or the Cobra sereies by Timothy Zahn.  The original short story opened with a cybernetically enhanced warrior coming home from teh wars, later he expaneded it

Sort of like Demolition man, where a notorious criminal from our time is thawed out to take care of a local "terrorists" but they find out the Terrorist is

Ethics of Modfified Humans and Warriors?
I think the idea was much like soldiers in many countries where war has raged for decades, with young boys of 12 or so, finding themselves in uniform fighting
