In 2000, the EU imposed sanctions against Austria in a protest over his party's role in government. The US Ambassador was against it, Condi was against it, but some incompetent official allowed the planning to run on for some unknown reason. Also, I identify who might be the problem official - might it be Henrietta H Fore, US Under Secretary for Management? (There doesn't seem to be anything on the agency's webpage for Condoleezza Rice yet but the link is there if you want to have a look. Presumably you contact this agency if you want to hire Condi for something and if the agency thinks your offer is serious and maybe of interest they then contact Condi to put it to her to see if she is interested? Something like that I guess.)
