Chicago Heights may revive plan to extend Old Plank Road Trail east

It could be the final link of a bike trail extending from downtown Joliet to downtown Chicago

Chicago Heights is hoping to revive a years-old plan to extend the Old Plank Road Trail eastward, eventually providing what could be the final link of a bike trail extending from downtown Joliet to downtown Chicago.

The City Council recently adopted an agreement with the Illinois Department of Natural Resources to construct a 0.8-mile extension of the Old Plank Trail where it currently ends at Western Avenue in Park Forest to Thorn Creek, where the Forest Preserve District of Cook County is completing its Thorn Creek Trail.

"This is just to get the ball rolling," said Matthew Fares, the city's chief of staff. "It's sort of to kick the idea around and see where we are at."

Elsewhere the path has gaps, but in Chicago Heights, the idea for this link has been around since at least 2002. IDNR owns the land for the trail, while the city has a $1 million federal Congestion, Mitigation and Air Quality grant to fund construction of the trail. But, the city previously rejected plans for a 20 percent match, and some aldermen also raised concerns about safety along the trail.

Recently, IDNR agreed to cover the 20 percent, but the safety issues are still pertinent.

"I don't think it's safe ... and we can't afford to put a police officer out there," said Ald. Joseph Faso (4th). Faso was the lone vote against the agreement.

"It goes through one of the roughest areas of town, [but] I am not concerned with safety," said resident Mike Petrowski, a path supporter. "It's going to be pretty open. It's not like people are going to be hiding in the bushes and coming at you."

It took 20 years to plan and build the Old Plank Trail, which runs from Joliet to southern Cook County, before it was finally dedicated in 1997. During those planning years, many residents along the trail also had concerns that the trail would attract crime, but soon dropped them when they realized it was an asset to adjoining communities, officials said.
