The announcement was in the USPS Postal Bulletin 22134 dated 8-5-04.  I have included a copy of the text explaining how to apply and a copy of the cancel and address.

 

As a community service, the Postal Service offers

pictorial cancellations to commemorate local events cele-

brated in communities throughout the nation. A list of

events for which pictorial cancellations are authorized ap-

pears below. If available, the sponsor of the pictorial can-

cellation appears in italics under the date. Also provided,

as space permits, are illustrations of those cancellations

that were reproducible and available at press time.

People attending these local events may obtain the

cancellation in person at the temporary Post Office sta-

tion established there. Those who cannot attend the event,

but who wish to obtain the cancellation, may submit a

mail order request. Pictorial cancellations are available

only for the dates indicated, and requests must be post-

marked no later than 30 days following the requested pic-

torial cancellation date.

All requests must include a stamped envelope or post-

card bearing at least the minimum First-Class Mail post-

age. Items submitted for cancellation may not include

postage issued after the date of the requested cancella-

tion. Such items will be returned unserviced.

Customers wishing to obtain a cancellation should affix

stamps to any envelope or postcard of their choice, ad-

dress the envelope or postcard to themselves or others,

insert a card of postcard thickness in envelopes for sturdi-

ness, and tuck in the flap. Place the envelope or postcard

in a larger envelope and address it to: PICTORIAL CAN-

CELLATIONS, followed by the NAME OF THE STATION,

ADDRESS, CITY, STATE, ZIP+4 CODE, exactly as listed

below (using all capitals and no punctuation, except the

hyphen in the ZIP+4 code).

Customers can also send stamped envelopes and

postcards without addresses for cancellation, as long as

they supply a larger envelope with adequate postage and

their return address. After applying the pictorial cancella-

tion, the Postal Service returns the items (with or without

addresses) under addressed protective cover.

BENIN, CAMBODIA, CONGO, DJBOUTI, ERITREA, MAURITANIA, SOMALIA, TURMENISTAN, TADJIKSTAN, KYRGYZSTAN, KOMI.

 

Can anyone tell me if any of them can be used for postage in the countries named, or am I right in thinking they are all just Cinderella labels.

Of those countries I'd suggest the following

BENIN,  Real place and legit stamps but basically wallpaper issues.

CAMBODIA, real place and legit stamps. Will be listed.

 CONGO, Which one? there are 2 or 3 depending on opinions.

 DJBOUTI, Real place but stamps probably bogus

 ERITREA, No real Government or postal service. certainly bogus

 MAURITANIA, Real place and legit issues but some bogus as well.

 SOMALIA, Real place but bogus stamps

 TURMENISTAN, real place, legit stamps fully catalogued.

 TADJIKSTAN, real place, legit stamps fully catalogued

 KYRGYZSTAN, real place, legit stamps fully catalogued

 KOMI. No such country. so stamps bogus.

 

Now of course I can also confirm that not a single one of the above places/countries has ever seen a genuine live penguin although all will have seen many rip off artists both endemic or foreign based.

 

So long as you only pay a dollar or two per set there is no great harm so long as you realise the background to these issues.

i had send him a lot of Indian Antarctic Covers, about one year back. He was supposed to send me some items in exchange. He had also acknowledged me of receipt of covers and had promised me to send the covers (see the attached mail below).

I think you have a 50/50 chance of both <g>.
 
A lot of countries issue stamps with subjects that are not pertinent to their own country. For instance, a couple of years back I saw stamps from Mongolia picturing the 3 Stooges. I would bet that 99% of the population have never heard of them plus the fact that a small percentage of the population has a tv set. What I am trying to say is, a great deal of these countries issue stamps with any topic whatsoever for a couple of reasons :
1) - to get people interested in their stamps and 2) - Most importantly to generate hard currency for their countries. Some countries produce stamps solely for the purpose of creating money, as in a market for them. In other words, it is a source of income for them.
 
Collectors usually refer to these stamps as wallpaper. However, some people like them. So be it. Afterall, it is just a hobby and we collect those countries that give us the most satisfaction. Some of these stamps are definately valid for postage but there may be some that are not and may be, as you indicated, "cinderellas".

Thanks Steven and Larry for your comments about the Penguin M/s they were not too expensive, some of them look genuine some do not, also some others I saw which I did not buy were between £8 - £11 each!!  I did not know Komi did not exist as I assumed it was one of the many U.S.S.R. countries.

 

 I went to a big Stamp Fair with 95 dealers, I was very dissapointed that there was not much Antarctica and I only found a few ordinary covers so that was one of the reasons I bought the Penguin sheets. I am off to a big Postcard Fair in 2 weeks and hope I do better there.

I wish you luck on the Antarctic material. I get some on occasion at shows I attend here in Ontario, Canada but they are in dribs and drabs among the various dealers. They do add up just the same though.
 
Personally, I think there should be a list of 'bogus' countries somewhere on the net so that unsuspecting collectors don't get snafooed in to buying these things. Just a thought.

Hi Larry,

 

You mention that you come across Antarctic Cinderellas at Fairs, do you have many in your collection, I am trying to produce a catalogue of them and so far I have notes on over 1,000 of them but I know there were quite a few pre 1940 which had a Captain Scott, Amundsen and Byrd connection or Penguins on them which were advertising things like Butter, Wine, Zoo's etc mainly produced in Germany.

 

The catalogue has been put on hold for the moment due to being in and out of hospital this year but I hope to produce it sometime in the near future. If you can send me a list of any you have I would be very grateful.

 

I have been told that there are another 2 M/s from Tchad and Somalia with penguins on, the Somalia M/s has the Heads of various Antarctic Explorers on such as Scott, Shackleton, Charcot, Amundsen, De Gerlache, Ross and is headed Explorers of the Antarctic.

 

 

Just received a list of Antarctic Postcards from Paul Wales in New Zealand and have sent an order for some of them, cards which I have not seen before keep turning up which means my wants list is getting bigger all the time, I need a bigger wallet.

 

The link given by Doe is very good for Bogus countries lists.

I wish you luck on the Antarctic material. I get some on occasion at shows I attend here in Ontario, Canada but they are in dribs and drabs among the various dealers. They do add up just the same though.
 
Personally, I think there should be a list of 'bogus' countries somewhere on the net so that unsuspecting collectors don't get snafooed in to buying these things. Just a thought.

Thanks Steven and Larry for your comments about the Penguin M/s they were not too expensive, some of them look genuine some do not, also some others I saw which I did not buy were between £8 - £11 each!!  I did not know Komi did not exist as I assumed it was one of the many U.S.S.R. countries.

 

 I went to a big Stamp Fair with 95 dealers, I was very dissapointed that there was not much Antarctica and I only found a few ordinary covers so that was one of the reasons I bought the Penguin sheets. I am off to a big Postcard Fair in 2 weeks and hope I do better there.

There is a monument to Amundsen in Golden Gate Park in San
Francisco.  It commemorates his ship the Gjoa being in dry dock
there for many years.  (It's now in Norway.)  For more information,
