The picture is a model AT tractor. It came with a TORO engine. It was the first walk behind Planet Jr. tractor model made by the S.L. Allen Co. (There was an earlier 4 wheel ride on model that was made, but it never caught on.) The AT was made from about 1928 to 1930. Steel wheels were standard back then. Rubber tires weren't available until the mid 1930's when they became optional equipment. This one is owned by Ray Turner from Mich.

Sounds like you may have sheared a key off, or have some damage in that area, i.e. key or split key slot. ... belt engages and turns sprocket on the wheel.
