Greetings OKNA Members! I hope summer finds you all happy and healthy.

The Beach School Playground Committee has been working all summer to
organize the design, delivery and installation of our new playground.
The build day is set for Saturday, August 20th (that's this Saturday!)

We have planned a day of activity and festivity – lots of work,
but hopefully lots of fun too. We plan to have food and music and
gardening projects for those not able to help with construction.
We'll start bright and early on Saturday morning, with volunteer
registration from 7:30-8:30.

We are still looking for volunteers to help with a variety of tasks on
Saturday—everything from sorting nuts and bolts, to construction
activities (for those of you not afraid of power tools), to gardening
and helping with children's activities. There are tasks for every
level of skill and strength, but we need to know who we can count on.

If you are interested in helping install the new playground on
Saturday, please contact:

The front page of the Oregonian Metro section for Monday,
August 8 contains an article of importance to Overlook residents,
particularly those who live near premises that might be subject to
alcohol-related complaints.

Portland has an ordinance allowing the Office of neighborhood
Involvement (ONI) to respond to neuisance complaints either on OR
NEAR the premises of a business that has an OLCC license. The
legislature just passed a bill limiting Portland's jurisdiction to
respond so that the City can only respond to noise or other
complaints if the complaint has to do with activity ON the premises.
That means no ability to respond if the problem is generated by the
buisness but occurs on the sidewalk or streets nearby.

Unless the Governor veto's this bill, this limitation will become
law. The limitation was promoted by the Oregon restaurant
Association.

All Overlook neighbors are encouraged to contact the Governor's
office immediately and let him know whether you want him to sign or

Last year's event was a great success and this year's promises to be
even better. Delicious ice-cream sundaes with all your favorite
toppings will be back, and we'll have great items up for silent
auction inside the Overlook House.  This year we already have wine,
flowers, hair cuts, grourmet candy, Christmas items, and toys donated
to the silent auction.  But we can always use more. Silent auction
items should be dropped off at the Overlook House on Thursday, August
4 so the auction sheets can be prepared in time for Sunday.  But we
will accept items the day of the event too - so bring your gently used
items with you to the Social. Last year we had donations of jewlery,
infant items, home-made cinnamon rolls and rose pruning that were all
very popular...so be creative!  (Proceeds from the silent auction
benefit programming at the Overlook House.)

This year's event is also part of National Night Out - a nation-wide
program that promotes neighborhood spirit and safety.  The local NNO
committee has given us lots of helpful info to hand out and some great
raffle prizes for those who attend.  We also hope to have a return
visit from our local firefighters and their fire engine which was a
big hit with young and old last year.

We could still use some volunteers at the event.  If you could help
pour water, help in the silent auction room, or help scoop ice-cream
please call Julie Rawls (evenings) at 503-282-7198.  Hope to see you
on Sunday for some tasty dessert and fun with your neighbors!

Also:  ice cream necklaces and ice-cream boppers for the first 40 kids
at the event!

Community Design Workshop
Saturday, June 25, 2005
8:45am - 1:30pm
Interstate Firehouse Cultural Center
5340 N. Interstate

Working with maps, to-scale images of park elements, colored pens and
pencils, and their own imaginations, participants will work in teams
to develop possible plans for Patton Park.  Each team will then
present their ideas to the full group and together the group will
identify common themes and decide on preferred approaches.  At the end
of this one-day event, a draft plan for the park will be complete.

The workshop is free but PRE-REGISTRATION IS REQUIRED!

Participants will receive a packet of background materials in advance,
including an explanation of the process, agenda, site map, description
of site conditions and issues, and an overview of the design problem.

Hello,

There are a wide variety of events happening at Beach School the next
four Thursdays.  Members of the community (even those without kids)
are invited.


April 28th - Eat at McDonalds on Swan Island between 5:00 & 7:00 p.m.,
and 20% of all sales will be donated to the Beach School Playground
Fund.  Also, it is Cultural Game Night in the school's cafeteria from
6:00 to 7:30 p.m.


May 5th - This is your chance to help design Beach School's playground
between 6:00 & 8:00 p.m.  Representatives from the equipment makers
and the school district will be on hand to help present the options.
Childcare will be provided.  Preview the conceptual drawings at

May 12th - Leap into Language and Literacy is an Early Words workshop
designed for parents of toddlers and preschoolers.  A light dinner
will be served from 6:00 to 6:30 p.m., and the program will follow
until 8:00 p.m.  Presentations will be given in English and Spanish.
This event is sponsored by the Beach PTA and presented by the
Multnomah County Library.


May 19th -  Get ready to stroll!

The Stroller Tour of Beach School is set for Thursday, May 19, 2005
from 5:30 - 7:30 PM.  Pizza will be served and children are very
welcome!  If you plan to attend, please RSVP to me at
nopomom@... so we can be sure we have enough pizza (and chairs)
for everyone.

Principal Paige Fox and members of the Beach staff will be on hand to
talk about the school and its programs and to answer questions.  Also,
parents in the neighborhood who chose Beach for their child(ren) will
share about their Beach experience.  Following the presentation there
will be a guided tour of the school.  This will be a great opportunity
to learn about the school in a smaller group setting.

(Note from the webmaster: this IS at the same time as the North
Portland Cleanup and the Legislature Town Hall at Kaiser.  So much to
choose from!)


The Friends of the Overlook House would like to thank all of you who
participated in our last Work-Party and invite the rest of you to our
next event.

We send a very warm thank-you to Chad and Anna who have graciously
adopted the Rose Beds -- the next time you visit the Overlook House be
sure to pay special attention to the roses, they are healthy &
beautiful.

The rest of the work-party (Pat, Greg & Marcella, Phil & Linda, Jerry,
Tom, Allen, Jim & Audrey & Son) spent their time reseeding, weeding,
replacing stone, trimming, and spreading mulch.  Everyone had a great
time, and celebrated afterward with pizza.  The grounds at the
Overlook House look better than ever.  Many thanks to all who
participated.

Only one more spring work-party to be ready for the season.  All are
welcome.  We will be planting, weeding, mulching and celebrating
afterwards with pizza.

BRING:  yourself, work clothes, gloves, a good wheelbarrow or
garden-cart if you have one, and any other tools that might be useful.

Notes:
April's meeting agenda includes an update from ODOT on the I-5 Delta Park project (which will widen I-5 Southbound to 3 lanes which shifts congestion into our neighborhood).

We will have short presentations by the Tool Lending Library and the Columbia Slough Watershed Council too.

We will vote on the first amendment to the Bylaws and hear about two more amendments that we will vote on at the May meeting.

The usual police and committee reports will round out another full agenda.

Are you the parent of a young child (0-4 years) in Overlook?

Are you considering sending your child out of the neighborhood for
elementary school?

Overlook Parents for Beach (working name) is a group of parents who
believe that an excellent elementary education is critical to our
children's future success. We want to work with other neighborhood
parents of young children to build on Beach's strengths to make it a
school where we're excited to send our kids.

Currently, we're working with Beach's principal to set a date for
an evening open house & "stroller tour" to give folks a chance
to check out the school, hear from the principal, teachers, and
parents of current students, while networking with other parents of young
children in the neighborhood.

Help plant trees in the Overlook Neighborhood this Saturday! Come to the kick-off meeting at Kaiser Town Hall at 8:30 A.M. Bring work gloves and wear clothes and boots that can get a bit dirty. You'll register and be assigned to one of the four crews that will plant 45 trees throughout the neighborhood. Hello,

If you are interested in having speed bumps on your street, please call
the City at 503-823-SAFE (7233) by this Friday, January 21st to request
an evaluation.  If your case scores well, the City will contribute
$1200 to the $2000 cost of putting in a speed bump.  This still leaves
the neighbors an $800 tab to fund, and most of the neighbors need to
agree to the need.

Dear Overlook Resident,

the OKNA is co-sponsoring with Kaiser Permanente:

We have mentioned in previous newsletters about the possibilities of a
farmers' market happening and now it is to become a reality starting
May 18, 2005. There will be more about this in the January/February
newsletter which will contain a hard copy version of the electronic
survey.  The electronic version is less costly than the paper one, and
we prefer to have only 1 response per person.

We would like to get as much input as possible from local residents and
ask you to take a few minutes to fill out the survey on-line. Your
responses and comments will play a major role in shaping the nature and
substance of the market.

This is a very exciting venture which will benefit all of us. PLEASE
