I haven't looked far into it personally, however take a look at the
JOPinger Win32 application from Nova-Inside:

They also have similar applications for the rest of the DF series.
I'm unsure about exactly how the queries work, but I have a hunch that
you actually query the NovaWorld servers for information about them, and
you can only ping the servers themselves.
The NovaWorld communications are in HTTP or a HTTP-like protocol from
memory - a packet sniffer such as ethereal or tcpdump is your friend
here. There are a few URLs in the options menu too.
I've just remembered another system - it's a set of PHP scripts, called
NORAD, made by the DFS clan. Here's the example on their site:
