The white part in question is indeed used with some kits and is secured inside the cap. The white part is used in pen kits that are referred to as "snap cap"...

The easiest way may be to look for pen blanks on Ebay and look at the photos. Many of the web sites on the net have photos of pen blanks. # 1 may be colobolo....
