly, TUDA gives us a baseline for future progress. It provides valuable data 

that we will use to inform our reform efforts moving forward, and it forces on us an unprecedented level of 

accountability: it puts us on the national radar, shoulder to shoulder with other school systems like us.” 

 

Every other year the National Center for Education Statistics issues the Nation’s Report Card which, according to 

many, is the only “common yardstick” for measuring student performance across the 50 states. The report card is 

based on results of the National Assessment of Educational Progress (NAEP), a rigorous assessment administered 

to a large sample of 4th- and 8th-grade students in every odd year. During winter 2009, students took NAEP in 

reading, math and science, and earlier this fall the 2009 Nation’s Report Card was released. This report gave 

results for states and for the nation as a whole. 

 

TUDA is a disaggregation of NAEP results for a select set of large urban school districts. It ranks big-city 

districts, and it compares these districts to their states and the nation as a whole. TUDA also provides a range and 

depth of data on student performance that state assessments do not. TUDA membership is voluntary, but districts 

must apply to participate and be approved and funded by the U.S. Congress; they must also represent urban 

populations of 250,000 or more to participate. The 2009 report is the fourth year of TUDA results and is for math 

only; reading and science results will be released in the spring. 


The 17 other 2009 TUDA members include some of the nation’s largest and more affluent urban districts: 

Atlanta, Austin, Boston, Charlotte, Chicago, Cleveland, Detroit, Washington, D.C., Fresno, Houston, Jefferson 

County/Louisville, Los Angeles, Miami-Dade, Milwaukee, New York City, Philadelphia and San Diego. Of 

these, Detroit, Fresno, Jefferson County, Miami-Dade, Milwaukee and Philadelphia are new TUDA members, 

like City Schools. For these districts, the 2009 TUDA data represent an initial reading of how they rank among 

their peers, and a baseline for future releases of TUDA data. Three of Baltimore City’s closest demographic 

peers—Atlanta, Washington, D.C. and Cleveland—have participated in TUDA since the first TUDA report was 

issued in 2003. 

 

While participating TUDA districts must meet the “large city” population criteria, the demographics among them 

range widely. Baltimore City is close demographically to Atlanta, Washington, D.C., Cleveland and Detroit, but it 

has higher percentages of low-income and African American students than most other TUDA districts. For 

example, 87 percent of the students in Baltimore’s 4th-grade TUDA sample are African American and 84 percent 

of them qualify for Free or Reduced Price Meals, while just 39 percent of the students in Boston’s 4th-grade 

TUDA sample are African American and 78 percent of them qualify for Free or Reduced Price Meals.  

 

In addition to the competitive performance of City Schools’ core demographic group, low-income African 

American students (88 percent of the school system’s total student population is African American and 84 percent 

qualifies for Free and Reduced Price Meals), City Schools’ students with disabilities also made a very strong 

showing among their TUDA peers. City Schools’ 4th-grade students outperformed 11 other TUDA districts— 

including strongly competitive districts like Atlanta, Houston, and San Diego—and they scored two scale points 

ahead of the large city average. City Schools 4th graders also showed the smallest achievement gap between 

general education students and students with disabilities, of all 18 districts.  

 

The performance of City Schools’ 8th-grade students with disabilities was also competitive but not as strong. They 

ranked 10th among all 18 districts, lagging the large city average by six scale points but ahead of Atlanta, Houston 

and Philadelphia, among others. And like 4th grade, City Schools showed the smallest achievement gap between 

general education students and students with disabilities on the 8th-grade assessment.  

 

Finally, like most of its urban district peers, which lag their states on the NAEP assessment, Baltimore City trails 

Maryland. According to the 2009 TUDA results, City Schools’ average scale score on the 4th-grade assessment is 

222 compared to Maryland’s 244, and its average scale score on the 8th-grade assessment is 257 compared to 

Maryland’s 288. The cities that have participated in TUDA since the beginning and have mined their TUDA data 

to inform reforms have, by and large, narrowed the gap with their states—as well as the national public. 

 

“We now know exactly how much we have to improve to be among the nation’s top performing urban school 

districts; it’s something that is within our reach—and it’s what our students deserve,” Dr. Alonso said. “The 

TUDA results show that our low-income, African American students are competitive with their peers. Add to that 

their major and steady gains on the MSA, which show that they are making strong progress, and City Schools is a 

school system on the rise. We will make the most of what the TUDA data tell us about our kids, and we will work 

hard to narrow the overall achievement gap between City Schools and both Maryland and the national public.”
